Novak, being duly sworn, says under oath: 1. I am an elected officer of the City of Lansing, holding the position of Fourth Ward City Councilmember. 2. I have a potential conflict as referenced in Chapter 290.05(a) with the proposed request for a tax abatement submitted by General Motors for its Verlinden Street Facility. 3. More specifically, the Administrative Consent Order issued July 3, 1996, between General Motors and the Michigan Department of Environmental Quality which has been discussed during some of the Committee meetings was "approved as to form" by my supervisor in the office of the Michigan Department of Attorney General. I also provide legal advice to the Michigan Department of Environmental Quality. I do not, however, have any responsibility for the enforcement of the order against General Motors and since I have no responsibilities with respect to it, feel that I am able to participate in the City Council decision making process with respect to General Motor's requested abatement in a fair, objective manner which is in the public interest. 4. I hereby certify that this disclosure is complete and accurate to the best of my knowledge, information and belief. 5. I hereby certify that I have not solicited or entered into any agreement with the City of Lansing prior to filing this affidavit.
