Attachment A to Affidavit of Disclosure of Sharon Dade
The City is in the process of revising the personnel rules for Mayoral Staff employees, the
personnel rules for Executive Plan employees, and the personnel rules for Non-Bargaining group
employees. I am subject to the personnel rules for Non-Bargaining group employees, as I have
succeeded Sheila Ide as the City's Deputy Personnel Director. An independent consultant of
national stature has been hired to review and to make recommendations to the City about the final
version of each set of rules. I do not believe that I have a conflict of interest, but wish to submit
this affidavit in the interest of full disclosure. Please note, for your review, I have attached your
response to Ms. Ide's request as deputy.

The Board of Ethics reviewed your Affidavits of Disclosure regarding revisions to the city's personnel
rules at their regular meeting of April 13, 1999. The Board asked me to inform you that they appreciate
the preemptive action taken by these employees in filing these very careful affidavits. At this time the
Board does not see any indication of a conflict of interest involved in what you are doing but will receive
these statements and place them on file with said determination noted.
