PUBLIC COMMENT ON AGENDA ITEMS
#94-45 Traffic Control Request: Lafayette Avenue Study
Mr. Ronald Munk of 2727 Lafayette Avenue voiced his support for installation of
stop signs at the intersection of Lafayette Avenue and Leon Street. He feels that
too many people speed down Lafayette Avenue and this will help slow them down.
The police did perform extra enforcement in the area and that seemed to help, and
if it was feasible, he would like to see that continue. People use Lafayette
Avenue as a way to avoid the light at Waverly Road.

Mr. Wayne Emholtz of 2703 Lafayette Avenue stated that he is afraid to have his
kids ride their bikes in the area. The problem of speeding exists mainly in the
Spring, Summer, and Fall when children are outside playing more. He would like
to see a stop signs on Lafayette Avenue at Leon Street and at Alfred Street. He
feels Lafayette Avenue is being used too much as a through street short cut for
Delta River Drive. He works for LPD as a Canine Officer and knows that LPD
does not have the time or manpower to continually monitor the area, and if they
did, he would rather tLWfstopped traffic on Delta_.River-Drive. _
Mr. Ricardo Velm of 2709 Lafayette Avenue has a hearing impaired child and
worries about his child's safety. Too many vehicles travel at high rates of speed
down Lafayette Avenue. He works for the City of East Lansing and knows that it
doesn't take much to install a stop sign. He would like to see a sign put up in the
area to control the traffic.
Mr. Lee Whitney of 2715 Lafayette Avenue feels the study of speed is not an
accurate reflection of the true speeds on Lafayette Avenue. He says people see
the counters and slow down before they get to them. He would like stop signs
installed. He feels the signs have worked well in the Tecumseh Avenue area and
wants to try the same for Lafayette Avenue. He also presented a letter from the
principal of Northwest School stating her support for the installation of stop
signs. Mr. Whitney would also like more than one stop sign installed.
Ms. Frances Bennett of 2607 Lafayette Avenue does a lot of walking in the area
and has noticed, along with her daughter (who works for LPD) , that traffic
moves rather quickly through the area. She has no sidewalks in front of her
house and therefore is required to walk along the street. She would like a stop
sign installed one block off Delta River Drive at Benton and Lafayette Avenue and
at Grandall and Lafayette Avenue.
COMMUNICATIONS AND PETITIONS
1. Resignation letter from Mr. Mark Howe - Mr. Howe resigned due to a
conflict with his schooling and the Traffic Board meetings.
2. Traffic Board schedule for 1995 - The schedule for 1995 was given to each
member.
3. Letter from Northwest School principal, Ms. Lynne Porter, regarding the
Lafayette Avenue area.
REPORTS FROM THE SECRETARY
1. Traffic Control Request: Theodore Street & Westmoreland Avenue (#94-43)
Mr. Berridge presented the report and recommendation of the
Transportation Division for a yield sign on Theodore at Westmoreland due
to low safe approach speed (sight obstruction) , and deny the request for
stop signs due to the fact that the intersection does not meet the MMUTCD's
requirements for stop signs.

CARRIED to approve the recommendation of the Transportation Division.

2. Traffic Control Request: Alsdorf Street and Park Avenue (#94-44)
Mr. Berridge pr-e.sented the report and re-Qommendation of the _
Transportation Division that the request for multi-way stop signs on Park
at Alsdorf be denied because the intersection does not meet the MMUTCD .
warrants. Instead the Transportation Division will install 25 m.p.h. speed
limit signs, No Truck signs, and request special enforcement by LPD.
Riddle moved, Spagnuolo seconded,
CARRIED, to concur with the Transportation Division's recommendation.

3. Traffic Control Request: Lafayette Avenue Study (#94-45)
Mr. Berridge presented the report and recommendations of the
Transportation Division for stops signs along Lafayette Avenue. Three
options were presented: 1) Deny the request because it does not meet
MMUTCD's requirements for stops signs, 2) install multi-way stop signs at
Lafayette Avenue and Leon and at Lafayette Avenue and Alfred Street, and
3) install multi-way stop signs on Lafayette at Paul, Benton, and Grandell
as requested by the petitioners. A follow-up study will be done in the
Spring to evaluate the effectiveness of the option chosen.
The intersection of Benton and Lafayette Avenue is not a T-intersection
and would be very difficult to install proper stop signs due to a double
driveway near the intersection. Lansing Police did do special enforcement
of the area and found that most of the people ticketed lived in the immediate
area, therefore establishing that most of the speeding traffic is not from
cut-through traffic. Mr. Fleck would like to see a Deaf Child sign installed
in the area and Mr. Berridge will explore that possibility. Mr. Spagnuolo
feels the stops signs won't change the speeds, but will break up the flow of
traffic. Mr. Fleck feels that the petition of the residents demonstrates
their unity in wanting something done, therefore the Traffic Board should
install some signs.

CARRIED, to accept the recommendation of the Transportation Division for
installing multi-way stop signs at Lafayette Avenue and Leon Street and at
Lafayette Avenue and Alfred Street for a trial period.

3. Renew-By-Mail - Mr. Berridge spoke briefly on the new program being
instituted to improve customer service in the parking system. There has
been a total re-vamping of parking permit sales allowing for the renewing
of permits by mail. This program will be fully implemented by February
1995.
4. Credit Card Payments - Mr. Berridge added that, staring in January, the
Customer Service Center will be able to accept credit cards for the payment
of permits, parking tickets, and other parking services.
OLD BUSINESS
1. Mr. Spagnuolo wanted to speak on the recommendation last month to install
yield signs at Samantha and the Cedar Street Access. He feels the berm is
not that much of a sight obstruction and is happy with the recommendation
to put a yield on the Cedar Street Access.
2. Ms. Fuentes wanted to know the status of the study of the intersection at
Cavanaugh and Dunkel Roads. Mr. Berridge reported that it is still in the
process.

PUBLIC COMMENT ON AGENDA ITEMS
#94-39 Traffic Control Request: Holmes Road and Kroger Driveway
Mr. William Hubbell of 1827 1/2 West Holmes Road presented his view on the
intersection of Holmes Road and the Kroger driveway. He distributed a graph of
the area for the Board's review. Mr. Hubbell does not believe a traffic signal is
the solution for the problem. However, he wanted to mention the problems as he

sees them: 1) if someone is coming south on Washington and wants to go to
Kroger, and if someone is coming out of Kroger at the same time, the cars are
going to be using the same lane. 2) If someone is walking from Kroger to cross
Holmes, they cannot see the traffic signal because of the way the lights are
strung. They are no walk signals at that intersection. Mr. Hubbell would like
pedestrian signals installed or have the crosswalk closed.
Mr. Terry Kennedy of 1420 Jerome wanted to voice his consensus that something
needs to be done at that intersection. He feels it is a very poor intersection.
#94-40 Parking Regulation Change Request: Washington Avenue
Ms. Donna Dancer of 815 North Washington Avenue, representing the Michigan
Pharmacist Association (MPA) , would like the Board to accept the Transportation
Division's recommendations for the elimination of one parking space on both sides
(north and south) of the MPA driveway. There have been several accidents and
many near misses at that driveway.
6:08 p.m. Mr. Cook arrived.
#94-41 Traffic Control Request: Cedar Street Access and Samantha Street
Mrs. Joyce Schirado of 716 Samantha wanted to request stop signs at the Cedar
Street Access and Samantha. Mrs. Schirado has written to Councilmember Sandy
Allen requesting a stop sign at that intersection due to the reconstruction of
Cedar Street in 1989. The biggest problem is if you are traveling north on Cedar
and if you want to turn right on Samantha, you have to look over the bunker
separating Cedar and the access road, and watch traffic. If two people come off
Cedar at the same time, and someone is going through the intersection on the
access road, there is not room for two cars. Mrs. Schirado and Mr. Crosby took
a petition around to the neighbors and approximately 30 households signed the
petition because everyone has had narrow escapes at that intersection. The
Transportation Division's recommendation for yield signs will not solve the
problem. Mrs. Schirado feels that yield signs are just an invitation to an
accident.
Mr. Dennis Crosby of 709 Samantha added that recreational vehicles have a very
hard time making that turn because they have to stop at the intersection and are
almost rear-ended by other vehicles making the turn. Mr. Crosby would like to
see something done with the intersection before something does happen.
Mr. Ervin Schirado of 716 Samantha thanked the Transportation Division for
looking into the problem, but also feels yield signs won't help. The small distance
between Cedar Street and the access road makes it so when to cars turn, one car
remains in the drive lane on Cedar Street. A stop sign would help eliminate this
problem. Plus drivers on the access road drive fast through that intersection
and pay no attention to the other cars.

#94-42 Parking Regulation Request: Jerome Street
Mr. Terry Kennedy of 1420 Jerome Street spoke to the Board in regards to
accepting the recommendations made by the Transportation Division. Parking is
already short in the area and there is a large amount of pedestrian traffic.

REPORTS FROM THE SECRETARY
1. Traffic Control Request: Greenbriar Avenue and Vassar Drive (#94-38)
Mr. Berridge presented the report and recommendation of the
Transportation Division to install a stop sign at the intersection of
Greenbriar Avenue and Vassar Drive.
Copiaco moved, Smith seconded,
CARRIED to approve the recommendation of the Transportation Division.
2. Traffic Control Request: Holmes Road and Kroger Driveway (#94-39)
Mr. Berridge presented the report and recommendation of the
Transportation Division on the request for a traffic signal at the
intersection of Holmes Road and the Kroger driveway be denied. There is a
problem with traffic backups in the area, but a signal at this intersection
would not help, and could cause more congestion by causing a gridlock with
the light at Washington Avenue. The traffic signal at Washington and
Holmes will have an increased cycle length and the Transportation Division
will evaluate the effectiveness of the increased cycle in the near future. In
order for a signal to be installed at this intersection, the Kroger driveway
would need to be relocated to the west of its present location to provide
adequate room for left turning vehicles at the Washington Avenue
intersection. The developer would have to pay a portion of this cost.
In order to help pedestrians cross the street, visors have been clipped on
the traffic signals to make them more visible to the pedestrians. The
Transportation Division will continue to monitor and re-evaluate the area as
part of the city-wide modernization.
Ms. Fuentes is very familiar with that area and added that pedestrian
activity is very high in that area. There is also a senior citizen center
nearby and they traverse that intersection and they need more help in
crossing the street, such as pedestrian signals.

Mr. Cook wanted to know the cost of a signal and how much the developer
would need to pay. Mr. Berridge stated that a new signal costs
approximately $25-35,000, but a signal is not conducive with Washington
and the EDS driveway. The driveways would need to be aligned in order
for the traffic to clear from both driveways. Mr. Cook added that now
would be a good time to move the driveway since the developer is redoing
the area. Mr. Berridge responded that there are new plans under
development for the area and that would effect the driveway.
Mr. Cook also voiced concern over the pedestrian activity. Mr. Berridge
replied that he will re-evaluate the pedestrian activity in the area.

CARRIED, to concur with the Transportation Division's recommendation,
with the addition of further pedestrian study of the area.

3. Parking Regulation Control Request: Washington Avenue (#94-40)
Mr. Berridge presented the report and recommendation of the
Transportation Division to change the parking regulations on Washington
Avenue between Oakland Avenue and Madison Street by eliminating one
parking space on each side of the MPA's driveway. The removal of these
parking spaces will improve visibility to cars exiting the driveway.
Mr. Cook wanted to know why MPA couldn't use the other driveway on
Madison to exit and make the entrance on Washington a one-way driveway.
He opposes eliminating parking in the downtown area. Mr. Berridge
responded that decision was MPA's to make, and they chose to have two-
way traffic. Madison Street would also present a visibility problem and is
currently being examined by the Transportation Division. As for the
elimination of two parking spaces, Mr. Berridge feels that street parking in
this area is currently under utilized and the reduction of two spaces would
not be detrimental.
Mr. Cook would like to table the matter until the issue of using the Madison
Street exit can be presented.

4. Traffic Control Request: Cedar Street Access and Samantha (#94-41)
Mr. Berridge presented the report and recommendation of the
Transportation Division to install yield signs on the Cedar Street access at
the intersection of Samantha. A safe approach speed and good visibility

make the installation of stop signs unwarranted. The Transportation
Division will monitor the situation next summer and see if problems still
exist.

5. Parking Regulation Request: Jerome Street (#94-42)
Mr. Berridge presented the report and recommendation of the
Transportation Division to change the current unrestricted parking on the
south side of Jerome Street from Ferguson Street to Custer Street to two
hour parking from 8:00 a.m. to 6:00 p.m. Over 88 0 of the households
support this parking restriction.
Smith moved, Spagnuolo seconded,
CARRIED, to accept the recommendation of the Transportation Division to
change the parking to two-hour parking from 8:00 a.m. to 6:00 p.m. on the
south side of Jerome Street from Ferguson Street to Custer Street.

3. Cawood Street Parking Regulation Change
Mr. Berridge reported on the parking regulations on Cawood Street
between Oakland Avenue and Saginaw Street as requested last month. He
found that parking is restricted along that block but that the no parking
signs have been removed. The Transportation Division will install the no
parking signs again when the do the rest of Cawood Street.

OLD BUSINESS
1. Mr. Fleck wanted to comment on the completion of the left turn light on
Mount Hope Avenue and Cedar Street. He is very happy with the change.
2. Ms. Fuentes wanted to know the progress on the Cavanaugh Road/Dunkel
Road study. Mr. Berridge reported back that it will take a significant
amount of time to complete.
NEW BUSINESS
1. Mr. Berridge wanted to announce the resignation of Mr. Eric Oudsema,
Traffic Technician. Mr. Oudsema is one of the employees that prepares the
reports for the Traffic Board and will be sorely missed. He has taken a
new job with the Michigan Department of Transportation. As a consequence
of his departure, traffic studies may be delayed a little longer until a new
person is hired. Mr. Berridge thanked Mr. Oudsema for all his hard work
and dedication.

PUBLIC COMMENT ON AGENDA ITEMS
94-36 Parking Control Request: Forbes Street
Mr. Richard Oney of 1707 Forbes Street voiced his support for no parking along
Forbes Street. He stated that the trial period of having no parking has worked
out wonderfully and it has made a difference in the neighborhood.

94-14 Adult Crossing Guard Request: Polly Avenue and Thomas Street
Ms. Cindy Larkin of 213 East Thomas voiced her support of placing an adult
crossing guard permanently at the intersection. She feels the new arrangement
is working out wonderfully.
Mr. Daniel Larkin of 213 East Thomas added that the guard is a very good idea for
the safety of the children. He also stated that there is a traffic problem at the
intersection of Thomas and Douglas, this area serves as a main cut through and
just last week there was an accident there. He would like to see something done
to that intersection.

REPORTS FROM THE SECRETARY
1. Adult Crossing Guard Request: Polly Avenue and Thomas Street (#94-14)
Mr. Berridge presented the report and recommendation of the
Transportation Division on the request for an adult crossing guard at the
intersection of Polly Avenue and Thomas Street. Mr. Berridge reported
that all markings and signs have been installed and that there is increased
student crossings at the intersection. He also wanted to recognize the
cooperation received in resolving this issue between the Lansing Police
Department, Gier Street school personel, Lansing School District, and the
parents of the students. The crossing guard will be beneficial for the
entire community.
Cook moved, Fuentes seconded
CARRIED, to approve the recommendations of the Transportation Division.
2. Parking Regulation Change: Cawood Street (#94-35)
Mr. Berridge presented the report and recommendation of the
Transportation Division to prohibit parking on the east side of Cawood from
Oakland Avenue to Willow Street. Mr. Cook would like to include the block
from Oakland to Saginaw in the no parking zone. Mr. Fleck concurred.
Mr. Berridge stated the Transportation Division will include that block,
and if there is a problem with including that block from the residents, he
will have staff revisit the issue. Mr. Berridge will report back next month
on the reaction from the residents.

CARRIED, to approve the recommendation of the Transportation Division
and include Cawood between Oakland and Saginaw in the parking regulation
change.

3. Parking Control Request: Forbes Street (#94-36)
Mr. Berridge presented the report and recommendation of the
Transportation Division to prohibit parking on the south side of Forbes
Street from Verlinden Avenue to Inverness.

CARRIED, to approve the recommendation of the Transportation Division.

4. Traffic Control Request: Jessop Avenue and Wildwood Avenue and Jessop
Avenue and Southgate Avenue (#94-37)
Mr. Berridge presented the report and recommendation of the
Transportation Division to upgrade the yield signs on Wildwood Avenue at
Jessop Avenue to stop signs and to remove the stop signs on Southgate
Avenue at Jessop Avenue and install stop signs on Jessop Avenue at
Southgate Avenue. This would create a break in traffic flow in order to
deter cut-through traffic. Additionally, the Transportation Division will
request that LPD increase speed enforcement of Jessop Avenue. Mr. Cook
stated that this solution would just push the problem of cut-through traffic
over one street and would like to recommend reversing the signs at Fenton
and Wildwood. Mr. Berridge added that the whole neighborhood is ripe for

2. Mayor's Parking and Downtown Development Advisory Committee
Interim Report - The Board will look over the document and make
comments next month. Mr. Berridge wanted to point out a couple
sections to review. The repayment of debt service with TIFA
funding has been questioned. Some feel TIFA should have some
oversight of the parking system. Mr. Berridge has recommended
that oversight be retained as it is currently. It has been
recommended that properties acquired should be turned over to TIFA
to give them a potential revenue stream. Another recommendation is
to retain operations of properties used for parking by the Lansing
Municipal Parking System. The Lansing Center is putting a strain on
the system with many events needing parking. Mr. Berridge would
be happy to answer any questions on the report that Board members
might have.
Mr. Cook recommended that all members review the section on Customer
Service as he feels it contains many good ideas.
OLD BUSINESS
1, Mt. Hope and Cedar - Mr. Fleck reported that the installation of a left turn
signal is finally being installed at that intersection. Mr. Berridge added
that is a state trunk line and the city has no control over the
implementation schedules.
NEW BUSINESS
1. Climax and Hazel - Mr. Cook wanted to know why no left turn is allowed on
Hazel. The left turn at Climax ends up being backed up because of traffic
wanting to turn on Hazel. Mr. Berridge reported that there are significant
costs associated with putting a left turn lane in at Hazel. The median would
have to be removed in order for a turn lane to be established. Allowing left
turns without a turn lane would cause delays on Pennsylvania.

2. Cavanaugh and Dunkel - Mr. Fleck would like the temporary construction
three-way stop made permanent. The three-way stop has been removed
and now the intersection is the worst in the city in his opinion. Mr.
Berridge indicated that his staff would initiate a study of that intersection.
Within the next two to three years, traffic demands will increase with the
installation of a new park in the area. Cavanaugh and Dunkel may be
reconstructed during that time.

Verlinden in front of the GM plant.

Mr. Danke presented the report and the recommendation of the Transportation
Division on the request for the addition of four parallel barrier free parking spaces
on the west side of Verlinden Street, starting 195 feet south of the bus stop to 281
feet south of the bus stop. The Division also recommends the establishment of eight
metered parking spaces on the west side of Verlinden Street between the proposed
handicapper parking spaces and the bus stop. These parking spaces would be used
by GM's Lansing Automotive Division. No discussion.

parking spaces on the west side of Verlinden Street near the GM-Lansing Automotive

OLD BUSINESS
1 . Ms. Lenora Jadun, the new Public Service Director, presented the Interim Report of
the Mayor's Parking and Downtown Development Committee. The report has been
finalized by the committee and is being presented to the Mayor. The report addressed
the problem with the Parking System not being able to make it's debt payment on the
33 million that was borrowed in the past. The Committee recommended a short term
solution of borrowing money at a lower interest rate through TIFA to restructure the
debt. The 33 millon was borrowed to develop the downtown parking area to coincide
with the economic development of the downtown area. The economic development did
not occur and thus, caused a problem with the projection of revenues. The MPDDAC
wants to revitalized the downtown area and is working with the Planning and
Neighborhood Development Department to develop the right mix of day time and night
time entertainment.
The report presents several suggestions on different ideas that can be done to help
the condition of the parking system. These ideas include disposing of outlying lots,
reworking the monthly permit system, and many more. Ms. Jadun pointed out that the
PREP package of rate increases passed with the omission of three items: night-time
enforcement, Saturday meter enforcement, and Saturday attended ramps. These
three items were originally not supported by the Traffic Board.
Mr. Cook handed out an agenda from one of the past MPDDAC meetings to show the
Traffic Board the number of sub-committees that had been formed and the issues that
were covered.

94-16 Traffic Control Request: Glasgow Drive and Skye Road
Mr. Donald Maynard of 3325 Glasgow Drive, spoke on behalf of thirty-seven neighbors.
These neighbors all signed a petition against erecting a stop sign at the intersection of
Glasgow Drive and Skye Road. Mr. Maynard stated that the street is relatively quiet, and
has not experienced any accidents at the intersection for as long as he has lived there,
which is over twenty years. He also added that children are not prevalent in the area
anymore. He stated the problem could be handled more efficiently by enforcing the speed
limit, as he rarely sees any police patrolling in the area.

Mr. Danke added that the Transportation Division will be adding 25 MPH speed signs
on Glasgow and asking the Lansing Police Department for intermittent special
enforcement. No discussion.

Mr. Danke presented the report and the recommendation of the Transportation
Division on the request for multi-way stop signs at Glasgow Drive and Inverary

speed signs on Glasgow and asking the Lansing Police Department for intermittent
special enforcement. No discussion.
Mr. Howe asked Mr. Maynard if he felt the yield signs in the area were handling the
situation. Mr. Maynard did not see a problem with the yield signs, although he did
not travel that area very often.
Mr. Howe wanted to know how the Michigan Manual of Uniform Traffic Control Devices
arrived at their standards for traffic control. Mr. Berridge reported that the
standards are developed and tested at a national level by engineers, along with
research done locally and at the university level. These recommendations are
instituted at the state level following the framework of the National Manual of Uniform
Traffic Control Devices.

3. Parking Regulation Change Request: Verlinden Avenue (94-18)
Mr. Danke presented the report and the recommendation of the Transportation
Division for removal of three parking meters and install No Parking signs to provide
access to a newly purchased parking lot by General Motors on the corner of Verlinden
and Shiawassee.
Ms. Fuentes wanted to know the loss of revenue by removing these three meters.
Mr. Berridge reported that this would amount to approximately $750 a year. Mr.
Berridge reminded the Board that there is a legal responsibility to provide for
pedestrian crossing at that intersection based on pedestrian activity, and a further
legal requirement to provide a no parking area surrounding the crosswalk.

Cavanaugh Road Parking
Ms. Kelly Proper, 111 East Cavanaugh, Lansing spoke. Ms. Proper requested
ten minutes for her presentation on behalf of her neighbors and herself.

for her presentation. The four neighbors waived their right to speak and agreed
to have Ms. Proper speak on their behalf.

Ms. Proper passed around pictures of Cavanaugh road to show what the
neighborhood was like in relation to the road. Ms. Proper would like the
investigation of parking along Cavanaugh Road re-opened. Ms. Proper feels the
investigation was unfair because the residents of Cavanaugh Road were not
notified of any public hearings, the results of the survey, or the fact-finding
mission. She feels if the residents had been informed, a compromise could have
been reached before the installation of no parking signs on December 27, 1993.
Ms. Proper has conducted her own survey of the residents and presented her
findings and a letter from the principal of Cavanaugh Elementary School citing
concerns of parents. The majority of residents want a compromise on the parking
issue. With no parking, the traffic has become more congested and there is no
place for visitors to park. During the day, it has created a problem and cause
for concern. Cavanaugh Road is a school zone and a narrow road with a 25 mile
an hour speed zone, the no parking ordinance has made vehicles speed quickly
through the neighborhood in order to catch the light at Cedar Street. Lansing
Police Department operates with only ten traffic enforcement officers in the area
and are not aggressively enforcing the speed zone or other parking concerns.
Without street-side parking, people are now covering the sidewalks with their
vehicles, causing more children to walk in the street on their way to school or to
neighbor's houses.
Ms. Proper would like to find a safe way to regulate Cavanaugh Road and provide
for the safety of the children in the area. Her suggestion is restricted parking
during the day, with parking allowed on nights, weekends and holidays.
The following people stood and were recognized as supporting Ms. Proper's
position: Mr. Jim Ayres of 117 East Cavanaugh, Ms. Betty Ayres of 117 East
Cavanaugh, Mr. Robert Baley of 325 East Cavanaugh, and Ms. Isabel Gray of 327
East Cavanaugh.
Ms. Ellen Tomanica of 309 East Cavanaugh Road, Lansing spoke in favor of
no parking along Cavanaugh Road. She feels the road is too narrow and too
active to allow parking along it. Parking along Cavanaugh Road would jeopardize
the safety of all. She believes Ms. Proper is more concern about no parking for
her day care customers than for the safety of the residents.
Ms. Margaret Wells of 312 East Cavanaugh Road, Lansing supported Mrs.
Tomanica's opinion of no parking along Cavanaugh Road.

Mr. Berridge reported on a phone call received from Ms. Muriel Kenick, who was
unable to attend. Ms. Kenick supports no parking, as Cavanaugh is too narrow.
She suggests utilizing more police enforcement to slow down the traffic along
Cavanaugh Road.
Ms. Dora and Mr. Arnold Gaven of 215 East Cavanaugh sent a written
communication which Mr. Berridge read. They would like the parking situation
left as is. Parking makes it too difficult to back out of their driveway.
Ms. Judy Hartley of 125 East Cavanaugh sent a written communication which Mr.
Berridge read. Since there has been no parking, traffic has increased, making it
more unsafe for her children. Plus, more people are parking over the sidewalk
forcing children into the street. It makes it more difficult for friends and family
to visit. She would like to allow parking on holidays, weekends and evenings.
Mrs. Edward Moore of 407 East Cavanaugh responded on her survey to Ms.
Proper that several accidents have occurred on Cavanaugh Road since the change
to no parking, due to traffic speeding trying to make the light.
#94-15: Parking Regulation Change Request: Willard Street Area
Mr. Richard Dawson of 404 West Willard, Lansing spoke in favor of making the
temporary change permanent. He stated that it hasn't solved the problem, but
has made it better.

1. Parking Regulation Change Request: Almar Lane, Palmer Street, Rosadell
Avenue, and Willard Avenue (#94-15)
Mr. Berridge presented the report and the recommendation of the
Transportation Division. The residents have been very supportive. No
Discussion.

CARRIED, to recommend prohibiting parking from 7:00 a.m. to 10:00 a.m. ,
and limit parking to two hours from 10:00 a.m. to 6:00 p.m. , to discourage
all day parking by MCMC employees on the following streets: west side of
Almar Lane between Willard Avenue and Rosadell Avenue; both sides of

Palmer Street between Rosadell Avenue and Willard Avenue; west side of
Palmer Street between Rosadell Avenue and Dunlap Street; east side of
Palmer Street from Dunlap Street to 207 feet north of Dunlap Street; both
sides of Rosadell Street from Almar Lane to Palmer Street; and both sides of
Rosadell Avenue from Palmer Street to 285 feet west of Palmer Street.
It is further recommended to prohibit parking in the following areas to
increase sight visibility for motorists traveling through the area: east side
of Palmer Avenue 207 feet north of Dunlap Street to Rosadell Avenue; both
sides of Rosadell Avenue from 285 feet west of Palmer Street to Washington
Avenue; and east side of Almar Lane between Rosadell Avenue and Willard
Avenue from 7:00 a.m. to 7:00 p.m.

2. Cavanaugh Road Parking--Follow up survey
Mr. Berridge reported on the results of the follow up survey on Cavanaugh
Road parking. The follow up survey came up with the same overall results
as the first survey, which is to make Cavanaugh Road a no parking zone.
Mr. Copiaco is a former resident of the area and stated he is well aware of
the situation on Cavanaugh Road. Mr. Copiaco presented a motion to refer
this issue to the Transportation Issues sub-committee to further
investigate the parking situation on Cavanaugh Road through a working
session. Mr. Cook did not feel this Board had the authority to do this. He
felt it needed to go before the City Council or the Mayor. He felt the power
to make a decision on this issue rests with the City Council or Mayor.
Copiaco moved, Spagnuolo seconded,
DEFEATED, to recommend the parking situation on Cavanaugh Road be
sent to the Transportation Issues sub-committee to re-evaluate the
situation.

Mr. Cook wanted to know why this issue was allowed on the agenda again.
Mr. Berridge stated that the residents felt that they were deprived of a
fair chance to present their views at public hearings and raised this issue
with Mayor Hollister.
Mr. Arambula would like Mr. Berridge to contact Lansing Police Department
concerning enforcement of the speed limit. He would also like Mr. Berridge
to investigate the traffic light timing pattern to see if it needs adjusting.
Mr. Cook would support the city in purchasing a lot in that area and
creating a parking lot for the residents to use to replace what parking they
lost. Mr. Cook felt the issue of where they actually could park has not
been addressed.

CARRIED, to contact LPD for increased traffic enforcement and to examine
the traffic light timing pattern at Cedar and Cavanaugh.

OLD BUSINESS
1 . Traffic Board meeting time change.
Mr. Berridge stated that the minutes and the Rules of Administrative
Procedure have been held up in the Mayor's office. However, the Traffic
Board will assume this change will be approved and schedule the next
meeting, on July 13, 1994 at 6:00 p.m.
Mr. Berridge wanted to remind the Board about the meetings for the
Mayor's Parking and Downtown Development Advisory Committee on June
17, July 1, 15, 22, and 29. Mr. Fleck stated that we have one vote on that
committee. Mr. Fleck is the delegate, with Mr. Cook as the alternative.
NEW BUSINESS
1. Election of Officers - Mr. Fleck reported that it was time for the annual
election of officers. Mr. Cook nominated Mr. Riddle who declined. Mr.
Riddle has been on the board for 29 years and feels the newer members
should take the more active roles on the Traffic Board. Mr. Riddle in turn
nominated the existing officers: Mr. Fleck as Chairman, and Mr. Cook as
Vice Chairman.

CARRIED for Mr. Fleck and Mr. Cook to retain their current positions.

2. Ms. Sandi Janousek was introduced as Mr. Berridge's new temporary
secretary replacing Ms. Carla Eno. The Traffic Board welcomed her and

3. Mr. Fleck has a conflict with the July 13, 1994 and wanted to change the
meeting to the following week, July 20, 1994. The rest of the Board saw no
reason to change the meeting for one person. The date will remain the
same. Mr. Fleck was issued an excused absence.

#94-11 Mrs. Debbie Bishop, 195 Julie Drive, Lansing, spoke. Mrs. Bishop stated
that she was here tonight on behalf of the PTA, school and her family. 'l'lie
intersections along US-27BR (N. East Street) are busy, and even dangerous
at times. She further stated that there are not any sidewalks in the areri fora
the school children to on. . She is concerned about the volume of traffic and
would like signals at the intersections.
#94-13 Ms. Valene Zussman, 1635 Clifton, Lansing, spoke. Ms. Zussman stated that
the report from the Transportation Division recommends denial, but people
who live in the area feel that people plow through their neighborhood . 'I lwl-(�
is no stop sign and the street is a major access to other streets in the aroa.
The neighborhood has grown and there are many new families moving in wit.li
children who are under six years of age. She further stated that she could
get more support from those in the area if it is needed.

1 . Traffic Control Request: Sheridan Road & US-27BR (N. East Street) (#94-11)
Mr. Berridge presented the report and the recommendation of the Transportat.ioil
Division. There was discussion on the signal hours that would be set up at this
location. Mr. Berridge stated that the signal would probably be set up in a flasli
mode from 10:00 p.m. to 6:00 a.m.

CARRIED, to recommend concurring with MDOT's recommendation to install a tr,�l'I'ir
signal at. the intersection of Sheridan Road and LJS-27BR (N.' East Street ) . It wo!;
further recommended to concur with MDOT's recommendation to not install trafllc
signals at the intersections of Chilson Street and US-27BR (N. East Street.) , and
Ilaulson Street and US-2713H (N. East Street) because these intersections do w !
meet the traffic signal warrants.

Mr. Danke presented the report and the recommendation of the Transportation
Division. No discussion.

CARRIED, to recommend that the request for the installation of multi-way stop signs
at the intersection of Midwood Street and Renee Street be denied because the
intersection does not meet the multi-way stop sign warrant.

3. Traffic Control Request: Clifton Avenue & Pershing Avenue (#94-13)
Mr. Berridge presented the report and the recommendation of the Transportation
Division. Mr. Howe asked what the criteria would be for putting up yield signs.
Mr. Berridge stated that if the safe approach speed is 15 M.P.H. or less, a yield
sign is warranted. If the safe approach speed is 10 M.P.11. or less, a stop sign is
warranted. Mr. Cook stated that he would like to do something, but it looks like this
neighborhood is a hodge podge. He would like to see the entire neighborhood
configured differently, but this cannot be done unless something happens.

CARRIED, to recommend that the request for traffic control at the Clifton Avenue
and Pershing Avenue intersection be denied because of the high safe approach speed
and lack of preventable right angle accidents.

implemented between Christmas and New Year's will be re-addressed at the Jinn.
meeting. IIe further stated that all of the Cavanaugh area residents have been
notified and asked for their input, and that Board members may be receiving dills
from those residents. Mr. Fleck stated that he had already received a call from
Councilmember Sandy Allen and from Mr. Proper who lives on Cavanaugh Road. He
advised Mr. Proper to write a letter to Mr. Berridge.

PUBLIC COMMENT ON AGENDA ITEMS
#94-09 Ms. Spring Kroll, 223 West Berry Avenue, Lansing, spoke. Ms.
Kroll stated that she appreciates the promptness with which this
matter was addressed. However, she feels that this may have
worked against the neighborhood because of the time of year that the
traffic counts were done. Traffic counts should not be done during
the week, they should be done from Friday through Sunday during
the school years. She further stated that the residents of the
neighborhood are in support of a four-way stop, and that Berry
Avenue is used as a cut through. Ms. Kroll then submitted a letter
written by Mr. & Mrs. Jay Kellogg who live at 211 West Berry
Avenue, and were unable to attend tonight's meeting.
#94-09 Ms. Lena Shuler, 310 West Berry Avenue, Lansing, spoke. Ms.
Shuler stated that she has a five year old that she makes play in the
backyard because of the traffic on Berry Avenue.
#94-09 Mr. Greg Powell, 222 West Berry Avenue, Lansing, spoke. Mr.
Powell stated that he agrees with the ladies. Occasional cars speed
through the neighborhood in excess of 35 MPH. It would be much
safer if a four-way stop was installed.
COMMUNICATIONS AND PETITIONS
1 . Copy of the letter from the Old Forest Neighborhood Association regarding
the Seymour Street area alternating two-way stop control handed out at the
3/18/94 meeting.

REPORTS FROM THE SECRETARY
1 . Traffic Control Request: Berry Avenue & Tenny Street (#94-09)
Mr. Berridge presented the report and the recommendation of the
Transportation Division.
Mr. Spagnuolo asked what is the procedure to slow down traffic? Mr.
Berridge explained the 85th percentile speed; showed everyone that there
are already several stop signs in the area; explained that enforcement is a
solution. Mr. Howe stated that he lives about three blocks away from this
intersection, and he would like to have a friendly amendment made to this
resolution to have the Transportation Division look at this area again in
June, after school is out. Mr. Cook did not accept this amendment.

CARRIED, to recommend that the request for the installation of multi-way
stop signs at the intersection of Berry Avenue and Tenny Street be denied
because the intersection does not meet the Michigan Manual of Uniform
Traffic Control Devices' accident or volume warrants.

2. Traffic Control Request: Waslitenaw Street (#94-10)
Mr. Berridge presented the report and the recommendation of the
Transportation Division. Mr. Cook stated that this was just another
example of elimination of parking space for convenience of motorists. He
further stated that he disagrees with this recommendation. Mr. Fleck
stated the report shows this area as being an unmetered zone. Mr.
Berridge stated that this was correct. He then explained how the state had
done some remodeling of their lot and that the driveway had been
expanded, and that we will not be losing anymore spaces because this space
was given up when the reconstruction of the driveway was done. Mr. Cook
stated that he did not recall having this item before the Board prior.to this.
Mr. Berridge stated that this issue came up last fall and that under the
Transportation Division authority these changes were made. This item is
being brought before the Board tonight to make it permanent. Mr. Fleck
asked if any metered parking was lost. Mr. Berridge stated that three
spaces were removed. Mr. Fleck asked if this item should have been
brought before the Board when this was done without initial Board review.
Mr. Berridge stated that since it was construction related, and property
owners need to have safe access and egress from their driveway, this was
done. Ms. Smith stated that she works over by this area, and this
recommendation makes sense.
Smith moved, Howe seconded,
CARRIED, to make permanent the temporary parking regulation prohibiting
parking on the south side of Washtenaw Street from 310 feet west of Walnut
Street to 385 feet west of Walnut Street.

ACTION ITEMS
1. Committee of the Whole recommendations for parking rate increase.
Mr. Berridge briefly went over the recommendations.
Smith moved, Spagnuolo seconded,
CARRIED, to approve the recommendations for parking rate increases as
recommended by the Traffic Board Committee of the Whole.

Mr. Howe stated that he is opposed to this recommendation because City
Council should be looking at alternatives to getting out of this debt rather
than placing it on the backs of the Parking System users.

2. Resolution to change Chapter 9 of the Code of Ordinances of the City of
Lansing by amending Section 9.3.5 for the purpose of increasing fines for
certain parking violations.
Mr. Berridge stated that everyone was given a draft of this ordinance
amendment so they could see the entire fine schedule for parking violations
as amended by the Board's previous action.
Smith moved, Riddle seconded,
CARRIED, to recommend approving the recommendation to change Chapter
9 of the Code of Ordinances of the City of Lansing by amending Section
9.3.5.

3. Committee of the Whole recommendation regarding additional actions for
solving the Parking System debt service shortfalls.
Mr. Berridge stated that this revised recommended plan shows the six items
discussed and agreed upon by the Traffic Board Committee of the Whole.
Mr. Cook stated that lie thinks this whole issue should be looked into
further, because it is absolutely clear that this debt problem does not
belong to the Parking System, and the City Council should shoulder the
burden. He further stated that Detroit's new mayor is promising to make
parking cheaper so downtown can compete with the malls and we are doing
the opposite.
Mr. Howe stated that he would like to echo Mr. Cook's statement.

CARRIED, to recommend approval of the Revised / Recommended Plan
submitted by the Traffic Board Committee of the Whole.

Mr. Riddle asked if restructuring of the bond indebtedness was a
possibility. Mr. Berridge stated that the City Treasurer is investigating
this issue. Discussion on the debt problem continued.

days after receiving notification of this meeting to talk to her neighbors.
Mr. Fleck pointed out that this issue can be taken before City Council, if
they choose to pursue this issue further.
Ms. Kroll stated that the man who set out the traffic counters told her this
too.

III. Discussion of Parking System Financial Condition and Alternatives to Eliminate
Shortfall
Mr. Berridge went over the chart showing TIFA and the Grand Tower still on the tax
roll. He then stated that the owner has an option to sell the Grand Tower building at
any time they may choose. The state has an option to purchase the building in years
7, 10 and 15 of their lease. They are currently in the fourth year of their lease.
The owner of the building has been working on a proposal to sell the building to the
state, and has made it quite clear that this Board should not interfere with this
transaction. Discussion followed regarding this issue.
Mr. Howe arrived at 5:42 p.m.
Mr. Berridge continued describing the new charts. Discussion on if TIFA funds are
used, the Council would have to determine that parking is the most important
downtown development activity. If there is a millage increase then TIFA funds could
be used for other things. Proposed millage increases were discussed.
Mr. Cook stated that the City Council not only ignored the Traffic Board's
recommendation, but they also ignored the Barton-Aschman Study. He then quoted
some of the Barton-Aschman Study recommendations, stating that it was clear to him
that Council is the one that got into this mess not the Parking System. Mr. Cook
then handed out and detailed a plan that he come up with to help with the Parking
System shortfall.
Employee wages and fringe benefits were discussed. Mr. Fleck asked if any
consideration has been given to how much savings there would be if privatized. It
was agreed that privatization of some of the services currently provided by the
Parking System, i.e. , attendants, enforcement workers, should be evaluated.

Mr. Cook stated that he spoke with someone who works with the bond counsel at
Miller Canfield, and he was told that rather than refinancing, we should restructure
the entire debt service.
It was then decided that everyone would look at the PREP package. Each item was
voted on individually.
Increasing late notice fees.
Howe moved, Copiaco seconded,
CARRIED, to recommend increasing late notice fees by $8 and $15 respectively.

City Resident Parking Discount.
Cook moved, Howe seconded,
CARRIED, to recommend that there be either a 25 o discount on attended and monthly
parking in the ramps or a tax credit for city residents, in the event that a millage
increase is approved to help with the bond debt.

Mr. Fleck transferred the chair to Mr. Cook so that he could make a motion for a 1 .25
mill increase. This motion was not seconded, and the chair was returned to Mr.
Fleck.
Restructure attended parking rates as follows.
Copiaco moved, Cook seconded,
CARRIED, to recommend establishing a 50 o discount for the VIP debit card; increase
the cash daily rate to 500 per half-hour; lower the daily maximum to $6; charge by
the half-hour up to the daily minimum.

Establish a single rate of $5 for paying meter violations within two business hours of
issuance.
Howe moved, Spagnuolo seconded,
CARRIED, to recommend establishing a rate of $4.00 for tickets paid within the first
hour, $7.00 for tickets paid within the second hour, and $10.00 for tickets paid after
the second hour and within the 14 day grace period. It was further recommended
that the Transportation Division look at the full impact of this recommendation after
its implementation to determine both the financial and operational impacts.

Standardize meter rates by decreasing, increasing, or changing rates and adding
meters.
Howe moved, Copiaco seconded,
CARRIED, to decrease meter rates in the outlying lots from 50q- to 250 per hour and
add 92 new meters, increase meter rates in the fringe to 750 per hour, and to
increase meter rates in the prime district to $1.00 per hour; and to strengthen
enforcement of the 90-minute (or two-hour) time limit zones substantially.

Mr. Cook was concerned with a prime rate being charged. Mr. Fleck did not like the
fact that this was another tax increase. Mr. Howe stated that he does not favor tax
increases either, but would like to discuss this issue amongst the full board.
Mr. Berridge stated that the attended facilities with be charging $1.00 per hour by
the Board's vote, and that since meters are a premium spot they should have a
premium price. There needs to be rate equity in order to get people off of the
street.

Howe moved, Cook supported,
CARRIED, to recommend that the city recommend that TIFA revenue be used to
retire the Parking System's debt after current TIFA obligations are met.

Discussion about Boardmember Cook's ten point plan.
Board Member Cook's Plan
1. Move parking for all city employees to a shuttle lot at Michigan Avenue
between Cedar and Larch Streets. Eliminate free parking for any city
employee or elected official.
Mr. Berridge stated that the only free spaces are those in the City Hall
basement, and the Parking System does not have control over those spaces.
Mr. Cook stated that if employees are paying, then this issue does not matter.
Mr. Berridge stated that handicappers are the only free parkers. It was
agreed that this item was not needed.
2. Survey and convert to public parking all handicapped parking that is utilized
less than 500 of the time.
The status of the handicapper bill was discussed. Mr. Berridge stated that
the Parking System currently meets all Federal ADA and State laws regarding
handicapper spaces. There are no extra handicapper spaces within the
system—we are 100 o up to code.
3. Remove shrubbery islands in the South Washington Avenue business district
and convert to on-street parking.
Mr. Berridge stated that we had two options, remove the islands or go to 90
degree angle parking. We choose to go to 90 degree angle parking. We are
now at full capacity. Mr. Howe asked what would be gained if the islands were
removed. Mr. Berridge stated that we are probably at 75 o efficiency with the
landscaping. If the landscaping was removed we would gain approximately 35
spaces. Mr. Howe asked how much money this would mean. Mr. Berridge
stated that it would probably bring in another $303 000 per year. Mr. Fleck
asked how much it would cost to remove the landscaping. Mr. Berridge stated
that the cost is unknown.
4. Convert Washington Square back to a city street and install on-street parking.
Mr. Howe asked how big the North Washington Square is. Mr. Berridge stated
that it is three blocks long, approximately 170-180 spaces. However, 20 of
those spaces would be lost that are in front of the Phoenix Building, and the
cost of putting a street back in this area would cost alot of money.
5. Offer to sell the Paul Automotive property to the developers of the new
Transportation Center.
Mr. Berridge stated that CATA is in the site development stage at the
Kalamazoo/Grand/Lenawee site, and we do not own all of the land between Paul

Automotive and Michigan Avenue. CATA is working on a design agreement for
this location already, because they need to have something designed by
9/30/94, so that they do not lose some state grant money.
6. Identify and develop parking spaces in all available city street locations,
including the closing of traffic lanes where parking sites are feasible.
Mr. Howe stated that he assumes that this has been done. Mr. Fleck asked
about the four spaces by Ruetter Park. Mr. Berridge stated that these places
are spots where there has been documented safety problems, that is why
parking has been removed. Mr. Howe asked if a follow-up has been done.
Mr. Berridge stated that there has not been enough staff members or time to
do so. However, if the Board would like to have a location looked at it could
be done.
7. Adopt only those portions of the parking rate equity package of 1994 (PREP)
that are reasonable, equitable and fair.
This item was handled by previous action.
8. Forgo allocations for future maintenance and apply the moneys to the bond
sinking fund.
This item was rejected and not discussed.
9. Introduce an ordinance requiring the provision of parking in the construction
of all future downtown developments.
Mr. Berridge stated that currently there is an ordinance that states just the
opposite of this. Downtown is zoned as a "G" parking district, and parking is
not a. requirement.
10. Investigate disposal of Parking System property and use the proceeds to retire
bond debt.
Mr. Howe asked if all the ramps were sold would the meters pay for
themselves. Mr. Berridge stated yes. There was discussion on privatization
and outsourcing within the Parking System.
11. Outsourcing of Parking System activities that may be more cost effective if
performed by private sector.
12. investigate feasibility of restructuring of bond indebtedness.

The meeting was called to order by Co-Chairman Cook at 5:20 p.m.

III. Discussion of Parking System Financial Condition and Alternatives to
Eliminate Shortfall
Mr. Berridge went over the materials included in the agenda package which
included a report entitled, "Parking System Financial Alternatives"; Report
From the Secretary #94-07; TIFA Cash Flow Analysis chart; and Parking
System Debt Retirement Shortfall charts #G1 - #G7.
Mr. Fleck arrived at 5:30 p.m.
Mr. Cook asked if the numbers reflected in the charts were for existing
spaces within the system. Mr. Berridge stated that yes, this was correct.
Whatever profit margin we have today is what was used for the future
assumptions shown on the graphs. Mr. Berridge quoted rates for some of
the other mid-sized cities in the state, showing that Lansing's parking
rates are in the middle. Discussion continued on the public's perception of
rate increases; the triangle lot that is scheduled to be built; how much
revenue each parking space generates per year; remodeling of the state's
parking ramps during the next couple years; previous recommendation that
TIFA funds be used.
Mr. Amadasu arrived at 5:45 p.m.
There was discussion on the lack of funding between 2004 and 2005; why
the graph does not reflect any rate increases over the years; original LBA
plan and its modifications; CATA's new trolley; downtown vacancy rate and
how it matches the Parking Systems' vacancy rate (20 0) .
Mr. Riddle left at 6:22 p.m.

Mr. Cook asked if the Parking System would be impacted by more than 10%
if any specific downtown business moved. Mr. Berridge stated that the
Parking System should not be effected by that large of a scale if any one
business where to leave the downtown area. It was agreed that a growth
rate of 2.5 o would be included on graph #G-6 so that everyone could look at
the numbers.
Mr. Berridge then went on to discuss graph #G-7, explaining that he is
trying to stabilize the rates. Discussion continued on how the use of TIFA
funds is not locked up yet; the possibility of building another ramp up near
LCC, and how this was not practical; possibility of the state building a
ramp near the Historical Museum, and how this project will probably not be
implemented by the State of Michigan.
Mr. Cook asked if we should ask for a one mil increase to be used for
helping to fund the Parking System. Mr. Fleck stated that if we propose a
mil, TIFA, bond proceeds and a rate increase, then our budget would
balance and we would have a solution. Mr. Berridge stated that there are
pro's and con's to a millage increase. Mr. Fleck stated that if a mil was
proposed and then turned down, if would be easier to raise rates later.
Mr. Howe suggested that there be an either or proposal.
Mr. Cook returned the Chair to Mr. Fleck. Discussion returned to the use
of TIFA funds; lobbying to keep the Grand Tower on the tax roll; using a
collection agency to try and collect for tickets instead of sending them
straight to District Court; changing of the handicapper laws.
It was then agreed that the graphs would be re-done so that they would
reflect a blend in the last six years of both TIFA funds and having the
Grand Tower building still on the tax roll.
Mr. Arambula left at 7:00 p.m.
Mr. fleck suggested that the PREP plan components be looked at on an
individual bases at the next meeting scheduled for 3/30/94. Mr. Berridge
then asked everyone to call him, or leave a message with Ms. Eno, on an
individual basis if anyone has questions on any of the PREP items. Mr.
Fleck stated that the PREP issue needs to be resolved at the next meeting.

PUBLIC COMMENT ON AGENDA ITEMS
#92-04 Mr. Alex Kruzel, 1027 Seymour, Lansing, spoke. Mr. Kruzel stated
that he is a board member of the Old Forest Neighborhood Association
(OFNA) , and that the OFNA Board received a letter from the
Transportation Division regarding the Seymour Street area. The
OFNA President wrote a letter stating that the OFNA members
support the Transportation Division's plan. However, the OFNA
members still have a few concerns which they put into a letter. Mr.
Kruzel then handed out a letter written by Mr. Hiaeshutter, of the
OFNA, dated 2/20/94.

#94-04 Mr. Charles Bauer, 721 Seymour, Lansing, spoke. Mr. Bauer stated
that he was speaking on the behalf of the Downtown Neighborhood
Association. Mr. Bauer explained how the installation of traffic
signals could have a negative impact on the Seymour Street area. He
believes that the alternating two-way stop control plan is a good
compromise, and strongly urges that the Board support this plan.
Mr. Howe arrived at 7:07 p.m.
#94-04 Mr. Richard Lott, 1107 North Capitol, Lansing, spoke. Mr. Lott
requested extra time for his presentation.
Riddle moved, Smith seconded,
CARRIED, to allow Mr. Lott 5 minutes instead of the customary 3
minutes for his presentation.
Mr. Lott started his presentation, giving dates and details of the
events that have taken place from May 1992 to present, regarding the
Seymour Street area. Mr. Lott stated that he is concerned that if the
two-way alternating stop controls are put into effect there will be a
loss of major street funding from the State of Michigan. Mr. Lott
recommended the installation of signals, because this plan is a waste
of time and tax payer's money.
#94-04 Mr. Ken Ross, 815 Seymour, Lansing, spoke. Mr. Ross stated that
he is a homeowner in the area and that he is here tonight on behalf of
his wife and himself. He believes that the plan represents a good
compromise.
#94-04 Ms. Diane Sanborn, 720 N. Seymour, Lansing, spoke. Ms. Sanborn
stated that she supports the Downtown Neighborhood Association
approval of this plan. She agrees with her neighbors, this plan is a
good compromise.
#94-04 Mr. Mark Hiaeshutter, 923 North Walnut, Lansing, spoke. Mr.
Hiaeshutter stated that he is the one who wrote the letter given out
earlier from the Old Forest Neighborhood Association (OFNA) . He
detailed the OFNA's concerns. He was asked by the Board where the
areas of concern were on the map. Mr. Hiaeshutter supports the
plan as long as the Seymour and Kilborn intersection is addressed.
#94-04 Ms. Lyn O'Connor, 1101 North Capitol, Lansing, spoke. Ms.
O'Connor stated that everyone needs to look at the whole
neighborhood. Both Capitol Avenue and Seymour Streets are
residential. She does not believe that the city will honor a one year
trial period. She hopes that a signal is put up, rather than having
the Board declare that one area is more residential than another like
this current plan does.

REPORTS FROM THE SECRETARY
1 . Seymour Street Area: Alternating Two-Way Stop Control (#94-04)
Mr. Berridge presented the report and the recommendation of the
Transportation Division. Mr. Berridge stated that major street funding is
an issue, but so far MDOT has not said if they will deduct any money while
the study is taking place. Discussion continued.
Cook moved, Howe seconded,
CARRIED, to recommend that alternating two-way stop control system be
installed in the Seymour Street area bounded by Pine Street, Willow Street,
Saginaw Street and Washington Avenue. The effectiveness of the system
be evaluated after a one year period by the Transportation Division and the
Michigan Department of Transportation, and any decision regarding
proposed traffic signals on Seymour Street at the Oakland Avenue and
Saginaw Street intersections be deferred until the evaluation is completed.
It was further recommended that a 4-way stop be installed at the
intersection of Seymour and Kilborn. Also, traffic volume studies are to be
conducted and evaluated during the one-year trial period, at the following
locations: Kilborn Street east of Chestnut and west of Seymour, Maple
Street east of Chestnut and west of Seymour, Walnut Street north of
Oakland and south of Kilborn.

2. Parking Regulation Change Request: Shepard Street (#94-05)
Mr. Berridge presented the report and the recommendation of the
Transportation Division.
Howe moved, Cook seconded,
CARRIED, to suspend the rules and allow public comment on this item.
Ms. Rebecca Davis, 1209 Allen Street, Lansing, spoke. Ms. Davis stated
that she is the Allen Street School PTSA President, and that this has been
an on-going problem for a number of years. Parents are not complying
with the posted regulations, even though they have been warned. She is
concerned about the safety of the student body and wants to know if
anything else can be done.

Mr. Dennis Moses, 1613 South Cedar, Lansing, spoke. Mr. Moses stated
that the police need to be brought to the school to make the parents
comply. He is concerned about the safety of the children. He then stated
that there has been a proposal made by the Lansing School District
regarding the installation of a sidewalk on Marcus, and as far as he knows,
this has been approved. Now, maybe traffic can be re-routed over to
Marcus to enhance the safety of children on Shepard Street.
Arambula moved, Riddle seconded,
CARRIED, to recommend permanently prohibiting stopping, standing, and
parking on the west side of Shepard Street from Kalamazoo Street to
Elizabeth Street. It was further recommended that the Transportation
Division write a letter to the Lansing Police Department asking that the
current restrictions be enforced.

3. Parking Regulation Change Request: Ottawa Street (#94-06)
Mr. Berridge presented the report and the recommendation of the
Transportation Division. Mr. Cook stated that he could not believe
someone would buy a building where they know there is not an available
area for loading and unloading. Mr. Berridge stated that this business has
intensive loading and unloading, and had hoped to use the alley near the
building, but the alley is a private one. Mr. Cook asked if this loading
zone was being asked for because the business did not want to pay the
owners of the alley for its use. Mr. Berridge stated that the alley already
receives quite a bit of activity, and that this loading zone being asked for
will not be just for this business' use. It will be for all the businesses in
the area. Mr. Howe asked what the definition of a marked commercial
vehicle. Mr. Berridge then explained the Division policy.

CARRIED, to deny the Transportation Division's recommendation to remove
one metered parking space on the north side of the 100 block of West Ottawa
and install a no parking zone.

Mr. Berridge asked the Board for approval to discuss the next two Reports From
the Secretary (#94-07 and #94-08) out of order, and/or together. Mr. Howe
asked if the budget was dependant upon the rate increases. Mr. Berridge
explained that there would still be a debt service whether or not the rate
increases are approved or not.

4. Proposed Parking Rate Increases (#94-07)
Mr. Berridge presented the report and the recommendation of the
Transportation Division. At 9:00 p.m. , Mr. Fleck asked if the Board
wished to continue or if everyone wanted to defer this item to a sub-
committee. It was agreed to continue. Mr. Howe asked if the revenue
would be different if VIP card holders had a lower capped rate. Mr.
Berridge stated that he did not look at this figure. However, we need to
keep in mind the monthly permit parking rate. Mr. Howe then asked what
the projected cost of added enforcement for evenings and weekends, and if
it had been figured into the number shown. Mr. Berridge stated that he
plans on using the existing staff, just changing their shifts. The figures
presented are net figures. Expenses have been taken into consideration.

CARRIED, to refer this item to a Committee of the Whole for review of rates
and the FY95 Transportation Division Budget. It was further established
that the first Committee of the Whole meeting would be scheduled for
Wednesday, March 16, 1994, at 5:00 p.m.
5. Transportation Division Budget FY95 (#94-08)
Mr. Berridge presented the report and the recommendation of the
Transportation Division. Mr. Cook asked what type of bonds were

today's rate, and if it would be wise to reissue the bonds. Mr. Berridge
explained that the current rate is 7.19%, and that a large portion of the
bonds are "CABS", which are not "callable". There was discussion on the
possibility of deferring ramp repairs; the original plan of how the LBA had
intended to spend the money, and how Council changed the plan; and
future plans for the remaining LBA projects.

The City Attorney's office has approved to form the Traffic Board Rules of
Administrative Procedure with the 6:00 p.m. meeting time change. We now
need to wait until these minutes have been received and placed on file by
the Lansing City Council.

1 . Major Street reconstruction projects. Mr. Arambula requested information
about proposed construction projects for 1994 and 1995.

Copiaco and Charles Spagnuolo, and the Transportation Division's new Principal Traffic
Engineer, Dan Danke.

#94-02 Mr. Lance Wice, 2708 Grovenburg, Lansing, spoke. Mr. Wice stated that he is
a member of the Emanuel Lutheran Church, and that he was here tonight to
represent the church congregation. Both the congregation and he support the
Transportation Division's recommendation.
Mr. Howe arrived at 7:05 p.m.

3. Response letter from Sandy Allen, Second Ward Councilperson, to Mr. Alexander
Bolt, regarding traffic control devices. Mr. Bolt's letter to the Lansing City
Council, to which Councilperson Allen was responding, is also attached.

REPORTS FROM THE SECRETARY
1 . Traffic Control Request: Capitol Avenue & Kilborn Street (#94-02)
Mr. Berridge presented the report and the recommendation of the Transportation
Division. Mr. Cook thanked Mr. Wice for voicing his and the congregation's views on
this issue.
Cook moved, Iinwe seconded,
CARRIED, to recommend the removal of the no parking Sundays 7:00 a.m. to 12:00
p.m. on the west side of the 1000 block of Capitol Avenue and on the north side of
the 200 block of Kilborn Street to help provide additional parking for Sunday church
services during the construction project. The Board further recommended that
Resolution Number 644 remain in effect and upon completion of construction be
implemented.

2. Traffic Control Request: Old Saginaw Street (#94-03)
Mr. Berridge presented the report and the recommendation of the Transportation
Division.
Arambula moved, Riddle seconded,
CARRIED, to recommend converting Old Saginaw Street from 188 feet west of East
Park Terrace to East Park Terrace from one-way eastbound to two-way eastbound
and westbound permanently to provide residents access to their homes.

ACTION ITEMS
1. Traffic Board Evaluation for 1992-1993.
Mr. Cook, who was the Chair for the sub-committee that worked on the evaluation,
presented this item. Mr. Berridge explained the purpose of the evaluation for the
benefit of the new Board members, explaining that once the evaluation is approved
by the Board members, it is submitted to the Mayor and City Council, and
distributed to the Transportation Division staff.

CARRIED, to approve the 1992-1993 Traffic Board Evaluation submitted by the
Evaluation Sub-committee members (Arambula, Cook, Fleck and Howe) .

Mr. Fleck suspended the rules to hold an election for a Vice Chair, this position was
previously held by Mr. Person.

CARRIED, to approve the nomination of Mr. Cook as Vice Chair.

2. Traffic Board Attendance Policy - Proposed Amendment to Rules of Administrative
Procedure.
Mr. Fleck turned the Chair over to Mr. Cook. Mr. . Fleck then presented this
proposed amendment. Discussion followed.

CARRIED, to amend the Traffic Board Rules of Administrative Procedure, Section
3.6 Attendance, Paragraph A, by deleting "unless such absences are excused".

Mr. Arambi.ila nsked why the Board was meeting every month this year, when last year it
met every other month. Mr. Berridge stated that the schedule was modified in 1993,
because the Transportation Division was short-staffed. We are now back to our regular
meeting schedule. Mr. Berridge further explained that action cannot be taken on any of
the Reports From Secretary until the Board approves the previous meeting's minutes.
Mr. Cook updated his home phone number and Mr. Howe updated his work phone number.

NEW BUSINESS
1. Traffic Board meeting time discussion.
Mr. Berridge stated that he has had individual discussions with several of the Board
members regarding changing the monthly meeting time to make it more convenient for
everyone. Discussion followed on what time would be the most convenient for
holding the monthly meetings.
Arambula moved, Riddle seconded,
CARRIED, to amend the Traffic Board Rules of Administrative Procedure, Section
3.2 Regular Meeting, to reflect that Traffic Board meetings will be held the second
Wednesday of every month at 6:00 p.m. , instead of 7:00 p.m.
Yeas: 7 Nays: 1 (Cook)
It was agreed that everyone would meet at 7:00 p.m. for the March 1994 meeting.
Once the Rules of Administrative Procedure are received by City Council, the
meeting time will be modified.
2. Mr. Howe announced that he has accepted a new job in Grand Rapids. He will be
working for Congressman Vern Aylers. Because of this job change, he will be
moving to Grand Rapids. Mr. Howe stated that it has been an honor to serve on the
Traffic Board, and will continue to serve until he relocates this summer. Everyone
congratulated Mr. Howe on his new position and wished him luck. Mr. Howe thanked
the Board and Transportation Division members.

Association, at the December 8, 1993 meeting. The letters were written by Ms.
Colleen Beeman and Officer Larry Klaus. The letters were pertaining to the traffic
control request at Lapeer Street and Sycamore Street.

REPORTS FROM THE SECRETARY
1. Traffic Control Request: Annapolis Drive & Delaware Drive (#94-01)
Mr. Berridge presented the report and the recommendation of the Transportation
Division. Mr. Howe asked why a yield sign could not be installed instead of a stop
sign. Mr. Berridge stated the criteria used in determining which type of sign is
warranted. If the safe approach speed is 15 MPH or greater, a yield is warranted; if
the safe approach speed is 15 MPH or less, a stop sign is warranted. Discussion
followed.
Arambula moved, Riddle seconded,
CARRIED, to install a stop sign on Delaware Drive at Annapolis Drive because of the
low safe approach speed.

OLD BUSINESS
1. Mr. Fleck asked if a draft version of the Traffic Board goals and priorities that Mr.
Berridge and he had met to discuss was complete. Mr. Berridge stated that it was
not, but that it would be ready by Monday, January 17, 1994.
2. Mr. Fleck asked if the status of the left turn signal installation on Mt. Hope at Cedar
was still the same. Mr. Berridge stated that it was as far as he knew.
NEW BUSINESS
1. Mr. Berridge stated that the Transportation Division has hired a new Parking
Superintendent. His name is Michael Amadasu, and his hiring is the first step in
filling the vacancies amongst the Division's professional staff. Mr. Dan Danke has
also been hired as the new Principal Traffic Engineer. He will start next week. Mr.
Danke currently works in the Public Service Department as an Engineer. The
Assistant Transportation Engineer position is being advertised nationally. Mr.
Berridge stated that we tried recruiting regionally, but we were unable to hire
anyone. Discussion continued regarding the Division's staffing level.

2. A sub-committee was established to work on the Traffic Board evaluation for 1992-
93. Mr. Howe, Mr. Cook, Mr. Arambula and Mr. Fleck volunteered to be part of this
sub-committee. It was agreed that they would meet with Mr. Berridge at the
Transportation Division office on 1/19/94, at 9:00 a.m.
3. It was agreed that the Board members would discuss establishing an attendance
policy at its next meeting.
