DEMOLITION BOARD
Held at 316 N. Capitol Ave. at 6:00 pm,
December 3, 2020
The December 3, 2020 meeting of the City of Lansing Demolition Board was called to order at 6:02 p.m. by S.
Sanford. The following members were in attendance: David Muylle, Joe Vitale
MEMBERS ABSENT: None
STAFF PRESENT: Scott Sanford; Lynne Puente
PUBLIC PRESENT: Erin Schultz(via Zoom), Christian Nwobu(via Zoom)
Scott Sanford called the meeting to order a 6:00 PM
OLD BUSINESS: NONE
NEW BUSINESS:
Case No.: 2020-DO02 Address: 1412 W. Ionia
S. Sanford presented the case. The listed taxpayer of record and interested party is Erin RW Schultz and interested
party is Jessica `Lull. The SEV of the dwelling is $24,300.00. Land value is $12,941.00. Building value is
$35,660.00. The original Red Tag date is 3/04/2020. The property is zoned "C" Residential. Estimate of repairs is
$725000.00.
Mr. Sanford asked Mr. Fedewa who is conducting the zoom meeting to please allow Mr. Schultz into the meeting.
All board members identified themselves to Mr. Schultz and stated all members location was Lansing, MI. Mr.
Sanford informed the board this is a single family non fire damaged home. The property is delinquent on taxes and
the City of Lansing has been mowing the lawn and removing trash from the property.
Mr. Schultz stated he has had Modern Design and Mechanical come to the residence to take care of the furnace
He also indicated that he had sold the house to someone on land contract he just recently took possession of the
property back. Mr. Schultz indicated that all back taxes would be paid in full by the end of the year and that he has
two other contractors who will bring the other outstanding violations to code via permits he had a bad tenant/buyer.
Mr. Schultz indicated due to COVID he was out west for several months and had just recently returned.

Mr. Vitale asked Mr. Schultz who his builder and contractors are Mr. Schultz indicated Lynn Ball of Arrowhead
Homes out of Eaton Rapids is the builder and Troy Dean from Troy Design and Mechanical was his mechanical
contractor. Mr. Vitale reiterated Mr. Schultz statement of the property tax and informed him property taxes are not
the purpose of this board. Mr. Schultz indicated that he only brought tip taxes because the City of Lansing is saying
the home is delinquent and dilapidated. Lynne Puente informed that the City of Lansing still has Ms. Lull listed as
the owner. Mr. Schultz indicated that she had already been evicted thru the City of Lansing and his attorney is
filing paperwork with the county to have her name removed from the property as owner. Mr. Schultz indicated
work was going to proceed as early as next week
Mr. Vitale stated that the board needed to take some kind of action on the property tonight, Mr. Vitale proposed
tabling the property for 30 days owner notified will be notified by mail and it will be posted on the structure as
well.
Demolitions Hearing Officer Joe Vitale ordered the property tabled for 30 days.
Case No.: 2019-DO05 Address: 314 Bingham
S. Sanford presented the case. The listed taxpayer of record and interested party is Manfred Woelfel. The SEV of
the property is $7,500.00. Land value is $7,739. Building value is $7,305.00. Original Red Tag Date is 10/02/2017.
The property is zoned "C" Residential.
S. Sanford noted that all permits are expired and has 2 permits that have been ready to issue since October. This
board heard this property almost 2 years ago and to date nothing has been bone except for an electrical approval for
the service just recently.
Mr. Muylle asked the owner's representative if he understood what was going on with the property we heard the
property almost two years ago and the property is still tagged. Mr. Muylle reminded him that he had stopped at the
property earlier today and talked to him about the property. Mr. Nwobu thanked the board for listening to him he
also stated that he had pulled a permit for interior demolition and that Building Inspector Larry Connelly had been
to the home for inspection. Due to COVID he has had a hard time hiring contractors for the repairs. He has
installed new windows and block windows for the basement. Progress is starting to take place and if given the
chance the project should be completed within 2 to 3 months.
Mr. Muylle indicated that they have been put in a bad spot this property sounds the same as 2 years ago. Mr.
Muylle asked if they still had the funds to finish the project. Mr. Nwobu indicated that yes the funds are still
available. Mr. Muylle relayed to Mr.Nwobu that COVID is not to blame here the board heard this property 2 years
ago COVID was from earlier this year. Mr. Muylle asked if there was just him and the gentleman that was at the
home earlier the only people working on the home Mr. Nwobu indicated that there was many people working on
the home.
Mr. Muylle asked to consult with board member Joe Vitale for his thoughts on this property. Mr. Vitale stated that
the board need to see quick progress. Out of concern for the neighbors that have reached out to the board wanting
this property to be torn down.
Demolitions Hearing Officer Dave Muylle ordered the property tabled for 30 days

The March 26th meeting did not take place due to COVID the meeting was cancelled as the state was shut down on
3/17/2020.The December 3 d meeting in 2020 did take place the minutes have been sent to the board members and I
am awaiting their approval.
I will attach the other minutes requested when I am in the office tomorrow I need my instructions and don't have them
with me.
