HISTORY OF THE CITY'S AFFIRMATIVE ACTION PROGRAM The City of Lansing's first Affirmative Action Plan was adopted by City Council on November 13, 1972. Part I of this initial plan established a Municipal Code of Fair Practices, which was a statement of equal employment opportunity policy assuring that employment practices would be carried out in an equitable manner. Part II of the City's Affirmative Action Plan and Article I, Chapter 3, Section 1-302 of the City Charter reaffirms the.City's policy of providing assurance of equal opportunity for those persons wishing to do business with the City on a contractual basis. Realizing the need for a systematic and concerted effort to overcome the vestiges of past discrimination an Ad Hoc Affirmative Action Committee was established in 1976 "...for the expressed purpose of preparing specific and concise recommendations re- lative to Lansing's Affirmative Action Plan, policies and practices, to include suggested forms and administrative procedures..." Through it's deliberations this committee revised Part I of Lansing's Affirmative Action Plan (The Municipal Code of Fair Practices), prepared an "Affirmative Action Plan Outline", and made further recommendations which were adopted on October 25, 1976, by the City Council. On January 1, 1979, a new City Charter took effect. Included in the new Charter was a provision whereby "(N)o City employee or applicant for employment shall be discriminated against because of race, i A religion, national origin, age, political orientation, marital status, sex, handicap, or for any cause not reasonably related to the accomplishment of a legitimate governmental purpose. The City shall take affirmative action for the recruitment and advancement of members of groups under represented on any level of City employ- ment as compared to the minority and sex composition of the City." (6-301). Responsibility for overseeing the City's Affirmative Action program lies with the Affirmative Action Officer, as delegated by the Mayor. Additionally, department heads, under the direction of the Mayor, are responsible for implementing affir- mative action policies within their own departments, as specified in the City Charter (4.401.4). The year 1981 exhibited a reaffirmation of the City's commitment to affirmative action with the revision of the City's Human Relations Ordinance. The Richard D. Letts Human Relations Ordinance of 1981, helped codify some of the existing responsibilities of the City's Affirmative Action Officer, by "...providing for prohibition against discrimination by City departments of employees and providing for an Affirmative Action Officer and responsibilities thereof." This codification of responsibilities provide the Affirmative Action Officer the opportunity to effectuate meaningful changes relative to the City's Affirmative Action Plan and programs. The year 1982 saw a change in administration with the election of a new Mayor. The economic reality of decreasing revenue growth caused a reassessment of personnel needs of the City. Cost-cutting initiatives are continually being evaluated in an attempt ii 0 • to minimize the impact on services provided as available resources diminish. One of the results of these efforts has been the reduction of the number of personnel employed. This is revealed by the fact that, as of June 30, 1982, the City (including District Court and Lansing Housing Commission) employed 1,358 full-time personnel. This represents a greater than five percent decrease in the number of employees from the previous year, 1981, when the total -employees reported was 1,437 and continues the trend of declining full-time employment from 1980 when full-time employment peaked at 1,466 employees. Most of this decrease has been accomplished through attrition (mostly retirements) with the resultant vacancies not being filled. Because of this approach,the impact on minorities and females has been minimized. In fact, the percentage of females reported increased in 1982 over what was reported in 1981. Given the economic situation there were limited opportunities to hire new employees. Only 46 new employees were hired in full-time permanent positions nine minorities (19.57%) and 25 females (54.33%) . On the positive s-de the new( administration has taken some initiative in the area of affirmative action. The use of the Pressey Test for all job applicants was discontinued and new job related exams are in the process of being instituted, which should prove less of a barrier to minority applicants. Additionally, although not within the reporting timeframe of this report, the City established some interim goals and timetables for minority and female employment, which were reviewed by the Michigan Department of Civil Rights and met the civil rights compliance requirements under Executive Directive 1979-4. iii SURVEY FORMAT In undertaking an affirmative program one of the essential aspects is a self- analysis... Such an analysis is the benchmark for establishing a reasonable basis from which reasonable action will flow in overcoming deficiencies which may be vestiges of.past discrimination. One aspect of -this self-analysis is the annual Municipal Employment Survey conducted by the Human Relations Department. Prior to 1980, the survey was conducted in December of each year requesting department and divisions to report those employees as of November 30 of the reporting year. However, under the Mayor's direction the Human Relations Depart- ment was made responsible for completing federal EEO reporting requirements starting in 1980. This responsibility had previously been handled by the Personnel Department. Federal requirements obligate local governments to report their workforce statistics annually based on the payroll period for the end of the fiscal year (June 30). To coordinate the Municipal Employment Survey with the federal reporting requirements the Human Relations Department opted to use the same reporting format and time period for these reports. The Equal Opportunity Commission's reporting forms require local governments to report full-time employees.(regardless of funding source), other than full-time employees, and new hires during the fiscal year. Surveys conducted by the Human Relations Department, prior to the 1980 Survey, distinguished between those positions which were city funded and those which were federally funded. This distinction was alleviated in 1980 and all full-time permanent employees are reported as an aggregate. iv Also, prior to 1980, persons employed in the CETA program were reported as full-time employees. However, using federal guidelines for reporting purposes starting in 1980, CETA employees were classified as other than full-time employees. This change should be noted when reviewing the com- parative reports for previous years. The statistical information for this survey was reported from the various departments o.f:the City. Reporting forms were distributed to all departments requesting that they be completed and returned to the Human Relations Depart- ment. Employment data was to be submitted for June 30, 1982. The data sub- mitted by the various departments were used in compiling the following report. Definitions used in the reporting forms and in the survey can be found in the appendix. It should be noted that data on pages 1 - 9 include all City departments and divisions, as well as, data from 54-A District Court and the Lansing Housing Commission. The comparative statistics on pages 10 - 20 do not include those employees of either the District Court or Housing Commission. This reflects the independent organizational structure of these agencies which provide them with independent authority in dealing with their employees. SURVEY FINDINGS In determining the progress of the City's affirmative action program it is desirable to be able to compare this year's survey findings with those of v i previous years Although, comparative statistics have been provided, the previously noted changes in the reporting of CETA employees should be con- sidered in the forumlation of any conclusions. The City Charter stipulates that, "The City shall take affirmative action for the recruitment and advancement of members of groups under represented on any level of City employment as compared to.the minority and sex composition of the City." Therefore, the benchmark that is used.for comparison purposes would be the 1980 U.S. Census. In the 1980 U.S. Census the following percentages of minority -groups were noted for the City of Lansing: Blacks, 13.94; American Indian, 0.77%; Asian/Pacific Islander; 0.62%; and Hispanic, 6.31%. The Human Reltaions Department is aware of the variances in the demographic characteristics of the various groups reported in the census and•how these variances may reflect upon the availability of these groups in the overall laborforce of the area. However, the census is still applicable in estab- lishing a comparison figure. It may be expected that the City's workforce will not exactly coincide with the population .figures established by the census, but.the City's workforce should statistically achieve a proximity to these population figures if equal opportunity and affirmative action have been successful. Instead of population figures for females a more realistic comparative statistic is the percentage female participation rate in the workforce. Whereas, the female population figure for the City of Lansing is over 50%, the percentage of female participation in the labor force is approximately 40%. vi BLACKS: Black employment remained relatively stable compared to the previous year. The percentage of Black employees reported for June 30, 1982 was 8.39%, which represented a slight decrease from June 30, 1981 when Blacks comprised 8.42% of the City's full-time employees. decreased from 121 in 1981 to 114 in 1982. The total nubmer of Black employees Five of the reporting departments exceeded the 13.94% population 1980 Census figure of Blacks in the City of Lansing. - These were Civic Center, Human Relations, Human Resources, Personnel.and the Housing Commission. Five depart- ments reported no Black full-time permanent employees. Each of these depart- ments (City Clerk, Emergency Services, Law, Mayor's Office, and Council) had ten or fewer employees. of the eight job categories, as reported on pages 12-20, which does not include District Court and the Housing Commission, the percentage of Black employees exceeded the population figure in only the service/maintenance category. Blacks represented 19.65% of all service/maintenance workers reported. The 34 Black employees reported in this category represent 34.34% of the total Black employees reported whereas this category represented 13.54% of all employees reported. The next greatest number of Black employees is found in the protective service category whi!re there were 20 Blacks employed. HISPANICS: The number and percentage of Hispanic full-time employees decreased in 1982 as had been the case in 1981. The total number of Hispanic employees decreased by six from 45 in 1981 to 39 in 1982. This represented a percentage decrease of .26% from the 3.13% in 1981 to the level of 2.87% in 1982. As with vii • Blacks, the percentage of Hispanics employed is below the 1980 Census population figure for this group. In the 1980 Census,Hispanics represented 6.31% of the total City population. Of the nineteen reporting departments, Hispanics were reported in ten. The greatest number of Hispanics reported by any department was nine in the Police Department. The greatest percentage representation was 18.18% reported by Council (Staff and Internal Audit) which reported two Hispanic employees. Other departments reporting Hispanics greater than the population figure were Building Safety and Development, 8.34% (4 Hispanic employees), Human Resources, 8.33% (1 Hispanic employee),,and the Housing Commission, 10.00% (3 Hispanic employees). Hispanic representation did not exceed the population figure in any of the eight job categories as noted on pages12-20, excluding District Court and the Housing Commission. The greatest percentage representation of Hispanics as reported was in the office/clerical category with 5.92%. This category had nine Hispanics reported. There were more Hispanics reported in the protective service category, a total of ten, however, the percentage representation was only 3.38%. No Hispanics were reported in the officials/administrators or para professional job categories. AMERICAN INDIAN and ASIAN/PACIFIC ISLANDERS: The total number of these groups was unchanged compared to the 1981 survey, with a total of 14 American Indians and Asian Pacific/Islanders reported. However, because of the decrease in the total number of employees the percentage representation of these groups showed a slight increase from 0.98% of all full time employees in 1981 to 1.03% in 1982. viii These groups combined represented 1.39% of Lansing's population according to the 1980 Census. MINORITY TOTALS: When Black, Hispanic, American Indian, and Asian/Pacific Islander population percentages are combined, the total minority percentage for the City is 21.64%. Comparatively, the City's workforce, as reported, reveals that these groups represent only 12.30% of full-time permanent employees which is a slight decrease from 1981 when these groups represented 12.54% of the workforce. Of the eight broad job categories identified in the survey, minority represent- ation was greatest in the service/maintenance category with 23.91% of employees in this category being minorities. This was followed by the para-professional and office/clerical categories with 14.81% and 14.66% minority employees re- spectively. The lowest percentage of minorities was reported in the officials/ administrators category with 6.00% minority employment, however, this was an increase over 1981 when 4.08% of the officials/administrators reported were minorities. FEMALES: When comparing female employment the benchmark which is used is female participation rate within the laborforce of the Lansing Area. This is a lower figure than the female population of the area which would be slightly over 500. In either case, the City's female employment is significantly below both figures. As noted earlier the percentage of females employed in full-time positions increased from 1981 to 1982. In 1981 the percentage of female employment was 21.92.E in 1981 and increased to 22.83% in 1982 despite the fact that the total number of females ix u • employed decreased from 315 in 1981 to 310 in 1982. The percentage of female employment excluding the Distirct Court and Housing Commission as noted on pages 12-20, also showed an increase from 19.94% in 1981 to 20.58% in 1982. The percentage of female employment increased in six of the eight categories with greatest percentage increase of females reported occurring in the officials/administrators category where females represented 14.74% of all employees reported in this category. This was an increase of 3.16% over the 1981 figure of 11.58%. Females, however, are still concentrated in the office/clerical area where they represented 92.11% of employees reported, whereas, this category represented only 11.89% of all employees reported. signi- ficant underrepresentation of females can be noted in the categories of skilled crafts, protective services, and service/maintenance where females represented 2.65%, 6.08%,:and 7.51% of these categories respectively. These categories com- bined represented 45.54% of all employees reported. Females as a group earned lower salaries•as reported (page 4). Of all females reported 78.71% earned less than $20,000 annually.
