I am an elected or appointed officer or employee of the City of Lansing, holding the position of Supervisor in the Parks Department. This change establishes a vehicle for the prefunding of health care, to provide for minimum benefit increases for existing retirees, and to provide for a fixed annual increase in retiree pensions. History In 1988, the Employees Retirement Board and the Police & Fire Retirement Board of the City of Lansing recommended that the City of Lansing use certain contingency reserves, within the retirement systems, to setup accounts to prefund health care benefits for retirees and to provide for certain benefit increases for those individuals as well. A draft ordinance was prepared and forwarded to the City Council. In the same year,the F.O.P. (Police unions) indicated they were going to file a grievance if the City utilized the contingency reserve within the retirement systems. They thought that this would somehow prohibit them from receiving future retirement enhancements if these funds were used to prefund health care. The issue stagnated for a few years. Around the 1990 to 1992 in which the early retirement was put into place, this particular issue was put on hold. In 1996, the retirement boards reviewed the issue of prefunding of health care. The police and fire unions through labor negotiations utilized the contingency reserve to increase minimum benefits for existing retirees and provided for permanent increases for retiree pensions. This action has already been ratified and voted on by the City Council. As a Trustee of the Employees Retirement System,we are also following up similar to the Council approved action for the Police&Fire Retirement System. We are recommending the use of the contingency reserve for prefunding of health care. Further, we are recommending increases in minimum benefits for existing retirees and permanent increases for retirees. Assuming that the City Council approves these changes, I would derive the same benefit from these actions as all other members of the retirement system. I would like to point out that the City of Lansing has an existing Memorandum of Understanding with the U.A.W. union to institute these changes that I have described above. It is also indicated that Teamsters Local 214 and Teamsters Local 580 have requested a Memorandum of Understanding regarding the same. The retirement system board and its actions will be in the form of a recommendation for an ordinance change to the City Council. Final approval is contingent upon an ordinance change that requires a public hearing and a vote on the part of the City Council.
