1. Mr. Bouterse: Hosmer Street Neighborhood
Mr. Bouterse representing the Hosmer Neighborhood Association, indicated that
the group is requesting no parking and two hour parking signs on several streets
located in this neighborhood. Mr. Bouterse stated that streets are too narrow for
a third car to get through if cars are parked on both sides. There is a problem
with trucks coming through to Builders Plumbing Supply located on Lamed
Street creating congestion. The area is unsafe for children. One of the residents
on E. St. Joseph Street, works as a mechanic out of his home and leaves
vehicles parked on the street until the surrounding neighbors complain and the
vehicles are ticketed and eventually towed. Code Compliance staff have stated
that they do not have jurisdiction over the streets so the cars often remain parked
on E. St. Joseph Street for long periods of time.
2. Verna Ozanich: Gier Street
Ms. Ozanich explained that she is requesting multi-way stop signs at the
intersections of Gier Street and Gary Avenue and Gier Street and Creston
Avenue. Safety has improved at the intersection of East Thomas Street and
Gary Avenue and Douglas Avenue and Gary Avenue after multi-way stop signs
were installed. There is a heavy amount of traffic turning west onto Gier Street
off of Polly Avenue and speeding through the yield signs located at the
intersection of Gier Street and Gary Avenue. There are large hedges on the
corner of Gier Street and Gary Avenue creating a visibility problem. This
intersection is affected by the Otto Junior High School and Gier Park School
schedule. There have been three accidents on the corner of Gier Street and
Gary Avenue. A multi-way stop sign would improve the safety at this
intersection. A multi-way stop may also be beneficial at the intersection of Gier
Street and Creston Avenue. Traffic travels very fast on Creston Avenue creating
a safety problem for children in the area.
3. Larry Ozanich: Gier Street
Mr. Ozanich indicated that a petition requesting multi-way stops at the
intersections of Gier Street and Gary Avenue and Gier Street and Creston
Avenue, was turned into the City in August'of 1995. There have been several
accidents at the corner of Gier Street and Gary Avenue that haven't been
reported. Only one traffic counter was placed on Thomas Street between Gier
Street and Gary Avenue which did not give an accurate reading. Mr. Ozanich
stated that he avoided the counter never crossing it. The reading also missed
traffic that turned before reaching the counter. Drivers ignore the yield signs
located on Gier Street.

4. Claude Ramey: Gier Street
Mr. Ramey stated that he lives one house from Creston Avenue and Gier Street.
The area is very unsafe traveling to and from Gier Park School and St. Therese.
Traffic moves at speeds of 40 to 50 MPH on Gier Street.
5. Harold Leeman, Jr.: Gier Street
Councilman Leeman thanked Traffic Board members for taking the time to
review traffic issues. Many area residents have approached him regarding
these issues on several occasions. Councilman Leeman asked that Board
members review the comments of area residents and either deny the report and
study the area further or grant their request. A proper solution is needed in the
area to give the neighborhood some relief. These are long time residents who
are familiar with what is going on in the neighborhood and can provide valuable
input.
COMMUNICATIONS AND PETITIONS
1. Letter from F.A.I.R. Neighbors: Traffic Calming Solutions
Mr. Berridge discussed a letter received in September 1997 from Ruth Leyrer of
the F.A.I.R. Neighbors group. Transportation Division staff have been working
with the F.A.I.R. Neighbors group and the East Side Neighborhood Organization
on traffic calming issues. Mr. Haynes asked how the F.A.I.R. Neighbors'
recommendations compare to Transportation Division staffs recommendations
for that area. Mr. Berridge stated that Transportation Division staff have had
regular meetings with the two groups. A variety of issues and solutions have
been discussed at these meetings. Revised plans have been brought forward
and discussed. Mr. Berridge indicated that the tentative plan is to meet with the
East Side Neighborhood Organization at either their January or February 1998
meeting, depending on a schedule that is most convenient for the organization.
After this meeting, Transportation Division Staff will contact residents who live on
the streets that will be impacted by traffic calming improvements in order to
receive additional input. There are no more public meetings planned until the
final recommendations are presented to the Traffic Board.
2. Traffic Investigation Report#97-20: Gier Street
Mr. Danke reported that the Transportation Division received a petition
requesting the installation of multi-way stop signs along Gier.Street at the
intersections with Creston Avenue and Gary Avenue. Mr. Danke noted that stop
signs are ineffective for controlling speed on streets. The Transportation Division

will be reviewing the neighborhood as part of the Neighborhood Study Program
which is scheduled for 1999.
The Transportation Division recommends that the installation of multi-way stops
be denied at Gier Street and Creston Avenue and Gier Street and Gary Avenue
because neither intersection meets the Michigan Manual of Uniform Traffic
Control Devices warrants for multi-way stop signs.
Mr. Haynes asked Mr. Danke to explain the use of counter data and how it has
impacted this particular study. Mr. Danke noted that there were numerous count
programs happening at the same time these special counts were occurring.
Transportation Division staff placed the counters in such a way that would
minimize the number of counters needed at the site. Transportation Division
staff chose what was perceived to be the higher volume areas. Mr. Haynes
asked if the counter data would have been higher if the counters had been
placed differently. Mr. Danke explained that the numbers may have been slightly
higher.
Mr. Haynes asked if there was any information regarding the installation of multi-
way stops at the intersections of Douglas Avenue and Gary Avenue and Thomas
Avenue and Gary Avenue. Mr. Berridge explained that the multi-way stops were
installed at both intersections after studies were completed by Transportation
Division staff and after a recommendation by the Traffic Board was made to
deny the requests. Neither of these intersections met the warrants for multi-way
stop signs. Mr. Haynes asked what the volumes were on Douglas Avenue and
Thomas Avenue at the time the previous studies were completed. Mr. Berridge
explained that both Thomas Avenue and Douglas Avenue carry higher volumes
of east/west traffic which is routed from Turner Street and U.S. 27. The volumes
are ten times higher on Thomas Avenue and Douglas Avenue than the volumes
on Gier Street.

maintain and continue the existing parking prohibition along the south side of the
800 block of Heald Place from Hosmer Street to Pennsylvania Avenue; prohibit
parking at all times on the north side of the 800 block of Bement Street between
Heald Place and Hosmer Street; allow two hour parking from 8:00 a.m. to 6:00
p.m. along the south side of the 800 block of Bement Street; prohibit parking on
the south side of the 800 and 900 blocks of Larned Street from Hosmer Street to
Heald Place due to the street being too narrow to allow safe and efficient
operation with vehicles parked on both sides; maintain the existing two-hour time
zone from 8:00 a.m. to 6:00 p.m. on the north side of the 800 and 900 blocks of
Lamed with the exception of the curve in the eastern 120' which presents a sight
distance hazard for westbound traffic; prohibit parking on the north side of the
800 and 900 blocks of East St. Joseph Street from the Dead End to Hosmer

CARRIED, to concur with the Transportation Division recommendation to:
• Replace the existing line type crosswalks with the high visibility bar type
crosswalks.
• Post "No Stopping, Standing, Parking" regulations 150 feet on both sides
of the crosswalks and install yellow curb marking to reinforce the new
parking regulations.
• Relocate the bus drop-off/pick-up area approximately 150 feet south of its
current location.
• Once the above changes are made and adequate sight distance is
available to determine gaps in traffic, the Transportation Division will
conduct a formal crossing guard study for the area in front of Lyons
School.
• Random speed and parking enforcement on Lyons Avenue, from Mt.
Hope Avenue to Hamilton Avenue.
• Further study of speed conditions on Lyons Avenue when this area is
scheduled for the Neighborhood Study and Traffic Calming Program.
• Establish a parent drop-off/pick-up area on Lyons Avenue 150 feet north
of the Denver Street intersection.
• Communicate changes to the parents in cooperation with the school
principal and the Lansing School District administration.

1. Traffic Board Evaluation Committee
Mr. Berridge indicated that a Traffic Board Evaluation meeting will be held
January 6, 1998, at 12:00 p.m., in the Transportation Conference Room. Ms.
Skillings, Ms. Foltz, Mr. Endres, and Mr. Haynes will serve on this committee.
2. Mr. Berridge announced that the January 1998 Traffic Board meeting will be
changed to Thursday, January 8, 1998, at 6:00 p.m. The meeting will
immediately precede the Area 28 meeting scheduled that same evening at
7:00 p.m. The meetings will take place at Pleasant View School, located at 4501
Pleasant Grove.

1. Traffic Board Evaluation Committee
Mr. Berridge indicated that a Traffic Board Evaluation meeting will be held
January 6, 1998, at 12:00 p.m., in the Transportation Conference Room. Ms.
Skillings, Ms. Foltz, Mr. Endres, and Mr. Haynes will serve on this committee.
2. Mr. Berridge announced that the January 1998 Traffic Board meeting will be
changed to Thursday, January 8, 1998, at 6:00 p.m. The meeting will
immediately precede the Area 28 meeting scheduled that same evening at
7:00 p.m. The meetings will take place at Pleasant View School, located at 4501
Pleasant Grove.

CARRIED, to concur with the Transportation Division recommendation to
install a yield sign on Garland Street at the intersection of Orchard Glen
Avenue, due to the low safe approach speed.

Ms. Skillings requested that future location diagrams submitted with
Reports from the Secretary, include main artery streets that lead to the
location so that Board members can visit the site before attending the
Traffic Board meeting.

Mr. Berridge reported the Transportation Division received a petition
requesting.traffic control on Catalpa Drive at Viola Drive and Viola Drive at
Wexford Drive. An investigation revealed that neither intersection meets
the Michigan Manual of Uniform Traffic Control Devices (MMUTCD).volume
warrant for multi-way stop sign installation. This information will be
included in the Area 35 study which is scheduled for 1999.

Road
Mr. Berridge reported that the Transportation Division staff recommend
reducing the speed limit to 45 MPH on Cedar. Street from Miller Road south
to Willoughby Road. The 45 MPH speed limit is consistent with State and
County speed controls on adjoining sections of Cedar Street.

PUBLIC COMMENT ON AGENDA ITEMS
1. Neighborhood Study Report Area 33
Mr. Larkins stated that there is a lack of law enforcement on Rosedale.
Several of the speeders on Rosedale are residents. Mr. Larkins indicated
he is not in favor of speed humps. Improved law enforcement would be
beneficial.

Mr. Graham stated he believes speed humps are the only thing that will
slow speeding traffic. Rosedale is heavily used as a cut through from
Edgewood. Mr. Graham explained that the Police Department will send out
enforcement if he can identify a time of the day when the vehicles are
speeding. Mr. Graham indicated that he returned his comment sheet to the
Transportation Division and stated that residents want the speed humps
installed and wondered why they weren't installed when recent road repairs
were made. Mr. Graham asked what impact the speed humps will have on
emergency vehicles and if there were measures to prevent traffic from
coming onto lawns in order to avoid going over the speed humps.
Mr. Berridge explained the review process of the Traffic Calming Report
for Area 33. The report must first be reviewed and approved by the
Traffic Board and Planning Board. The report would be sent to the Mayor
and City Council for review and adoption. Once the report is adopted, a
contractor can be hired and implementation of recommended traffic calming
devices can take place. Mr. Berridge explained that speed humps are
always placed on top of the pavement after it has been re-paved and would
require a separate trip to the work site. Mr. Berridge answered questions
regarding the function of speed humps and addressed concerns raised with
regard to enforcement. Mr. Berridge indicated that the Fire Department is
not generally in favor of the concept of emergency vehicles being slowed
down however, humps that are located on the last leg of the route, are not
considered to be a big concern. They are more concerned about having
easy access into and out of the area. Mr. Berridge noted that problems
that arise will be addressed on a case-by-case basis.
Mrs. Larkins expressed concern regarding unauthorized heavy trucks
travelling through residential areas including Rosedale.
Mr. Berridge explained methods that may be helpful in limiting
unauthorized use of the street by heavy trucks.

REPORTS FROM THE SECRETARY
1. Parking Regulation Change #97-12• Just-a-Mere Avenue
Mr. Berridge reported that the temporary parking prohibition on
Just-a-Mere Avenue has been effective in discouraging parking in the
pedestrian crossing area leading to the entrance of the Holiday Inn located
on the north side of Just-a-Mere Avenue.

CARRIED, to concur with the Transportation Division recommendation to
make permanent the Temporary Traffic Control Order prohibiting parking
on the north side of Just-a-Mere Avenue from Cedar Street west to the
dead end; and on the south side from the dead end, east to Georgia Street;

allowing unrestricted parking from Georgia Street to 525 feet west of Cedar
Street; and prohibit parking from 525 feet west of Cedar Street to Cedar
Street.

2. Request for Traffic Control #97-13:. Madison Street & Seymour Avenue
Mr. Berridge explained that vehicle accidents have increased at the
intersection of Madison Street and Seymour Avenue due primarily to traffic
not complying with the stop sign posted on Seymour Avenue.

CARRIED, to concur with the Transportation Division recommendation to
install multi-way stop signs at the intersection of Madison Street and
Seymour Avenue because the intersection met the accident warrant for
multi-way stop signs.

2. Traffic Calming Neighborhood Study: Report for Area 33
Mr. Berridge referred Board members to the executive summary contained
in the Area 33 report where recommendations have been summarized.
There is one minor modification to the report which is located on page 44 of
the report under the heading of Lansing Fire Department with regard to
Northrup Street. An Errata Sheet will be prepared and added to the
report. The Lansing Fire Department relies on Northrup Street to service
areas north/south of Northrup Street and allows them an alternate route
which by-passes the heavy congestion on Miller Road, Cedar Street and
Pennsylvania Avenue. Mr. Berridge explained that discussions with the

discretionary. They have demonstrated, measurable benefits when they
are installed.

PUBLIC COMMENT ON AGENDA ITEMS
1. Neighborhood Study Report Area 33
Mr. Larkins stated that there is a lack of law enforcement on Rosedale.
Several of the speeders on Rosedale are residents. Mr. Larkins indicated
he is not in favor of speed humps. Improved law enforcement would be
beneficial.

Mr. Graham stated he believes speed humps are the only thing that will
slow speeding traffic. Rosedale is heavily used as a cut through from
Edgewood. Mr. Graham explained that the Police Department will send out
enforcement if he can identify a time of the day when the vehicles are
speeding. Mr. Graham indicated that he returned his comment sheet to the
Transportation Division and stated that residents want the speed humps
installed and wondered why they weren't installed when recent road repairs
were made. Mr. Graham asked what impact the speed humps will have on
emergency vehicles and if there were measures to prevent traffic from
coming onto lawns in order to avoid going over the speed humps.
Mr. Berridge explained the review process of the Traffic Calming Report
for Area 33. The report must first be reviewed and approved by the
Traffic Board and Planning Board. The report would be sent to the Mayor
and City Council for review and adoption. Once the report is adopted, a
contractor can be hired and implementation of recommended traffic calming
devices can take place. Mr. Berridge explained that speed humps are
always placed on top of the pavement after it has been re-paved and would
require a separate trip to the work site. Mr. Berridge answered questions
regarding the function of speed humps and addressed concerns raised with
regard to enforcement. Mr. Berridge indicated that the Fire Department is
not generally in favor of the concept of emergency vehicles being slowed
down however, humps that are located on the last leg of the route, are not
considered to be a big concern. They are more concerned about having
easy access into and out of the area. Mr. Berridge noted that problems
that arise will be addressed on a case-by-case basis.
Mrs. Larkins expressed concern regarding unauthorized heavy trucks
travelling through residential areas including Rosedale.
Mr. Berridge explained methods that may be helpful in limiting
unauthorized use of the street by heavy trucks.

REPORTS FROM THE SECRETARY
1. Parking Regulation Change #97-12: Just-a-Mere Avenue
Mr. Berridge reported that the temporary parking prohibition on
Just-a-Mere Avenue has been effective in discouraging parking in the
pedestrian crossing area leading to the entrance of the Holiday Inn located
on the north side of Just-a-Mere Avenue.

CARRIED, to concur with the Transportation Division recommendation to
make permanent the Temporary Traffic Control Order prohibiting parking
on the north side of Just-a-Mere Avenue from Cedar Street west to the
dead end; and on the south side from the dead end, east to Georgia Street;

allowing unrestricted parking from Georgia Street to 525 feet west of Cedar
Street; and prohibit parking from 525 feet west of Cedar Street to Cedar
Street.

2. Request for Traffic Control 497-13: Madison Street & Seymour Avenue
Mr. Berridge explained that vehicle accidents have increased at the
intersection of Madison Street and Seymour Avenue due primarily to traffic
not complying with the stop sign posted on Seymour Avenue.

install multi-way stop signs at the intersection of Madison Street and
Seymour Avenue because the intersection met the accident warrant for
multi-way stop signs.

2. Traffic Calming Neighborhood Study: Report for Area 33
Mr. Berridge referred Board members to the executive summary contained
in the Area 33 report where recommendations have been summarized.
There is one minor modification to the report which is located on page 44 of
the report under the heading of Lansing Fire Department with regard to
Northrup Street. An Errata Sheet will be prepared and added to the
report. The Lansing Fire Department relies on Northrup Street to service
areas north/south of Northrup Street and allows them an alternate route
which by-passes the heavy congestion on Miller Road, Cedar Street and
Pennsylvania Avenue. Mr. Berridge explained that discussions with the

1. Letter from Fairview Independent Residential Neighbors
Councilmember Leeman indicated that he would try to have the Traffic
Board meetings moved back into City Hall. Mr. Leeman stated that he has
been following the issue of Clemens Street/Aurelius Road. He hopes that
there will be action in the short term and long term regarding this issue.
The F.A.I.R. Neighbors group has been active and would like the issue
resolved. Mr. Leeman asked the Board members to carefully review the
materials the F.A.I.R. Neighbors group compiled.
2. Parking Regulation Change #97-09: Savoy Court

Mr. Kolbe reported that he and his partner own seven of the eight
structures on Savoy Court and he agrees that the addition of no parking
signs on Savoy Court have been very helpful during the day in
discouraging illegal parking. Mr. Kolbe indicated that enforcement during
the evening and weekends would be beneficial as well.
COMMUNICATIONS AND PETITIONS
1. Letter from Fairview Independent Residential Neighbors
Mr. Berridge referred to the packet of information that was compiled by the
F.A.I.R. Neighbors group. These issues along with petitions and other
information received from the Eastside Neighborhood are being folded into
the Traffic Calming Neighborhood Study Program. Neighborhood Study
Areas 15 and 7 have been combined into Area 157 which will be the focus of
Traffic Calming study efforts over the course of the summer. The area
encompasses Pennsylvania on the west to Grand River on the north, with
US-127 on the east and I-496 on the south. Clemens Street will be one of
the issues covered in this Study Area. Dates and meetings times are still
pending. Mr. Berridge explained that the F.A.I.R. Neighbors' packet
contains many requests for signage and traffic control. The information is
very helpful in assisting staff to understand more thoroughly the problems
that are being experienced in this area. Mr. Berridge reported that he,
Mayor Hollister, and Mr. Rubley attended a meeting with the F.A.I.R.
Neighbors group. The issues brought forward will have a high priority.
Mr. Haynes asked if the Traffic Board should send a letter to the F.A.I.R.
Neighbors group indicating that we have received their materials and that
staff will review the information provided. Mr. Berridge noted that staff
have established strong channels of communication with the group and are
in regular contact with the leaders of the various groups. Mr. Haynes
suggested that we should draft a letter to the group indicating the that the
Neighborhood Study has been moved up and will be scheduled to take place
this summer. Mr. Berridge explained that the F.A.I.R. Neighbors group
is actually a sub area under the umbrella organization Eastside
Neighborhood Association (ENO) . Mr. Berridge plans to attend the next
ENO meeting. Mr. Endres expressed concern that if every sub-group
submitted their own recommendations, then we may be flooded with a large
number of requests. It may be more practical to work with the parent
organization. Mr. Berridge explained that this won't be the only group
recognized, although the Clemens Street issue is one of the major issues in
this Study Area. Every resident in the area will be reached, not just the
umbrella group or sub groups. Councilmember Leeman provided a
clarification of the structure of the various Eastside Neighborhood groups.
REPORTS FROM THE SECRETARY
1. Parking Regulation Change #97-09• Savoy Court
Mr. Bush reported that the Transportation Division received a request
from Savoy One Partnership to prohibit parking on Savoy Court. The
primary concern is that Savoy Court is a very narrow street. Due to the
lack of curb and gutter, parking enforcement is difficult, and it is
ambiguous as to what parking areas are legal or illegal. A Temporary

Traffic Control Order was enacted April 16, 1997 which prohibits parking.
The parking restriction has been very effective in preventing parking
during the day.
Mr. Kolbe stated that prior to the installation of the no parking signs,
vehicles have been double parked in the cul-de-sac in the evening making
it impossible for vehicle passage on the street.
Ms. Skillings asked if there is adequate parking for the residents on Savoy
Court. Mr. Kolbe indicated that his tenants and business have adequate
parking. Mr. Miner asked if the tenants living in #32 have been notified of
the change, and if they have adequate parking. Mr. Bush noted that the
regulation has been posted and is being enforced. Mr. Kolbe noted there is
no parking space for #32 however, the residents have the option of renting
a parking space. Mr. Bush stated that the only comments the Division
has received regarding the regulation have been from the parking
enforcement staff who indicate that the regulation has been effective in
preventing parking and they are no longer receiving complaints from
residents in the area. Mr. Kolbe noted several locations in the area where
parking is available for a nominal fee.

CARRIED, to concur with the Transportation Division to make permanent
the Temporary Traffic Control Order prohibiting parking on both sides of
Savoy Court from Walnut Street west to, and including the cul-de-sac.

Ms. Skillings asked Mr. Bush to investigate rental regulations to see if the
owner must provide parking for the tenants living in #32.
2. Request for Traffic Control #97-10: Holmes Road @ S. Washington Avenue
Mr. Bush indicated that the Transportation Division received a request to
investigate the left turns at the Holmes Road and South Washington Avenue
intersection. The investigation revealed that there is significant back-up
in the left turn lane during the peak hours. Based on the investigation,
staff found that the intersection meets the required criteria for installing
left-turn phasing. Mr. Bush stated that this work would be completed
during the FY-98 traffic signal work program which will begin in July,
1997.

CARRIED, to concur with the Transportation Division recommendation that
left-turn phasing be installed for eastbound traffic at the Holmes
Road/South Washington Avenue intersection.

Mr. Danke explained there is a need to change the parking regulations on
the south side of Washtenaw Street from Capitol Avenue to Townsend Street
which will be consistent with the other regulations in the area.

establish a 90-minute parking zone, 8:00 a.m. to 6:00 p.m. , Monday

Capitol Avenue to 100 feet east of Townsend Street.

2. Letter Regarding the Installation of Speed Humps on Massachusetts Avenue
Mr. Bush reported that 60 letters were sent to area residents regarding the
installation of speed humps on Massachusetts Avenue. Only four responses
were sent back to the Division. One response was very supportive, two
responses were neutral in nature, the final response indicated that
financial resources would be better directed toward street repair. Mr.
Bush indicated that once the Area 5 Report is approved by the Public
Safety Committee and City Council, then the improvements will go forward.
Mr. Bush continued to answer questions regarding the installation of the
speed humps on Massachusetts Avenue.
3. Mayor's Parking & Downtown Development Advisory Committee Meeting
Minutes, March 7, 1997.
OLD BUSINESS

NEW BUSINESS
1. Mr. Haynes asked when the Neighborhood Study for the downtown area
(Area 12) , is scheduled. Mr. Bush stated Area 12 and Area 1 will be next
in the Traffic Calming process once Area 157 is completed. Area 1 is
tentatively scheduled for September/October, 1997 and Area 12 is
scheduled for December. Mr. Bush noted that staff were prevented from
completing data collection in the downtown area due to construction
however, the collection process is nearly completed. Mr. Miner expressed
concern that Area 12 won't receive any implemented results from the Study
until after the first of the year and indicated there are safety concerns and
a high accident rate at the intersections of Ionia Street and Butler Street
and Shiawassee Street and Butler Street. Mr. Bush stated that safety
concerns will be addressed independent from the Traffic Calming process.

Mr. Berridge explained that when the Traffic Calming program was
conceived, the intention has always been that the Eastside Neighborhood
study would be completed in 1997. Because Area 7 issues commingle with
issues in Area 15, the two studies have been combined into one study. The
timing for the other study areas has been pushed back due to the delay in
the first year of the program. The Clemens Street issue is one of the
biggest traffic issues being addressed.
2. Mr. Bush reported that street construction for Seymour Street, Shiawassee
Street and a section of North Capitol Avenue will probably begin sometime
in June, 1997. Mr. Miner mentioned that the Downtown Neighborhood
Association is sponsoring the "Art in the Park" event at Ferris Park on
July 20, 1997. Mr. Bush stated he would let the project engineer know of
this date and see if the construction can be scheduled around the date of
the event.
3. Mr. Berridge announced that the Planning Board has asked the Traffic
Board for a joint dinner and Traffic Calming meeting. There was
discussion regarding the logistics of the dinner/meeting.

encompasses Pennsylvania on the west to Grand River on the north, with
US-127 on the east and I-496 on the south. Clemens Street will be one of
the issues covered in this Study Area. Dates and meetings times are still
pending. Mr. Berridge explained that the F.A.I.R. Neighbors' packet
contains many requests for signage and traffic control. The information is
very helpful in assisting staff to understand more thoroughly the problems
that are being experienced in this area. Mr. Berridge reported that he,
Mayor Hollister, and Mr. Rubley attended a meeting with the F.A.I.R.
Neighbors group. The issues brought forward will have a high priority.
Mr. Haynes asked if the Traffic Board should send a letter to the F.A.I.R.
Neighbors group indicating that we have received their materials and that
staff will review the information provided. Mr. Berridge noted that staff
have established strong channels of communication with the group and are
in regular contact with the leaders of the various groups. Mr. Haynes
suggested that we should draft a letter to the group indicating the that the
Neighborhood Study has been moved up and will be scheduled to take place
this summer. Mr. Berridge explained that the F.A.I.R. Neighbors group
is actually a sub area under the umbrella organization Eastside
Neighborhood Association (ENO) . Mr. Berridge plans to attend the next
ENO meeting. Mr. Endres expressed concern that if every sub-group
submitted their own recommendations, then we may be flooded with a large
number of requests. It may be more practical to work with the parent
organization. Mr. Berridge explained that this won't be the only group
recognized, although the Clemens Street issue is one of the major issues in
this Study Area. Every resident in the area will be reached, not just the
umbrella group or sub groups. Councilmember Leeman provided a
clarification of the structure of the various Eastside Neighborhood groups.
REPORTS FROM THE SECRETARY
1. Parking Regulation Change #97-09: Savoy Court
Mr. Bush reported that the Transportation Division received a request
from Savoy One Partnership to prohibit parking on Savoy Court. The
primary concern is that Savoy Court is a very narrow street. Due to the
lack of curb and gutter, parking enforcement is difficult, and it is
ambiguous as to what parking areas are legal or illegal. A Temporary

Traffic Control Order was enacted April 16, 1997 which prohibits parking.
The parking restriction has been very effective in preventing parking
during the day.
Mr. Kolbe stated that prior to the installation of the no parking signs,
vehicles have been double parked in the cul-de-sac in the evening making
it impossible for vehicle passage on the street.
Ms. Skillings asked if there is adequate parking for the residents on Savoy
Court. Mr. Kolbe indicated that his tenants and business have adequate
parking. Mr. Miner asked if the tenants living in #32 have been notified of
the change, and if they have adequate parking. Mr. Bush noted that the
regulation has been posted and is being enforced. Mr. Kolbe noted there is
no parking space for #32 however, the residents have the option of renting
a parking space. Mr. Bush stated that the only comments the Division
has received regarding the regulation have been from the parking
enforcement staff who indicate that the regulation has been effective in
preventing parking and they are no longer receiving complaints from
residents in the area. Mr. Kolbe noted several locations in the area where
parking is available for a nominal fee.

the Temporary Traffic Control Order prohibiting parking on both sides of
Savoy Court from Walnut Street west to, and including the cul-de-sac.

owner must provide parking for the tenants living in #32.
2. Request for Traffic Control #97-10: Holmes Road @ S. Washington Avenue
Mr. Bush indicated that the Transportation Division received a request to
investigate the left turns at the Holmes Road and South Washington Avenue
intersection. The investigation revealed that there is significant back-up
in the left turn lane during the peak hours. Based on the investigation,
staff found that the intersection meets the required criteria for installing
left-turn phasing. Mr. Bush stated that this work would be completed
during the FY-98 traffic signal work program which will begin in July,
1997.

left-turn phasing be installed for eastbound traffic at the Holmes

2. Letter Regarding the Installation of Speed Humps on Massachusetts Avenue
Mr. Bush reported that 60 letters were sent to area residents regarding the
installation of speed humps on Massachusetts Avenue. Only four responses
were sent back to the Division. One response was very supportive, two
responses were neutral in nature, the final response indicated that
financial resources would be better directed toward street repair. Mr.
Bush indicated that once the Area 5 Report is approved by the Public
Safety Committee and City Council, then the improvements will go forward.
Mr. Bush continued to answer questions regarding the installation of the
speed humps on Massachusetts Avenue.
3. Mayor's Parking & Downtown Development Advisory Committee Meeting
Minutes, March 7, 1997.

NEW BUSINESS
1. Mr. Haynes asked when the Neighborhood Study for the downtown area
(Area 12) , is scheduled. Mr. Bush stated Area 12 and Area 1 will be next
in the Traffic Calming process once Area 157 is completed. Area 1 is
tentatively scheduled for September/October, 1997 and Area 12 is
scheduled for December. Mr. Bush noted that staff were prevented from
completing data collection in the downtown area due to construction
however, the collection process is nearly completed. Mr. Miner expressed
concern that Area 12 won't receive any implemented results from the Study
until after the first of the year and indicated there are safety concerns and
a high accident rate at the intersections of Ionia Street and Butler Street
and Shiawassee Street and Butler Street. Mr. Bush stated that safety
concerns will be addressed independent from the Traffic Calming process.

Mr. Berridge explained that when the Traffic Calming program was
conceived, the intention has always been that the Eastside Neighborhood
study would be completed in 1997. Because Area 7 issues commingle with
issues in Area 15, the two studies have been combined into one study. The
timing for the other study areas has been pushed back due to the delay in
the first year of the program. The Clemens Street issue is one of the
biggest traffic issues being addressed.
2. Mr. Bush reported that street construction for Seymour Street, Shiawassee
Street and a section of North Capitol Avenue will probably begin sometime
in June, 1997. Mr. Miner mentioned that the Downtown Neighborhood
Association is sponsoring the "Art in the Park" event at Ferris Park on
July 20, 1997. Mr. Bush stated he would let the project engineer know of
this date and see if the construction can be scheduled around the date of
the event.
3. Mr. Berridge announced that the Planning Board has asked the Traffic
Board for a joint dinner and Traffic Calming meeting. There was
discussion regarding the logistics of the dinner/meeting.

Mr. Danke explained that the investigation of Wilson Avenue revealed that
the stopping sight distance on the curve section is less than desirable.

curve signs on the approaches to curves on Wilson Avenue and that the
curves be posted with 15 MPH speed advisory panels. Parking is to be
prohibited on the south side of Wilson Avenue from Paul Avenue to Leon
Avenue.

2. Request for Traffic Control #97-06: Pennsylvania Avenue/Shiawassee
Street/Eastern High School
Mr. Bush reported that the Transportation Division received a request
from the Principal of Eastern High School for the installation of a turn
arrow signal at the intersection of Shiawassee Street and Pennsylvania
Avenue. Transportation Division staff observed that there are some
difficulties with the pedestrian crossing at the intersection. During the
afternoon peak hours there is congestion and confusion due to the lack of
lane use assignment on the school drive. Staff also found that there are no
marked cross-walks. Mr. Bush indicated that lane usage lines would be
installed on School District property and that School District facilities staff
support the recommendation. This work will be part of the spring painting
contract. After the markings are installed, the School District will be
responsible for marking maintenance.

to install a left turn phase on Pennsylvania Avenue at Shiawassee Street
due to the lack of operation problems with the southbound left turn

Mr. Bush reported that site visits of Pine Street and Maple Street revealed
that the temporary parking regulation has discouraged parking on the

increasing the sight distance of northbound traffic.

the north side of Maple Street from Pine Street to State Street, on the south
side of Maple Street from State Street to 100 feet east of State Street, and
from 75 feet west of Pine Street to Pine Street.

4. #97-08: Final Report - Area 5 Neighborhood Study and Traffic Calming
Mr. Bush provided an explanation of the Area 5 report. Area 5 is the
neighborhood bounded by Grand River Avenue on the south, Lake Lansing
Road on the north, the CSX railroad on the west, and Wood Street on the
east. Public comments that were gathered at the Area 5 Traffic Issues
Meeting are contained in the report. Based on the residents' comments,
Transportation Division staff went through a problem identification phase
to determine how conditions could be improved. Mr. Bush discussed the
various techniques that can be implemented to address the problems
identified.
Mr. Bush described a unique situation which exists on New York Avenue
and Massachusetts Avenue. Both streets experience cut-through traffic in
order to get to Grand River, avoiding High Street. Staff are proposing the
installation of speed humps on Massachusetts Avenue. New York Avenue
will be under construction all summer. Once the new pavement is in place
on New York Avenue, speed humps may be installed. Mr. Bush explained
that these speed humps are a parabolic design, in which the incline is very
gradual having a greater impact on vehicles driving at higher speeds. Mr.
Bush stated that the residents seemed to like this particular improvement
the best. Every resident living on Massachusetts Avenue will be sent a
letter and a diagram explaining exactly what the Division is planning along
with a comment sheet and a contact phone number. If the majority of
residents respond negatively to the plans, then the Division will probably
not implement that specific plan. We will make sure that the residents are
given advance notice before any changes are put in place. Mr. Bush
stressed that advance notification will be given to residents prior to the
Traffic Board receiving the final report. Residents will also be invited to
the Traffic Board meeting when the final report is presented to the Board.
Adequate public input is essential for the success of the program.
Mr. Bush indicated that the completed Area 5 study has been sent to the
City Council members, Planning Department and the Planning Board.
Mr. Haynes asked if it may be prudent to postpone a recommendation on the
report to allow the residents on Massachusetts Avenue a chance to come in
with their comments. Mr. Stebbins noted that the area residents have been
provided with two opportunities to express their viewpoint and make
suggestions and the residents did not attend the public meetings. Ms.
Foltz stated that the most drastic action being taken is the installation of
the speed humps on Massachusetts Avenue. The rest of the changes are

COMMUNICATIONS AND PETITIONS
1. Letter from Edward F. Cook
Mr. Haynes discussed a letter received from Mr. Cook, a former Traffic
Board member. Mr. Cook requests a correction of the minutes for Traffic
Board meetings held July, 1996 through November, 1996, which record Mr.
Traffic Board Proceedings - April 9, 1997 Page 2
Cook as absent. Mr. Cook asks that his absences be removed from the
record since his term expired June 30, 1996.

REPORTS FROM THE SECRETARY
1. Parking Regulation Request #97-05: Wilson Avenue
Mr. Danke explained that the investigation of Wilson Avenue revealed that
the stopping sight distance on the curve section is less than desirable.
Stebbins moved, Foltz seconded,
CARRIED, to concur with the Transportation Division to install reverse
curve signs on the approaches to curves on Wilson Avenue and that the
curves be posted with 15 MPH speed advisory panels. Parking is to be
prohibited on the south side of Wilson Avenue from Paul Avenue to Leon
Avenue.

2. Request for Traffic Control #97-06: Pennsylvania Avenue/Shiawassee
Street/Eastern High School
Mr. Bush reported that the Transportation Division received a request
from the Principal of Eastern High School for the installation of a turn
arrow signal at the intersection of Shiawassee Street and Pennsylvania
Avenue. Transportation Division staff observed that there are some
difficulties with the pedestrian crossing at the intersection. During the
afternoon peak hours there is congestion and confusion due to the lack of
lane use assignment on the school drive. Staff also found that there are no
marked cross-walks. Mr. Bush indicated that lane usage lines would be
installed on School District property and that School District facilities staff
support the recommendation. This work will be part of the spring painting
contract. After the markings are installed, the School District will be
responsible for marking maintenance.

CARRIED, to concur with the Transportation Division recommendations not
to install a left turn phase on Pennsylvania Avenue at Shiawassee Street
due to the lack of operation problems with the southbound left turn
movement, and to install bar type crosswalks and lane use signs and
markings on the School driveway.

3. Parking Regulation Request #97-05: Maple Street
Mr. Bush reported that site visits of Pine Street and Maple Street revealed
that the temporary parking regulation has discouraged parking on the

south side of Maple Street west of the intersection of Pine Street, thereby
increasing the sight distance of northbound traffic.
Endres moved, Skillings seconded,
CARRIED, to concur with the Transportation Division recommendation to
make permanent the temporary parking regulation prohibiting parking on
the north side of Maple Street from Pine Street to State Street, on the south
side of Maple Street from State Street to 100 feet east of State Street, and
from 75 feet west of Pine Street to Pine Street.

4. #97-08: Final Report - Area 5 Neighborhood Study and Traffic Calming
Mr. Bush provided an explanation of the Area 5 report. Area 5 is the
neighborhood bounded by Grand River Avenue on the south, Lake Lansing
Road on the north, the CSX railroad on the west, and Wood Street on the
east. Public comments that were gathered at the Area 5 Traffic Issues
Meeting are contained in the report. Based on the residents' comments,
Transportation Division staff went through a problem identification phase
to determine how conditions could be improved. Mr. Bush discussed the
various techniques that can be implemented to address the problems
identified.
Mr. Bush described a unique situation which exists on New York Avenue
and Massachusetts Avenue. Both streets experience cut-through traffic in
order to get to Grand River, avoiding High Street. Staff are proposing the
installation of speed humps on Massachusetts Avenue. New York Avenue
will be under construction all summer. Once the new pavement is in place
on New York Avenue, speed humps may be installed. Mr. Bush explained
that these speed humps are a parabolic design, in which the incline is very
gradual having a greater impact on vehicles driving at higher speeds. Mr.
Bush stated that the residents seemed to like this particular improvement
the best. Every resident living on Massachusetts Avenue will be sent a
letter and a diagram explaining exactly what the Division is planning along
with a comment sheet and a contact phone number. If the majority of
residents respond negatively to the plans, then the Division will probably
not implement that specific plan. We will make sure that the residents are
given advance notice before any changes are put in place. Mr. Bush
stressed that advance notification will be given to residents prior to the
Traffic Board receiving the final report. Residents will also be invited to
the Traffic Board meeting when the final report is presented to the Board.
Adequate public input is essential for the success of the program.
Mr. Bush indicated that the completed Area 5 study has been sent to the
City Council members, Planning Department and the Planning Board.
Mr. Haynes asked if it may be prudent to postpone a recommendation on the
report to allow the residents on Massachusetts Avenue a chance to come in
with their comments. Mr. Stebbins noted that the area residents have been
provided with two opportunities to express their viewpoint and make
suggestions and the residents did not attend the public meetings. Ms.
Foltz stated that the most drastic action being taken is the installation of
the speed humps on Massachusetts Avenue. The rest of the changes are

minor and she will support the Transportation Division recommendations
once the additional information has been gathered from residents on
Massachusetts Avenue. Mr. Endres said he thinks we should approve the
recommendations because the residents that are interested in the issues
have already attended the other public meetings and we could justify it on
the basis that it is experimental since the same type of installation on New
York Avenue won't occur until after the summer construction is completed.

Transportation Division.

to provide an explanation for her repeated absences. Ms. Fuentes has
never provided her reasons.

REPORTS FROM THE SECRETARY
1. Parking Regulation Changes #97-04: Inverness Avenue
Mr. Bush reported that the Transportation Division received two petitions
regarding parking regulations on Inverness Avenue. One petition
requested removing the parking prohibition and allow two hour parking
between the hours of 6:00 a.m. to 2:00 a.m. Mr. Bush explained that since
the 1995 prohibition, there has been a 50 o turnover in ownership in the
1700 and 1800 block of Inverness Avenue. The Transportation Division
.received a second petition requesting that current regulations remain. A
review of the two petitions showed that the same residents had signed both
petitions so the Division sent a Parking Survey to all residences in the 1700
and 1800 block of Inverness Avenue. The surveys that were returned
revealed that residents want a two hour parking regulation re-enacted. A
Temporary Traffic Control Order was implemented allowing limited two hour
parking. Mr. Bush noted that once CSO construction begins on Verlinden
Avenue and Osborn Road, there will be a large number of people hunting
for parking spaces. Handicapper parking may become a problem since time
zone restrictions do not apply to handicapper parking. The Transportation
Division has not received any negative feedback since the temporary order
has been in place.

1. Mr. Bush presented a brief report on the first Area 5 Traffic Calming
meeting. The residents that attended the meeting provided very useful
information. An action plan will be presented to the neighborhood at the
next meeting scheduled for March 27, 1997. Once the plan is finalized with
the neighborhood, it will be brought before the Traffic Board for approval.
The next Area 5 meeting is scheduled for March 27, 1997. The first
meeting for Area 33 is scheduled for April 10, 1997 at 7:00 p.m. , at North
Elementary School. Mr. Bush stated he would prepare a revised schedule
and forward it to Board members.
2. Mr. Stebbins noted that many of the street name signs throughout the city
are inaccurate. Some signs are lacking the north/south designation. Mr.
Bush noted that many of the older signs were installed by contractors at
one time and there are inaccuracies. Mr. Stebbins stated he would make a
list of street signs that need correction.
3. Mr. Haynes noted that the street tape in the 600 block of North Walnut
Street needs to be replaced.

REPORTS FROM THE SECRETARY
1. Parking Regulation Changes #97-02: CATA GTC
Mr. Bush reported that CATA is underway with their construction of the
Ground Transportation Center. Based on the construction schedule, site-
work will begin on the driveways onto Lenawee Street and Kalamazoo Street
sometime in the month of April. Mr. Bush discussed the site plan showing
where the driveways will be located. Due to the placement of the
driveways, the existing 90 minute parking zone on the south side of
Kalamazoo Street from Washington Avenue to Grand Avenue will have to be
eliminated. A portion of the existing two hour parking zone on the north
side of Lenawee Street will need to be eliminated in order to accommodate
the construction of new access/exit driveways. The existing two hour
parking zone on the west side of Grand Avenue between Lenawee Street
and Kalamazoo Street, will need to be changed to a 30 minute zone.
Mr. Haynes noted that there are four businesses located in the 100 block of
East Kalamazoo concerned about the removal of parking spaces. Mr. Miner
noted that only six spaces will lost. Mr. Berridge indicated that there is
currently a waiting list for permit parking in Lot 6 which is at full capacity.
As a last resort, the Parking System might be able to put a few metered
spaces in Lot 6. However, the metered spaces would be difficult to access.
Mr. Haynes asked if the alley behind Wolverine Typewriter could be used
as a pick-up and drop-off area. Mr. Berridge indicated that the
Transportation Division could investigate whether the alley was public or
private and the length of the alley. If it is a public alley, then by
ordinance, there is no parking in any public alley. If the alley is private,

certified that the presence of parking does not present a safety hazard or
obstacle for emergency vehicles. Based on the information gathered, the
Transportation Division recommends maintaining current parking
regulations on Fred Street.

Mr. Berridge provided a brief description of the different aspects of the
FY 1997-98 Transportation Division and Parking Budget. The Division is
looking for the Board's strong support of capital improvements in traffic
engineering budget, which includes signal modernization at intersections
and upgrades to the traffic signal interconnect.
Ms. Foltz asked who will be paying for the diverter on Holmes. Mr.
Berridge indicated that has not yet been determined. The City is footing
the bill for a temporary diverter on an experimental basis. Billing will be
decided once the permanent diverter is designed prior to installation.
Mr. Haynes wondered how the twenty intersections were divided among the
different Council wards. Mr. Berridge explained that these are not new
signals but modernization of signals. Mr. Bush reported that the twenty
signals are in very poor condition and the majority are located,in the
central business district.
Mr. Berridge reviewed items in the Parking System Budget. The purchase
of 220 parking meter mechs will replace approximately 1/15 of the meters on
the street which have a life expectancy of approximately 15 years. Mr.
Haynes asked that sales brochures on payment options at meters be made
available for the new Board members. Mr. Berridge said he would put the
information together for the next meeting.
Mr. Berridge explained the various capital improvements. The last major
maintenance was performed in 1988. The next cycle of major maintenance
will begin in the Spring, 1998. There is sufficient funding for the first two
years of the four year maintenance cycle which will include South Capitol
Ramp and the South Grand Ramp. After that, there is no more funding in
the Parking System Fund for major maintenance. Mr. Berridge reiterated
that the Parking System budget has sufficient funding to pay the day-to-
day operating expenses associated with parking, debt service payments on
facilities we own, and to put a little money in the bank, but not enough
money for the major maintenance needs. Even though there is a project
future major maintenance shortfall, the Transportation Division is not
recommending a rate increase for FY 97-98. Mr. Berridge asked that the
Board endorse the budget, capital improvement programs and the plan of
action laid out in the budget.

Mr. Berridge reported that parking.revenue has increased from the prior
fiscal year. Expenses are on target. The Parking System's current
financial performance is looking positive. Ms. Skillings asked where the
increased fines are coming from. Mr. Berridge explained that the Division
hired a new Lead Parking Enforcement Worker which is providing greater
supervision of Parking Enforcement Workers and more tickets are being
issued. Also, a greater number of tickets are being paid before they reach
the District Court system due to the increase in fines. The handheld ticket
writers will assist in an increase of booting (vehicle immobilization)
activity. Mr. Berridge discussed the booting process.
3. Traffic Calming Meeting Schedule
Mr. Berridge distributed the Traffic Calming Neighborhood Meeting
Schedule and Brochure and encouraged Board members to attend the
meetings for the Neighborhood Study Program.
Ms. Foltz asked what was happening on the Eastside. Mr. Berridge
explained that Traffic staff are waiting to install the Jerome/Holmes traffic
diverter until they can make the signal improvements at
Michigan/Pennsylvania and Michigan/Marshall. Those programmed
improvements should be completed by the end of June.
4. Area Five Neighborhood Meeting Notice
Mr. Berridge stated that the date has not yet been determined for the Area
One meeting. Mr. Haynes asked if the Neighborhood Study schedule may
need to be modified. Mr. Berridge explained that we would have to wait
and see.
5. Jonna Development Project
Mr. Berridge reported that the Jonna Project is moving forward and will
include a two-level parking ramp with approximately 78 condominium units
on top of the two-level parking ramp. There are still proceeds left from the
1990 Building Authority Bond Issue. We are investigating the possibility of
taking these proceeds and programming them into the construction of the
ramp which would create a two-level parking structure with 330 spaces, an
increase of 120 spaces over the current surface lot at that location. Jonna
has discussed the possibility of 78-100 additional spaces to be located on
the third level for tenant parking. Tenant demand may be supplemented
with some of the spaces on the first two levels. The Parking System will
probably break even due to increased operational costs. There may be a
potential to see minor positive cash flow from the project.

1. Parking Regulation Changes #97-02: CATA GTC
Mr. Bush reported that CATA is underway with their construction of the
Ground Transportation Center. Based on the construction schedule, site-
work will begin on the driveways onto Lenawee Street and Kalamazoo Street
sometime in the month of April. Mr. Bush discussed the site plan showing
where the driveways will be located. Due to the placement of the
driveways, the existing 90 minute parking zone on the south side of
Kalamazoo Street from Washington Avenue to Grand Avenue will have to be
eliminated. A portion of the existing two hour parking zone on the north
side of Lenawee Street will need to be eliminated in order to accommodate
the construction of new access/exit driveways. The existing two hour
parking zone on the west side of Grand Avenue between Lenawee Street
and Kalamazoo Street, will need to be changed to a 30 minute zone.
Mr. Haynes noted that there are four businesses located in the 100 block of
East Kalamazoo concerned about the removal of parking spaces. Mr. Miner
noted that only six spaces will lost. Mr. Berridge indicated that there is
currently a waiting list for permit parking in Lot 6 which is at full capacity.
As a last resort, the Parking System might be able to put a few metered
spaces in Lot 6. However, the metered spaces would be difficult to access.
Mr. Haynes asked if the alley behind Wolverine Typewriter could be used
as a pick-up and drop-off area. Mr. Berridge indicated that the
Transportation Division could investigate whether the alley was public or
private and the length of the alley. If it is a public alley, then by
ordinance, there is no parking in any public alley. If the alley is private,
then it would be subject to the conditions of the owner.

PUBLIC COMMENT ON AGENDA ITEMS
1. Traffic Investigation Report #97-01: Delta River Drive
Mr. Schaner stated that he has noticed an increase in excess speed and the
volume of traffic traveling on Delta River Drive between Waverly Road and
Grand River Avenue. He noted that the report indicated that Delta River
Drive has never been classified as a residential road but as a collector
street for other residential areas. Due to a lack of sidewalks, there is a
concern for the safety of pedestrians who walk in the area. Mr. Schaner
said that the Transportation Division sent him a blank petition to circulate
among area residents which requests the installation of sidewalks. He
stated he didn't feel it was his responsibility to circulate the petition.
There are no signs posted which indicate that Delta River Drive is a two

lane street with parking on both sides. On several occasions he has
witnessed vehicles trying to pass other vehicles. Mr. Schaner explained
that traffic problems can be attributed to Delta River Drive being used as a
by-pass street to Grand River from Waverly Road. The study seems to be
technically correct however, it does not address the human factors
involved or the safety for children who attend elementary schools in the
area,. Two well placed four-way stop signs may be effective in reducing
speed and volume. Mr. Schaner encouraged the Board not to increase the
speed limit on Delta River Drive.
COMMUNICATIONS AND PETITIONS
1. Traffic Board Appointment - James W. Miner
Mr. Berridge welcomed Mr. Miner as a new Traffic Board Member.

2. Traffic Investigation Report #97-01: Delta River Drive
Mr. Danke explained that Delta River Drive is designated as an urban
collector street. It is also a designated through street meaning that all
streets that intersect with it must stop at the intersection. Delta River
Drive was never designed to be a local street. It serves outlying locations
as a connector between neighboring residential areas. Sidewalks are
limited in this area because this part of Delta River Drive was built before
the requirement to install sidewalks in subdivisions. There are no reported
pedestrian accidents. Mr. Haynes inquired if the presence of pedestrian
accidents would constitute a basis for requiring a sidewalk. Mr. Berridge
explained that it is within the City Council's authority to order a sidewalk
be built at anytime, anywhere however, they only order in a sidewalk when
there has been a residential request through the petition process or when
there is an overriding need. Mr. Danke noted that there have been
numerous studies of Delta River Drive. Traffic patterns have not changed
significantly since 1983. In 1984 the speed limit was reduced from 35 MPH
to 30 MPH. Lowering the speed limit did not change the speed the majority
of vehicles travel which is between 39-43 MPH. Delta River Drive is a wide
street and houses are set back from the street. People feel comfortable
driving at this rate of speed. To enhance safety the goal is to have
everyone travel at the same speed. There is an excessive amount of speed
violators which in this case, indicates that the speed is set to low.
Increasing the speed limit by five miles per hour would reduce the number

Mr. Berridge explained that the traffic study does not include areas west
of Waverly Road. Delta River Drive was designed to connect points west of
Waverly Road to Grand River Avenue. Most of the traffic traveling on
Delta River Drive is generated by nearby neighborhoods. Delta River
Drive is a dividing line between two of the Traffic Calming or Neighborhood
Study areas. The dividing lines were selected to isolate what are
considered neighborhoods based on collectors or arterial streets. The 85th
percentile is not the only factor used when determining the proper speed
for a street. Changing the speed limit on Delta River Drive would probably
have a zero impact on the speed at which people drive. Traffic patterns
have not changed significantly in the past twelve years. The street
functions safely. Diverting traffic from Delta River Drive is not
appropriate for a street of this nature and would cause excessive overflow
onto truly residential streets.

DEFEATED, to move the Traffic Investigation Report to an Action Item for
the purpose of voting to raise the speed limit on Delta River Drive from 30
MPH to 35 MPH.

PUBLIC COMMENT ON AGENDA ITEMS
1. Traffic Investigation Report #97-01: Delta River Drive
Mr. Schaner stated that he has noticed an increase in excess speed and the
volume of traffic traveling on Delta River Drive between Waverly Road and
Grand River Avenue. He noted that the report indicated that Delta River
Drive has never been classified as a residential road but as a collector
street for other residential areas. Due to a lack of sidewalks, there is a
concern for the safety of pedestrians who walk in the area. Mr. Schaner
said that the Transportation Division sent him a blank petition to circulate
among area residents which requests the installation of sidewalks. He
stated he didn't feel it was his responsibility to circulate the petition.
There are no signs posted which indicate that Delta River Drive is a two

lane street with parking on both sides. On several occasions he has
witnessed vehicles trying to pass other vehicles. Mr. Schaner explained
that traffic problems can be attributed to Delta River Drive being used as a
by-pass street to Grand River from Waverly Road. The study seems to be
technically correct however, it does not address the human factors
involved or the safety for children who attend elementary schools in the
area. Two well placed four-way stop signs may be effective in reducing
speed and volume. Mr. Schaner encouraged the Board not to increase the
speed limit on Delta River Drive.
COMMUNICATIONS AND PETITIONS
1. Traffic Board Appointment - James W. Miner
Mr. Berridge welcomed Mr. Miner as a new Traffic Board Member.

2. Traffic Investigation Report #97-01: Delta River Drive
Mr. Danke explained that Delta River Drive is designated as an urban
collector street. It is also a designated through street meaning that all
streets that intersect with it must stop at the intersection. Delta River
Drive was never designed to be a local street. It serves outlying locations
as a connector between neighboring residential areas. Sidewalks are
limited in this area because this part of Delta River Drive was built before
the requirement to install sidewalks in subdivisions. There are no reported
pedestrian accidents. Mr. Haynes inquired if the presence of pedestrian
accidents would constitute a basis for requiring a sidewalk. Mr. Berridge
explained that it is within the City Council's authority to order a sidewalk
be built at anytime, anywhere however, they only order in a sidewalk when
there has been a residential request through the petition process or when
there is an overriding need. Mr. Danke noted that there have been
.numerous studies of Delta River Drive. Traffic patterns have not changed
significantly since 1983. In 1984 the speed limit was reduced from 35 MPH
to 30 MPH. Lowering the speed limit did not change the speed the majority
of vehicles travel which is between 39-43 MPH. Delta River Drive is a wide
street and houses are set back from the street. People feel comfortable
driving at this rate of speed. To enhance safety the goal is to have
everyone travel at the same speed. There is an excessive amount of speed
violators which in this case, indicates that the speed is set to low.
Increasing the speed limit by five miles per hour would reduce the number
of speed violators significantly.
