REGULAR MEETING OF
BOARD OF PUBLIC SERVICE
AUGUST 13, 2026
PRESENT: Nancy Mahlow, Hugh McNichol, Samara Morgan, Tracy Tanner, Thomas Hickson, and
Ronald Wilson
ABSENT: Jason Wilkes and Mark Clouse
STAFF: Andrew Kilpatrick, Jeremiah Kilgore, Mitch Whisler, Eric Thelen, and Nathan Arnold

1) CALL TO ORDER:
Chair Mahlow called the meeting to order at 11:33 a.m., at the City of Lansing Wastewater Treatment Plant.

2) ADJUSTMENTS/APPROVAL OF THE AGENDA:
Chair Mahlow requested approval of the agenda with additions, Mr. Wilson moved, Ms. Tanner seconded,
and MOTION CARRIED, to approve the agenda as submitted.
3) APPROVAL OF BOARD MINUTES:
July 9, 2026
Chair Mahlow requested approval of the minutes with the date changed, Mr. McNichol moved, Ms. Morgan
seconded, and MOTION CARRIED to approve the minutes as submitted.
4) CITIZEN COMMENTS ON AGENDA ITEMS:
a. Andrew Rivera, a resident of Darby Drive whose home is located across the street from Cumberland
Elementary School, spoke about ongoing parking concerns caused by parents and school staff parking in
front of his home. He stated that the parking makes it difficult for him to safely pull out of his driveway.
A request to address the parking concerns has been included in the Board’s action items for
consideration.
5) ACTION ITEMS:
a. Traffic Requests:
1. Engineers Report #26-03 Parking Regulation change: Darby Drive Between Cumberland Road
and Tecumseh River Drive - A resident of Darby Drive requested that parking be prohibited in
front of their home along the west side of Darby Drive near Cumberland Elementary School. Based
on the request and a signed petition, the recommendation was to prohibit stopping, standing, and
parking on school days from 7:00 a.m. to 4:00 p.m. along the west side of Darby Drive between
Cumberland Road and Tecumseh River Drive. Mr. Wilson moved to approve the recommendation.
Mr. Hickson seconded, and MOTION CARRIED.

2. Engineers Report #26-10 – Traffic Calming Request: Clemens Avenue – A petition was received
requesting the installation of traffic-calming measures on Clemens Avenue between Michigan
Avenue and Kalamazoo Street. After reviewing the traffic study, the recommendation is to install
horizontal traffic-calming measures or consider an alternative, such as permanently installing solar-
powered radar speed signs, to address speeding concerns. No action was required; information
only.
6) REPORT OF OFFICERS:
Operations and Maintenance/CART Division: A written report was distributed.
Mr. Arnold provided a brief overview of the report. Discussion and questions followed.
Wastewater Division: A written report was distributed.
Mr. Thelen provided a brief overview of the report. Discussion and questions followed.
7) DIRECTOR’S REPORT:
Director Kilpatrick reported on the following: projects and the City Hall move.
8) UNFINISHED BUSINESS:
a. Department Priorities – Discussion and questions followed. Mr. Hickson moved to adopt the
Department Priorities and distribute them as presented. Mr. McNichol seconded, and MOTION
CARRIED.

11) CITIZEN COMMENTS ON NON-AGENDA ITEMS: None
