CALL TO ORDER – Ms. Skillings called the meeting to order at 5:28 pm. a. Present: James Bell, Cassandra Nelson, Selina Máté, Melissa Riba, Carol Skillings, Ashley Smith, Sam Troutman b. Absent: c. Staff: Andrew Fedewa, Planner; Ryan Shields, Planner 2. APPROVAL OF AGENDA – The agenda was approved by unanimous consent. 3. COMMUNICATIONS – None 4. PUBLIC HEARINGS a. HDC-2-2026, 200 W Ottawa St., Replace roof material Mr. Fedewa presented the request from the Central United Methodist Church to replace the roof material on Central United Methodist Church. The church has historic slate, well over 100 years and most at the end of its lifespan. The church has been in front of HDC twice in the last four years to replace the most deteriorated sections of the slate roof and corresponding copper flashing. The major storm during 2025 destroyed additional slate tiles and eaves. The cost and time to replace the remaining sections of the roof is prohibitive for the property owner. The church proposes to install composite shake that mimics the appearance of the slate. Paul Rogers, DaVinci Roofscapes/Westlake Royal Building Products, spoke on the composite material made of plastic to retain performance and the specialized color which can also expand and shrink 1/10 of an inch. Mr. Rogers spoke on the 50-year warranty and up to 75-year life expectancy, the fire and storm resistance of the material, the installation process, and on his company’s experience working with this material on other historic churches as they replace old slate. Ms. Skillings asked for more information about storm resistance. Mr. Rogers stated that the material can handle winds up to 100 miles per hour and have a ‘Class 4’ rating for impact and a ‘Class A’ fire rating. The weight is considerably less than slate lessening the strain on the roof system. Ms. Riba made a motion, seconded by Ms. Troutman, to approve HDC-2-2026, 200 W Ottawa St., Replace Roof Material, as proposed. On a roll call vote the motion passed unanimously (6-0). Minutes for Approval – January 12, 2026. Ms. Nelson made a motion, seconded by Ms. Troutman to approve the minutes as presented. 6. PUBLIC COMMENTS – None 7. STAFF AND COMMISSION MEMBER COMMENTS Mr. Fedewa introduced Ryan Shields as the new Planner on staff who will be assisting with HDC. Ms. Troutman announced that her term will be expiring at the end of the month. She thanked Commission members and staff for their work and service during her term. 8. PRESENTATIONS – None 9. OTHER BUSINESS a. St. Lawrence Hospital Campus study committee Mr. Fedewa stated that staff is still working internally on coordinating a meeting with University of Michigan Health – Sparrow. Ms. Skillings asked the Commission members if they should work on a second property while the meeting gets sorted. Ms. Smith spoke on the relocation of the Local History Room from the Downtown Library and Capital Area District Library’s plan to vacate the building. With a new Lansing School District Superintendent named there may be an opportunity to nominate the building. Ms. Smith made a motion, seconded by Ms. Riba to set a public meeting to discuss Clarence H. Rosa Public Library building and the potential for a historic study committee report. On a voice vote the motion passed unanimously (6-0). 10. PENDING ITEMS – None 11. ADJOURNMENT – 6:14 p.m.
