My parents are the owners of real property located in the City of
Lansing, that was substandard at the time of purchase. My husband
is helping them with renovations and is not being paid. However,
the matter has resulted in formal legal action being instituted by
my parents against the City of Lansing with this property being the
subject. My daughter, who is an attorney employed in a private law
firm, is their legal representative. She does not resside with me,
nor is her legal work done under my direction.
The conflict of interest arises because as an Assistant City Attorney
of Lansing, I assist with Code Compliance in pursuing enforcement of
the applicable code requirements under the Codified Ordinances .
Therefore, I would be unable in this matter to appear on behalf of
the City in response to the legal action that has been filed. Nor
would I be able to supervise .or counsel any of the other attorneys in

AFFIDAVIT OF DISCLOSURE
May 6, 2009

AND BOARD OF ETHICS
I, BILLIE J. O'BERRY,make the following disclosure under oath:
1. I am an employee of the City of Lansing holding the position of Assistant City Attorney—
Level 39,in the Law Department working in a full time position.
2. 1 believe that I have a conflict between a personal interest and the public interest, the
nature of which is disclosed in more detail below.
Notice of the possible conflict of interest was provided to the Lansing City Attorney in
accordance with 5-505.2 on February 18, 2009.
Notice of the conflict of interest is being noticed to the City Clerk and Board of Ethics by
way of this Affidavit to comply with the Charter 5-505.2.
3. This Affidavit is to verify that as an employee of the City of Lansing I have not
participated in, voted upon or acted upon any matter in an official capacity with respect to
the possible conflict. Charter 5-505.3.
4. 1 make this disclosure to avoid a violation or the appearance of a violation of the Ethics
Ordinance and/or the City Charter.
5. This Affidavit is made in compliance with Ethics Ordinance 290.04 (1) to provide
disclosure that I believe that I have a conflict of interest of a personal nature.
BASIS OF CONFLICT OF INTEREST
My parents are the owners of real property located in the City of Lansing that was
substandard at the time of purchase. My husband is helping them with renovations and is
not being paid. However, the matter has resulted in formal legal action being instituted
