Ms. Smith requested an excused absence. Mr. Haynes moved, Mr. Cook seconded CARRIED, to issue Ms. Fuentes and Ms. Smith an excused absence. Yeas: 5 Nays: 0 ITEMS FOR SUSPENSION OF RULES Mr. Berridge recommended that all items under Reports from the Secretary be considered as Action Items. Mr. Fleck moved, Mr. Haynes seconded, CARRIED, to consider all items under the Reports from the Secretary as Action Items. Yeas: 5 Nays: 0 APPROVAL OF MINUTES Mr. Haynes moved, Mr. Fleck seconded, CARRIED, to approve the minutes from the Traffic Board meeting held November 08, 1995. Yeas: 5 Nays: 0 PUBLIC COMMENT ON AGENDA ITEMS Evening/Saturday Parking Meter Operations Mr. Cy Abdo, representing Lansing Community College (LCC), expressed appreciation for the information, consideration and compromise they have received regarding the weekday evening and weekend parking meter operations that begin April 1, 1996. Traffic Board Proceedings - December 13, 1995 Page 2 COMMUNICATIONS AND PETITIONS Mr. Berridge indicated that the Transportation Division sent a letter to Mr. Kenneth Dewitt in response to his concern over vehicular speeding on Heathgate Drive. Mr. Berridge reported that a traffic investigation report has been prepared recommending that we do not install speed bumps or make any other traffic changes on Heathgate at this time. Mr. Berridge said that a letter was forwarded to Mr. Dewitt informing him of the speed bump installation and removal process and procedures and how projects would qualify to meet those guidelines. Mr. Bush indicated Mr. Dewitt was not invited to this meeting and that Mr. Dewitt has not contacted him since the letter was sent. Mr. Berridge recommended that the letter be received and placed on file. Mr. Fleck moved, Mr. Haynes seconded, CARRIED, to receive and place letter on file along with accompanying report. Yeas: 5 Nays: 0 REPORTS FROM THE SECRETARY 1. Traffic Control Request: Olds Avenue at West Street and William Street at West Street (#95-49) Mr. Bush presented the report and recommendation of the Transportation Division to deny the request that multi-way stop signs be installed at the intersections of Olds Avenue & West Street and William Street & West Street. Mr. Cook moved, Mr. Fleck seconded, CARRIED, to concur with the recommendation of the Transportation Division to deny the request that multi-way stop signs be installed at the intersections of Olds Avenue & West Street and William Street & West Street. Yeas: 5 Nays: 0 2. Parking Control Request: South East Street (##95-50) Mr. Danke presented the report and recommendation of the Transportation Division to support the residents' approval of Alternative I which calls for a single 10-foot travel lane and a seven-foot wide parking lane coupled with the four-part traffic and parking control recommendation. Mr. Fleck moved, Mr. Haynes seconded, CARRIED, to concur with the recommendation of the Transportation Division to: 1) support the residents' approval of Alternative I which calls for a single 10-foot travel lane; 2) that South East Street between Kalamazoo Street and Hillsdale Street be made one way to the south; 3) that the existing no parking zone on the east side of South East Street between Kalamazoo Street and Hillsdale Street be changed to a no stopping, standing or parking zone; 4) that the existing no parking zone on the west side of South East Street between Kalamazoo Street and Hillsdale Street be changed to an unregulated parking zone from Kalamazoo Street to 187 feet south of Helen Street (the south property line of 508 South East Street) Traffic Board Proceedings - December 13, 1995 Page 3 and to a no stopping, standing or parking zone form 187 feet south of Helen Street to Hillsdale Street; and 5) that these recommendations be implemented after the construction on South East Street is completed. Yeas: 5 Nays: 0 3. Parking Control Request: Thomas Street (#95-51) Mr. Danke presented the report and recommendation of the Transportation Division that the temporary traffic control be made permanent. Mr. Fleck stated there is a dangerous curve on John Street and asked if anything was being done to correct the problem. Mr. Danke indicated that he is not aware of any changes being made to that area at this time. Mr. Berridge indicated the area will be investigated. Mr. Riddle moved, Mr. Fleck seconded, CARRIED, to concur with the recommendation of the Transportation Division to change the parking regulations on the north side of Thomas Street between Polly Avenue and Larch Street from unrestricted parking to no stopping, standing or parking, 7:00 a.m. to 8:00 a.m. and 2:00 p.m. to 3:00 pm school days; and to change the parking regulations on the south side of Thomas Street between Polly Avenue and Larch Street from no stopping, standing or parking to no stopping, standing or parking except buses in order to increase the safety of students as they access buses at Otto Middle School. Yeas: 5 Nays: 0 ACTION ITEMS 1. Evening/Saturday Parking Meter Operations Mr. Berridge reported that the current policy in place calls for charges to begin on April 1, 1996 on all street meters throughout the city between the hours of 6 p.m. - 11 p.m. Monday through Friday and 8:00 a.ni. to 11:00 p.m. on Saturday. The policy was adopted in July, 1995. There have been comments from LCC with regard to the impact this plan will have on their attendance and evening enrollment. Cooley Law School has also made comments regarding the impact this plan may have on their enrollment. Comments have been received from businesses that are in the affected area and residential area. Negative and positive comments have been received from the Downtown Business Association regarding this plan. Mr. Berridge indicated that City Council has requested an opportunity to review the policy prior to its implementation and possibly make some changes. Ms. Lenora Jadun, Director of Public Service, has committed the administration to reviewing all comments received and meeting with the people that have raised issue with the policy and to prepare a recommendation for the Council's consideration during its deliberation and review of the policy. Mr. Berridge explained the following recommendation: 1. The revised plan will create a smaller meter zone than was initially planned for the evening and Saturday meter charges. The new zone is bounded by Traffic Board Proceedings - December 13, 1995 Page 4 Shiawassee, Capitol, Kalamazoo and the railroad tracks that run along the side of Clara's. There are 650 meters in this revised zone compared to the 2,800 meters that would have been impacted by the initial proposal, reducing the meter zone by 75%. 2. The plan will keep the policy in effect for this reduced zone and keep the rate at $0.40 per hour. The time limit will be a maximum of 5 hours after 6:00 p.m. 3. The recommendation would change the TMO game day parking rate adopted in July from $2.00 to $2.50. The maximum parking charge is indexed off the cheapest seats in the stadium which has been amended. The Finance Director has asked that this be included in future discussions and review of baseball parking policy. 4. The fourth point in the recommendation is to review the impacts of the evening and Saturday parking program after nine months which would carry us through the end of 1996. After this period we would prepare a report that would include income changes, operational changes and impacts on economic activity in downtown Lansing associated with the plan and make any adjustments or revisions so they can be adopted in the period between January 1 and March 1, 1997. This recommendation is going to be presented to the Traffic Board, Downtown Business Association, the Mayor's Parking Downtown & Development Advisory Committee, City Council and the Mayor. Mr. Haynes requested cost information. Mr. Berridge reported that one full-time Parking Enforcement Worker will need to added at a cost of $50,000 a year including fringe benefits. The zone has a maximum revenue potential of $325,000 at 100% utilization. A projection of 25% utilization in the zone will reduce the revenue potential to an estimated amount of $81,500. When the cost of enforcement expenses are deducted, the net income becomes $31,500. Mr. Cook suggested to reduce the parking rate to $1.50 from $2.00 so that $5.00 covers the cost of the game and parking. Mr. Berridge explained the City originally developed the plan with a charge of $3.00 for parking which is consistent with all other special event parking. In order to be consistent and out of fairness, $3.00 should be charged for all events, but this is not possible due to the city's contract with the team. Mr. Haynes inquired if the implementation date of the policy could be postponed until 1998 pending a feasibility study. Mr. Haynes indicated that the merchants are going to be hurt by charging for parking during the evenings and on Saturdays. Mr. Haynes explained that the amount of revenue generated isn't much for the negative effect, and that the policy may be setting a dangerous precedent. Mr. Haynes suggested that different funding mechanisms be examined to generate the lost revenue of not implementing the plan or a compromise of only charging on game days. Mr. Haynes made the recommendation that the meter option on weekday evenings and Saturdays be canceled altogether, postponing implementation by two years pending a feasibility study or to charge only on game days. Traffic Board Proceedings - December 13, 1995 Page 5 Mr. Cook handed out some material which explained a free parking system in Beaumont, Texas where the parker just turns the knob on the parking meter for an hour of free parking. Mr. Haynes recommended that the compromise proposal for evening and Saturday meter parking operations be changed to read that there will be no charge between 6:00 pm and 11:00 pm Monday through Friday and on Saturdays for all parking meters throughout the city of Lansing. Mr. Haynes moved, Mr. Cook seconded, DEFEATED, to approve the recommendation of a compromise proposal to read no charge for parking weekday evenings and Saturdays for all parking meters throughout the City. Yeas: 3 Nays: 2 (Fleck, Riddle) Mr. Riddle asked that the Board give consideration to the comments of the Transportation Engineer. Mr. Berridge summarized the four options to deal with this issue which comes back to fairness and equity. 1. The city-wide proposal has a significantly higher net revenue projection of $125,000 per year. The income is critical to the financial stability of the system. Current revenue figures show that we're not hitting long term debt service requirements or long term needs for major maintenance. The elimination of this proposal would mean the elimination of $125,000 of net revenue from the system. 2. The revised recommendation of the zone enforcement eliminates $90,000 from the system. 3. The recommendation to not charge at all. 4. Charge only on game days. Mr Berridge indicated that charging only on game days may send the wrong connotation to the stadium. This system would be very confusing to communicate to the public. Mr. Berridge expressed that all options have a financial impact. Mr. Cook expressed that the recommendation says that evening and Saturday parking meter revenue was not considered in the financial analysis formulated in restructuring the debt. Mr. Berridge indicated that the need to generate net cash flow is an important consideration. 6:32 p.m. Mr. Hicks arrived Mr. Berridge recognized the arrival of Mr. Hicks, who came as a representative of Cooley Law School and recommending he be allowed an opportunity to speak. Mr. Haynes moved, Mr. Cook seconded, CARRIED, to allow Mr. Hicks an opportunity to speak. Yeas: 5 Nays: 0 Mr. Hicks reported that the position of the students, faculty, staff and administration of Cooley Law School is that the zoning issue be reconsidered. Those most affected by the charges are students who can't afford it. Over 75 0 of Traffic Board Proceedings - December 13, 1995 Page 6 their student body have come from out-of-state. Mr. Hicks expressed that there is approximately $150,000,000 per year positive impact to greater Lansing area brought by Cooley Law School students. Many downtown merchants are supported by the students. The parking proposal is being viewed as something that will impact students who are already bringing substantial revenue into the greater Lansing area and can't afford to pay. Mr. Haynes asked if Cooley Law School opposes the revised zone. Mr. Hicks suggested the zone be modified to consider Cooley Law School students. Mr. Cook expressed that charging for metered parking on weekday evenings and Saturdays based on the argument of maintenance of the garages is an extremely narrow view if you consider the major impact of businesses leaving the downtown area. Mr. LaSalle, from LCC stated that students are not rich, 37% are on financial aid. LCC appreciates the compromise position which is better than the original, but not perfect. LCC is in a very tough competitive market. Mr. LaSalle indicated that LCC is arranging to use a parking lot to bus students to the college who refuse to pay for parking. Mr. Haynes stated that students have a difficult time finding a place to park during the day as well as the evening. Many people have made an investment in the downtown area with the belief that the region is growing. Charging people for parking who have invested in Lansing is a bad decision. Mr. Haynes repeated the motion to recommend to the Mayor and City Council that the charge for parking on weekday evenings and Saturdays be eliminated. Mr. Haynes moved, Mr. Cook seconded, CARRIED, to recommend that the charge for parking on weekday evenings and Saturdays be eliminated. Yeas: 5 Nays: 0 Mr. Haynes made a second motion to petition the Mayor and City Council to do a feasibility study and look for alternative funding sources to make up for lost revenue during the next year. Mr. Berridge indicated that there are unfunded infrastructure needs in the parking system in the form of future major maintenance. We need to look at the long term financial plan for the city to make sure major maintenance is included in the general infrastructure needs. The Parking System does not generate sufficient funds to support its own infrastructure anymore. Mr. Haynes asked if revenue generated by the original proposal was part of this fiscal year's revenue projections. Mr. Berridge indicated that any funds generated this year would be a windfall, that it was not part of the base budget projections. Mr,. Haynes withdrew his motion to petition the Mayor and City Council to do a feasibility study and look for alternative funding sources to make up for lost revenue during the next year and to deal with this issue during budget discussions. Mr. Haynes recommended that the compromise proposal for evening and Saturday meter parking operations be changed to read that there will be no charge between 6:00 pm and 11:00 pm Monday through Friday and on Saturdays for all parking meters throughout the city of Lansing. Mr. Haynes moved, Mr. Cook seconded, DEFEATED, to approve the recommendation of a compromise proposal to read no charge for parking weekday evenings and Saturdays for all parking meters throughout the City. Yeas: 3 Nays: 2 (Fleck, Riddle) Mr. Riddle asked that the Board give consideration to the comments of the Transportation Engineer. Mr. Berridge summarized the four options to deal with this issue which comes back to fairness and equity. 1. The city-wide proposal has a significantly higher net revenue projection of $125,000 per year. The income is critical to the financial stability of the system. Current revenue figures show that we're not hitting long term debt service requirements or long term needs for major maintenance. The elimination of this proposal would mean the elimination of $125,000 of net revenue from the system. 2. The revised recommendation of the zone enforcement eliminates $90,000 from the system. 3. The recommendation to not charge at all. 4. Charge only on game days. Mr Berridge indicated that charging only on game days may send the wrong connotation to the stadium. This system would be very confusing to communicate to the public. Mr. Berridge expressed that all options have a financial impact. Mr. Cook expressed that the recommendation says that evening and Saturday parking meter revenue was not considered in the financial analysis formulated in restructuring the debt. Mr. Berridge indicated that the need to generate net cash flow is an important consideration. 6:32 p.m. Mr. Hicks arrived Mr. Berridge recognized the arrival of Mr. Hicks, who came as a representative of Cooley Law School and recommending he be allowed an opportunity to speak. Mr. Hicks expressed that there is approximately $150,000,000 per year positive impact to greater Lansing area brought by Cooley Law School students. Many downtown merchants are supported by the students. The parking proposal is being viewed as something that will impact students who are already bringing substantial revenue into the greater Lansing area and can't afford to pay. Mr. Haynes asked if Cooley Law School opposes the revised zone. Mr. Hicks suggested the zone be modified to consider Cooley Law School students. Mr. Cook expressed that charging for metered parking on weekday evenings and Saturdays based on the argument of maintenance of the garages is an extremely narrow view if you consider the major impact of businesses leaving the downtown area. Mr. LaSalle, from LCC stated that students are not rich, 37% are on financial aid. LCC appreciates the compromise position which is better than the original, but not perfect. LCC is in a very tough competitive market. Mr. LaSalle indicated that LCC is arranging to use a parking lot to bus students to the college who refuse to pay for parking. Mr. Haynes stated that students have a difficult time finding a place to park during the day as well as the evening. Many people have made an investment in the downtown area with the belief that the region is growing. Charging people for parking who have invested in Lansing is a bad decision. Mr. Haynes repeated the motion to recommend to the Mayor and City Council that the charge for parking on weekday evenings and Saturdays be eliminated. We need to look at the long term financial plan for the city to make sure major maintenance is included in the general infrastructure needs. The Parking System does not generate sufficient funds to support its own infrastructure anymore. Mr. Haynes asked if revenue generated by the original proposal was part of this fiscal year's revenue projections. Mr. Berridge indicated that any funds generated this year would be a windfall, that it was not part of the base budget projections. Mn. Traffic Calming Process (#95-47) Mr. Berridge presented the report and recommendation of the Transportation Division to institute a traffic calming program. This type of program would institute several ideas to redirect traffic or divert traffic through problem neighborhood areas. This program would allow the Traffic Engineer to make the decision on what to do with a traffic control request for stop and yield signs. These ideas may be more costly than putting up a stop sign, but would probably be a better solution to the traffic situations. There would be certain criteria that would be followed in solving a traffic problem as defined in the Traffic Calming Program report. However, a funding source needs to be identified - other than using local assessments. An assessment would not be a good source of money because it is dependent upon people's desire to pay for the project. Mr. Haynes wanted to know if there were any federal programs that would support such a test program. Mr. Berridge did not think so at this level. He feel funding would have to come either from a budget appropriation from the General Fund or Act 51 Fund. The program is currently under review by other city staff at this time. Mr. Cook wondered whether the City Charter would have to be changed to accommodate this type of program. He sees is as possibly cutting out the Traffic Board. Mr. Berridge did not see that happening. Mr. Haynes saw this Board was becoming more of an appellate review board so that if a person did not like the Traffic Engineer's decision, they could appeal to this board. Mr. Fleck asked why there are stop sign requests that don't meet any criteria. It would make sense to have an appeal process. Mr. Cook added that he like the neighborhood global approach and being involved at the neighborhood meetings to discuss traffic control concerns. He feels it would allow more for a ranking of projects. Mr. Cook feels that this would involve major restructuring of City Council policy. He recommends the issue be studied further in a sub-committee to fine tune the issues before going forward with it. Mr. Riddle added that this could put Lansing on the cutting edge. This Board could make Council-respond by presenting it to them. Mr. Berridge said that ultimately, ordinance amendments would have to be done giving the Traffic Engineer the authority to make routine traffic control decisions. This would require public hearings. He is not sure how Council will receive the idea due to new members on the Council. Mr. Haynes stated that he had spoke to Councilmember Allen and she also supports the concept. Mr. Haynes wanted to know how far out this project could be. Mr. Berridge responded that it depends on this Board and the limits imposed by it. Mr. Cook added that the appellate role would require meeting only about once a year reducing the Traffic Board to a diminutive role. Mr. Fleck disagreed. He feels the program can be written so the Traffic Board is an integral part of the neighborhood meetings. Mr. Berridge interjected that this would be a radical step in a new direction, making the Transportation Division ultimately pro-active rather than re- active. There will be a reduction in the evening rate from $1.00 an hour to $0.40 cents an hour with a five hour time limit. Mr. Berridge reminded everyone that with the new baseball stadium and the home games it promises, parking would become quite a problem if people were allowed to park for free anywhere. This would create no turnover during the games and take spots away from the merchant's customers. Mr. Berridge would like to see this Board become Ambassadors of Good Will with this issue. Baseball is going to change the way parking needs to be controlled in the downtown area, that is a given. People are tending to have a narrow focus and are not looking past the present conditions. There have also been some system improvements done. The Parking System now accepts credit card payments for tickets and parking permits. This improvement brings in about $1,000 a day in revenue. The new electronic meters are in place. These meters can be programmed to change rates and time limits throughout a day. These can will also accept a debit key, which will be installed in the very new future. There is also a plan for installing handheld ticket writers and a revenue control system after the first of the year. Two new lots are also under construction on the Liskey's old lot and on Pere Marquette Street. Parking Regulation Change: Maplehill Avenue (#95-41) Mr. Danke presented the report and recommendation of the Transportation Division to change the current unrestricted parking on the north side of Maplehill Avenue from Southgate Avenue to 235 feet west of Southgate Avenue to no parking from 7:00 a.m. to 4:00 p.m. on school days. There is currently a temporary traffic control order in place stating the above conditions. Mr. Cook wanted to know why the rights of the residents were more important than the rights of the employees of the school. He had talked to Ms. Lois Carnes of the Head Start Program, which is located in the school building. Ms. Carnes told Mr. Cook that several programs are run out of this regional office and the parking lot is not large enough to accommodate all of their parkers during some classes. Therefore, they need street parking. Mr. Cook also wanted clarification of what a "school day" constituted since Head Start only operates on Tuesday through Friday. Mr. Berridge's interpretation of a school day would be any weekday during the normal school months of September to mid-June. Mr. Cook added that some of the problems with street parking results in the state school ordinance prohibiting parking on school grounds. Therefore, smokers have to leave the grounds in order to smoke. By parking across the street from the school, they are still close to the school, yet off the grounds and able to smoke. Mr. Fleck suggested limiting parking to three hours during the weekdays between 7:00 a.m. and 4:00 p.m. Mr. Berridge added that this type of regulation is not enforceable. There are not enough Enforcement Workers to keep a close watch on this area. In addition, he feels that this is not being responsive to the neighborhood. They were told what the Transportation Division's recommendation was and now at the meeting the whole recommendation is being altered without any engineering input or neighborhood input. Mr. Cook objected to Mr. Berridge's statement. The Traffic Board has made a recommendation and it is not up to the Board to make sure enforcement is done, he feels it is up to the policing unit, and if the neighborhood was concerned with the issue, they would have attended the meeting. Mr. Cook also added that he had to leave early and missed the end of the meeting, however if the meeting would have started on time, instead of 15 minutes late, he would have been able to catch the whole meeting. The meeting consisted of the presentation of a marketing plan, Mr. Berridge's discussion of staffing issues, and new equipment being purchased for writing tickets and processing payments. She felt they did a very thorough job. She also presented a letter from her employer commending the efforts of the Transportation Division. 1 Traffic Board Proceedings - August 9, 1995 August 10, 1995 #95-38 Traffic Control Request: Carrier Street and Felt Street Ms. Leona Sherwood of 3130 Felt Street felt there weren't as many cars through the area as the report stated. However, she has lived there since December 1953 and has witnessed many accidents at that intersection. She believes a yield sign will not effect the people travelling through the intersection, she would like a stop sign installed. She presented a petition with 31 signatures from the neighborhood requesting a stop sign at that intersection. Mr. Rudy Botke of 3209 Felt Street would like a two-way stop sign installed at the intersection. He has witnessed a lot of near misses and has had a car end up 60- 70 feet into his front yard. He can't let his child play in the front yard because of speed of traffic through that intersection and for fear of an accident occurring. He feels a yield won't help the situation. Mr. Berridge stated that the problem was created by overall redevelopment not just the Blue Coyote. Expansion in the area is very positive for downtown Lansing. Mr. Sykes explained that with the baseball stadium deal with Paramount Coffee, the city deeded over the southwest corner of Shiawassee and Pere Marquette Street to accommodate Paramount's parking needs. Hopefully in the future, Paramount will develop that area into a parking lot and ease the problem of parking in the area. Mr. Schlissberg of Paramount Coffee is very pleased with the assistance the city has given them since the selling of their property to accommodate the baseball stadium. All other parking will be prohibited on Pere Marquette Drive between Michigan Avenue and Shiawassee Street. If any loading dock goes out of service or becomes inactive, then the parking prohibitions that were established to facilitate trucks entering or exiting these docks be removed.and additional metered parking be installed. Mr. Dennis Sykes of the City Planning and Development office added that the city is trying to maximize parking in the area, however, the baseball stadium will increase parking demands in the area. Mr. Johnson of the Mayor's Office stated that the city is trying to accommodate growth and that is going to be challenging to deal with given the constraints of the area. Mr. Cook wanted to know the long-term plan for the area. Mr. Berridge said the city is trying to respond to the market forces in the downtown area. Mr. Sykes added that the East Michigan master plan has been completed and this area is seen as an investment area to create revitalization in the area, and the city will be creating an entertainment district which includes Pere Marquette. Mr. Sykes would be happy to present the overall plan to the Traffic Board at a later date. His need for 120 parking spaces has been accommodated through negotiations with the city. However, these spaces are located off-site, hence creating the need for valet parking to get customer vehicles to his parking area. Ms. Martha Mertz of 119 Pere Marquette has eight tenants leasing her building. Most of these tenants have been there for the five years she has been leasing that building. These tenants were told parking would be available for their customers in front of the building. She has also purchased additional land along Pere Marquette to accommodate her tenants parking needs, and she leases spaces to other businesses along Pere Marquette. However, this lot is full. She would like more metered spaces along the west side of Pere Marquette. She understands Mr. Hepler's need for valet spaces, but would like a couple of meters in front of his building as well. She is concerned that his patrons will fill the meters in front of her building if none are provided in front of his establishment. Mr. Bill Christofferson of 231 Pere Marquette representing Colonial Printing, has 20 employees that park along the street. These new parking regulations would leave them with no place to park. He currently rents some spaces from Ms. Mertz in her lot. There would be no parking in front of his place. If he would have known this was going to happen, he would not have invested in new equipment in this building. The current policy is working fine for him. Mr. Christofferson is willing to work with the city to find ways to accommodate his parking needs. Mr. Peter Jubeck of 636 East Michigan Avenue representing Clara's Restaurant, is glad to see development to the area as long as it is done in a prudent and thought-out manner. Through his long-term planning, he acquired additional land to accommodate his customers. He is very concerned that the project be done properly. Mr. Jubeck supports Mr. Hepler's need for valet parking in front of his establishment. Mr. Samuel Aiboot of 625 East Michigan Avenue representing the Lansing Inn, is in need of overnight parking spaces for his guests. He has no problem with parking during the day, but needs three spots for his overnight guests. Mr. Schlissberg of 130 North Larch representing Interstate Foods was appreciative of the concessions made for delivery trucks on the street. Mr. Berridge stated that an arrangement could be developed to try and accommodate employees in a monthly parking area close to this area. The only other option is to find a private parking area. Mr. Berridge asked if the loading docks are used at night. Both Paramount Coffee, Interstate Foods, and Colonial Printing do not usually have deliveries after 5:00 p.m. Mr. Berridge recommends creating spaces by those loading docks for use after 5:00 p.m. Mr. Cook would like any available area made into parking, if it is feasible. Traffic Control Request: Rita Street/Bergman Avenue/Jewel Avenue (#95-29) It is recommended that yield signs be installed on Bohnet Street at Jewel Avenue, on Rita Street at Bergman Avenue, and on Donald Street at the Jewel Avenue-Bergman Avenue intersection. 4. Parking Regulation Request: Durant Street (#95-30) It is recommended that the temporary parking regulation for two hour parking from 8:00 a.m. to 6:00 p.m. on the west side of Durant Street between Drexel Road and Osborn Road be made permanent. ACTION ITEMS 1. Election of Officers Mr. Riddle asked if the current officers could be retained for another year. Traffic Control Request: Kipling Blvd. and LaSalle Gardens (#95-25) Mr. Berridge presented the report and recommendation of the Transportation Division to deny the request for traffic control at the intersection of Kipling Blvd. and LaSalle Gardens due to the high safe approach speed and because there has only been one right angle accident in the past five years. Board & Administrator, May 1995 OLD BUSINESS None NEW BUSINESS Kalamazoo Street and Cesar Chavez Avenue - Mr. Riddle expressed concern with the left turn lane at the intersection. He has noticed that only one or two cars can turn left during the traffic light cycle. Mr. Berridge told Mr. Riddle that the Transportation Division will continue to monitor the area. The area will be experiencing increased volumes with the elimination of River Street, the development of a bigger surface lot for monthly parkers, and the building of the Transportation Center by CATA. Eventually the traffic signal phases may be modified. Yeas: 6 Nays: 0 1 Traffic Board Proceedings - April 12, 1995 April 19, 1995 PUBLIC COMMENT ON AGENDA ITEMS Lafayette Avenue Area (#95-24) Mr. Lee Whitney of 2715 Lafayette Avenue gave his comments in favor of the stops signs being made permanent. He feels these signs have created less traffic in the area. He thinks a stop at Lafayette and Grandell would further help the area. Mr. Don Monroe of 2905 Leon spoke in favor of the stop signs staying in place. He has a big family and many grandchildren, and he doesn't want to see them get hurt from the traffic going through the area without stop signs. Ms. Judy Allen of 2720 Lafayette wanted to ask the Board to keep the stop signs in place. She also added that a stop at Grandell and Lafayette would be nice. Shiawassee Street (#95-08) Ms. Esther Gels of 1508 West Shiawassee wanted to speak out against parking restrictions in front of her house. She has a lot of elderly friends that come over and it is difficult for them to walk very far. She has never had a problem with workers from G.M. parking by her house. She wants unrestricted parking to remain. #95-10 through #95-23 Mr. Bruce Bedford of 2605 Harding spoke regarding the traffic control devices being installed in his neighborhood. He supports the controls very much. He had a letter attached to his front door advising him of the traffic control devices being proposed for his neighborhood and asking him to speak out against them. The letter was read to the Board by Mr. Fleck and it was made part of the Traffic Board record. Mr. Bedford does not know where the letter came from, but does not support what it has to say. Mr. Cook told him the Public Safety Committee reversed the decision of the Traffic Board to eliminate parking on Cavanaugh Road. The no parking on the north side west of Cedar Street was upheld. NEW BUSINESS The Traffic Board Annual Report Committee will meet at 1 :00 p.m. on April 24th at Ramon's Restaurant on Grand River. Mr. Spagnuolo wanted to know if there could be longer pauses between the traffic lights changing from red on one side, and green on the other side. He feel too many people are running the red lights because they know they have time before the other side turns green. Mr. Berridge stated that the amber light meets state standards of four seconds before turning red. If there are a lot of right angle accidents (which are deemed preventable) , there can be an all red phase instituted for one or two seconds. Berridge Secretary c:\wp\data\traffic\minutes\0495 5 Dear Lansing Citizen, Thought you'd like to know about: An Issue Affecting Your Neighborhood On June 14, 1994, a person who doesn't even live in your neighborhood, (He is listed in the phone book as living at 6247 Marscot, in Lansing's South end), made a request to Lansing's Transportation Department to superimpose traffic control signs all over your area. The Transportation Department has decided to go along with him, without hearing from you! This person, apparently unfamiliar with the law in Michigan that assigns right of way at an unmarked intersection,jumped to the heroic assumption that no one is safe unless all intersections have traffic signs! Under Michigan law, vehicles entering an uncontrolled intersection must yield to traffic that is already in the intersection, or if two vehicles arrive at the same time, the vehicle on the right has the right of way. (Michigan Vehicle Code, Sec. 257.649.) Attached is a list of the City's recommendations to stick up a sign at twelve additional intersections in your neighborhood. It occurs to me that you might like to know what's going on downtown, and like me, you might not: like the idea of start-stop, start-stop, start-stopping through your neighborhood, like the idea of spending hundred of your City tax dollars on unnecessary signs, (while potholes go unfilled!) like the idea of the possibility of an expensive traffic ticket for ignoring a totally unnecessary sign, like the idea of one misguided person, who doesn't even live in the neighborhood, dictating the quality of your life. If you don't, attend the Lansing Traffic Board meeting on Wednesday April 12, 1995 6:00 p.m 7th floor, City Hall and tell the Transportation Division to keep their unnecessary signs! Yeas: 5 Nays: 0 1 Traffic Board Proceedings - February 8, 1995 March 13, 1995 PUBLIC COMMENT ON AGENDA ITEMS 95-07 Parking Regulation Request: Cavanaugh Road Ms. Ellen Tomanica of 309 East Cavanaugh Road said that Ms. Proper has made a fiasco of this deal. At the June meeting of the Traffic Board she felt the committee was properly informed. She felt disgusted with Ms. Proper. Ms. Tomanica felt that Ms. Proper had adequate parking and does not reside in the area in dispute. She believed the street is too narrow and has too much traffic for parking. Mrs. Margaret Rouse of 312 East Cavanaugh Road said that it was suggested that someone build Ms. Proper a parking lot and if that is done, she wanted to know who would pay for it. She is reluctant to pay for a parking lot for Ms. Proper's business. Kelly Proper of 111 East Cavanaugh Road said that the parking on Cavanaugh was changed 14 months ago due to accidents. These were all in the first 200 feet west of Cedar Street. The request was made by a high school student. None of the accidents involved students and no one else from the school requested the change. She felt the one accident that had occured recently could happen on any residential road. She also felt that there are very few accidents. She said that there are more accidents now that parking has been removed. She felt there is no longer safe passage from her home and that traffic now moves faster. 95-05 Parking Regulation Request: Madison Street Paul Zamarron of 801 North Washington Avenue said that the surveys had been returned from the neighborhood and were all supportive of the change. There should be no problem having it approved by the board. He felt the change would be advantageous to him. He did want to know how soon the change would take affect. Mr. Berridge said that it would take about 30 to 60 days. Mr. Zamarron said he didn't understand why parking was always allowed on the south side of Madison. He noted that this change was requested by the Michigan Pharmaceutical Association. They were concerned about parking cars interfering with the parking lot exit. There is no parking on the south side of Madison between Capitol and Washington. He was in favor of the change. 95-07 Parking Regulation Request: Cavanaugh Road Betty Ayres of 117 East Cavanaugh felt that since the parking was taken away traffic zooms through her neighborhood. She felt restoring the parking would make the area safer. She would also like visitors not to have to walk too far to her home for security reasons. Robert Baley of 325 East Cavanaugh said that there had been parking on Cavanaugh for as long as he could remember and he would like to get it back. Mr. Danke said that the division had received three telephone calls by persons opposed to restoring parking on Cavanaugh. One of those callers, Kenneth Rouse of 312 East Cavanaugh, had stated that he was a handicapped senior citizen who would not be able to attend the meeting for health reasons. He saw no need for on-street parking on Cavanaugh and wanted to maintain the current parking restrictions. He also said Kelly Proper had never spoken with him. 2 Traffic Board Proceedings - February 8, 1995 March 13, 1995 Four people had written letters opposing parking on Cavanaugh. Muriel D. Knecht of 306 East Cavanaugh had written to say that she felt the street was too narrow for any parking and needed more enforcement. Arthur Leonard of 206 East Cavanaugh had written to say that he opposed parking on Cavanaugh road because he felt it was too narrow and he wished the city would stop spending money debating the issue. Dora Gavin of 215 East Cavanaugh wrote to say that she felt Cavanaugh is too narrow and has too much traffic to accommodate parking and that she believed allowing parking would be a safety risk for the children attending school in the area. Ethel Gurk of 311 East Cavanaugh wrote to say that she felt Kelly Proper wanted the parking to support her child care business and that she didn't agree. COMMUNICATIONS AND PETITIONS 1. The two letters from Kelly Proper regarding the Cavanaugh Road issue were accepted and placed on file by the chairperson. REPORTS FROM THE SECRETARY 1 . Parking Regulation Change: Madison Street (#95-05) Mr. Berridge presented the report and recommendation of the Transportation Division to prohibit parking on the north side of Madison Street from Washington Avenue to Capitol Avenue, and to limit parking to two hours between the hours of 8:00 a.m. and 6:00 p.m. on the south side of Madison between Washington and Capitol. This consolidates an earlier tabled item. Mr. Cook asked for the number of the tabled item. Mr. Berridge said he did not know it but would have his staff locate the number. Mr. Spagnuolo asked about some confusion regarding ambiguous parking signs. Mr. Berridge clarified that the upper sign on a post controls parking forward of the post and that they lower sign controls parking behind the post. Further, he said that he will have someone address the signage Mr. Spagnuolo was concerned about. Mr. Riddle moved, Ms. Smith seconded, CARRIED to approve the recommendation of the Transportation Division. Yeas: 6 Nays: 0 2. Parking Regulation Change: Maple Street and State Street (#95-06) Mr. Berridge presented the report and recommendation of the Transportation Division to prohibit parking on the east side of State Street from 160 feet south of Maple Street to Maple Street; to prohibit parking on the west side of State Street from Maple Street to 160 feet south of Maple Street; and to prohibit parking on the south side of Maple Street from State Street to 100 feet east of State Street. Mr. Cook asked if Brian McCartney of the Michigan School for the Blind, who had requested this change, had a street view window. He felt the 3 Traffic Board Proceedings - February 8, 1995 March 13, 1995 corner in question is wider at the radius than on the straightaway because the snowplows miss some of the curve. He found it illogical to solve the problem of insufficient parking by removing parking spaces. Mr. Spagnuolo had driven by and seen two or three cars parked in the no parking area that made the corner harder to turn. He felt that the problem was primarily one of enforcement. Mr. Riddle had driven by about 2:00 p.m. and had seen students out in the yard. The parking was heavy, the road was narrow, and it was difficult to navigate the area at that time. Mr. Spagnuolo said the only problem was when there was traffic going both ways. If it is a revenue factor we need to install meters but if it is a safety issue then he is more concerned. Mr. Berridge said that the School for the Blind and the Department of Corrections are working to expand their off-street parking. The signs put out in this area are in place as a test of these proposed regulations. He reiterated that all of the regulations the board members had seen were the ones proposed in the RFS. Mr. Berridge said further that more enforcement is clearly needed, based on the board members' observations. Mr. Cook suggested removing the parking on the north side of State Street. He thought that would leave as much parking as possible. He would suggest then a further review and the completion of the expanded off- street parking area. Mr. Berridge said that the limit on the west helps two- way traffic and other limits help traffic get out of the driveways. Mr. Cook felt that this recommendation did not make sense. He offered a motion to remove parking on the north and south sides of Maple Street and on the east side of State Street. Mr. Spagnuolo seconded. Mr. Berridge said that when a bus tries to make that turn into the parking lot, the parked vehicles take away room from the busses. The school has changed from a boarding school for blind students into a day-school facility for the Department of Corrections. This has created a need for regulation that did not exist before. This action recommends removal of 16 parking spaces; Mr. Cook's proposal would save five spaces. The first thirty feet from the intersection are illegal parking even without specific regulation. The remaining 90 feet only allows four or five spaces. Mr. Landry clarified that the entrance by Comstock Park indicated on the map was not an entrance to the park but to the Michigan School for the Blind and the Department of Corrections. Mr. Cook dislikes the idea of forcing the parked cars in this area back into the surrounding residential area. 4 Traffic Board Proceedings - February 8, 1995 March 13, 1995 Mr. Spagnuolo withdrew his second to Mr. Cook's motion because he had not understood Mr. Cook's motion. Ms. Smith moved, Mr. Riddle seconded, NOT CARRIED, to approve the recommendation of the Transportation Division. Yeas: 4 Nays: 2 (Cook, Copiaco) 3. Parking Regulation Change: Cavanaugh Road (#95-07) Mr. Berridge presented the report and recommendation of the Transportation Division to change the parking regulations from no parking to no parking 7:00 a.m. to 7:00 p.m. except Saturdays, Sundays and holidays on the north side of Cavanaugh Road from Stabler Street to 330 feet west of Cedar Street. The Transportation Division also recommends re- evaluating the traffic conditions one year after these regulations take effect. Furthermore, the Transportation Division recommends retaining the parking prohibition on the north side of Cavanaugh Road from Cedar Street to 330 feet west of Cedar Street. Mr. Berridge also offered a historical summary of the Cavanaugh Road issue. He said that Cavanaugh was reconstructed in 1990 and 1991, and it was not possible to widen Cavanaugh at that time. It remains 26 feet wide. There was a contractor mistake in where the skip line was painted, and the skip line was removed. The street has functioned for two years with no skip line. The reconstruction at the Cedar Street intersection created a "pocket" that lines up left turns and allows left turning traffic to see oncoming traffic. This has improved safety at the intersection of Cedar and Cavanaugh and needs to be preserved. Furthermore, Mr. Berridge said that parking was not an issue when Cavanaugh was first laid out as a gravel street with large rural lots, but as the city grew the function of the street changed. Traffic demands have outgrown the road. Widening it would have doubled or tripled the cost of reconstruction, moved the road way closer to the houses, required the removal of numerous large trees and the acquisition of right of way. After parking was removed from Cavanaugh, some residents became concerned that they had not been properly notified. This board listened to the residents last June and then requested that the division evaluate the impact of removing the parking and whether it could be restored. The division made individual site surveys to determine how many parking spaces were on private property and how many were lost on public property. Thirty-two spaces were lost on the street. There were 149 off-street spaces available, an average of 5 per household. There were two residents with two parking spaces each and one resident with only one parking space, but two of these residences had access to a private alleyway. Most residents need no additional parking. 5 Traffic Board Proceedings - February 8, 1995 March 13, 1995 The division looked at creating a parking lot where there is a vacant lot in the area, at about 113 or 115 East Cavanaugh. This lot could support about 24 spaces. There are ways to make this work with turf stone that would make it strong enough to support cars but still leave it green. There might even be ways to finance such a lot. However feasible such a lot may be, it may not be practical. Mr. Berridge said that he feels the Police Department data on high-speed travel is accurate, and that the amount of high-speed traffic is unreasonable. Speeding is definitely a problem in this area. The bottom line is that the people who came to the meeting in June wanted the division to find a compromise proposal. Mr. Berridge said he would evaluate the possibilities and the division has done so. The staff have looked at traffic volumes and recommend that the 330 feet west of Cedar Street remain no parking. It is further recomended that parking be prohibited between 7:00 a.m. and 7:00 p.m. on weekdays on the north side of Cavanaugh Road. Between those hours Cavanaugh basically functions as a major street. When traffic volumes drop off he recommends that parking be permitted. Mr. Fleck clarified that there is still no parking between 2:00 a.m. and 5:00 a.m. per city ordinance. Mr. Berridge feels that this is not the ideal recommendation but that this is a defensible position. This is a public road and it does not necessarily belong to the individual property owners whose lots abut on the public right of way. The first use of this public right of way is vehicular traffic, the second use is pedestrian traffic and the third use is parking. This proposal comes from a desire to develop a compromise. Parking would be permitted from Stabler up to 330 feet west of Cedar Street. No parking would be permitted from 330 feet west of Cedar Street to Cedar Street. Mr. Riddle said that as a board member he had an in-home business for many years. This board saw fit to eliminate parking next to his home office. He understands the desirability of maintaining an in-home business, but he thinks that traffic should take precedence. He therefore concurs with the staff recommendation. He feels it is not favoritism but common sense. Mr. Cook said that he had lived west of Everett for four years when this first came up. He traveled Cavanaugh four times a day. He thought that once reconstruction was completed that things would be better. But the center line was in the wrong place and the reconstruction hade made it harder for vehicles turning right on red to Cedar and made traffic back up as a result. He proposed at the time that things be put back the way they had been. The request to eliminate parking was made by an Everett student who did not live in the neighborhood. The decision made in 1993 was based on the width of Cavanaugh, the accident reports involving parked cars, and the apparent support of the majority of the residents. Mr. Cook disliked the fact that only one survey was provided per household. He also disputed the contention that many of the mid-block accidents occurred because of drivers avoiding parked cars. He provided copies of the accident reports to the board. He went over the detail of the 6 Traffic Board Proceedings - February 8, 1995 March 13, 1995 reports, contending that most of the accidents were neither mid-block nor involving parked cars. He said that these accident reports told him was that he can no longer rely on the interpretation given by the Transportation Division. Mr. Cook said that he found the write-up one of the most comprehensive he had seen. He noted the identification of Cavanaugh as a major street. He felt that Cavanaugh is not a major street. He recommended that Cavanaugh be returned to its pre-reconstruction condition including the off-center line, the markings at the Cedar Street intersection and restoration of the parking except on the north side of Cavanaugh approaching Cedar. He also proposed a four-way stop at the intersection of Cavanaugh and Donald. He felt this would reduce traffic volume and speed. He also recommended that when a write-up is made, copies of the traffic accidents should be included. Mr. Copiaco said that this issue has divided the neighborhood and cost money. He felt that Mr. Cook raised some good points. Ms. Smith said that Mr. Cook brings up good points but she concurs with the Traffic Division recommendations.She felt that a decision needed to be made and not everyone could be pleased. Mr. Fleck noted that no one had seconded Mr. Cook's recommendations, so that motion was no longer before the board. Mr. Spagnuolo wanted to ask some questions. First he asked for clarification on whether the street was too narrow to allow parking. Mr. Berridge said that technically it is too narrow for parking for a major street, and Cavanaugh has become a major street by use criteria. Many streets this narrow have parking but they do not have these traffic volumes. There is no blanket statement of where parking is or is not allowed because traffic volumes and street widths interact to shape these determinations. Mr. Berridge spoke about accident analysis. Mid-block accidents are those that are associated with traffic activity other than intersection operation. The police officer does not measure an accident's distance from an intersection; it is an estimate. Intersection related accidents are caused by intersection traffic; intersection accidents can occur 1,000 feet from the intersection if intersection traffic is backed up that far. Mr. Fleck said that if someone dodges a parked car, is it a parked car accident even if no parked car is hit. Mr. Berridge said that is part of the engineering definition of a parked car accident. Mr. Cook said that people behave differently than slide rules say they do. He felt that Cavanaugh road worked better before being re-engineered and that engineers may take a bookish perspective. Mr. Spagnuolo asked about an accident report Mr. Cook had discussed and asked if Mr. Cook had found the ticketed driver's action defensible. Mr. 7 Traffic Board Proceedings - February 8, 1995 March 13, 1995 Berridge said the reason that driver was over the center line was that the lane was too narrow. Mr. Berridge concurred that parked cars do slow down traffic but he felt that is not an appropriate way to slow traffic activity. Mr. Fleck said that cars stop in the middle of intersections and this also slows traffic, but it is not good policy. Mr. Cook said that he also had an issue with the surveys involving confidentiality and that he believed some false promises had been made in that regard. Mr. Spagnuolo and Mr. Berridge agreed that it would be nice if the street could be wider but it would be expensive. He felt enforcement is necessary. Mr. Berridge concurred. 8 Traffic Board Proceedings - February 8, 1995 March 13, 1995 NEW BUSINESS 1. Mr. Spagnuolo asked about the lights on Martin Luther King Jr. Blvd. He said one can not make the lights between Main Street and Saginaw Street. Mr. Cook said that its possible at about 55 miles per hour. Mr. Berridge indicated that the division will be modernizing the signal at Shiawassee and King when the weather changes. He said that the signals at King's intersections with Kalamazoo, Allegan, Ottawa and Shiawassee would be placed on a mini computer system. The State is also looking at making changes in the signal activation at Ottawa. Mr. Fleck also mentioned the activation at Holmes and King, particularly when turning from the north bound lanes to the west bound lanes. Mr. Berridge said that this time of year is very hard on traffic detectors. Detectors do not work well with severe temperature and moisture changes. There are about a dozen locations that are broken and will be fixed when the weather changes, including the intersections of Washington and Jolly, Pennsylvania and Jolly, Jolly and Cedar, and Mount Hope and Aurelius. 2. Mr. Berridge requested that a Traffic Board Annual Report committee be formed to assist him in completing the report. Three board members in addition to Mr. Fleck would be a good number. Ms. Smith and Mr. Spagnuolo volunteered and Mr. Fleck appointed Ms. Fuentes. ITEMS FOR SUSPENSION OF THE RULES None. Yeas: 6 Nays: 0 1 Traffic Board Proceedings - January 11, 1995 January 17, 1995 PUBLIC COMMENT ON AGENDA ITEMS #95-03 Traffic Control Request: Jenson Avenue and Michigan Avenue Mr. Richard Wimberley of 1416 West Michigan Avenue wanted to thank the Traffic Board for following up on his letter of concern over this intersection. He voiced his support of the installation of a stop sign at this intersection. He also feels that the re-construction of Martin L. King Jr. Blvd. , has changed the traffic patterns in the area, and that he and the West Side Neighbor Association support re-evaluation of the traffic patterns in that area. COMMUNICATIONS AND PETITIONS 1. Ms. Sandy Allen spoke with the board members prior to the start of the meeting to voice her support of the Transportation Division's recommendation concerning #95-02 Traffic Control Request, Jolly Road and Kessler Drive, at the entrance to Gardner Middle School. Parking Control Request: Inverness Avenue (#95-01) Mr. Danke presented the report and recommendation of the Transportation Division for no parking on the northside of Inverness from Verlinden to Forbes street. Traffic Control Request: Jolly Road and Kessler Drive (#95-02) Mr. Danke presented the report and recommendation of the Transportation Division that a traffic signal be installed at the intersection of Jolly Road and Kessler Drive. Mr. Cook wanted to know how this signal would effect the signal at Jolly and Ora. Mr. Danke reported that the signals would be in sync with each other and that each would operate in a semi-actuated mode. Therefore, if no traffic (pedestrian or vehicle) is going through the intersection, the traffic signal will.not cycle. Smith moved, Copiaco seconded, CARRIED, to approve the recommendation of the Transportation Division. Yeas: 6 Nays: 0 2 Traffic Board Proceedings - January 11, 1995 January 17, 1995 3. Traffic Control Request: Jenison Avenue and Michigan Avenue (#95-03) Mr. Danke presented the report and recommendation of the Transportation Division for the installation of four-way stop signs at the intersection of Jenison Avenue and Michigan Avenue. Mr. Cook stated that a four-way stop at that intersection would have traffic on Jenson Avenue stopping three blocks in a row. Mr. Cook would like to see a neighborhood study of traffic patterns conducted. Spagnuolo moved, Smith seconded, CARRIED, to approve the recommendation of the Transportation Division, with the condition that the neighborhood traffic patterns be studied and the findings brought back before the board. King Jr. Blvd. Mr. Baker stated that the traffic lights on Martin L. King Jr. Blvd. are in timed for State of Michigan traffic and not for residential traffic. It is impossible to make any two lights on MLK unless you come from the state complex. Mr. Baker also wanted to know the status of the Hillsdale/Huron Street area. Mr. Danke stated that the residents are being surveyed for one-way traffic on Rulison and one-way traffic on Huron. Once the responses are returned, a recommendation will be made by the Transportation Division to the Traffic Board.
