Wednesday July 8th, 2026
BOARD MEMBERS PRESENT: Mike Dombrowski, Kimberly Whitfield, Isaac Francisco, Joan Lenhard,
Tirstan Walters, Ravynne Gilmore, Christopher Greene-Szmadzinski
BOARD MEMBERS EXCUSED: Nate Scramlin
CALL TO ORDER: 6:33PM
I. ADDITIONS/DELETIONS TO THE AGENDA
Added G to Correspondence, B to new Business and changed A to Old Town Grants
Lenhard moved to accept Walters seconded, passed unanimously
II. BOARD MEETING MINUTES
A. May 13th, 2026 Lenhard moved to accept, Francisco seconded, passed unanimously.
B. June 10th, 2026 Walters moved to accept as corrected and to correct the July minutes
to reflect the June 10th, 2026 meeting to B under Board Meeting Minutes, Whitfield
seconded, passed unanimously.
III. NEW BUSINESS
A. Old Town Grants Tabled for the September 2026 meeting
B. Board Elections Discussed our 3 positions: President, Vice President, Secretary.
Elections tables for the September 2026 meeting.
IV. OLD BUSINESS
A. BMX Starting Gate Ramp Grant Walters moved to accept, Whitfield Seconded,
passed unanimously
V. UPDATES
A. Community Center Study The committee has met and there will be more public comment
meetings going forward and more information will be presented to the board.
B. Marshall Basketball Courts Work has begun. The soil from Marshall has been taken to St
Joseph Park. The anticipated completion with a ribbon cutting is in the late Summer.
C. Moores Park Pool We have received all permits required for building. We are still
waiting on some pricing and funding sources on the required changes.
D. Bancroft Park The gate at Bankroft has been fixed. There is also be a boulder that
will be moved back after being involved in a vehicle incident.
E. Personnel Update The department is working on hiring the manager of leisure services
and the gardener for the Francis and Cooley Gardens and our Downtown Parks. The Manager of
Leisure Services is expected to be hired in August.

VIII. REMARKS BY BOARD MEMBERS
Christopher Greene-Szmadzinski asked about a garden near Cooley Law School, the director confirmed that
is not on city property.
Kimberly Whitfield asked about an update for St Joseph Park. The director confirmed that there has been
discussion with LPD about safety in the area and the department is looking into adding gates and lights at
key points in the park.
Ravynne Gilmore asked to have LPD to provide some information about violent crime in parks. Ravynne
also asked about lifeguards and the training program for new lifeguards.
Isaac Francisco informed the board that he intends to step off the board when his term is up in June 2027 to
focus on community development projects in his neighborhood.
IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the opportunity to speak on
any issue related to parks and recreation services not otherwise on the agenda at the end of the meeting and may speak on
any agenda issue during the meeting after park board members have had an opportunity to discuss the issue or prior to
the board voting on the issue. The President may impose a time limit on public comments.
Paul Kolar from the Moores Park Neighborhood Organization wanted to thank the department for the new
signs at Moores Park. The neighborhood organization will be meeting with the Parks Department to
improve the games area of Moores Park. They are disappointed that the Moores Park Pool will not be
opened this year. The neighborhood organization is happy that there are events hosted the park.
