The trade mission is for the purpose of encouraging economic development and investment in Lansing and its environs. As part of the invitation,the Michigan Business Network has graciously offered to pay the travel,lodging and meal expenses for myself and my wife. All other incidental costs and expenses of the trip will be my responsibility and none of those would be charged to the City. The offer of the Michigan Business Network has been made without any promise,agreement or expectation, expressed or implied,that I would initiate,support or endorse any proposed program or incentive to benefit the trips sponsor. The only commitment I am making is to endeavor to further the interests of the City of Lansing and our region through exploration and encouragement of local economic development, investment or growth. I fully understand that I may not commit the City of Lansing to any incentive that is conditioned on State of Michigan or City of Lansing Legislative approval,and I will not make any such representation to anyone as part of this mission. In the interest of transparency to which I am committed, I am making the disclosure of this invitation to the Lansing Board of Ethics with my request for the Board's review of my prospective receipt of the travel expenses from the Michigan Business Network. I have carefully and conscientiously reviewed City's Ethics Ordinance and do not believe that my acceptance of the offered expenses payment, in any way,violate the ordinance. I have also reviewed my conclusion with the City Attorney. He indicates that he agrees that the proposed payment does not violate the Ethics Ordinance. Nonetheless, I make this affidavit and disclosure for the purpose of permitted the timely review of the proposed offer by the Board. if the Board has any questions concerning this matter, I will make myself available or will gladly respond in writing. I look forward to the Board's opinion that acceptance of the invitation and payment of expenses will not violate the Ethics Ordinance. Michigan Ave Lansing, MI 48933 DISCLOSURE I am advised that the City, through Fleet Services and the Finance Director, has arranged a direct sale of an obsolete/surplus used LPD patrol vehicle to the Ingham Intermediate School District (IISD) for its current value of$1,200. I am also advised that the City's Finance Department has independently determined the proposed disposition complies with the applicable requirements of the Lansing purchasing ordinance, Section 206.13(c). While I have not been involved in any way with arranging this sale, and I believe this direct sale transaction complies with the ordinance disposition requirements, I make this disclosure because my wife is president of the IISD board. The City Attorney has reviewed the matter, and while he is of the opinion that no direct conflict exists, he suggests that I make this disclosure to avoid the appearance of a conflict of interest.
