As a sales employee of Payette & Associates I have personal
interest in the sale of fire apparatus however, would not directly
or indirectly receive any income or benefits upon the sale of any
fire apparatus to the City of Lansing by Payette & Associates, nor
would I participate in the sealed bid process . The owner of
Payette & Associates, Christopher Payette would solely continue to
accept this responsibility as he has in the past.
Part #2
As the fire apparatus supervisor for the City of Lansing it is
my responsibility to research and compile, along with the Lansing
Fire Department Apparatus Committee, all fire apparatus
specifications . The goal of these specifications are to be
detailed enough to allow the City to purchase the necessary
apparatus to sustain fire fighting operations for the citizens of
Lansing yet, be general enough to encourage fair competitive
bidding among various manufacturers . These specifications are
reviewed by the Chief of the Lansing Fire Department, the Apparatus
Committee, and the Purchasing Division, prior to being placed out
for advertised sealed competitive bid.
QUESTION #4
Unless the low bidder is clearly unable to meet the intent of
the specifications the contract is awarded to that bidder. My job
as apparatus supervisor is not to recommend a manufacturer based on
my personal preference rather, to make a recomendation in the best
interest of the City. Again, I would receive no monetary or
personal benefits from the sale of any fire apparatus to the City
of Lansing regardless of the manufacturer.
