Attendance: Brian Baer, Matthias Bell, Courtney Cole, Paul Dripchak, Ron Embry, Sean Gehle, Melissa Horste,
Glenn Lopez, Christopher Szmadzinski-Greene; Tirstan Walters, Dr. Thomas Woods
Absent: Florence Baerren, Mary Beth VanHorn, Dr, Versey Williams.
Staff: Robin Anderson-King, Kim Coleman, Amy Crank, DeLisa Fountain, and Renee Morgan Freeman
Others: Joseph Abood (OCA), and Yarden Blumstein (Resolution Services)
This meeting was called to order at 5:36 p.m. by Chair Ron Embry.
Board members identified themselves for roll call. A quorum was established for both boards.
M. Horste made a motion to accept the agenda as advanced. Second, by T. Woods. Motion carried.
S. Gehle made a motion to accept the minutes of the December 2, 2025 meeting. Second, by T. Woods. Motion carried.
Chair Emby stated the rules for public comment. Those who pre-registered by 5:45 p.m. were called for public comment.

HRCS staff member, Amy Crank, reported the findings of the top six locations vetted for the NOVA Lansing Housing
Initiative. Specifications were shared regarding the Ingham County Human Services Building parking lot at 5303 S. Cedar,
which concluded the report.
Chair Embry asked the pleasure of the board regarding action on the proposed locations. T. Woods made a motion that all
parks be removed from the list for consideration. The motion was seconded. Concluding discussion there was a call for the
question. The motion passed 10 yes – 2 no.
C. Szmadzinski-Greene made a motion to submit the Ingham County Human Services Building parking lot as the
recommended NOVA location to Mayor Schor for consideration. The motion was seconded. Concluding discussion there was
a call for the question. The motion carried.
Director K. Coleman announced that the recommendation would be presented to the Mayor. Additionally, conversations will
begin with the community in Ward 2 on Thursday, January 29th, 6:00 p.m. at the City of Lansing Elections Office – 701 W.
Jolly. The meeting is being hosted by Councilperson Deyanira Nevarez Martinez.
The floor was opened again for public comment.
Chair Emby announced that the public can refer to the HRCS Website for updated information going forward.
T. Woods made a motion to adjourn the meeting. The motion was seconded. The meeting was adjourned at 6:40 p.m.
