STATEMENT OF INTEREST
I. Elmer J. Manson, being duly sworn, say that I am and have been
an officer of the city, having been appointed to the Planning Board, and
assumed that office on the 17th day of June, 1961, and having served as
a member of that Board continuously to this date.
I further say, that, before assuming office, as a member of the
Planning Board, I inquired of the then city attorney, Mr . Jack Warren,
concerning any impediment which might exist which would bar me from
doing architectural work for the city. That, by letter dated June 7,
1961, copy of which is attached hereto, I was advised by Mr. Warren
that there was no impediment to my doing such work for the city so long
as I was not in a position to vote upon my retention in such capacity.
Further, that such letter from Mr. Warren made no mention of Section
14.4 of the city charter, and I was and have been unaware thereof, un-
til March 25, 1965 .
I further say that I am a member and major stockholder in the firm
of Manson-Jackson and Kane, Inc. , architects, which firm has done, is
doing, and .proposes to do architectural work for the City of Lansing.
I further say that this statement is made and filed with the City
Clerk of the City of Lansing in compliance with Section 14.4 of the
city charter, as promptly as possible after the import of such section
has been brought to my attention.

Dear Mr. Bradshaw:
Enclosed is a copy of the letter which the City Attorney, Jack
Warren, sent to me June 7, 1961. At the time I was considering
appointment to the Planning Board. This states that in his
opinion there would be no conflict of interest in my professional
service to the city and service on the Planning Board.
This may not be an affidavit, however, I trust it is satisfactory.
I am reviewing this with Mr. Sidwell as you suggested.
