The following members were in attendance: David Muylle MEMBERS ABSENT: None STAFF PRESENT: Scott Sanford; Lynne Puente PUBLIC PRESENT: None Lynne Puente called the meeting to order and presented a brief overview of the 4 properties being heard NEW BUSINESS: Case No.: 2018-DO01 Address: 500 Lasher. L. Puente presented the case. The listed taxpayer of record and interested party is Thomas J. Shane. The SEV of the property is $16,900. Land value is $8,179.00. Building value is $25,703. Original red tag date is 03/31/2016. The property is zoned `DM-3' Residential. Estimate of repairs is $136,740.00. The case had been ruled 60 days make safe or demolishes however the owner arrived at 6:25 and the case was reopened. Mr. Thomas brought along with him Mike McKissic who is a building contractor the owner has retained to repair the home. Mr. Muylle explained the function of the demolition board to the owner and the contractor. The owner explained to the board that he has had health issues which have prevented him from being able to make the required repairs to the home. Mr. McKissic presented a plan for the rehab of the home to the board. The owner and contractor asked for a 30 day extension to allow time for the contractor to do a complete inspection of the exterior and interior of the home. The contractor stated when he is done with the inspection he will advise the owner of his professional opinion of the project in regards to the repairs being more extensive than the value of the home in the area of where the home located and if the owner should allow the home to be demolished and purchase a home elsewhere or that it is a viable project to rehab the property. Property was severely fire damaged 2/02/2016 and the City of Lansing Fire Department estimated the property was 75% damaged. The owner of the property did not attend the meeting and has not responded to the notices that were sent. The certified mailings that were mailed to the taxpayer of record were returned to our office as unclaimed. Per the Building Safety Office they are holding$12,056.00 in fire damage funds. The owner of the property did not attend the meeting and has not responded to the notices that were sent. The certified notification of the meeting was signed for by the taxpayer of record. NEW BUSINESS: Case No.: 2018-D001 Address: 500 Lesher Place . S. Sanford presented the case. The listed taxpayer of record and interested party is Shane J. Thomas. The SEV of the property is $16,900. The owner Shane Thomas stated that he still plans on fixing the home he did not bring estimates or a contract from a licensed contractor. Owner requested more time from the demolition board in order to find another contractor for the project. Scott Sanford suggested that we sign the order for 60 days make safe or demolish due to this property not being fire damaged which would give the owner until 5/24/2018 to move forward on the rehab of the property. The owner Mr. Thomas was good with this and stated lie would feel better in the end if the property was demolished because he at least he would know that he gave it a good effort and was given plenty of opportunities by the City of Lansing to bring the home up to code. The demolition board agreed that if by 5/24/2018 there were permits in place that we would table the property on our end so that the property would remain here with our office and not at the City Council level. Estimate of repairs is $103,779.76. Anna Hernandez attended the meeting and Scott Sanford explained the codes regarding demolition and codified law. Explained our main goal is not to tear down but to ensure the properties are made safe and that this property was referred to us by the Building Safety Department. Dave Muylle explained his role to the owner explaining he was not an employee of the City of Lansing he is a volunteer board member. Anna Hernandez brought documentation to show that she has already hired a demolition contractor and Michigan Demolition has already obtained the required shut off letter from Consumers Energy and Board of Water and Light. She also produced an e-mail document from Michigan Demolition confirming that they will demolish the property and the cost associated with the demolition. Scott Sanford explained to Anna Hernandez that this City of Lansing is holding 12,262.00 in fire damaged monies and the when the Building Safety finals out the demolition permit the fund will be released to them after the City of Lansing subtract any costs and assessments associated with the property. The owner of the property Edwar Zeineh was in attendance for the meeting and stated he has wanted to tear the property down all along but the property has a lot of historical significance and stated the property was in the City Pulse and he has gotten a lot of"flak"from citizens about not wanting to have the structure demolished. The owner stated the Electricity to the property has already been removed from the structure and that Consumers Energy has already capped the gas. The owner stated he will draft a letter to our office of his intent to demolish the property and will start the process of finding someone to tear it down. Dave Muylle explained to the owner he felt there were a lot of architectural details that could be saved and he hoped that when he hires a demolition contractor that they try to salvage as much of these details as they can/ Demolitions Hearing Officer Dave Muylle ordered the property tabled for 60 days pending a demolition permit being issued. Capitol Ave. at 6:00 pm, December 6, 2018 The December 2018 meeting of the City of Lansing Demolition Board was called to order at 6:00 p.m. by D. Muylle. The following members were in attendance: David Muylle MEMBERS ABSENT: Joe Vitale STAFF PRESENT: Scott Sanford; Lynne Puente PUBLIC PRESENT: Aileen &David Wilkins OLD BUSINESS: 1309 W. Shiawassee Case No.: 2018-DO08 Address: 3815 Marion L. Puente updated the board that Officer Gregg Scrimger and Officer Meredith Johnson were at the property today for a progress inspection and multiple pictures of the interior of the property were taken as requested from the previous meeting. Mr. Muylle looked thru the photos and reviewed the minutes from the previous meeting where the property was tabled and an agreement was made between the owners and the demolition board as to the progress that was expected prior to this meeting. Mr. Wilkins indicated that the Electrical repairs had all been completed and that the electrical contractor had notified them that the permit was now finaled. He also indicated that the plumber had come in for the estimate and the contractor had indicated to Mr. Wilkins that the previous work that had been done was incorrect and would not pass inspection and the contractor updated Mr. Wilkins of the code changes that needed to be made. DEMOLITIONS BOARD MEETING MINUTES December 6 2018 PAGE I L. Puente informed the board that the Electrical Permit was still in the same status of expired and there had been no inspections done. L. Puente also reminded Mrs. Wilkins that they spoke on 11/20/2018 at which time Mrs. Wilkins was trying to obtain an extension on the time frame that was ordered by demolition board. L. Puente noted to Mrs. Wilkins that there had been no permit activity on the electrical permit that was one of the conditions of the board and offered to transfer her to one of the Electricians in the Building Safety Department to schedule and inspection at which time Mrs. Wilkins declined due to her being in the rehab facility she said her husband was going to have to schedule to inspection and Mrs. Wilkins was given the number to Building Safety in order to set this inspection. S. Sanford also noted to the owner that per the previous meeting they were to have activity on the electrical permit and also bring proof of funds. Mr. &Mrs. Wilkins stated they did not have proof of funds. Mrs. Wilkins stated she does not have all the funds and that the plumbing contractor quoted the $5,000.00 for the plumbing repairs but did not bring an update copy of the proposal from the plumber but brought a plumbing proposal from January of 2018 and a furnace report also from January of 2018 from the same contractor. Mr. Wilkins indicated they he was still hoping the church would have funds to help them out but they needed a dollar amount. Mr. Muylle stated that he believes that they are trying and their intentions are good however the pictures indicate little progress and in the end they have not kept up their end of the property being tabled for 60 days to allow them time to complete the previous request/agreement with the demolition board in October of 2018. Mrs. Wilkins state she meet with Jason Burgess to have the bathtub and toilet area tiled. She went thru all the pictures that were given to the board from the progress inspection done earlier that day and made comments about many of them trying to explain each one to Mr. Muylle. Mr. Muylle explained this was not the end of the line with the properties he was going to rule 60 days make safe or demolish which would give them until February 6, 2019 were at that time the property would then be passed on to Public Safety/City Council to be heard at that level the property could still be tabled by them. This give the owners another 60 days to have the electrical permit frnaled and to have the plumbing permit issued. DEMOLITIONS HEARING OFFICER D. MUYLLE RULED 60 DAYS MAKE SAFE OR DEMOLISH S. Sanford addressed the board as to the status of two cases that were ruled 30 days make safe or demolish by the board. 1309 W. Shiawassee case number 2018-DO07 is a fire damaged structure that was ruled 30 days make safe or demolish. This property was in litigation and Rosemary Robinson won the rights to the property. The owner contacted our office prior to the 30 day deadline and immediately started pulling permits with the Building Safety Office and has been have the appropriate inspections. 1217 W. Ottawa case number 2018-DO13 is a fire damaged structure that was ruled 30 days make safe or demolish. A potential new owner contacted our office and was willing to buy the property but was hoping to have the property remain in our office and not be passed to council. S. Sanford agreed to hold the property at this level until after the Is' of the year to allow the new owner time purchase the property and to immediately start the permit process. The new owner is an investor that this office and the Building Safety Department are familiar with and has the financial ability to rehab the property. OLD BUSINESS: Case No.: 2018-DO07 Address: 1309 W. Shiawassee S. Sanford informed the board that estate has been cleared up and the owner has now finaled out the tear out permit and has applied for the Building Permit. The neighbors at 1310 W. Shiawassee attended the meeting were concerned about the quality of work that has taken place. S. Sanford stated that this would be addressed by the Building Safety Department during their inspections. Permits are now in place and the property is being followed by both the Code Enforcement Officer and the Building Inspector. Case No.: 2018-DO05 Address: 1414 Ballard S. Sanford informed the board that this property was recently sold and that the property will be still sent to City Council and that they will be monitoring the property. The listed taxpayer of record and interested party is BSLNC. The SEV of the property is $36,100.00. Land value is $15,443. Building value is $56,596, Original red tag date is 3/27/2018. The property is zoned `A' Residential. Estimate of repairs is $80,000.00. Owners/local representative are not present. Mr. Muylle asked if the owners were notified L. Puente responded they were and they signed for the certified notification and the signed certified letter card is located in the demolition file. Neighbors of the property Robert and Sandra Hart attended the meeting to give more history and stated if is currently being offered as a rent to own property. The neighbors would like to see the home demolished because the home is simply not livable. Mr. & Mrs. Hart indicated that the basement of the home is full of water up to the first floor. Mr. Vitale thanked them for attending the meeting it is always nice to hear from the neighbors and that the City of Lansing and the Demolition Board are working as quickly as we can to take care of the problem. S. Sanford informed the neighbors that this is just the first step in the process because the property is not fire damaged it would be 60 days make safe or demolished and then the property would be referred to City Council where they would also rule 60 days make safe or demolish and that is would be almost April before they would see demolition activity. The neighbors wondered if it was legal that it could be offered for sale L. Puente responded that just because it is tagged and in demolition does not mean that it can't be sold however this does not delay the demolition process. Estimate of repairs is $142,000.00. The owner- was not present for the meeting and S. Sanford informed the board that the owner had contacted him directly and informed him that he does not have money to fix or demolish the property. The property was heavily fire damaged 9/17/2015 the property was uninsured. Demolitions Hearing Officer Joe Vitale ordered the property be make safe or demolish 30 days. Case No.: 2018-DO14 Address: 434 S. Francis. S. Sanford presented the case. The listed taxpayer-of record and interested party is Roy C. Donald. The SEV of the property is $21,500, Land value is $6,111.00. Building value is $36,846. Original red tag date of the garage is 11/01/2016. The property is zoned `C' Residential. Estimate of repairs is $22,176.00. The owner was not present for the meeting and S. Sanford informed the board the garage is in demolition not the residential structure. Mr. Muylle stated that he had stopped by the property and spoke with the owner who informed him he is struggling financially and that he is fully aware of the demolition proceeding for the garage. Mr. Muylle suggested to S. Sanford and L. Puente that we not charge the administrative fees of$4,000.00 to the owner- and S. Sanford agreed not to charge this fee to the owner. DEMOLITIONS BOARD MEETING MINUTES October 25 2018 PAGE 3 Demolitions Hearing Officer Dave Muylle ordered the garage be make safe or demolish 60 days. Case No.: 2018-DO08 Address: 3815 Marion, S. Sanford presented the case. The listed taxpayer of record and interested party is Judy Kitchen & Ruth Kitchen, The SEV of the property is $31,200.00. Land value is $7,141.00. Building value is $55,347.00. Original red tag date 1/01/2018. The property is zoned `DM3' residential. Estimate of repairs is $88,000.00. Aileen (Kitchen) and David Wilkins attended the meeting and Aileen stated that her father built the property and that she has resided there for 69 '/2 yrs. She realizes there are repairs that need to be done but she requested that the board let her go thru the repair list. Aileen Wilkins stated that she has 3 trash bins and is removing trash as well as placing 6 extra bags with the dumpsters. Mrs. Wilkins is living in a convalescent home due to the fact that she fell down and permanently damaged her arm. Mrs. Wilkins states that they have taken care of everything but the plumbing issues. Mrs. Wilkins stated that the hot water heater is installed but is just not connected to the pipe. Mr. Vitale asked if they had a plan to have it installed and Mrs. Wilkins stated they would have that done with the rest of the plumbing. Mrs. Wilkins stated that the furnace is fine and that they have had a safety check done and it was in proper working order. Mrs. Wilkins presented the safety report as well as plumbing and electrical quotes for the repairs. Mrs. Wilkins disputed the animal feces in the report and stated it was dried cat food and that they do not have 9 cats they only have 2 at this time. L. Puente asked her if they have been in contact with Code Enforcement Officer to report progress as to not incur monitoring fees. Mrs. Wilkins stated they have not and did not realize that they needed to do this. Mrs. Wilkins stated they have not been able to get any assistance because they do not have home owners insurance and have been unable to secure a policy due to the condition of the front porch. Mrs. Wilkins stated that the Red Cross installed some smoke detectors and they will purchase some to install in each bedroom as they only installed smoke detectors outside of the bedrooms, she also indicated that the bathroom ceiling has been repaired and wanted to know if it was required to be painted. S. Sanford indicated that yes the bathroom ceiling has to be sealed. Mrs. Wilkins stated they have painted the kitchen as well. Mrs. Wilkins indicated that all the plumbing quotes are between ten and twelve thousand dollars and that she and her husband only receive $1,200.00 per month in income so the plumbing is a major challenge for them. Mr. Vitale stated that is sounded as if they had made some progress but they need to be more specific as to what their plans are for the repairs. Mr. Muylle stated that the board's role is to give them a fair hearing and the board's intent is to ensure that the home is safe. Mr. Vitale suggested tableing the property until the December 6, 2018 meeting and that he will expect that the home be clean and in order, he also requested that they have Officer Gregg Scrimger or Officer Meredith Johnson come to the home for a progress inspection and would like picture to be taken so that they can be presented to the board to show what progress has been made. At the next demolition board meeting it is expected that they have funds lined up to have all repairs completed.
