I am a member of the board of directors of Highfields, Inc. , a
nonprofit corporation, that operates Camp Highfields in Onondaga,
Michigan.
I am advised that Highfield's officials are exploring the
possibility of a contractual arrangement with the city for use of
City space and facilities in connection with a program for teens .
I am further informed that a written proposal may be forthcoming
from Highfields, however at the time of this disclosure, none has
been received.
My service on the Board of Directors of Highfields is unpaid
volunteer service, and I receive no remuneration for my service.

2 ( f) . I have been asked to assist the Mayor in his review
and recommended revision of the Personnel Rules and Fringe Benefits
for Executive (Management) Plan positions for purposes of
eliminating the automatic tie bar for wages and fringes;
establishing maximum salaries for Executive pay plan positions;
establishing performance based incentives for future raises; and
for other appropriate changes deemed necessary by the Mayor.
To the extent my role in the Mayor's review and recommended
revisions of the above may be perceived by some to constitute a
potential conflict of interest, due to the possibility that I may
become eligible for an Executive Pay Plan position in the future,
I make this disclosure.
4 . . . . . because:
a. I am not covered by the Executive Pay plan provisions,
but by the provisions pertaining to Exempt employees;
b. I have neither solicited, nor been the beneficiary of,
either directly or indirectly, of any assurance or promise that I
will be considered for any Executive Pay Plan position in the
future.
c. , My role is a limited preliminary one consisting of
assisting and advising the Mayor of possible changes, and not
making the changes for him;
d. For purposes of this assignment I have been directed to
report only to the Mayor and to take direction only from the Mayor,
and not from any Executive Pay Plan personnel whatsoever;
e. The Mayor's recommended revisions will be submitted to
the Council for its approval; and
f. The Mayor and Council are free to use other staff or
outside consultants to review any work product before adoption.
