PUBLIC COMMENT ON AGENDA ITEMS
#93-42 Mr. John Miernik, 629 West Lapeer, Lansing, spoke. Mr. Miernik stated that
he is the Vice President of the Genessee Neighborhood Association. He
submitted two letters to the Board. One from Officer Larry Klaus, Community
Policing Officer; the second letter was written by Ms. Colleen Beeman, who
lives on the corner of North Sycamore and Lapeer Streets. Mr. Miernik stated
that several of the neighborhood residents came to him because they felt that
with the number of children in the neighborhood, a four-way stop at this
corner is greatly needed. There are children of all ages in the neighborhood.
This corner is used as a bus stop by the elementary, junior high, and high
school, along with the special education busses, and the bi-lingual education
busses. The Transportation Division's report states that there are over 1400
cars using this intersection on a regular basis. The report also shows that
these vehicles are traveling at an average of 38 MPH. The petition that was
submitted to the Transportation Division had over 200 signatures on it. The
whole neighborhood is behind this. They do not want to take a lottery in this
area with the children, something needs to be done before an accident
happens. All that they are asking for is two additional stop signs.
Ms. Smith asked who obtained the traffic volumes, and if the Board members
could have copies of the petitions submitted by the neighborhood group. Mr.
Miernik stated that the Transportation Division obtained the traffic volumes,
and that he has copies of the petitions at home, and that he will make copies
for submittal to the Board. Ms. Smith asked what the posted speed limit was
in this area. Mr. Miernik stated that the posted speed is 25 MPH, and that the
Transportation Division's report is showing that people are traveling an
average of 38 MPH. This speed is very fast for the high density population in
the area. These streets are being used as a cut through.
#93-42 Ms. Antonia Riggs Miernik, 629 West Lapeer, Lansing, spoke. Ms. Miernik.
stated that she is also a member of the Genessee Neighborhood Association,
plus a mother of a 6th grader. This past Friday, the school bus was picking
up students. The bus had its flashers on, but an eastbound vehicle on Lapeer
Street just slowed down then drove past the bus. The car did not stop like it
should when the buss flashers are on. This situation is not unusual. We have
bi-lingual children from Cambodia and Laos living in this area. These children
are not familiar with our traffic laws. They go into the streets even though
they shouldn't. There are 270 children in this area transported out to
Gunnisonville School. This does not include other students in the area who
use this intersection as a bus stop. The neighbors in the area do not want a
lot of accidents, they do not care what the Transportation Division says.

There have been a lot of near misses. The neighborhood is asking for both
the four-way stop signs and for Slow Children Playing signs. She asked the
Board to please consider these issues.

REPORTS FROM THE SECRETARY
1. Traffic Control Request: West Grand River Avenue / North Grand River Avenue /
Seymour Street (#93-41)
Mr. Berridge presented the report and the recommendation of the Transportation
Division. Mr. Cook asked about leaving the island in place and the signage
suggested. Mr. Berridge stated that the island remaining the way it is makes it more
difficult to achieve compliance with the four-way stop control for westbound right
turning vehicles. If reconfigured, this would not be a problem. It is not shown on
the diagram, but the Transportation Division will also install crossbars and a
crosswalk to improve pedestrian safety.
Mr. Cook asked that a "friendly amendment" be made on the Board's recommendation
to include the painting of crossbars and a crosswalk at these locations.
Smith moved, Howe seconded,
CARRIED, to recommend that the current three-way stop control at the intersection
of West Grand River Avenue / North Grand River Avenue / Seymour Street be
upgraded to a four-way stop, and that the supplementary overhead flashing beacon
be changed to a flash red in all directions. It was further recommended that the
island and yield sign on the east leg of the intersection for westbound traffic be
removed, and that a right turn only lane and a through left turn option lane be
installed, along with having crossbars and a crosswalk painted to improved
pedestrian safety.
2. Traffic Control Request: Lapeer Street & Sycamore Street (#(3042)
Mr. Berridge presented the report and the recommendation of the Transportation
Division. Mr. Fleck asked if the Transportation Division received two petitions.
Mr. Berridge stated that yes, two petitions were received. Discussion followed.
Mr. Cook stated that he was troubled by the number of accidents and the high rate
of speed in the area. He further stated that he disagrees with the Transportation

Division's recommendation, and then moved to concur with the recommendation of the
people who live in that neighborhood. Ms. Smith stated that she agrees with Mr.
Cook. Mr. Riddle asked Ms. Miernik if all of the people who signed the petitions
were aware that they would have to suffer with a four-way stop. Ms. Miernik stated
that yes, the neighbors are willing to stop. Most of the traffic in the neighborhood
is cut-through, and it is this cut-through traffic that is speeding. Discussion
continued.
Cook moved, Smith seconded,
CARRIED, to reject the recommendation of the Transportation Division, and to
recommend that multi-way stop signs be installed at the intersection of Lapeer and
Sycamore Streets.
3. Traffic Control Request: Euclid Place & Hickory Street (#93-43)
Mr. Berridge present the report and the recommendation of the Transportation
Division. No discussion.
Smith moved, Howe seconded,
CARRIED, to recommend that a yield sign be installed on Hickory Street at the
intersection of Euclid Place.

OLD BUSINESS

NEW BUSINESS
1 . Mr. Fleck welcomed Mr. Howe to the Traffic Board and thanked him for his good
input into tonight's meeting.
2. Mr. Berridge introduced Mr. David Wiener, Director of the Hollister Transition
Team. Mr. Cook asked when the two vacancies that are currently on the Board will
be filled. Mr. Wiener explained that there has been an agreement made between the
current mayor and the mayor-elect regarding the filling of vacancies. Vacancies will
be filled once the transition has taken place. In the meantime, applications are
available for those interested in getting on one of the city's various Boards.
Mr. Wiener stated that he is trying to visit all of the Board and Commission meetings.
Mr. Hollister and his team are excited about coming into office, and they.want to
involve the citizens. They believe in the wisdom of people. Mr. Wiener complimented
the Board's decisions tonight, Mr. Berridge and his staff. He further stated that he
has received a briefing book from both Mr. Berridge and Mr. Clegg. Hollister's
office is working with Mr. Berridge to try and fill the vacancies that exist within the
Transportation Division, including that of the Parking Superintendent position,
which will be filled by 1/10/94. There has been some trouble in filling the vacant
engineering positions though. The Hollister people are accessible, and want to work
with everyone. If you need anything, do not hesitate to come to them. Also, if
anyone thinks that they are not doing a good job, they want to know. Mr. Wiener
than told everyone that he was glad to meet them. Mr. Wiener's transition phone
number is 483-4047. If he is not available at that number, you can contact the other
transition office at 394-7273.
Mr. Berridge stated that he has been here for 13 years, and that this is the first
time he can recall when someone from the Mayor's office has approached this Board,
and come to a meeting. Mr. Riddle agreed.
Mr. Fleck brought up the letter that the Hollister Transition Team had sent out
asking for input from the Board. Discussion followed on the clarification of who the
current Chair of the Board was, and how in the future, notification would be sent to
the Clerk's office after the Board elections are held each year.

Mr. Wiener clarified the request of Mr. Hollister's letter regarding the Board's
priorities for the next year. Mr. Wiener stated that they would like to get the
Board's ideas and advise, so that when Mr. Hollister makes his State of the City
address at the end of January, he can inform the public of some of the Traffic
Board's goals and priorities. Mr. Fleck thanked Mr. Wiener.
Mr. Berridge asked if the Board would like to establish a sub-committee on this
response to Mr. Hollister, or if the Board would prefer to have Mr. Berridge submit
the information. Goals and priorities were then discussed by the Board.
Cook moved, Riddle seconded,
CARRIED, to recommend that Mr. Fleck, as the Chairman of the Traffic Board, work
with Mr. Berridge on putting together the information the Mr. Hollister has
requested.
3. Mr. Howe asked if the Parking System currently does any marketing. Mr. Berridge
stated that it is limited. The Parking System tries to reach out to the employees and
customers of the downtown businesses, and he is personally reaching out to
downtown developers. Mr. Berridge further stated that there is a need for a more
flexible way of setting monthly rates. We need to develop a way to do this.

APPROVAL OF MINUTES
Ms. Smith moved, Mr. Riddle seconded,
CARRIED, to approve the minutes from the Traffic Board meeting held 09/15/93.
PUBLIC COMMENT ON AGENDA ITEMS
#93-37 Ms. Suzie Pavick, 2400 Clifton, Lansing, spoke. Ms. Pavick stated
that she had called the Transportation Division mid-summer
requesting stop signs. However, a traffic study was not done until

after the Labor Day weekend. She believes that because the count
was not done until after the holiday weekend, the counts are not
accurate. Ms. Pavick stated that people still are zooming by, and
that there are a number of children in the area. She also stated that
a number of the neighborhood residents could not be here this
evening. There is no traffic control at the park, and she is in favor
of having a stop sign installed.
#93-37 Mr. Troy Leonard, 2410 Clifton, Lansing, spoke. Mr. Leonard
stated that when he leaves for work around 6:00 a.m. , vehicles
traveling on Sunnyside to Tisdale almost never stop, which is
dangerous because there have almost been several accidents. Mr.
Leonard also stated that from Scott Park to Pacific, motorcycles and
kids race their vehicles.
#93-37 Ms. Lisa Leonard, 2410 Clifton, Lansing, spoke. Ms. Leonard stated
that the neighborhood is not designed very well. People who live in
the neighborhood know the street pattern. There is only one stop
which is on Clifton. She thinks that the Board should look at the
entire area in respect to traffic control.
#93-37 Mr. Garry Goddard, 2614 Wayburn, Lansing, spoke. Mr. Goddard
stated that he used to live on Clifton, and that his children are still
frequent visitors to that neighborhood. He is in support of a stop
sign. It would benefit the community. He is concerned about the
safety of the children because of the speeding vehicles.

1. Traffic Control Request: Illinois Avenue & Taft Street (#93-35)
Mr. Berridge presented this report and the recommendation of the
Transportation Division.
No discussion.
Mr. Arambula moved, Ms. Smith seconded,
CARRIED, to recommend that a yield sign be installed on Illinois Avenue at
the intersection of Taft Street.
2. Traffic Control Request: Taft Street & Vermont Avenue (#93-36)
Mr. Berridge presented this report and the recommendation of the
Transportation Division.
No discussion.
Mr. Riddle moved, Ms. Smith seconded,
CARRIED, to recommend that a yield sign be installed on Taft Street at the
intersection of Vermont Avenue.
3. Traffic Control Request: Clifton Avenue & Tisdale Avenue (#93-37)
Mr. Berridge presented this report and the recommendation of the
Transportation Division.
No discussion.
Ms. Smith moved, Mr. Arambula seconded,
CARRIED, to recommend that stop signs be installed on Clifton Avenue at
the intersection of Tisdale Avenue.
4. Parking Regulation Change Request: Colvin Court (#93-38)
Mr. Berridge presented this report and the recommendation of the
Transportation Division.

Mr. Arambula asked why this was being done if the refuse trucks were not
having a problem getting into the area. Mr. Berridge stated that there had
been problems in the past with the city refuse trucks being able to get into
the area. Mr. Fleck asked if Granger picks up on Wednesdays too. Mr.
Berridge stated that Granger was contacted, but they did not indicate that
they had been having any problems. However, it may be that they do not
have any customers on that block.
Mr. Cook moved, Ms. Smith seconded,
CARRIED, to recommend that parking on both sides of Colvin Court from
Riley Street to the north end of Colvin Court (including the cul-de-sac) be
prohibited from 7:00 a.m. to 3:00 p.m. on Wednesdays only.
5. Parking Regulation Change Request: Townsend Street (#93-39)
Mr. Berridge presented this report and the recommendation of the
Transportation Division.
Mr. Cook asked who Sue Stepenski was. Mr. Berridge stated that she is a
staff engineer for the Lansing Automotive Division Facilities Engineering,
and that she has responsibility in respect to the B .O.C. plant operations.
Mr. Riddle moved, Mr. Arambula seconded,
CARRIED, to recommend that parking be permanently prohibited on the
west side of Townsend Street from William Street to 493 feet south of William
Street, from 630 feet south of William Street to 731 feet south of William
Street, and from 793 feet south of William Street to Elm Street.
6. Traffic Control Request: Ballard Road & Reo Road (#93-40)
Mr. Berridge presented this report and the recommendation of the
Transportation Division.
No discussion.
Mr. Arambula moved, Ms. Smith seconded,
CARRIED, to recommend that multi-way stop signs be permanently installed
at the Ballard Road and Reo Road intersection.

3. Mr. Berridge reminded everyone that Silver Bells is on 11/19/93, and that
the brochures that he passed out prior to the start of the meeting should be
handed out by the Board members to friends and families.
4. Mr. Berridge stated that on 10/12/93, the Parking System began passing
out mints to all visitors at all of its attended facilities.
5. Mr. Berridge explained the new Parking Plus Program that has been
receiving positive media coverage. At the current time, the new Parking
Plus Program will be geared towards monthly permit parkers. If
everything goes as well as expected, it will be offered to visitors as well.
Mr. Riddle stated that he had seen the very nice editorial and article
written by the Lansing State Journal on the Parking Plus program.
G. Mr. Berridge officially introduced Eric Oudsema and Patrick Landry, the
Transportation Division's two new traffic technicians. He further stated
that recommendations have been made for both the vacant engineering
positions within the Division, and the positions should be filled by the
December or January meeting.
OLD BUSINESS
1. Schedule for the left turn signal installation on Mt. Hope at Cedar. Mr.
Berridge stated that MDOT has decided to install a left turn phase at this
intersection. This project is in the preliminary engineering phases, and
will hopefully be completed during the FY94 construction year.

NEW BUSINESS
1. Mr. Riddle asked if the Parking System will be impacted by the new mayor.
Mr. Berridge stated that he had met with Mr. David Wiener, of the Hollister
Transition Team, on Tuesday of this week. During the meeting the
parking systems's financial difficulties were discussed. Mr. Wiener stated
that Mr. Hollister does not intend to privatize the parking system.
However, a solution to the parking system's debt load needs to be found.
Mr. Berridge stated that he was pleased with the meeting, and with Mr.
Wiener's open and receptive attitude.
2. Mr. Arambula stated that he thought that it would be appropriate for the
Board to have certificates of appreciation sent to both Ms. Linhart and Mr.
Person for their years of service to the Traffic Board. Mr. Riddle
supported Mr. Arambula's motion. The Board agreed unanimously.

RE : Vernon Avenue Traffic Study
On July 7, 1993 , stop signs were installed on Vernon Avenue at the
Southgate intersection. Since then we have noticed a reduction in
the amount of traffic and speeding vehicles .
It has taken over a year-and-a-half and a lot of work with the City

The Transportation Division has received a request to conduct a traffic study to
determine if stop signs are warranted at the intersection of Illinois Avenue and
Taft Street from councilmember Ellen Beal. Residents have complained of
speeding problems.
The Illinois Avenue and Taft Street intersection is a residential "tee"
intersection. The intersection is currently uncontrolled.
A safe approach speed study was performed revealing a safe approach speed of 15
MPH due to sight obstructions in the northeast and northwest quadrant. The
estimated traffic volumes on Illinois Avenue and Taft Street are 325 and 475
vehicles per day, respectively.
A review of the accident records for this intersection indicates there has been no
reported accidents from January 1, 1988, to July 31, 1993. The installation of
traffic control devices have the tendency to reduce the occurrence of right angle
accidents.
The 85th percentile speed on Taft Street at the intersection of Illinois Avenue is
estimated to be between 22and 25 MPH.
The Transportation Division has determined that the installation of stop signs at
the intersection of Illinois Avenue and Taft Street are not warranted.
However, the Transportation Division recommends that a yield sign be installed
on Illinois Avenue at the intersection of Taft Street because of the low safe
approach speed of 15 MPH and the geometrics of the intersection.

MPH due to location of a house in the southeast quadrant. The estimated traffic
volumes on Taft Street and Vermont Avenue are 450 and 1500 vehicles per day,
respectively.

reported accidents from January 1, 1988, to July 31, 1993. The installation of
traffic control devices have the tendency to reduce the occurrence of right angle
accidents.
The 85th percentile speed on Taft Street at the intersection of Vermont Avenue is
estimated to be between 22 and 25 MPH depending on location and direction of
traffic. The 85th percentile speed on Vermont Avenue at the intersection of Taft
Street is estimated to be between 28 and 32 MPH.
The Transportation Division has determined that the installation of stop signs at
the intersection of Taft Street and Vermont Avenue are not warranted.

TRAFFIC CONTROL REQUEST: CLIFTON AVENUE AND TISDALE AVENUE
The Transportation Division has reviewed a request to install stop signs at the
intersection of Clifton Avenue and Tisdale Avenue from Susie Pavick of 2400
Clifton Avenue. Mrs. Pavick made the request because she feels stop signs on
Clifton Avenue will discourage through traffic and speeding. ,
The Clifton Avenue and Tisdale Avenue intersection is a residential intersection
and is currently uncontrolled. Clifton Avenue ends three blocks south of this
intersection at Scott Woods Park. Tisdale Avenue ends one block east of this
intersection at Sunnyside Avenue.
A safe approach speed study was performed revealing a safe approach speed of 12
MPH due to a sight obstruction in the northeast quadrant. The estimated traffic
volumes on Clifton Avenue and Tisdale Avenue are 175 and 100 vehicles per day,
respectively. However, traffic generated from Scott Woods Park in the summer
months may not be totally reflected by this data.
Speed data was collected on Clifton Avenue because Mrs. Pavick raised speeding
as an issue. The 85th percentile speeds ranged from 23 MPH to 26 MPH.
A review of the accident records for the intersection indicates there has been one
reported accident (right angle) from January 1, 1988, to August 31, 1993. Right
angle accidents are potentially correctable with the installation of traffic control
devices.
The Transportation Division recommends that stop signs be installed on Clifton
Avenue at the intersection of Tisdale Avenue because of the safe approach speed,
presence of a right angle accident and estimated traffic generated from Scott
Woods Park in the summer months.

PARKING REGULATION REQUEST: COLVIN COURT
The Transportation Division received a request to change the parking regulations
on Colvin Court from Riley Street to the north end of Colvin Court. The request
was made by Alfreda Schmidt for a Colvin Court resident.
Parking is currently prohibited on Colvin Court from Riley Street to the north
end of Colvin Court, including the cul-de-sac. The request is to remove the
current parking prohibition on all of Colvin Court, including the cul-de-sac, and
to allow unrestricted parking.
Colvin Court is a 26 foot wide residential street ending in a cul-de-sac 220 feet
north of Riley Street.
Transportation Division staff spoke with Robert Moye, Refuse Supervisor, City of
Lansing. Mr. Moye stated that in the past his refuse, recycling, and compost
trucks have had difficulties accessing and turning on Colvin Court due to
vehicles illegally parked in the current no parking zone. Mr. Moye also stated
that he has been required to send a pickup truck to this location because of the
difficulties he cited above. He informed us that his trucks require access to
Colvin Court on Wednesdays, from 7:00 a.m. to 3:00 p.m.
Transportation Division staff were informed by Granger Land Development
Company that their refuse trucks have not had difficulties in accessing or
turning on Colvin Court. A resident on Colvin Court, however, stated that both
Granger and City of Lansing trucks have been required to back down Colvin
Court. This is a hazardous movement for large vehicles and should be avoided.
A parking survey was mailed to the owners and occupants of the residences on or
adjacent to Colvin Court to solicit input on the requested parking regulation
change. The survey was mailed out on April 26, 1993, with a requested return
date of May 19, 1993. Of the 8 surveys sent out, 4 responses were received by
our office. Of these 4 responses, 1 supported retaining the current parking
prohibition, 1 supported unrestricted parking on all of Colvin Court all the time,
1 supported prohibiting parking on the straight section on Wednesdays, only,
and 1 supported prohibiting parking in the cul-de-sac on Wednesdays, only, and
unrestricted parking on the straight section all the time.
On May 25, 1993 the Transportation Division recommended changing the current
parking prohibition on Colvin Court from Riley Street to the north end of Colvin

PARKING REGULATION CHANGE REQUEST:
TOWNSEND STREET
The Transportation Division received a request to change the existing parking
regulations on Townsend Street from Sue Stepanski of BOC's Lansing Automotive
Division. Ms. Stepanski has requested that parking be prohibited on the west
side of Townsend Street from 630 feet south of William Street to 731 feet south of
William Street to provide increased visibility for motorists exiting BOC's parking
lot. (See Proposed Parking Regulations.)
This parking regulation was temporarily posted on July 22, 1993, to determine if
the no parking zone sufficiently increased visibility for vehicles entering and
exiting BOC's parking lot, and to determine any negative impacts the restrictions
might have. A site investigation determined that the on-street parking had been
obstructing the sight visibilty of drivers exiting the parking lot.
Prior to posting the temporary regulations of July 22, 1993 the parking
regulations on Townsend Street between William Street and Elm Street were as
follows; Parking was prohibited on the west side of Townsend Street from William
Street to 493 feet south of William Street and from 793 feet south of William Street
to Elm Street; Stopping, Standing, and Parking were prohibited on the east side
of Townsend Street from Elm Street to 482 feet north of Elm Street; Parking was
prohibited on the east side of Townsend Street from 482 feet north of Elm Street
to William Street.
To date, the Transportation Division has received no negative feedback on the
temporary parking regulation change. Site visits confirm that the regulation has
been effective in increasing sight visibility for drivers exiting BOC's parking lot.
Therefore, the Transportation Division recommends that parking be permanently
prohibited on the west side of Townsend Street from William Street to 493 feet
south of William Street, from 630 feet south of William Street to 731 feet south of
William Street, and from 793 feet south of William Street to Elm Street.

TRAFFIC CONTROL REQUEST: BALLARD ROAD AND REO ROAD
The Transportation Division received a request to install four-way stop signs at
the Ballard Road and Reo Road intersection from Mr. Mark Horn of 3017 Reo Road.
Mr. Horn made the request because he was concerned about excessive vehicle
speeds on Reo Road. Mr. Horn was specifically concerned about the speeds of
CATA buses.
Reo Road is a residential street. The neighborhood configuration suggests that
Reo Road may serve as a neighborhood collector street. Reo Road is part of the
#2 Churchill Southwest CATA bus route. A CATA bus travels down Reo Road
every 20 minutes during a typical weekday. Therefore, Reo Road would carry a
higher volume of traffic than a typical residential street.
The intersection of Ballard Road and Reo Road is controlled by stop signs on
Ballard Road. The intersection of Ingham Street and Reo Road (which is one
block east of the intersection of Ballard Road and Reo Road) is controlled with
four-way stop signs.
A review of the accident records for the intersection of Ballard Road and Reo
Road indicated there had been five accidents (all right angle) from January 1,
1987, to June 30, 1993.
The Transportation Division conducted a traffic volume and speed study on Reo
Road. The estimated traffic volume on Reo Road ranged from 1425 to 1525
vehicles per day, depending on the exact location of the count. The estimated
85th percentile speed on Reo Road ranged from 29 to 33 MPH. An 85th percentile
speed of less than 32 MPH is considered typical for a residential street.
Transportation Division staff met with neighborhood residents and CATA
personnel to discuss the speeding problem and develop a corrective action plan.
CATA agreed to conduct spot speed tests of Reo Road buses. Bus drivers found
traveling faster than 25 MPH will be cited and disciplined.
The Transportation Division agreed to install temporary four-way stop signs at
the intersection of Ballard Road and Reo Road for a 90 day trial period because of
the high number of right angle accidents that had occurred at the intersection.
The installation of traffic control devices have the tendency to reduce right angle
accidents. The four-way stop signs were installed on July 7, 1993.
An "after" study was conducted in September to determine the effectiveness of

the stop signs in decreasing accidents at the Ballard Road and Reo Road
intersection, and traffic volumes and vehicle speeds on Reo Road.
The results of the "before" and "after" study are listed on Page 4 of this report.
The Transportation Division recommends that multi-way stop signs be
permanently installed at the Ballard Road and Reo Road intersection for the
following reasons:
1 . There have been five right angle accidents at the intersection over
the past five and a half years. The installation of the four-way stop
signs should substantially decrease the number of right-angle
accidents.
2. The 85th percentile speeds on Reo Road have been reduced from 29-
32 MPH to 24-30 MPH. It should be noted that the data was collected
within 200 feet of the intersection of Ballard Road and Reo Road.
Vehicles on Reo Road west of the intersection may still be traveling
at the same speeds as those indicated in the "before" study.
3. CATA supports the installation of the four-way stop signs as a way
to get their drivers to comply with the prima facie speed limit of 25
MPH.

PUBLIC COMMENT ON AGENDA ITEMS
#93-33 Ms. Ellen Beal, 227 Custer Street, spoke. Ms. Beal stated that she
was here tonight as the representative for the 1st Ward. She further
stated that she had reviewed the configurations in the
Transportation Division's recommendation, and that she and the
Eastside Neighborhood Organization are in concurrence with the
recommendation. This configuration would be a wonderful
improvement, and she encouraged the Board for a favorable vote.
Mr. Fleck asked for the record if Ms. Beal was in favor of multi-way
stops or the recommendation of the Transportation Division.
Ms. Beal stated that she was in favor of the Transportation Division's
recommendation.
#93-33 Mr. Mike Marhanka, 205 South Francis Avenue, Lansing, spoke. Mr.
Marhanka stated that the Transportation Division's recommendation
has given him hope. This recommendation will help maintain the
residential sense of the neighborhood.
#93-33 Ms. Heidi Doherty, 228 North Foster Avenue, Lansing, spoke. Ms.
Doherty stated that something needs to be done to help the
neighborhood, and that she wanted to give sincere thanks to Beth
London for her prompt response to this problem, and for her vast
knowledge.
#93-30 Ms. Marguerite Clayton, 617 Vernon Avenue, Lansing, spoke. Ms.
Clayton stated that the stop signs have been in place for the past
three months, and she wants to keep them because they have helped
tremendously. Backing out and pulling in to your driveway is easier
because now people have to slow down. She then thanked Ms.
London and wished her good luck in her new job.

stated that the stop signs have been an improvement. She feels
safer, especially since hers is the first drive from the stop sign.
She appreciates being able to pull out of her driveway.

#93-30 Mr. George Hanosh, 645 Vernon Avenue, Lansing, spoke. Mr.
Hanosh read a letter from the Neighborhood Watch of Vernon
Avenue. The letter asks that the stop signs that were installed at
the Vernon Avenue and Southgate Avenue intersection be approved
for permanent installation.

denied, and to recommend that yield signs be installed on Sheldon Avenue

correctable accidents which have occurred in the last five years.

4. Vernon Avenue Traffic Study (#93-30)
Ms. London presented this report and the recommendation of the
Transportation Division. Mr. Cook stated that every time we get one of
these neighborhoods, we push traffic all over. People who live on public
streets need to realize that everyone has a right to use these streets. Mr.
Cook also stated that in the future we should look at the whole
neighborhood instead of piece mealing our recommendations. Ms. London
stated that she agrees with Mr. Cook. The original intention was to do
alternating stops in the neighborhood but existing multi-way stops make
this a poor neighborhood for alternating stops. This item was delayed for a
year to conduct a before study. Irvington Avenue is on the agenda tonight
too. This is two blocks south of Vernon. We hesitated with our Irvington
recommendation because we wondered if Irvington traffic would increase.
Volumes on Irvington are low now.

everything to encourage traffic to use this route. Clemens was intended to
be a through street. Now all of the residents are crying because of the
mess they helped to make. Mr. Person stated that it was a shame that
something was not done earlier about signing this area. Ms. London stated
that Aurelius and Clemens are similar to Lake Lansing and Douglas.

Transportation Division. Ms. London stated that she had received a call
from a neighborhood representative regarding this issue. The residents

would probably take place next year. Mr. Fleck questioned why the
installation was taking so long. Ms. London stated she wasn't sure, but it
may have something to do with the location of the controller box and the
interconnect cable. Mr. Fleck stated that he wants a firm answer on this

situation by the next meeting. This intersection is a major problem that
has been unresolved for four years now.

the problem on North Foster is that there is a speeding problem. People have
no regard for the 25 MPH speed limit. She took a petition around the
neighborhood and received 52 signatures out of approximately 60 houses on N.
Foster. She would like stop signs at Fernwood and Vine to help lower speeds.

The yield is on Anson yielding to Ronald. She witnessed the accident that
occurred in the neighborhood, and the women involved in the accident did not
slide through the intersection, she did not yield. From 6:00-9:00 p.m. is
when people disregard the yield sign the most. There are kids in the
neighborhood. Quite a few of the other streets in the neighborhood have
three and four way stops. The City needs to take a long look at the whole
subdivision.
Ms. Weidner gave the Transportation Division staff a copy of her map so that
the records could be corrected.
#93-16 Mr. Robert Baley, 325 E. Cavanaugh, Lansing, spoke. Mr. Bailey stated that
if the City takes parking away on Cavanaugh, cars will go even faster. Most
accidents happen at the corner of Cavanaugh and Cedar. He asked that
parking not be taken away.
#93-20 Mr. Mark Hiagshutter, representing the Old Forest Neighborhood Association,
923 N. Walnut, Lansing, spoke. Mr. Hiagshutter stated that he would just like
to once again protest, because a traffic diversion would just move the traffic,
problems from that intersection into other parts of the neighborhood. Both
the neighborhood association and he want to have traffic signals installed.
#93-20 Mr. Richard Lott, 1107 N. Capitol, Lansing, spoke. Mr. Lott stated that
everyone has been reading about the crime in North Lansing, but. crime is not
necessarily the most important matter, because there are ways to deal with
that. This Board tonight has a way to deal with traffic. Traffic lights solve
problems, but a street diversion keeps people out of their own neighborhood.
These streets are public streets, a three block neighborhood does not have
the right to close off roads to everyone else.
#93-20 Ms. Eleanor Dillon, President of the DNA, 328 N. Walnut, Lansing, spoke.
Ms. Dillon stated that the block between Seymour and Oakland, Seymour and
Saginaw is emerging from a very fragile state. The DNA has two Board
members who live on this block. The street was not designed to be a high
traffic artery. If lights are installed, this will be an irrevocable decision. If
we do a study, MDOT will pay for it. Then, if this does not work, traffic
signals can be installed. Everything I have hears from Traffic Engineers
indicates that most people would rather cross where there is a traffic signal,
there by increasing traffic. So lets see if a diversion works before we do
something the State will be unwilling to tear down.
#93-20 Mr. Charles Bauer, 721 Seymour, Lansing, spoke. Mr. Bauer stated that we
have the opportunity here tonight to doing something innovative and sensitive
to neighborhood problems.

of years, I can tell you alot of the traffic on Seymour is heading towards East
Lansing, ,not the downtown area. A light will turn Seymour street into another

Division. She then stated that the Transportation Division had been hoping to have
a supplemental report regarding this issue, but has been unable to meet with the
East Side Neighborhood Organization. She asked the Board to allow this
supplemental report to be prepared and presented at the next Traffic Board
meeting.

Transportation Division's point of view on this issue. However, she would be happy
to field any questions by the Board, if there were any.
Mr. Cook stated that after hearing some of the public comments tonight, he just
wanted to emphasize that the Traffic Board is an advisory board. The decisions
made by this Board are presented to the Mayor; who in turn submits the
recommendation to the City Council.

would be that traffic signals be installed at this intersection due to the concerns of
the neighborhood to the north, and that Seymour is an emergency vehicle route,
persuaded him that traffic signals should be installed.

CARRIED, to reject the Transportation Division's recommendation to implement the
MDOT solution and conduct a study at the intersection, and recommend installation
of traffic signals at Seymour at Oakland, and Seymour at Saginaw.
Mr. Person asked if the lights would be in operation 24 hours per day. Mr. Berridge
stated "yes". A safety benefit is achieved by having the lights remain in operation
24 hours per day. Mr. Riddle asked how the Board's decision would affect MDOT's
time table for the 1993 construction period. Ms. London stated that MDOT has
already given up on the signal installation during this fiscal year's period because of
the city's deliberation process.

Mr. Berridge stated that the City of Lansing has to support a plan to provide
positive safety benefits and advise MDOT as to what we would like done.

Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Fleck asked what the sight obstruction was. Ms. London stated that
there is an evergreen tree, a bush on the northeast corner, and a house and a bush
on the northwest corner. Mr. Cook stated that it doesn't look like there is much
traffic at this intersection. Mr. Berridge stated that some cities use a safe approach
speed of 25 MPH, we use 15-20 MPH. The study now creates a potential liability if no
action is taken.

Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Cook stated that Sparrow should not have put their emergency
entrance where they did. Sparrow was not fair to burden the school with this.
Therefore, Sparrow was not without fault on this problem. Mr. Berridge stated that
he had received comments from Dr. Rodriguez of Pattengill Middle School, stating
that he was unable to attend or send an alternate to tonight meeting. However, he
wanted the Board to know that he supports the Transportation Division's
recommendation. The school has always needed more pick-up and drop-off area, and
that the large problem they have is with the hospital employees parking on-street.
Mr. Berridge further stated that both the school and the hospital support the
Transportation Division's recommendation, and that the City should have done this
before.
Ms. Smith arrived at 7:43 p.m.
Mr. Cook asked how this recommendation would increase the school's pick-up and
drop-off area. Ms. London stated that currently there is a lot of double parking,
etc. , and that Pattengill Middle School does not want parents parking on the south
side of the street because it is not safe for the students to cross.

2. The north side of Jerome Street from Pennsylvania Avenue to 407 feet east of
Pennsylvania Avenue be posted No Stopping, Standing or Parking.
3. The north side of Jerome Street from 407 feet east of Pennsylvania Avenue to
Holmes Street be posted No Parking. Pattengill parents can stop and stand in
the no parking zone to pickup and drop off their children per City ordinance.

Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Cook stated that the people who live on Cavanaugh want parking. He
then suggested that the pavement marking be re-striped to reflect the former
marking scheme, and that a test period be established before a final decision be
made. Mr. Berridge stated that the markings currently on Cavanaugh are correct,
and that the problem is that we need to decide what we are going to do with traffic
volumes on a narrow street. The Transportation Division surveyed the
neighborhood and 55 0 of the residents supported no parking on the north side of the
street, 10 o supported prohibiting no parking during school hours. Mr. Cook stated
that Cavanaugh Road is a good example of why we are here. The road should be put
back to the way it used to be in order to make it smooth flowing.

Mr. Cook moved to reject the Transportation Division's recommendation and to
restore Cavanaugh to the condition that it was in prior to reconstruction.
Ms. Linhart supported Mr. Cook's motion.

pavement markings back on Cavanaugh Road.

Mr. Fleck stated that he thinks parking should be restricted. Mr. Cook stated that
the south lane used to be tight against the south curb, at Cedar and Cavanaugh left
turning and eastbound/through traffic shared one lane so right turning traffic could
have its own lane. After the reconstruction, the lane line was put in the center of
the road, and a left only lane was put in so now eastbound/through traffic and right
turning traffic have to share a lane, which causes traffic back ups.

viable solution at the present time.

present were asked if September 8, 1993, would be a good date. Mr. Person stated
that he has a conflict on that night. Mr. Arambula will be contacted, and everyone
notified by phone.

Traffic Technician, for all of his help, since he will be leaving the city in order to

no regard for the 25 MPH speed limit. She took a petition around the
neighborhood and received 52 signatures out of approximately 60 houses on N.
Foster. She would like stop signs at Fernwood and Vine to help lower speeds.

Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Cook stated that the people who live on Cavanaugh want parking. He
then suggested that the pavement marking be re-striped to reflect the former
marking scheme, and that a test period be established before a final decision be
made. Mr. Berridge stated that the markings currently on Cavanaugh are correct,
and that the problem is that we need to decide what we are going to do with traffic
volumes on a narrow street. The Transportation Division surveyed the
neighborhood and 55% of the residents supported no parking on the north side of the
street, 10% supported prohibiting no parking during school hours. Mr. Cook stated
that Cavanaugh Road is a good example of why we are here. The road should be put
back to the way it used to be in order to make it smooth flowing.

Mr. Cook moved to reject the Transportation Division's recommendation and to
restore Cavanaugh to the condition that it was in prior to reconstruction.
Ms. Linhart supported Mr. Cook's motion.
Mr. Berridge stated that lie was not sure what would be solved by changing the
pavement markings back on Cavanaugh Road.
Discussion followed.
Mr. Fleck stated that he thinks parking should be restricted. Mr. Cook stated that
the south lane used to be tight against the south curb, at Cedar and Cavanaugh left
turning and eastbound/through traffic shared one lane so right turning traffic could
have its own lane. After the reconstruction, the lane line was put in the center of
the road, and a left only lane was put in so now eastbound/through traffic and right
turning traffic have to share a lane, which causes traffic back ups.

viable solution at the present time.

1. Mr. Richard Lott stated that he appreciates the actions of this committeq. In all of
the meetings this board has held, the board has proved to not be a rubber stamp
committee. The board thinks for itself, and this makes for a better city.
2. Mr. Berridge stated that a September meeting needs to be held. All Board members
present were asked if September 8, 1993, would be a good date. Mr. Person stated
that he has a conflict on that night. Mr. Arambula will be contacted, and everyone
notified by phone.
3. Mr. Berridge asked for everyone to thank Peter Niewiadomski, City of Lansing
Traffic Technician, for all of his help, since he will be leaving the city in order to
travel.

PUBLIC COMMENT ON AGENDA ITEMS
2. Ms. Dixie Sanders, 2410 Woodview Drive, Lansing, spoke. Ms. Sanders stated that
there is a traffic situation on Woodview Drive; cars are speeding. She requested
stop signs, but has been told no. She stated that she does not care what the report
says, there is a problem. Dwight Rich lets out a 2:30 p.m. which causes a problem.

The study did not give an accurate traffic count because no one was there at that
time. The area is poorly laid out. People cut through since stop signs were put up
on Victor Avenue and speed down their street when they cut through.
2. Mr. David Sanders, 2410 Woodview Drive, Lansing, spoke. Mr. Sanders stated that
since stop signs were put up on Victor Avenue they have had a problem on Woodview
llrive. Cars are going very fast down their street making it unsafe. He would like
stop signs put up on Wellesly Drive, Rossiter Place, or both.
7. Mr. Gordon Larkin, 5415 Iiughes Road, Lansing, spoke. Mr. Larkin stated that
their situation is similar to that of the Sanders'. Hughes Road is a cut-through
street Which ctiuses cars to come through at high rates of speed. lie received a
letter stating that there are not enough cars on his street traveling at high enough
rates of speed in order to warrant stop signs. He is confused about what 85th
percentile means. Mr. Larkin also stated that he saw people slow down when they
were crossing the traffic counter hoses, so the speed information is not totally
accurate.
4. Mr. Don Augenstein, 401 East Cavanaugh Road, Lansing, spoke. Mr. Augenstein
stated that lie is a Homeowner with five children and he does not want the parking on
the north side of Cavanaugh Road removed, because children have been hit in this
area. He has clocked people, with his own radar gun, coming down Cavanaugh Road
at high rates of speed. There are kids in this residential area. Therefore, the city
needs to keep parking and the 25 m.p.li. speed limit. Speed needs to be taken into
consideration. The residents need parking and more enforcement in the area.
5. Mr. Roger Conrad, 1202 Ravenswood Drive, Lansing, spoke. Mr. Conrad stated
that was at the meeting to represent the Christman Company. The Christman
Company agrees with the Transportation Division's report. Mr. Conrad also stated
that lie believes that the park referred to as Monument Park in the report is called
Kalamazoo Plaza Park.
4. Ms. Isabel Gray, 327 East Cavanaugh Road, Lansing, spoke. Ms. Gray stated that
she has lived at this address for 23 years. Cars are going too fast. When the street
was re-surfaced last year, any needed changes should have been done then. She
does not want parking on the north side of the street removed.
4. Mr. Robert Baley, 325 East Cavanaugh Road, Lansing, spoke. Mr. Baley stated that
all of Cavanaugh Road should be 25 mpli. There have been a lot of accidents at the
corner of Cavanaugh and Cedar. Traffic needs to be slowed down. Therefore,
parking needs to be kept oil Cavanaugh Road.

4. Ms. Karen Reynolds, 557 Robert Street, Lansing, spoke. Ms. Reynolds stated that
she agrees that the traffic on Cavanaugh Road is fast, but when roads are slippery
it is hard to get past the parked cars and the garbage trucks (if they are there)
when she is taking her kids to school. She agrees that speed is excessive, but if the
hill was not there it may help.

2. Traffic Control Request: Woodview Drive (493-05)
Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Arambula stated that the Report from the Secretary indicated that the
speeds were checked during the highest usage time; he wanted to know if this is
correct. Ms. London said yes. Mr. Fleck stated that he lives near Woodview Drive
and realizes that spepding can be a problem, but is an individualized problem with
one or two cars.

CARRIED, to deny the installation of multi-way stop signs on Woodview Drive.
3. 'Traffic Control Request: Aurelius Road & Main Street (#93-15)
Ms. London presented this report and the recommendation of the Transportation
Division. A letter from Ms. Kathleen Lenon regarding this intersection, along with a
response letter from Mr. Peter Niewiadomski of the Transportation Division, was
passed out to all Board members. Discussion followed on U-turns. Mr. Arambula
motioned that signage be added on the "slip" ramp at this intersection to show
southbound Aurelius Road should be entered via the ramp.

CARRIED, to prohibit U-turns on Aurelius Road at Main' Street and to add signage on
the "slip" ramp to show southbound Aurelius Road,should be entered via the ramp.
4. Parking Regulation Change Request: Cavanaugh Road (##93-16)
Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Cook explained to the public the purpose of the Traffic Board, then
he turned over the Chair to Mr. Fleck because lie wished to speak on this subject.
Mr. Cook stated that he traveled this road prior to the upgrade it received last year,
and that when Cavanaugh Road was upgraded Engineering screwed up. Mr. Cook
further stated that the centerline was mis-painted, and that right turning vehicles
used to be able to turn after stopping for red signals. Now, right turning vehicles
are in the same lane as through traffic which holds everyone up. Ms. Linhart stated
that it is tricky going down Cavanaugh Road with busses because it is hard to turn
and it would be even Harder to turn if the street wasn't marked properly. Mr.
Berridge stated that there was a pavement marking mistake made by the contractor.
The Transportation Division left the marking as is for a while hoping that traffic
would wear it off. This did not happen, so the markings have now been ground off.
Currently, there are no pavement markings. Mr. Berridge further stated that
parked vehicles are causing problems, such as potential and actual accidents, and

that although we would have preferred to have made the'street wider, it was not
possible. Cavanaugh Road was annexed into the city, and the city has tried to make
the best of the situation by marking the road the way we did. Now that a study has
been done, technically, we have a potential hazard. Mr. Cook asked for clarification
on the accident information that was gathered. Mr. Berridge read off the list of
accidents that have occurred in these blocks. Mr. Cook was upset that the Board
had riot received a copy of the survey sent to the Cavanaugh Road residents. Mr.
Cook asked that this item be tabled until a copy of the survey could be received by
the Board members because lie cannot support this recommendation. In addition, he
further moved that the Transportation Division properly paint this street to its prior
condition.

Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Cook asked for an explanation of what the 85th percentile speed range
means. Ms. London explained that it means that 15 percent of the vehicles are going
at a higlier rate of speed than the 85tli percentile speed, and that 85 percent of the
vehicles are going the 85th percentile speed or slower.

service, was not included in the text of the mailing list, because the Transportation
Division wanted to make sure that the information was accurate. Everyone was asked to

NEW BUSINESS
1 . Mr. Berridge gave a presentation of the current parking system condition, and the
plaits the system has for the future. Some of the topics discussed were:
- Abandonment of the following acquisitions of property: Stamp Rite, Lansing
Transmission, Yellow Cab, Paramount Coffee, and Detroit Ball Bearing.
- The following will be built: 90 space lot by Wendy's, 211 space lot on Michigan
Avenue (south side) , and 240 spaces north of Michigan Avenue.
- Museum Drive will be extended to Cedar Street to provide an entrance to the
Lansing Center and 400 spaces will be constructed.
- TIFA (Tax Increment Finance Act) . Using TIFA revenue would allow the
parking system to pay for its current debts without increasing parking rates.
Using this revenue would not impact on the local school district.
Mr. Berridge asked for a motion from the Board to show that the Board supports
allowing the paricing system to use TIFA revenue to pay for its current debt service.
Mr. Cook stated that he will be speaking on behalf of the Board regarding the use of
the TIFA revenue.
Mr. Arambula asked who else has been presented this information regarding the
TIFA revenue. Mr. Berridge stated that City Council, an Editorial Board from the
State Journal, and several key business leaders in the downtown are have received
this presentation, and that Lansing 2000 and the Downtown Merchant Association will
be receiving the presentation within the neat week.
Mr. Berridge stated that this plan needs to be adopted by 6/28/93. lIe further
stated that there is one negative impact from using these monies. This being that if
the money is borrowed for the parking system, monies cannot be borrowed for
anotlier downtown project. Because of this, he does expect some opposition.
Flecic moved, Riddle supported,
CARRIED, that Mr. Cook should present the Board's support of the Parking System
receiving TIFA funds to pay for its current debt load.
2. Mr. Tousley stated that on eastbound Jolly Road, east of Aurelius Road, there are
trees blocking signs.
3. Mr. 'Tousley stated that on northbound Aurelius Road at Main Street the no left turn
sign is faded and lianging.
4. Mr. Fleck stated that he has appreciated Mr. Cook's Chairmanship.
5. Mr. Berridge announced that the Transportation Division has a new Assistant
Transportation Engineer, Ms. Beth London.

I . Ms. Isabel Gray spoke. Ms. Gray asked how far back did the Transportation
Division go to get accident report information on Cavanaugh Road, and that she
would like a copy of this information. She also asked who she should contact
regarding this topic. Ms. London stated that she would get Ms. Gray the information
she was requesting, and that she would give Ms. Gray her card after the meeting
adjourned. Ms. Gray also stated that she does not want parking on the north side of
Cavanaugh Road removed.
2. Mr. Doti Augenstein spoke. Mr. Augenstein stated that lie will park is vehicle on
Cavanaugh Road from now on, and that he would like someone to come over and
observe the traffic flow.
3. Mr. Bob Baley spoke. Mr. Baley stated that you need to live on Cavanaugh Road for
at least a year to know what is needed. Mr. Baley does not want parking on the
north side of Cavanaugh Road removed.

Division. Ms. London stated that she has been in contact with the school district
and they agree with the Transportation Division recommendation. Mr. Fleck noted
that the U.S. mail truck was a sight obstruction when parked near the intersection.
Any recommendation should include a safety discussion with the school children,
telling them to stay on the sidewalk. Mr. Arambula asked if the traffic patterns were
observed in the morning. Ms. London stated no, it was done in the afternoon
because the volumes are higher based on information obtained from the school.

the school district to have students cross at Davis, and that parents utilize the no
parking zone for picking-up and dropping-off students. Mr. Tousley stated that he
agreed with the Transportation Division's decision. Mr. Fleck stated that he saw
double parking as being the school's biggest problem.

Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Fleck stated that lie was confused on where else someone would be
turning at this intersection. Mr. Person stated that the Lansing Community College
driveway is across from the intersection and people are turning from whichever lane
they choose, and that proper signage would help eliminate this problem.

CARRIED, to require all eastbound traffic on Lapeer Street to turn right and all
traffic exiting the Lansing Community College parking lot to turn left.
7. Traffic Control Request: Cooley Drive & Rossiter Place (#93-09)
Ms. London presented this report and the recommendation of the Transportation
Division. Discussion regarding the fact that Ms. Mary Massaglia of 2911 Cooley
Drive showed tip to discuss this item at the wrong meeting. Ms. London stated that
she would notify Ms. Massaglia and Council regarding tonight's decision.

Transportation Division's recommendation.

Division. Ms. London stated that she has spoken with the director of the day care
center, stating that, in the future, if the day care's attendance increases, the
Transportation Division will re-evaluate the day care's needs. At this point, the

director of the day care is in agreement with the Transportation Division's
recommendation. Mr. Fleck stated that he has driven past this area and he does not
see a problem with the Division's recommendation.

YWCA by one space to the north and create a 10 minute parking load zone in front of
the YWCA.

Ms. London presented this report and the recommendation of the Transportation
Division. Ms. Linhart asked if the Transportation Division's recommendation reflects
the fact that the people residing in this neighborhood are all the same as the last time
this item was brought before the Traffic Board. Ms. London stated that, yes they
are the same people.

CARRIED, to recommend permanently extending the no parking zone of the west side
of Wainwright Avenue to the north property line of 5022 Wainwright Avenue,
creating a no parking zone on the west side of Wainwright Avenue from Jolly Road to
115 feet north of Jolly Road.

Ms. London presented this report and the recommendation of the Transportation
Division.

PUBLIC COMMENT ON AGENDA ITEMS
3. Mr. Michael Morofsky, 1300 Woodbine Avenue, Lansing, spoke. Mr. Morofsky stated
that his original intention was to address the excessive vehicle speeds on Woodbine
Avenue that were making the intersection hazardous for children crossing the
street, which was submitted in writing to Councilmember Benavides. Mr. Morofsky
submitted a copy of the memos sent to Councilmember Benavides to the Traffic Board
members.
5. Mr. Theron Smith, 805 Maryland Avenue, Lansing, spoke. Mr. Smith thanked
everyone on the Board for the work that they have done, and the excellent job of
reporting everything to them. Mr. Smith stated that the stop signs have changed
the atmosphere of the neighborhood.

things have been improved in the neighborhood. He then thanked Mr. Berridge,

2. Traffic Control Request: Marion Avenue & Woodbine Avenue (#93-04)
Ms. London presented this report and the recommendation of the Transportation
Division. Ms. London stated that she has been in contact with the school district
and they agree with the Transportation Division recommendation. 'Mr. Fleck noted
that the U.S. mail truck was a sight obstruction when parked near the intersection.
Any recommendation should include a safety discussion with the school children,
telling them to stay on the sidewalk. Mr. Arambula asked if the traffic patterns were
observed in the morning. Ms. London stated no, it was done in the afternoon
because the volumes are higher based on information obtained from the school.

CARRIED, to deny installation of multi-way stop signs at the intersection of Marion
Avenue and Woodbine Avenue.
4. Traffic Control Request: Moores River Drive & Todd Avenue (#93-06)
Ms. London presented this report and the recommendation of the Transportation
Division. Ms. London stated that the Transportation Division will be suggesting to
the school district to have students cross at Davis, and that parents utilize the no
parking zone for picking-up and dropping-off students. Mr. Tousley stated that he
agreed with the Transportation Division's decision. Mr. Fleck stated that he saw
double parking as being the school's biggest problem.

CARRIED, to deny installation of multi-way stop sighs at the intersection of Moores
River Drive and Todd Avenue.
5. Traffic Control Request: Maryland Avenue & May Street (#93-07)
Ms. London presented this report and the recommendation of the Transportation
Division.

CARRIED, to permanently install multi-way stop signs at the Maryland Avenue and
May Street intersection.

G. Traffic Control Request: Capitol Avenue & Lapeer Street (#93-08)
Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Fleck stated that he was confused on where else someone would be
turning at this intersection. Mr. Person stated that the Lansing Community College
driveway is across from the intersection and people are turning from whichever lane
they choose, and that proper signage would help eliminate this problem.
Person moved, Fleck seconded,
CARRIED, to require all eastbound traffic on Lapeer Street to turn right and all
traffic exiting the Lansing Community College parking lot to turn left.
7. Traffic Control Request: Cooley Drive & Rossiter Place (#93-09)
Ms. London presented this report and the recommendation of the Transportation
Division. Discussion regarding the fact that Ms. Mary Massaglia of 2911 Cooley
Drive showed up to discuss this item at the wrong meeting. Ms. London stated that
she would notify Ms. Massaglia and Council regarding tonight's decision.

CARRIED, to recommend that yield signs be installed on Cooley Drive at Rossiter
Place.
8. Traffic Control Request: Cooley Drive & Pamela Place (#93-10)
Ms. London presented this report and the recommendation of the Transportation
Division. Mr. Fleck stated that this is his neighborhood and he concurs with the
Transportation Division's recommendation.

CARRIED, to deny the installation of yield signs at the intersections of Cooley Drive
and Pamela Place, and other area intersections.

south of Miller Road, near the driveway into the F & M Shopping Center. Mr.
Berridge stated that he would make sure it was repaired.

1. Mr. Arambula stated that on East Irvington, west of Aurelius, there is a dumpster
sitting out in the road in the right-of-way, and the snow plows have to avoid it. Mr.
Berridge stated that he would notify Public Service.
