award of this contract.The BWL employee that will be reviewing the RFP's does not report directly to me,but the
manager that supervises this employee reports to me. I am disclosing this relationship so there is no appearance
that I may he in vinlation of nr in rnnflirt with tha RW1 Ethic, Policy

The following provides answers to your questions regarding the BWL Janitorial Services Request for
Proposal.
1. Is the Clean Investments proposal the only RFP that is being considered? No, Clean
Investments proposal is 1 of 4 proposals being considered for this contract. We are still in the
process of evaluating these proposals so no contract award has been made yet.
2. Was the bidding process open for other companies to submit RFPs? Yes, see answer above.
3. Was the proper process applicable to BWL RFPs followed and will continue to be
followed. Yes,this RFP was bid out per our Procurement Policy requirements. We will
continue to follow our standard procedures for evaluating and awarding this contract per the
BWL Procurement Policy.

The Board of Ethics met March 10, 2015 and discussed your supplemental information regarding your
Affidavit of Disclosure. There remains some questions, however.
The Affidavit appears to explain that the RFP for your nephew's janitorial contract has not actually been
submitted yet. There was some question regarding how far along the proposed contract is in the
bidding process. More importantly, the Board would like to know whether this is the only RFP that is
being considered and whether the bidding process is open for other companies to submit
RFPs. Ultimately,the Board would like to assure that the proper process applicable to BWL RFPs was
and will continue to be followed.
