The Lansing Planning Board, at its meeting of June 6, 2000, unanimously (4-0) recommended
approval of the City of Lansing Wellhead Protection Program for official submission to the
Michigan Department of Environmental Quality and subsequent implementation. The Planning
Board acknowledged_ that the Wellhead Protection Program is an action plan, not a Master
Plan document.
The Lansing Board of Water and Light, at its meeting on June 27, 2000, also adopted the
Wellhead Protection Program. The BWL found that the Wellhead Protection Program:
• was developed through a regional and interdepartmental cooperative effort,
• outlines steps to protect the water supply wells,
• identifies areas that contribute groundwater to public water supply wells,
• identifies sources of contamination, and
• recommends steps that minimize threats to the public water supply.
The Wellhead Protection Program was requested by City Council through Council Resolution
#608 of 1998, and was established as a Planning Board goal in January, 1999. Its
recommendations include plugging abandoned wells in threatened areas, updating site plan
review regulations to ensure groundwater protection, the use of a "site plan review checklist'
improving the coordination of inspection and permitting procedures, and continued
intergovernmental coordination through the Groundwater Management Board.

INTRODUCTION
Michigan's Wellhead Protection Program was developed under the authority of the Michigan Safe
Drinking Water Act (Public Act 399 of 1976 as amended) and in response to the 1986 amendments
to the Federal Safe Drinking Water Act. Presently, wellhead protection is a voluntary program in
Michigan. The program implemented locally, through the cooperation and coordination of activities
by local, county, regional, state and federal agencies.
The purpose of Michigan's Wellhead Protection Program (WHPP) is to protect public water supply
systems, which use groundwater, from potential sources of contamination. Identifying those areas
that contribute groundwater to public water supply wells, identifying sources of contamination within
these areas and minimizing those threats to the public water supply systems are the primary steps in
protecting the groundwater supplies.
The City of Lansing's WHPP has been designed to protect all of the groundwater supplies within the
City limits. The ten year time of travel is used as a tool to prioritize the areas of highest concern.
However, the team which developed this plan felt that it was important to protect all of the
groundwater in the community in order to plan for the protection of future water withdrawals.
The development and implementation of a Wellhead Protection Program in the City of Lansing was
requested through a resolution by the Lansing City Council on December 1,1998. In addition, it was
set as a goal by the Lansing Planning Board as communicated to the President of the Lansing City
Council by letter on January 25, 1999.
The WHPP team used the Wellhead Protection Community Guide as the main resource in
developing the WHPP. Each chapter in this WHPP follows the corresponding chapter in the
workbook. The "Plan Forms" provided in the workbook are included at the end of each Chapter of
the City's WHPP. Maps, listings of potential sites of contamination, the USGS delineation study
and other appropriate supporting documents are included in the appendices.

Chapter 1
Establishing a WHP Team and Beginning the Process
The City of Lansing's Wellhead Protection Program (WHPP) efforts began on May 13, 1997 with
a meeting of the Lansing Planning Department, Tri-County Regional Planning Commission
(TCRPC), the Michigan Department of Environmental Quality (MDEQ) and the Lansing Board of
Water and Light (LBWL). After this meeting additional entities were invited to serve on the WHPP
team and work to develop and implement the plan.
The additional team members were drawn from a wide variety of backgrounds. In addition to local
experts in groundwater and environmental risk, members also include senior citizens, environmental
activists, volunteers, and educators. Members of the team evolve as the stages of the plan
development change.
The first meetings were designed to bring all of the team members up to speed on wellhead
protection and what the development of a WHPP was going to require. The Community Guide to
Wellhead Protection was shared with the team and chosen as the basis for the WHPP plan
development. Members of the team have used the guide faithfully in the development of this WHPP
plan.
At the same time, the Planning Manager worked with the City of Lansing Planning Board to update
them on the WHPP and the work of the team. The Planning Board has provided strong support to
this project and will be the first governmental body at the City of Lansing to evaluate and approve
the WHPP plan. After the plan is approved by the Planning Board it will move on to the City
Council for final approval before it is sent to MDEQ for state approval.
The team began meeting on a twice monthly basis but currently meets on a monthly basis. The
meetings are coordinated through the Lansing Planning Department and Tri-County Regional
Planning Commission. They are also responsible for preparing grant applications to fund this effort
and the development and submittal of the final WHPP to MDEQ for final approval.

1. `Public Water Supply Agency: 'Lansing Board of Water and Light
The Lansing Board of Water, and Light (LBWL) is a municipally owned utility provider.of gas, steam; electric power,
and conditioned potable water. The LBWL was created in 1885 as a provider of water to citizens of Lansing. It is
guided by a seven member Board of Commissioners who are nominated by the Mayor and approved by the Lansing
City Council to four year terms of service.
2. Service Area:
The LBWL pumps its raw water from the Saginaw Aquifer, a water bearing sandstone layer lying about 150 to
400 feet below the mid -Michigan region. One hundred and ten active wells pump water to either of two water
conditioning plants, where the water is softened using a modified cold-lime/sodium carbonate softening process.
Phosphate, chlorine and fluoride are added to the finished water, producing a moderately hard, low corrosivity,
disinfected drinking water.
The LBWL serves the City of Lansing and portions of Lansing, Delhi, Bath, Watertown, Alaiedon, and Meridian
Townships with retail water service agreements. Customers in these areas make arrangements for service
according to the specific arrangements of the City or Township, while commodity charges are applied to
individual customer water consumption. These areas in total serve approximately 140,000 people in the Greater
Lansing Area. (Please see attached map of retail service area.)
Wholesale agreements with portions of Lansing Township and Delta Township serve another 40,000 people with
conditioned water from the LBWL. Large transmission mains deliver water to meters dedicated to supplying
these areas. Interconnection water mains between LBWL and the East Lansing/Meridian Water and Sewer
Authority provide enhancements to the reliability of both systems. (Please see attached map of wholesale service
area.)
Five conditioned water interconnects with the East Lansing/Meridian Water System provide reliability
enhancements for both water systems in the event of loss of pressure or contamination in either of the water
systems.
A total population of approximately 180,000 people use and drink water pumped from the deep rock wells and
conditioned in the two water conditioning plants of the LBWL.
3. Proposed expansions to service area:
Reinforcement of water supply to Bath Township is under construction. Service to the City of DeWitt and
DeWitt Township is under construction.

Background Information and Goal Setting
Background Information
Most of the necessary background information to begin this program came from two resources:
The Wellhead Protection Unit of the Michigan Department of Environmental Quality
• The Tri-County Regional Planning Commission's Groundwater Management Board
The Wellhead Protection Unit of MDEQ has been an invaluable resource to the WHPP Team as they
developed this Plan. Staff from MDEQ attended meetings, reviewed documents and provided the
team with very specific expectations for the plan. The assistance provided by MDEQ throughout the
process saved the Team time and effort as they knew exactly where their Plan was headed at all
times.
Tri-County Regional Planning Commission's Groundwater Management Board initiated WHPPs
in the Greater Lansing Area in 1990. They have continued to facilitate WHPPs as a goal for all of
the public utilities who are members of the GMB. Staff from the GMB has provided technical
assistance to the City of Lansing and surrounding communities as they develop and implement their
WHPPs. The GMB also encourages WHP communities to work together on issues of common
interest such as education, public outreach, management strategy development and the aquifer model
supported by US Geological Survey.
Mission Statement and Goal Setting
The first accomplishment of the Wellhead Protection Team was to establish the goals and objectives
of the WHPP Plan as outlined in Plan Form 3. The mission statement of the WHPP Plan is
intentionally broad and intended to assure a safe drinking water source for the community. At this
time the primary focus is on protecting the groundwater resources which supply the public water
supply. The goals are meant to set priorities that will change as goals are met and new ones are set.
They may also change as the water needs of the community change.

Chapter 3
Delineating the Wellhead Protection Area
In 1996, Tri-County Regional Planning Commission contracted with the U.S. Geological Survey
to perform a WHP delineation project for the nine township area including and surrounding the City
of Lansing. The project took into account approximately 225 Type I wells in fourteen contiguous
communities. The delineations were done for 10 and 40 year times of travel in order to provide
decision makers with long term planning information. For the purpose of meeting State of Michigan
requirements, the 10 year time of travel maps will be used for this report.
The delineations determined the 10 year contributing areas and the 10 year zone of transport around
each existing well. Contributing areas refer to the land surface area from which water originates at
any instant in time prior to discharging to a well. The zone of transport refers to all subsurface areas
that contribute water to a well. USGS utilized the MODFLOW computer program for delineation
along with their particle tracking program MODPATH.
The Wellhead Protection Team requested that the delineation model be updated to include several
drift wells that were not apart of the original delineation. USGS is currently working to model these
additional wells and add them to the existing delineation.
As mentioned above several different time scenarios have been run for the delineations. These
different models will allow for short term and long term planning scenarios and response times. The
siting of future wells and the comparison of 10 year versus 40 year times of contribution will help
the City and the Lansing Board of Water and Light plan for future expansions as well as be able to
take action to protect the delineated areas.

3. Briefly explain the geology of the aquifer supplying your water wells. Include a map of the WHPA and cross
sections of the aquifer that show lithology.
The model simulates the regional response ofthe Saginaw Aquifer to major groundwater withdrawals associated with
public supply wells. The Saginaw Aquifer, which is in the Grand River and Saginaw Formation of Pennsylvania
Age, is the primary source of groundwater for the tri-county region. The Saginaw Aquifer is overlain by glacial
deposits, which are also important groundwater resources in some locations.
The USGS Water -Supply Paper 2480 entitled "Simulation of Ground -Water Flow in the Saginaw Aquifer, Clinton,
Eaton, and Ingham Counties, Michigan" provides detailed information on the following:

Chapter 4
Inventory of Existing and Potential Sources of Contamination
The team has worked to bring together the many databases which contain potential and existing sources of
contamination within the City of Lansing. Due to the age and size of the City this activity continues to be
a challenge. The team is still investigating the best methods for managing all of this data. A subcommittee
is currently working on a Request for Proposals to have an independent consultant collect all contaminant
source inventory information and create a database that would include, as a minimum, the information listed
below:
• Historic Perspectives Luncheon
A "Historic Perspectives Luncheon" for 50 senior members of the community was held to identify
historic potential sites/sources of contamination. The strong turnout produced over one hundred
leads on potential sources of contamination. The team plans to work with the Retired Senior
Volunteer Program (RSVP) to field check these sites and map them.
• Initial Contaminant Source Inventory by MDEQ.
The MDEQ provided an initial contaminant source inventory (CSI) for the team to work from. A
map and the tentative contaminant source inventory is contained in Attachment 6.
• Additional Web Search of MDEQ and EPA sites
Additional searches of state and federal sites have been done. When the database is developed these
sites will be added and mapped.
• Abandoned Well Survey
The Ingham Conservation District has contracted to search for abandoned wells in the ten year time
of travel in the Greater Lansing Area. Once these sites are found they are marked using Global
Positioning System (GPS) technology. This information is then mapped. It will be stored at the
Ingham County Health Department. When the Clean Michigan Initiative funds are released, the City
will apply for funding to begin sealing the wells at no cost to property owners if within the ten-year
time of travel area.
Additional funding was received from the Michigan Department of Agriculture for $6,000 to close
abandoned wells found in the contamination plume resulting from the Motor Wheel Disposal site.
The Lansing Board of Water and Light will provide the required match for this program. Property
owners will be able to have their wells closed at no cost if within the ten-year time of travel area.
Fire Fighter Right To Know
The City of Lansing Fire Department is going to work with RSVP to update the Fire Fighter Right
to Know Database (FFRTK). When this update is completed the sites in the database will be
mapped on the ten year time of travel.
The City Wellhead Protection Program will review and verify locations as well as the active status of each
site. The database will be further refined during the consultants' review and database development.
The Preliminary Contaminant Source Inventory, including known locations of underground storage tanks
(USTs), leaky underground storage tank (LUSTs), hazardous waste generators, landfills, and Act 451 Part
201 sites, is enclosed as Attachment 6 at the end of this document.

The Wellhead Protection Team adhered to the philosophy that management strategies be unique and
specific to the City of Lansing's needs and be directed toward the goal of reducing potential risks
to the drinking water supply. Management strategies are normally classified as either "regulatory"
or "non -regulatory".
Management strategies were categorized into four general areas: zoning issues, subdivision control
practices, health regulations, and educational/incentive programs.
Zoning issues may include groundwater overlay protection districts, prohibition of various land uses,
special permitting, large -lot zoning, transfer of development rights to locations outside the wellhead
protection area but within the City limits, growth/timing controls, and performance standards. The
City Planning Board and City Council are responsible for addressing these issues.
Subdivision control practices focus largely on storm water drainage requirements. Subdivision
practices must ensure the protection of groundwater, as well as wetland and floodplain areas. These
issues are addressed during the site plan review process.
Health regulations are normally addressed through a variety of MDEQ and Ingham County Health
Department Rules and Regulations. Areas covered include addressing underground fuel storage
systems, privately owned wastewater treatment plants, prohibitions on certain septic cleaner
additives, septic system upgrades, toxic or hazardous materials handling regulations, and private well
standards (siting, permitting, installation and abandonment.)
Educational/incentive programs are generalized and intended to reach a broad spectrum of the
community. These programs include public education through community presentations, forums,
and publications; hazardous waste collection; contingency plans; groundwater monitoring; and the
purchase of property rights and/or development rights to protect undeveloped properties.
Existing management strategies, management strategies that were developed during the wellhead
protection planning process, and future wellhead protection management strategies are all discussed
below:
Existinia Wellhead Protection Management Strategies
Existing Federal, State, County and City rules, regulations and practices already exist to help protect
the drinking water supply from potential risks of contamination:
a) Federal

• The Federal Superfund Amendments and Reauthorization Act (SARA), Title III and
Right -To -Know rules regulate facilities using certain amounts of hazardous
materials.
• The Federal Comprehensive Environmental Response, Compensation, and Liability
Act (CERCLA) regulates Superfund sites.
• The Federal Underground Injection Control Program Regulates underground
injection wells.
b) State
• MDEQ Office of Groundwater Planning and Special Services, MDEQ Drinking
Water and Radiological Protection Division, oversees the State of Michigan's
Wellhead Protection Program and other groundwater protection programs.
• MDEQ Waste Management Division regulates groundwater discharges (part 31 of
NREPA), hazardous waste generators (part 111 or NREPA), facilities using critical
materials (part 31 of NREPA), solid waste landfills (part 115 of NREPA), and some
underground injection wells.
• MDEQ Environmental Response Division oversees contaminated site cleanup (part
201 of NREPA) and regulates facilities using certain amounts of hazardous
substances.
• MDEQ Storage Tank Division oversees leaking underground storage tanks (parts 211
and 213 of NREPA)
• MDEQ Geological Survey Division is responsible for regulation of oil and gas wells
(part 615 of NREPA) and most underground injection wells.
• State Police Fire Marshall Division regulates facilities storing flammable or
combustible liquids (part 31 of NREPA)
• MDEQ Surface Water Quality Division regulates storm water runoff and Michigan's
Storm Water Regulatory Program
• MDEQ Storage Tank Division oversees underground storage tank registration (part
211 of NREPA)
• MDEQ Division of Drinking Water and Radiological Protection is responsible for
overseeing public water supplies, performs inspections, and rates water supplies for
vulnerability.
• Michigan Department of Agriculture Pesticide and Plant Pest Management Division
regulates the use of agricultural chemicals (part 83 ofNREPA) and is responsible for
the Groundwater Stewardship Program and groundwater monitoring program.
• MDEQ Surface Water Quality Division oversees the Michigan Industrial
Pretreatment Program (part 31 or NREPA) which establishes requirements for
monitoring, inspecting, and review of all non -domestic users tributary to a publicly
owned treatment facility.

• State Police Fire Marshall Division oversees the State Fire Fighter Right -To -Know
Law that requires firefighters to survey and inspect all facilities handling hazardous
substances.
c) Ingham County Health Department
• On -site wastewater facilities —regulates, siting, permitting, design standards,
construction, maintenance, and replacement or abandonment of septic systems and
other on -site wastewater facilities.
• Water wells— regulates siting, permitting, design standards, construction,
maintenance, and replacement or abandonment of private, Type II and Type III wells,
• Oversees the County's solid waste management plan including siting of landfills and
recycling facilities and managing the hazardous waste collection program.

Management Strategies Developed During the Wellhead Protection Planning Process
The following management strategies were implemented during the WHPP planning process:
• The City of Lansing, Lansing Charter Township, Delta Charter Township, Meridian
Charter Township, Delhi Charter Township and the City of East Lansing formed a
coalition for cooperative wellhead protection efforts with the assistance of Tri-
County Regional Planning Commission's Groundwater Management Board. The
coalition will share grant funding and other resources to: develop consistent
educational materials, create groundwater protection management strategies and to
identify and close abandoned wells in the ten year time of travel.
• The Team worked with the Ingham County Conservation District to promote
Home*A*Syst within the City of Lansing
• Employed, in conjunction with the five other communities of the coalition, a
consultant to review and recommend changes to current development, planning and
zoning procedures.
• Contracted with the Ingham Conservation District to begin identifying abandoned
wells in the ten year time of travel.
• Received a $6,000 grant from the Michigan Department of Agriculture (MDA) to
close wells that are in the ten year time of travel and also in the plume of
contamination resulting from the Motor Wheel Disposal Site.
These efforts will be expanded upon and incorporated into future wellhead protection management
strategies.
Future Wellhead Management Strategies
Future Management Strategies address issues such as zoning, site plan review, health and safety,
and educational initiatives. Some are totally new and others are extensions or enhancements to
existing management strategies. The Team formulated the following strategies:
1) The Planning Department will determine if a proposed site plan is in a wellhead protection
area prior to preparing and distributing the site plan packets to the site plan review
committee. This will permit all of the participating entities to evaluate wellhead protection
concerns during the site plan review process.
2) The Planning Department will include an "Environmental Checklist" in the site plan review
pack furnished to all developers. This Environmental Checklist includes Federal, State, and
County regulations administered by MDEQ, Michigan State Fire Marshall, Michigan
Department of Agriculture and Ingham County Health Department and must be completed
before preliminary site plan approval. The Environmental Checklist is currently under
development by the consultant.

3) In conjunction with the five other communities of the Coalition review, update and
implement changes to current development, planning and zoning procedures in order to
protect the communities drinking water resources.
4) The Planning Department will continually modify the existing "site plan review checklist"
to comply with changes to development, planning and zoning procedures, the Fire Fighter
Right to Know requirements, the Industrial Pretreatment Program's baseline monitoring
requirements, and other future concerns when appropriate.
5) Require mandatory connection to public water supply when it is available. Restrict the siting
of new homes to the front 150 feet of a parcel, which in turn requires connection to a public
water supply. Restrict a property from receiving a permit for a replacement well when public
water supply is available. Development of these rules will be a part of the consultants project
as they prepare the Coalition's request to review and recommend changes to current
development, planning and zoning procedures.
6) Complete a well abandonment program that meets the guidelines of the MDEQ Abandoned
Well Management Plan. The initial program development and field investigation has been
one of the activities of the Coalition.
7) All site plans must include the location and status of existing wells anywhere on the site.
The need to connect to public water and properly abandon any existing wells can then be
addressed.
8) Develop regulations to require inspections of all parcels at the time of demolition to
determine if any wells (active or abandoned) are located on the parcels. Wells not in use
must be certified as properly plugged prior to demolition.
9) Register all wells that remain in service when a public water main is extended to that parcel.
Deny permits for a new or replacement well for that site. Explore funding mechanisms for
proper well abandonment in areas where main is extended. This will be a joint effort
between ICHD, the LBWL and the City of Lansing.
10) Coordinate inspection and permitting procedures of the Lansing Public Service Department
(Industrial Pretreatment Program), Fire Department (Fire Fighter Right to Know), and the
Ingham County Health Department (private wells, spill prevention plans, and pollution
prevention program) for all non-residential users in the delineated WHP areas.
11) Improve storm water discharges to comply with MDEQ Surface Water Quality Division's
Phase II storm water regulations and at the same time protect groundwater quality. The effort

is under discussion between MDEQ and a consortium of municipalities, townships, and
drain commissioners within the region.
12) Continue intergovernmental cooperation through the Groundwater Management Board
and other units to continuously maintain the City of Lansing Wellhead Protection
Program Plan and implement the management strategies.
13) Interact with various MDEQ agencies to coordinate areas of concern in our delineated
wellhead protection areas with their programs and remediation efforts.
14) Utilize existing programs of other agencies such as the Michigan Department of
Agriculture's Groundwater Stewardship Program, Home*A*Syst, Michigan Turfgrass
Environmental Stewardship Program, etc.
15) Develop an ongoing public education program encompassing all aspects of groundwater
as an essential resource and of importance to all citizens of the City of Lansing. This will
be done in conjunction with Michigan State University, the City of East Lansing, the
Village of Webberville, and Bath, Delhi, Delta, Lansing, and Meridian Townships, and be
a continuing effort of the Wellhead Protection Team.
16) Review and update the wellhead protection plan thoroughly every two years.
17) Develop regulations which require inspections of all parcels at the time of sale to
determine if any wells active or inactive are located on the parcel. Wells not in use must
be certified properly abandoned prior to close of sale.
18) Involve Board of Water and Light staff in the City of Lansing's Emergency Response and
Hazardous Materials teams.

County Health Department actively regulates on -site wastewater facilities, individual wells, and

The City of Lansing operates its own emergency response program, master planning and zoning,
formal site plan review process, building and plumbing inspections, sanitary sewer extensions,
industrial pretreatment program, Fire Fighters Right to Know, etc.

Chapter 6
The Contingency Plan
A contingency plan addresses protection of the groundwater aquifer from many different kinds of
possible threats. A WBP contingency plan describes a community's response to spills or other
chemical incidents in the wellhead protection areas.
Lansing Board of Water and Light Response
The Lansing Board of Water and Light's (LBWL) supply system is managed and operated in
compliance with all Federal and State rules and regulations including the Safe Drinking Water Act.
The Safe Drinking Water Act requires that all public water supply system operators must complete
contingency plans for water supply emergencies.
The LBWL Water Supply System utilizes over 130 individual public drinking water wells located
throughout a 132 square mile area. Wells are located in four separate communities, three of which
are either pursuing or have developed a WHPP. The siting of wells over a large geographical area
minimizes the likelihood of any single incident impacting a significant percentage of the water
supply capacity.
The configuration of the LBWL Public Water Supply System provides well water collection via
transmission lines to separate water treatment plants. Water is then treated and delivered to
customers via a separate distribution system. The LBWL plans for water supply capacity includes
maintaining a sizable reserve. This reserve allows for loss of operation of up to 15% of raw water
capacity while still maintaining sufficient supply for the proj ected maximum day usage. The LBWL
annually updates the water system load and demand forecast which in conjunction with the reserve
criteria will determine when new sources of supply are required. Chapter 7 provides further
discussion for siting of wells. Water supply wells (including installed capacity and planned reserved
capacity) can provide capacity in excess of 63 MGD, while maximum day system usage has been
approximately 30 MGD over the last 5 years. These factors provide the capability to remove a well
from service for an extended period of time without impacting service reliability.
The LBWL conducts water quality monitoring at each well in addition to the monitoring required
at the treatment plant taps for SDWA compliance. Since groundwater quality generally changes over
long periods of time, wellhead monitoring provides the ability to determine subtle changes in water
quality at a specific location before an area wide problem affecting several wells may develop.
In the event that a major contaminant event occurs in a well field the LBWL would follow the
contingency plan procedures to assure no public health impact. LBWL has the capacity to practice
"select pumping" from preferred wells, develop more capacity within the system, supply water from
another supply system such as the East Lansing -Meridian System, or provide bottled water from a
commercial source, such as Quality Dairy [phone (517) 319-4100].

Hazardous Materials Emergency Response
The City of Lansing Fire Department is responsible for the initial hazardous materials emergency
response in the City of Lansing. The focus of the Hazmat Team is to protect life and property and
to prevent contamination of the environment. Responders are trained not only to contain released
chemicals, but also to attack the hazard at the source and prevent its further release.
The Lansing Fire Department is part of the Lansing Metro Hazmat Response Team, which responds
to incidents in Lansing, East Lansing, and Delta Township.
The City of Lansing Fire Chief, or his designated representative, supervises all hazardous materials
incidents. The management of all incident scenes is handled in accordance with the City of Lansing
Fire Department Incident Command System. Specific responsibilities , as set forth in the Michigan
Fire Prevention Code (Act 207 of P.A. of 1941, as amended), include the following:
• Determination of the emergency response measures required and measures to be taken.
• Notification of all responsible federal, state, and local authorities and agencies, including the
Board of Water and Light.
• Investigation to determine the cause of the incident and what factors, if any, led to the loss
of life and property.
• Reporting all necessary agencies containing all findings related to the incident.
Remedial Cleanup
Remedial cleanup of soil contamination, groundwater contamination or other environmental impacts
is the responsibility of the responsible party, per part 201 of Act 451 administered by the Michigan
Department of Environmental Quality. All costs incurred for such cleanup will be billed directly to
those persons responsible for the hazardous material.
On Site Storage Records
The Lansing Fire Department inspects industries, schools, hospitals, high-rise buildings, and places
of assembly annually. Pre -incident Plans for the 20 local SARA Title III sites and all identified
Firefighter Right to Know sites are updated annually. Additionally, information that is submitted
by facilities each year under Section 302 of SARA Title III is kept on file at the Lansing Emergency
Management Office and provided to the LFD Hazmat Team.

Chapter 7
Siting New Wells
The development of new water supply capacity will occur as necessary to assure the public water
system can deliver the projected minimum day demand while maintaining a 15% water supply
reserve capacity. New wells may be required to meet system growth projections or to replace wells
taken out of service.
With the availability of the regional groundwater model and significant amounts of hydrogeological
information available for the area, the LBWL has identified several areas for future water supply
development. LBWL siting of wells is impacted by many factors including but not limited to:
estimates of yield, proximity to raw water transmission main, location of sites of known or suspected
contamination and property availability.
The development of new wells requires:
• phase I environmental assessment,
• 1MEQ preliminary site approval,
• property acquisition,
• test well development,
• acceptance of tests,
• transmission main extension, and
• well equipment installation.
This entire process can take up to three years. As a result, the LBWL acquires properties and
develops test wells far in advance of needing capacity. Currently the LBWL has acquired thirteen
sites for potential well development. Seven of these properties have test wells that have been
developed and accepted. This state of readiness reduces the time to place a new well in service to
less than one year, should this become necessary due to disruption of current supply.

1. Information about the new well(s):
Location:
It is preferred to locate wells within the City of Lansing or Delhi Charter Township limits in areas where
extension of the transmission main is reasonable. Location of well sites should be in areas identified by
the groundwater model or other investigations as having potential for development of large water supplies.
Depth:
Wells are generally drilled into the Saginaw formation to a depth of between 150 and 400 feet.
Lot Size:
The minimum lot size is 200 feet x 200 feet with a preferred lot size of 400 feet x 400 feet. The minimum
lot size is regulated by the MDEQ. Use of lot sized less than 200 feet x 200 feet is subject to approval
of the MDEQ and will require a variance during permit application. Many lots currently used are
considerably smaller than 200 feet x 200 feet.
Access:
All sites must have frontage on public right of way for transmission main installations or at least a 35 feet
wide easement must be obtained between the site and the existing transmission system or right of way.
Elevation:
The property should not be located in an area subject to flooding. At least a portion of the site must be
large enough to develop a well above the 100 year flood elevation and maintain a minimum of a 50 feet
radius around the well head that is above the 100 year flood level.
Separation:
Well sites should be separated by a distance of not less than 1500 feet to minimize the potential for
interference between wells.
Permits/Provisions:
A special use permit may be required by the local zoning agency and should be obtained as a condition
of purchase of a site. Approval of the site for development should be sought from the MDEQ prior to
property purchase. An option to purchase will include provisions for an Phase I Environmental Site
Assessment, including identification of known and potential sources of contamination.

A delineation study has been completed and approved by the MDEQ.

The new wells have not been incorporated into the wellhead protection plan, but will be included

Roles and Responsibilities
The MDEQ oversees the Michigan Wellhead Protection Program which is voluntary. Local
jurisdictions can then choose to develop and implement their own specific WHPP within MDEQ's
guidelines. As noted throughout this document several agencies at the federal, state, county and
local level are responsible for overseeing programs which directly influence the wellhead protection
goals of the City of Lansing. Chapter 5 deals in detail with the federal and state programs already
required of communities. Please refer to Plan Form 10 in Chapter 5.

Public Participation
The Lansing Wellhead Protection Team worked to include public awareness of the WHP and the
WHPP throughout the development of the plan. There are many strategies within this WHPP to
further encourage and facilitate public participation during the implementation process. Summaries
of past and future public participation strategies are documented in Plan Form 11 below.

How did you include public participation while developing our wellhead protectionplan?
• Held a "Historic Perspectives Luncheon" for 50 senior members of the community to identify
potential sites/sources of contamination.
• Newspaper articles in the Lansing State Journal
• Included groups such as the Retired Senior Volunteer Program and Clean Water Action on the
Wellhead Protection Team
• Presentations to Lansing Planning Board
How will you continue to include public participation in your wellhead protection program?
Several of the management strategies involved significant levels of participation through extensive
public education programs. In addition, the City is participating in a regional coalition to provide
cooperative WHP education throughout the Greater Lansing Area. The regional coalition is working to
develop traveling displays, brochures, and education materials for schools.
The implementation of the management strategies (ordinances, site plan review procedures, etc.) will
require public meetings and hearings for approval.
The abandoned well program which is currently underway involves a great deal of public outreach and
education including door to door searches for improperly abandoned wells. Educational materials will
be provided to all homeowners within the ten year time of travel.
The City of Lansing will continue to participate in the Groundwater Management Board's public
outreach efforts including the Children's Water Festival and the annual Holiday Breakfast.
