Attachment A to Affidavit of Disclosure of James D. Smiertka
The City is in the process of revising the personnel rules for Mayoral Staff employees, the
personnel rules for Executive Plan employees, and the personnel rules for Non-Bargaining Unit
employees. I am subject to the personnel rules for Executive Plan employees. An independent
consultant of national stature has been hired to review and to make recommendations to the City
about the final version of both sets of rules. During the process, I may be called upon to make
decisions affecting the final form of both sets of rules. I do not believe that I have a conflict of
interest, but wish to submit this affidavit in the interest of full disclosure.
