Dear Board Members:
The City Treasurer's office has hired William Barkyoumb as its Senior Auditor as of November
17, 1997. Bill is a certified public accountant and attorney and has been operating a tax
preparation practice for an extended period of time. Bill wishes to continue this enterprise after
his employment with the City. To reduce the impression of a conflict of interest, Bill has agreed
to several conditions which he has explained in his attached letter.
In addition to the conditions Bill decided in his letter, the City Treasurer's office is prepared to
establish procedures which will insure that Bill does not examine or audit any tax returns
submitted by any of his 165 Lansing clients. These procedures can easily be implemented
without incurring any additional costs or delays in processing time.
Additionally, Bill's connection with the City Treasurer's office will not make him privy to any
information which would not be available to other professional income tax preparer.
With tax season quickly approaching, we would appreciate an answer at your December meeting.
Bill and I are both available to answer any additional questions or provide any other necessary
information.

Dear Board Members:
I have been employed by the City of Lansing Finance Department, Income Tax Division. In
accepting this position, I must inform you that I do have a conflict of interest, which consists of
my private employment in regard to tax preparation, estate planning and related legal work. The
tax preparation work is limited to individual income tax returns, one corporation, which is not a
Lansing area corporation nor does it do business in Lansing, and it has dissolved effective
September 30, 1997, and one dairy farm partnership, which is operated in a northern Michigan
county and has no owners living in the Lansing area.
In accepting this position from the City of Lansing, I have agreed to:
a) Accept no new clients who have City of Lansing returns;
b) I agree to not accept any business clients which would include the preparation
of corporation and partnership returns that would do or conduct any business
within the city limits of Lansing;
Please grant me an exception from the City of Lansing's Ethics Code to continue my professional
relationship with my established clients.
