6. PLEASE DESCRIBE IN DETAIL YOUR REASON(S)FOR SUBMITTING THIS DISCLOUSRE AND EXPLAIN
WHY YOU THINK A CONFLICT MAY/MAY NOT EXIST.
On August 15,2006,the Board of Commissioners for the Lansing Board of Water and Light will be deliberating
and potentially voting on a proposed steam and electric rate increase. This rate increase, if passed,will result in a 65%
increase in Lansing Community College's steam rates. I am also an elected Trustee of Lansing Community College.
Although I do not intend to vote on the proposed rate increase, I do not believe that I am prohibited from
participating in deliberations, including asking questions,participating in discussions, and seeking additional information
as appropriate. As the Chair of the Board,my ability to preside over the rate deliberations and facilitate those
deliberations should not be impeded.
I understand that your Board is not scheduled to meet until August 15,2006,the same day as the LBWL's
Board meeting. Therefore, I request that you schedule a special meeting,or a committee meeting if that is sufficient,to
give me guidance on two questions before the LBWL's August 15,2006 Board meeting:
1. Can I participate in deliberations,including seeking additional information, asking questions,and
participating in discussions;and
2. Can I comment after the vote? For example, if the media would like to interview me,can 1 participate in that
interview? Can I make public comments regarding the rate increase?
