• Discussed the purpose of the organizational meeting-to meet and discuss before
the March Board of Review
• Discussed the MBOR
o Charles English read City Council's Resolution about Board of Review
members' training
o Training Report signed at 10:18am
o No significant legislative changes in 2026
o Purpose of the MBOR is to hear appeals of assessments and corrections
or records, hear Poverty Exemption applications, hear classification
appeals, hear personal property denials or late files of EMPP, small
business taxpayer and QHERP appeals, and hear denial of agricultural
and other property tax exemptions appeals
o Brief discussion on main MBOR appeals and approach to tax payers and
appeals
