Page 3 of 3 Revised November 2009 1 LIEUTENANT V ,SOB DESCRIPTION SUMMARY OF POSITION The position of Lieutenant V within the Lansing Police Department, as a police officer is a public service position based on trust, competency and credibility. It is critical that the individual holding the position have the desire and ability to perform and represent the department, on-duty as well as off-duty, in a manner that does not cause damage or endanger the loss of such trust and credibility with the public, government agencies, co-workers, or other law enforcement agencies. The job of a Lieutenant V is a mid-management position which is directly responsible for managing the operation of a Precinct or any other assigned area of the Department. Any Lieutenant V must be able to function in the Precinct assignment. MAJOR DUTIES (Work Behaviors) The following major duties are based on job analysis information. Other incidental duties as assigned by.the Clvef of Police may be required. 1. Perform administrative functions such as assign tasks, prepare work schedules for employees; monitor./evaluate/document employee work performance; ensure employees are properly equipped and equipment is accounted for; receive/investigate complaints against police personnel; supervise/complete assigned projects and interact with supervisors to enhance efficient professional police services; research, prepare, and administer Unit/Divisional budgets as appropriate. 2. Provide police service utilizing a community policing philosophy to attain Dep4rrtnrent/Division/Precinct mission and goals while providing quality service which emphasizes police and community cooperation and community problem solving in return for citizen input on how police service is provided. 3. Monitor, direct and participate in providing police patrol and traffic-related services using standard police equipment and radios; following departmental policies and procedures to identify problems that need to be addressed by employees; increasing visibility; monitoring special situations; and detecting crime and other service needs for assignment to employees. 4. Prepare reports, memos, and procedures using information sources such as computer programs, crime mapping, interviews, logs, monthly reports, and previous reports/evaluations. Identify and solve organization problems and develop service strategies through meetings, open communication lines, utilizing available services of other agencies, and proper problem identification to foster cooperation between involved parties and enhance services provided. 6. Coach, counsel, and obtain feedback from assigned Department/Division/Precinct staff regarding actions, job performance, interpersonal conflicts, and career direction in order to evaluate and ensure technical and professional competence; motivate the staff involved; recognize and/or reward appropriate behavior or outstanding performance; maintain employee records, and mediate personnel-related disputes. 7. Conduct, attend, and evaluate formal and inforinal training sessions utilizing handouts, overheads, video cassettes, and training bulletins, etc., in order to effectively communicate training information to participants. S. Supervise, assist, oI" Initiate the arrest, transportation, and booking of adult and juvenile offenders. 9. Prepare for and testify in court/arbitration using case file documents in order to present factual and accurate information in the court room setting or other hearings. 10. Supervise or initiate the use of firearms, as appropriate. REQUIRED KNOWLEDGE, ABILITIES,AND SKILLS The following knowledge, skills, and abilities required to perform the major duties (wort: behaviors) of a Lieutenant V. Kiioivledte of: K1. Leadership, management principles, and direct supervision techniques including planning, organizing. coordinating, and reviewing and evaluating projects, programs, and subordinate work at the level needed to plan, organize, coordinate and evaluate projects, programs, and subordinate work. K2. Criminal Law (Penal Code of Michigan and City General Offense Code) to the extent needed to make long range and immediate (on-tic-spot) decisions regarding matters such as elements of [lie crime; type of charge to make.; contents of affidavits; use of deadly force; burden of proof, and jurisdiction (limits within which authority may be exercised), 1'13. Traffic law as described in the Michigan Vehicle Code and Codified Ordinances of Lansing (Traffic Ordinances) as needed to issue citations, investigate accidents, effect Revised November 2009 3 arrest and prosecute when necessary (hit and run, vehicular homicide); handle abandoned vehicles; and ensure the safe and orderly flow of pedestrian and vehicular traffic. K4. Juvenile Code and Court Rules of Michigan to the extent needed to ensure proper handling of juveniles and information relating to juveniles when dealing with abuse, neglect and/or criminal cases involving youths under the age of 17. K5. Federal and state laws and city ordinances pertaining to areas such as gambling, narcotics, prostitution, and Liquor Control Act violations as described in rulings/laws. K6. Civil law as it applies to domestic relations and nuisances; and general information pertaining to civil liability and contract law at a level adequate to ensure compliance with laws addressing protection of suspects' civil rights and to make decisions concerning Departmental jurisdiction in criminal versus civil matters. K7. Local, state, and federal personnel laws (such as Elliott-Larsen Civil Rights Act, FOIA, Bullard-Plawecici, Sexual harassment, HIPPA, FMLA, ADA, etc.) to the extent needed to supervise employees and to Conduct investigations involving Department personnel. K& Lansing Police Department policies, procedures, and rules of conduct as described in documents such as the Lansing Police Department Procedure Manual, Lansing Police Department Report Writing Handbook., General Orders, Special Orders, collective bargaining agreements, and manuals, etc, at the level needed to make technical and command decisions, as well as, monitor sworn and civilian personnel for compliance. K9. Grammar to include vocabulary, verb tense, noun-verb agreement, punctuation, and spelling at the level needed to compose, review and edit work products with the aid of reference sources such as a dictionary or spell check. K 10. Interview tactics, techniques and practices such as preparation, location, timing, seating arrangements, voice control, body language and subject matter research at the level needed to ensure that information is obtained from employees,witnesses, complainants or suspects. K11. Instructional design and techniques (such as researching and preparing materials, organizing material, coaching, public speaking, use of visual and other instructional aids and materials, voice control, body language, and seating arrangement) at the level needed to provide effective instruction of co-workers in a classroom setting. K12. Firearms techniques for loading/unloading; handling (grip, sight alignment, position of weapon, etc.), use; cleaning; inspecting handguns, shoulder weapons and other related equipment at the level needed to ensure firearms are loaded/unloaded, handled, cleaned, inspected and carried in accordance with safety guidelines. Patrol techniques such as random patrol, bike patrol, foot patrol; response tactics; observation tactics; field interview tactics; containment; raids; and search procedures as needed in call response, directed patrol., foot patrol and building containment. K14. Counseling and stress management techniques such as recognition of behavioral signs of stress, provision of positive and negative feedback, empathic Comlllumcatlons; liaison between officers and administrators, and sources of referral at the level needed to establish/build rapport with subordinates, supervisors, co-workers, witnesses, victims and juveniles. K15. Surveillance techniques to include physical (visual), rolling, or electronic surveillance to the extent needed to plan and conduct surveillance activities including when and how to apply surveillance and associated legal.constraints. K16. The legal system including its structure, function and interaction between the courts, prosecution, corrections and law enforcement agencies and the administrative procedures thereof to the extent needed to perform activities such as negotiating agreements among the Department, prosecutors, and defendants; assisting in prosecution of defendants; and responding to probation/parole issues. K17. Techniques of intelligence gathering and analysis such as obtaining information through patrol activities; developing and maintaining informants; developing and maintaining citizen contacts; conducting field interviews; use of surveillance techniques; developing and maintaining liaisons with other agencies; recognizing; patterns; and obtaining information through statistical information. K18. The community policing philosophy and how it is utilized through team policing in the City of Lansing. K19. Records Management System information availability, maintaining RMS reports and uses such as crime by date, location; type, accused, suspect; accident and ticket information; calls for service information; vehicle information; associate information; property information; and criminal history of persons/places. K20. Problem solving techniques at the level needed to identify, define, analyze and resolve problems that exist in the work group/Precinct/Division/Department and in the neighborhoods or areater community. K21. Controlled substances (opiates, hallucinogens, barbiturates, amphetamines and their derivatives) as needed to identify sue}i substances with the aid of available sources or through such practices as field tests (identification kit) and verifying such substances through the MSP Department of Forensic Science, as well as, knowledge regarding type of charges to be made against dealers and users. Effective writing techniques (thoroughness, conciseness, accuracy, proper format) and other writing requirements as described in publications such as the Lansing Police Department Report Writing Handbook as needed to review, edit and compose documents such as reports, forms, and correspondence. K23. Radio procedures to include proper channel usage, Departmental procedures, acid applicable laws (Federal Communications Regulations) governing police radio and data communications. K24. Functions of other city services and referral agencies such as the state Family Independence Agency, Mental Health, Capital Area Response Effort (CARE), City Department of Human Relations and Community Services, City Department of Finance procedures, L.P.D. Volunteer programs, Volunteers of America, Red Cross, substance abuse counseling, and domestic abuse shelters, etc., as needed to make appropriate referrals to the public, within (lie Department, and other law enforcement officers and victims. K25. Geographical layout of City of Lansing including familiarity with the District team areas, highways, roads, streets, residential areas, business areas, rivers, lakes, and wooded areas of the City as needed to ensure immediate response to calls and thorough patrol of areas of responsibility. K26. Constitutional/proceclural law regarding search and seizure, rules of evidence, confessions, line-ups, show-ups, and laws of arrest at the level needed to make decisions within the constraints of current laws. K27. Investigative procedures/techniques such as collecting and preserving evidence; maintaining crime scenes; interviewing witnesses and suspects; effective use of the media; use of specialized equipment; crime scene evaluation, case file preparation, and preparation for court testimony. Write legibly by entering data onto forms and reports in a manner that is easily and accurately interpreted by others. A5. Use standard police equipment such as handcuffs, firearms and radios in a manner consistent with Department policy and law. A6. Recognize the need to use specialized police equipment such as surveillance equipment, accident investigation equipment, fingerprint equipment, mobile video recording equipment, and cameras in an effective manner. A7. Function under pressure during stressful and/or emergency situations in a manner consistent with Department policies and procedures to the extent needed to effectively handle hostile and/or life th-reatening situations. AS. Operate automobiles during routine situations, pursuit activities and emergency situations in a manner consistent with (a) the lab\, and Department procedures for operation, and (b) avoiding preventable accidents. A9. Carry out special emergency tactical operations to include resource allocation and direction of personnel during situations such as major crimes in progress, raids, barricaded suspects, hostage negotiations, major accident scenes, fires, security details, riots and natural disasters. Al0. Read and comprehend written materials such as case law summaries, statutes, ordinances, rules and regulations, special and general orders, memos, crime reports, written Revised November 2009 7 directives, operating and administrative procedures as needed to share such information with subordinates and co-workers and ensure that procedures are followed unless impractical. A11. Add, Subtract, multiply and divide numbers with the aid of a CalCulator or adding machine as needed to compile crime statistics, maintain time records, and/or review financial information. Al2. Communicate orally and in writing in both formal and impromptu situations with a range of individuals including community members, clergy, physicians, representatives of the news media, victim advocates, co-workers (supervisors, subordinates, and peers), defendants, informants, lawyers, and dignitaries in a manner that enables others to obtain information/follow instructions; and in a manner that minimizes conflicts and maximizes cooperation. Al 3. Use computer based devices as needed to create and manage records and retrieve information. A14. Recall and use information gained through training and police experiences as needed to react effectively and appropriately to critical and non-critical police situations such as domestic disputes, lost children, traffic stops, civil disturbances, hostage situations and natural disasters. A.15. Identify individual training deficiencies/needs and take appropriate actions or make appropriate recommendations for coaching or training; develop training programs and provide instruction in training programs. A16. Provide quality police service utilizing a community policing philosophy to attain Department mission/goals, participate in police-community problem solving and seek citizen input on how police service is provided. A17. Counsel subordinates to the extent needed to provide positive/negative feedback, establish/build morale, and correct problems that are negatively impacting performance. A 18. Identify and resolve problems internal to the department and globally that are encountered while performing the wide variety of tasks required on the.job. Skill to: S 1. Use firearms with sufficient proficiency in firing handguns and shoulder weapons as required to meet Department and M.C.O.L.r.S. standards. S2. Operate keyboards and other computer components/equipment with sufficient proficiency to access/retrieve data and print documents.
