I am submitting the attached disclosure form in response to an email I received from a principle owner
of Prosperity Investment Group. The email read: "What I understand from Dorothy Boone,isA'Lynne
needs to fill out a report with the ethics committee. i am not clear whether this has already been
conveyed to her,but I wanted to let you know Diedra this is the latest information since we spoke o few
days ago. Just wanted to keep you up to date."—Theresa(DeRose)Frassetto
Although I have yet to have the concern or need "conveyed"to me by the department I have elected to
be proactive in the resolution of this matter.
in the of spirit transparency I make the following disclosure because of a possible appearance that i may
be in violation of or in conflict with the City of Lansing Ethics Ordinance as provided for in the Code of
Ordinances and in the City Charter.
Prosperity Investment Group,a company owned by a number of individuals including principles DeAnna
Cambridge who is my sister and Diedra Boles who is my mother have submitted an application for a
Lead Safe grant. I understand the familial status of the principles to me as a councilmember gives the
grantor pause due to very strict requirements of the Federal Department of Housing Urban
Development. While I do not live with or file taxes with either of the family members in question, I
have no financial,decision making or any other form of interest In the business in question I am a
member of the Lansing City Council. City Council has final decision making authority on expenditures
and acceptance of tax revenue,federal and state grant dollars and all purchases of the City. I am also
the chairperson of the City Council Ways and Means Committee. As such the receipt and acceptance of
grant dollars are approved through my committee. However, individual awarding of such grant dollars
happen through specifically assigned city departments,this is an administrative function that Council
has no participation in or authority over.
The familial status of the company principles does not give any undue advantage due to fact that the
family member,who is a councilmember has no awarding authority of the grant in question. Any voting,
that would be required of me as a councilmember on this matter,presently or in the future would result
in my public disclosure of the relationship at an appropriate city council meeting and my request for
immediate recusal. This is the charter requirement for council members that is meant to protect all
parties involved. I am committed to full disclosure and more over transparency;if the need arises I will
take a proactive posture and not only disclose the submission of this form but as promptly as permitted
recuse myself.
Again, I have no interest in the business of the company in question including its application for a Lead
Safe grant. I will not gain financially from the receipt of any grants and I will take any and all necessary
precautions to ensure that even the possible appearance of violation is clarified.

Penalties for Late Filing
Annual Statements — A person who fails to file a statement by May 1 of each year shall file his/her
statement on or before May 31, alone with a late filing fee of$20.00. Failure to file by May 31 is a
violation of the Ethics Ordinance,unless the person has filed an extension.
New Reporting Individuals—A person who first becomes subject to the requirement to file a statement
within 30 days prior to May 1, shall file his/her statement on or before May 31 without penalty. If such
person fails to file a statement by May 31,the individual shall file his/her statement on or before June
15,along with a late filing fee of$20.00.Failure to file by Jame 15 is a violation of the Ethics Ordinance,
unless the person has filed an extension.
Extensions—A person who is required to file a statement of financial interests may have one thirty day
