Attached are two bids for Management/Supervision Training that the Lansing Police
Department wants to conduct as soon as October 14th, 2002. We are interested in conducting two
sessions of two days each. Both dates would be held in the month of October. We will be sending
all of our sergeants,lieutenants and 911 Supervisor to this training, 58 in all.
The vendors are Criminal Justice Management Institute (CJMI) and MACNLOW Associates.
CJMI is the original vendor that was contacted to conduct the training and submitted their
attached proposal. Based on the basics of the outline I contacted MACNLOW Associates, a firm
that we have had conduct other supervisory training and asked if they had a program that would be
comparable based on the subject matter of the CJMI bid. They then submitted an email response,
which is attached.
The cost for CJMI's program is $4,400 a class for a total of$8,800 dollars. There is a line in the
proposal that says, "...and the cost of materials." however I do not know that cost but will have an
answer as soon as possible. We also have a credit of$500 +/-that was accrued by AC Perry-Buse for
work she deferred to the departments future training efforts. I have a call into the vendor to verify
the amount so I can get an accurate pricing for the final bid/PO. This amount would reduce the
cost to$8,300+/-,plus the cost of materials.
The cost for MACNLOW's program is $7,600, plus $2,363.50 for manuals ($40.75 ea x 58
personnel) for a total of$9963.50 for the two sessions.
Based on the information acquired from both vendors and the cost difference provided, and
should the CJMI materials cost rival the MACNLOW material cost,the apparent difference would be
minimal. I am requesting that we move forward with CJMI as our vendor for this training and ask
for your direction on how to proceed.
