The December 5th meeting of the City of Lansing Demolition Board was called to order at 6:03 p.m. by S.
Sanford. The following members were in attendance: David Muylle, Joe Vitale

Scott Sanford called the meeting to order and presented a brief overview of the 4 properties being heard.
OLD BUSINESS:
Case No.: D2019-010 Address: 2108 E. Cavanaugh.
The owner of the property William S. Holmes was in attendance he informed the board that has almost completed
all of the repairs. L Puente noted to him not to cover anything up as he has not had any rough inspections on the
open Building Permit and that the Electrical Permit that was issued 4/10/2017 has been on an expired status since
10/10/2017 he will need to get with the Building Safety Department to have that re-opened as the electrical will
need to be brought to code as well.
Mr. Muylle asked Mr. Holmes when he thought he would be done with the project. Mr. Holmes indicated he
thought the entire project would be completed by the end of February. Mr. Muylle informed the owner he was
going to sign the order to make safe or demolish by 3/27/2020 and if the project was completed the property would
not be sent to City Council. If the project was not completed by 3/27/2020 the demolition process would continue
and the property would be referred to City Council. Mr. Holmes stated he understood.

No one appeared on behalf of this property. The board had previously stated that is be made safe or demolish by
11/26/2019. The representative for the property had indicated to the board they had hoped to sell the property by
the date of this board meeting.
S. Sanford informed the board we had been receiving lots of calls from buyers interested in purchasing the
property but there has not been any sales as yet. The previous order by the board to make safe or demolish by
11/26/2019 still stands. L. Puente stated she would refer this property to be heard at City Council in the morning.

Case No.: D2019-014 Address: 1519 Linval Street.
The owner of this property did not show for this board meeting. S. Sanford presented the case to the board
members. This property is owned by a non-profit that is training at risk youth in the skilled trades. L. Puente
informed the board that a Building Permit for fire damage repair was issued on 10/09/2019. D. Muylle
recommended tabling the property until 2/27/2020 and the board would like an update at that meeting.

The owner of this property did not show for this board meeting. S. Sanford presented this case to the board and
reminded them this property had been tabled until this meeting to allow time for the owner to either start work on
the home or apply to demolish the property. As of the date of the meeting permits had not been applied for and
there had been no further contact from the owner.

The September meeting of the City of Lansing Demolition Board was called to order at 6:03 p.m. by S. Sanford.

Scott Sanford called the meeting to order and presented a brief overview of the 4 properties being heard.
OLD BUSINESS: D2019-010 2108 E Cavanaugh Road
Scott Sanford updated the board to the status of 2108 E. Cavanaugh Road that a building permit had been issued no
inspections have been scheduled and the owner did not show up for tonight's meeting. The property had previously
been heard at the July 2019 meeting where the decision of the board was to table the property for 60 days and the
owner was to have all permits in place and inspections were to have been conducted.
Demolitions Hearing Officer Dave Muylle ordered the property 30 days make safe or demolish.
NEW BUSINESS:
Case No.: D2019-013 Address: 1522 W. Holmes Road
S. Sanford presented the case. The owner resides in Canada. The SEV is $31,900.00. Land Value is $10,776.00.
Building value is $52,260. Original Red Tag date is 2/26/2019. The property is zoned "C" residential repairs are
estimated at$119,000.00. The property is not fire damaged.

The owner is not present however his personal representative Mark Goedert is in attendance. Mark Goedert
addressed the board and says he is a broker and rehabber. The owner buys notes and stated this home was sold on
land contract and the occupant destroyed the home. The home was a duplex and the occupant altered the property
into a single family dwelling however both meters are still present and are active. The Assessor's office has listed
this property as a single family since 12/04/1998. Mr. Goedert stated the intent of the owner is to clean the
property up and find a buyer. They intend to sell the property to a contractor so that they can save on the cost of
rehabbing the property by pulling their own permits. Mr. Goedert requested that the board give him enough time to
find a buyer. S. Sanford explained the ordinance and state the City of Lansing want the property to be habitable.
Mr. Muylle explained that the board likes to resolve these properties and agrees that the property is not falling
down and still has potential to be saved.

meeting on December 5,2019.
Case No.: D2019-014 Address: 1519 Linval
S. Sanford presented the case. The listed taxpayer of record and interested party is Mikey 23 foundation 503. The
SEV of the property is $7,900.00. Land value is $5,710.00. Building value is $10,126.00. The property is zoned
"C" residential. The estimate of repairs is $70,000.00, The original Red Tag date is 10/12/2015 due to a fire.
The owner Michael McKissic is in attendance. The owner addressed the board and stated that The Mikey
Foundation 203 is a foundation that is training you in the building trades. The foundation has been finishing up at
1802 Sterling and 1519 Linval is scheduled to be their next project. The owner indicated that the fire started in the
kitchen and most of the fire damage is located in the rear of the home. L. Puente brought up that the home appears
to be severely delinquent on property taxes. The owner indicated that he has been working on this with the Ingham
County Treasury department as a non-profit taxes should not have been levied against the property. The owner
indicated that the structure is a decent house however it is in the Baker Donora are which is unique area for
property values. The owner has meet with the mayor and explained their intent with the property. All the hardwood
floors are in good shape and the plan it to do a major rehab. The owner explained that he owns a construction
company that he works at full time however he works with the youth 2-3 days a week and the foundation is an
accredited apprenticeship and all workers have to get their hours in.

December pending permits and work to begin by the next scheduled meeting in December.
Case No.: D2019-015 Address: 2109 Worden Street
S. Sanford presented the case. The listed taxpayer of record and interested party is Dennis Radke who is in
attendance. The SEV is $36,300.00. Land Value is $5,001.00. Building value is $67,518.00. The property is zoned
"A" residential. Repairs are estimated at$79,000.00.
The owner Dennis Radke addressed the board and indicated he has been paying the taxes and they are up to date.
He stated the interior ceiling collapsed and the knob and tube wiring is exposed and there is insulation on the floor.
Mr. Radke stated he has had many health issues and he would hate to see it demolished. He purchased the home 40
years ago.

The property has a very narrow lot and he believes if something were to happen to the home he may not be able to
rebuild. His intent is to fix and resell the property or demolish it himself. In 2015 the water pipes broke when the
power went out and he incurred a $7,000.00 water bill. BWL took of the sewage and adjusted the bill however the
bill was $4,000.00 which he paid. He said he kind of gave up on the property due to the bill. S. Sanford stated the
problem would be the mold and that damage is enough that the entire property would need to brought up to current
code and the Building Department may require that the entire home be rewired. The owner stated he cannot believe
the estimated repairs are as much as what the City of Lansing is stating. S. Sanford explained that we use the State
of Michigan estimate per square foot and that he may be able to repair the structure for less. The owner stated he
moved to Jackson 20 years ago for work and he intended to rent the property however it has been vacant since he
moved. He asked the board for more time he wants to get with BWL regarding utilities and get come quotes for the
repairs from contractors.
Mr. Muylle responded to the owner that the board has seen homes in a worse state rehabbed and that any home can
be rehabbed and that we can't advise him all the board can do is give him some more time. Tearing it down might
be cheaper or he may wish to donate the home to someone like Habitat for Humanity. The owner indicated that if
he determines that the rehab is not a viable project he may have the property demolished.

The June 27, 2019 meeting of the City of Lansing Demolition Board was called to order at 6:02 p.m. by S. Sanford.

Scott Sanford called the meeting to order and presented a brief overview of the 5 properties being heard.
OLD BUSINESS: 1814 Williams
Scott Sanford updated the board to the status of 1814 Williams that a building permit has been issued a framing
inspection is scheduled for 7/25/2019. Activity on the property was held up due to plan review approval on the
Building Pen-nit.
3815 Marion
Scott Sanford updated the board on the status of 3815 Marion. This property was granted an extension by City
Council and that the Electrical Permit has now been finaled and that a Plumbing Permit has been issued by a
licensed plumbing contractor. The owners are receiving help thru a church organization and hope to have all of the
required work completed.
5624 Joshua
Scott Sanford updated the board on the status of 5624 Joshua that the owner Virgil Nellis has recently passed
away. Our office was contacted by Mohammad Abdul-Jaber stating that most of the work has been completed and
was asking for an extension on the 60 days make safe or demolish ordered by the board however Building
Inspector Larry Connelly went by the property and took photographs and noted no work has been done on the
property it is still in the same condition. This property was referred to City Council and is due to be heard on July
22, 2019.

Case No.: 2019-DO07 Address: 215 S.Hosmer Street.
S. Sanford presented the case. The listed taxpayer of record and interested party is Marjorie Sims. The SEV of the
dwelling is $27,100.00. Land value is $7,769.00. Building value of the garage is $7,769.00. Original Red Tag
date is 4/07/2017. The property is zoned `C' Residential. Estimate of repairs is $10,752.00.
S. Sanford notified the board that we were contacted by Marilyn Plummer Community Outreach for the City of
Lansing that she received communication from the owner's son Ralph W. Sims that Marjorie is deceased and that
he is requesting 30 day extension to allow time for probate paperwork to put the property into his and his sisters
name at which time he will tear down the garage.
The board ordered the property 60 days make safe or demolish compliance date of 8/27/2019 and by that time the
owner should have paperwork in order and a permit in place to tear down the garage.

S. Sanford presented the case. The listed taxpayer of record and interested party was Kurt Niemeyer however the
property went into the name of Melissa Scripter on June 11, 2019. The SEV of the property is $26,800.00. Land
value is $6,620.00. Building value of the garage is $8,333.00. Original Red Tag Date is 4/17/2017. The property is
zoned"C"Residential.
S. Sanford informed the board that the new owner has not contacted our office however Melissa Scripter has pulled
a demolition permit for the garage.
Dave Muylle informed those present that he went by the property earlier and noted that the garage is down.
Demolitions Hearing Officer Dave Muylle did not sign the order due to the structure was already taken
down by the current owner.
Case No.: 2019-DO09 Address: 819 Cleveland.
S. Sanford presented the case. The listed taxpayer of record and interested party is Marvin G. Al-Shankool. The
SEV of the property is $24,300.00. Land value is $7,701.00. Building value is $40,898.00. Original Red Tag date
is 8/30/2016. The property is zoned "B" Residential. Estimate of repairs is $71,400.00. This property is fire
damaged.
The owner of the property did not attend the meeting the property is delinquent on property taxes and there is no
fire damage monies being held by the City of Lansing. The property was Red Tagged 8/30/2016 and the owner was
working on the property when it then was severely fire damaged on 11/29/2017.

NEW BUSINESS: Mike Trumble owner of 1814 Williams Street showed up for tonight's meeting
however this property will not be heard until the April 25, 2019 meeting to allow him time to pull permits and start
work on the property. This property was not placed on tonight's agenda.
Case No.: 2019-DO04 Address: 410 S Francis Avenue
S. Sanford presented the case. The listed taxpayer of record and interested party is Sunnyside of the Street LLC.
The SEV of the property is $15,600.00. Land value is $6,111.00. Building value is $25,100.00. Original Red Tag
date is 06/02/2018. The property is zoned `C Residential. Estimate of repairs is $63,095.00.
The owner did not attend the meeting, D. Muylle asked if we had heard from the owner and L. Puente indicated we
had not and the owner did not sign for their certified letter. D. Muylle indicated that it would be a real loss for the
neighborhood as it would be very noticeable due to how closely the home are built. D. Muylle also indicated when
he was at the property for his inspection he spoke with a neighbor who indicated to him it was a kitchen fire and
that the home could be repaired. L. Puente indicated per the Building Safety Department they are not holding any
fire damage monies for this property.

S. Sanford presented the case. The listed taxpayer of record and interested party is Manfred Woelfel. The SEV of
the property is $7,300.00. Land value is $ 7,739.00. Building value is $6,949.00. Original Red Tag date is
10/02/2017. Estimate of repairs is $90,226.00. Property is severely fire damaged and the City of Lansing is not
holding any fire damage monies.
The owner resides in Germany his local representative Christian Nwobu attended the meeting on the owners
behalf. Mr. Nwobu brought in proof of funds for the project and also showed the owner had recently transferred
$15,000.00 to start work on this property. Mr. Nwobu stated they hoped to have the home restored in 4-6 months.
S. Sanford recommended to the board that the property be tabled for 60 days to allow the owner time to pull
permits and schedule inspections.

Case No.: 2018-D006 Address: 562_Joshua.
S. Sanford presented the case. The listed taxpayer of record and interested party is Mary&Virgil Nellis and Malik
Balla. The SEV of the property is $29,300.00. Land value is $19,109.00. Building value is $39,573.00. Original
Red Tag date is 10/02/2017. The property is zoned `A' Residential. Estimate of repairs is $120,960.00.
The owners of the property Mary & Virgil Nellis attended the meeting as well as Mohamad Abduljaber who was
representing Mr. Balla. Mary and Virgil Nellis are purchasing the property via land contract from Mr.Balla.
Mr. Nellis indicated that he thinks the property is worth salvaging, he indicated the foundation is good even though
the Building Safety inspector wrote up the foundation.
Mr. Abduljaber indicated that Mr. Balla was willing to finance the project to repair the home. Mr. Abduljaber
indicated that the owners had applied to the City of Lansing Development Office however they were turned down
because the office believed the cost of the project was too much per their grant requirements. Mr. Abduljaber
indicated that he is meeting with contractors and has a builder and a plumber lined up for the project.
Both Mr. Nellis and Mr. Abduljaber were stating that the City of Lansing had overestimated the repairs. Mr.
Muylle stated that the board does not want to argue over the cost of the project and does not want to see this
project snowballing into something they cannot finish. Owner states he has had a new hot water heater and furnace
installed L. Puente informed the board there are no permits for the installations of the mechanicals the only permit
on file is a roofing permit that did not pass inspection as the owner applied for a tear off and re-roof permit,
however when the Building Inspector Larry Connelly arrived for the inspection they were completely refraining the
roof detailed drawings were requested and the owner was to stop work until drawings and permits for the full
scope of work were provided.
S. Sanford cautioned the owners that now that the property will have to be brought up to today's standards and that
the building has been declared unsafe and this has been recorded with the Ingham County Register of Deeds.
Mr. Vitale asked the owner if they realize with the value of the home and the cost to property bring the structure up
to code they will be upside down in the house putting more repair cost than what the home is worth. Both owners
responded that they understood this and were still willing to continue with the project.
Demolitions Hearing Officer Joe Vitale ordered the property be tabled for 30 days pending permits and
progress.

S. Sanford infonned the board that the owner called and wanted to update the board they are just
waiting on Consumers Energy to disconnect the gas and then the demolition contractor will be getting with Public
Service and the Building Safety Department to get the necessary demolition permits.
Case No.: 2018-DO08 Address: 3815 Marion
Demolitions board member Dave Muylle stated he had seen this property being discussed at a recent City Council
meeting and requested an update for any progress. S. Sanford responded that the status is the same no new permits
have been issued and the permits in place are still expired.

and stated he was in Florida and was unable to attend the meeting however he would be back at the beginning of
March and when he returns he will start pulling the necessary permits to bring the property to code. If permits are
not issued in March of 2019 this property will be heard at the April Demolition Board Meeting.

earlier in the day and stated he had hired SC Environmental to demolish the garage. S. Sanford agreed not to hear
the case at the meeting to allow the owner time to have proper permits issued to take down the structure. If permits
are not in place this property will be heard at the April demolition board meeting.

The January meeting of the City of Lansing Demolition Board was called to order at 6:05 p.m. by S. Sanford. The

S. Sanford informed the board this property has been tagged since 6/16/2017. The owner of record is deceased and
his son had informed Officer Gregg Scrimger that he wanted to save the property and bring it up to code but there
was an issue with another family member who wanted the home as well. Electrical and Plumbing permits have
been issued however there had been no activity since 11/02/2018. There also has been no response to the certified
letters or the postings that have been posted on the dwelling. The responsible party also did not show for the
demolition board meeting.
Demolitions Hearing Officer Joe Vitale ordered the property be make safe or demolish 60 days.
Case No.: 2018-DO14 Address: 840 Maplehill Avenue
S. Sanford informed the board this was a property that was referred by the Building Safety Department who tagged
this property unsafe 8/24/2018. The owner has not responded to the letters sent by the Building Safety Department
or the stop work order that was placed on the structure. The owner did not attend the meeting and to date no
permits have been applied for the work that was started in the dwelling. The home is gutted and there is standing
water in the basement.
