Lansing, holding the position of city Attorney (Title) in thee-

I am President of the board of a Michigan non-profit
charitable organization which may be the recipient of State
grant funds . Although the Human Relations Department has not yet
received City Council approval , it is seeking to be the
fiduciary in charge of distributing and accounting for these
funds . It should have no discretion as to eligible recipients .
4. 1 have a financial interest in a matter proposed to be acted upon
by the City of Lansing as described below (Lansing Code 290.04(1):

AFFIDAVIT OF DISCLOSURE
On behalf of the City and as permitted by Section 290.04(n)of the Ethics Ordinance,Doug Rubley,
Finance Director,and Sharon Bommarito,Personnel Director,have taken part,and continue to take
part, in collective bargaining negotiations with City employee bargaining units. As a result of this
collective bargaining,this year the City and one of the employees'unions have entered into a contract
that provides, in part, for prospective changes in retirement benefits, eligibility to be part of the
Lansing Employees Retirement System, contributions and calculations in lieu of the Defined
Contribution Plan. As a result of this contract,retirement benefits are now part of negotiations with
other collective bargaining units and have been applied to executive,exempt, Council and Mayoral
staff.
As part of the law office's employment duties,the Law Department has been requested to draft the
appropriate ordinance changes to the Lansing Employees Retirement System Ordinance for these
changes in retirement benefits and to provide other legal assistance regarding the changes. Some or
all of the Law Department staff, the Finance Department staff and the Personnel Department staff
may be recipients of the benefits of the above changes.
The Finance Director, Personnel Director, and Deputy Personnel Director will work with the Law
Department in drafting the ordinance amendment and are responsible for explaining and administering
the changes for City employees.

The adoption of the ordinance amendment will not affect the retirement benefits received by the
Mayor and City Council because their benefits are established by the Elected Officers Compensation
Commission that is not scheduled to meet again until 2005.
