Members Present: Shelley Davis Boyd, Calvin Jones, Catherine Rathbun, Jonathan Smith, Bryan
Britten, Rawley Van Fossen, Dr. Cristina Benton, Dr. Alane Laws-Barker (Arrived at
8:34), Chaz Carrillo
Members Absent: None
Staff Present: Kris Klein, Amiee Evans, Brian Swett, Alex Watkins, Aurelius Christian, Shay

Guests: Eric Helzer, Craig Willian
Call to Order/Rollcall
Chair Shelley Davis Boyd called the Lansing Brownfield Redevelopment Authority meeting to order at 8:30 A.M.
Approval of LBRA Board Meeting Minutes – Friday, December 5, 2025 (ACTION)
MOTION: Member Jones moved to approve the LBRA Board meeting minutes of Friday, December 5, 2025, as
presented. Motion seconded by Member Carrillo.
YEAS: Eight (8); Unanimous, motion carried.
Financial Update
Klein provided a financial update to the Board.
Accelerated Reimbursement Loan Request for Plan #89 – Turner North (ACTION)
Klein presented an Accelerated Reimbursement Loan Request for Brownfield Plan #89, Turner North
Development Project. Project developers Eric Helzer and Craig Willian provided an update on the project.
Member Benton inquired about the project timeline and Helzer provided the estimate that demolition on the
development properties would occur in April 2026, construction of the project would commence in August
2026, and the project would be completed by late 2029. Member Britten inquired if the project sources, which
includes this request, represents all necessary financing for the project and Helzer responded that with the
financing presented there was no remaining financial gap.

MOTION: Member Smith moved to approve the LBRA Accelerated Reimbursement Loan Request for Brownfield
Plan #89 as presented. Motion seconded by Member Benton.
YEAS: Nine (9); Unanimous, motion carried.
FY2026 U.S. EPA Brownfields Assessment Grant Application (ACTION)
Dowler presented the application for a grant of $500,000 from the US EPA FY2026 Community-wide Brownfield
Assessment Grant. Klein said that 2019 was the last time Lansing was awarded this grant and that the funds are
highly competitive.
MOTION: Member Jones moved to approve the application for a US EPA FY2026 Community-wide Brownfield
Assessment Grant as presented. Motion seconded by Member Van Fossen.
YEAS: Nine (9); Unanimous, motion carried.
