at Rundle Avenue, and Gordon Avenue at Rundle Avenue to stop signs; and to deny the
request for installation of multi-way stop signs at Cooper Avenue and Rundle Avenue,
Poxson Avenue and Rundle Avenue and Gordon Avenue and Rundle Avenue.
7. Parking Regulation Change: Reo Road (#91-56)
Mr. Berridge presented this report and the Transportation Division's recommendation.

CARRIED, to make the temporary parking regulation change that prohibits parking on both
sides of Reo Road from Pleasant Grove Road to a point 240 feet west of Pleasant Grove Road
permanent.
8. Parking Regulation Change: Verlinden Street (#91-57)
Mr. Berridge presented this report and the Transportation Division's recommendation.
Discussion followed regarding the further study of other traffic issues in the area.

CARRIED, to make the temporary parking regulation change of "No Stopping, Standing,
Parking School Bus Load Only" zone directly in front of Verlinden Elementary School, on
the west side of Verlinden Street from N. Genessee Street to 120 feet south of N. Genessee
Street permanent.
ACTION ITEMS
1. Annual Traffic Board Evaluation.
Mr. Berridge presented the report and offered to answer questions.
Discussion followed regarding the sign inventory system delay. Mr. Berridge explained
that funding was approved in July 1990 and bids were opened in December 1990 or January
1991. However, the low bidder was not qualified. New professional service proposals were
opened in July 1991. Based on having to bid the project twice six to seven months were
lost in the progress.

Mr. Riddle commended the Traffic Board Evaluation Sub-committee.

NEW BUSINESS
1. Cavanaugh Road West of Cedar Street
Mr. Cook asked if there is a problem with vehicles parking on both sides of Cavanaugh
Road. Mr. Berridge stated that the road is the same width as before and parking is
prohibited on the south side. The centerline has been painted incorrectly and will be
corrected in the future.
2. Martin Luther King, Jr. Boulevard - Logan Street and Jolly Road
Mrs. Linhart stated that there may be a problem with the left turn phase at Martin Luther
King, Jr. Boulevard - Logan Street and Jolly Road. She stated that at around 1:30 p.m.
she sat through four lights before she was able to turn. It was only green long enough for
two westbound vehicles to complete their turn. Mr. Berridge stated he would bring it to
Mr. Spagnolly's attention.
3. Martin Luther King, Jr. Boulevard - Logan Street and Holmes Road
Mr. Fleck stated that there may be a problem with the signal at Martin Luther King, Jr.
Boulevard - Logan Street and Holmes Road. The left turn arrow never turned green. Mr.
Berridge stated that phases may be skipped if the equipment is defective. Mr. Berridge
stated he would bring it to Mr. Spagnolly's attention.
4. Holmes Road and Waverly Road
Mr. Fleck stated that the light does not change at Holmes Road and Waverly Road at 6:00
a.m. He stated he waited six to seven minutes prior to making the left turn. Mr. Berridge
stated he would bring it to Mr. Spagnolly's attention.

5. Pacific Avenue and Pennsylvania Avenue
Mr. Weis asked about the timing plan for the light at Pacific Avenue and Pennsylvania
Avenue. Mr. Berridge stated it is actuated and coordinated with the light at Mount Hope
Avenue to favor traffic progression on Pennsylvania Avenue.

PUBLIC COMMENT ON NON-AGENDA ITEMS
Mr. Austin Luke of 2126 Webster Street spoke in support of Mr. Graff. He thanked the
Board for their help and stated that if they needed him for anything to let him know. He
stated that Selfridge and Piper needed traffic control also.
Mr. Robert R. Graff of 5748 Piper Road spoke. Requesting that emergency action be taken
to possibly save a life. Mr. Berridge stated that due to the holidays, that he would
authorize temporary installation of the recommended traffic control until City Council can
take final action in January of 1992.

The following individuals spoke in favor of multi-way stop signs. This neighborhood has
business districts on each side. The change in the neighborhood was addressed; there are
new homeowners with young children have moved into the neighborhood. The big issue of
this neighborhood is not prostitutes or drug enforcement, but the need for stop control to
slow traffic. They all expressed their appreciation to the Board for their consideration.

Mr. Person asked if the Lansing Police Department had been notified. Officer Christy
stated that the police had been notified, however, that the enforcement would be a
temporary solution not a long term one.

CARRIED, to deny the request for multi-way stop signs at Eureka Street and Hosmer
Street; to install a stop sign on Eureka Street at Hosmer Street; and to install 25 mph speed
limit signs on Hosmer Street north of Kalamazoo Street and south of Michigan Avenue.
8. Traffic Control Request: Eighth Street and Eureka Street (#91-49)
Mrs. London presented this report and the recommendation of the Transportation Division.
Discussion followed regarding Eureka Street being used as a "cut through."

Mr. Berridge asked for volunteers to serve on the Traffic Board Evaluation Sub-committee.
The Traffic Board Evaluation Sub-committee members will be as follows: Mr. Person, Ms.
Smith, and Mr. Fleck. (Mr. Fleck was recommended for this sub-committee, Mr. Person
and Ms. Smith volunteered. ) Mr. Berridge stated that they will be notified of the meeting-
date. He would like the evaluation presented to the Traffic Board at the December
meeting.

2. Traffic Control Request: Shelter Lane and Stonewood Drive (#91-22)
The following residents spoke in favor of multi-way stop control at Shelter Lane and
Stonewood Drive. There was objection to the time (weekdays instead of week-end) that the
study was conducted by the Transportation Division. They felt a week-end study would
have been more accurate regarding vehicle speeds. They also stated a multi-way stop
would slow traffic and create safety for the children in the neighborhood.

4. Baker Street Commercial Traffic Study (#91-24)
Baker Street Traffic Study (#91-18)
The following residents and concerned citizens spoke in favor of closing Baker Street to
commercial traffic servicing the old John Bean Plant; the proposal to build an access road
north of the old John Bean Plant; and multi-way stops in the Baker Street area. They
spoke about the children's safety; damage caused by the semi-trucks; drug trafficking;
inflated cost to construct the access road; creation of a park for the children; and
beautifying the neighborhood.

1 . Traffic Signal Request: Grand Avenue and Lenawee Street (#91-21)
Mr. Spagnolly presented this report and the Transportation Division's recommendation that
a traffic signal not be installed at the intersection of Grand Avenue and Lenawee Street and
an additional pedestrian crossing sign be installed on the east side of Grand Avenue at
Lenawee Street to bring the signing up to proper standards.
Discussion followed regarding the type of sign (pedestrian crossing symbol) , safety of the
Journal employees, and driver expectation for mid-block crossings.

CARRIED, to deny the request to install a traffic signal at Grand Avenue and Lenawee
Street and to install a pedestrian crossing sign on the east side of Grand Avenue at
Lenawee to bring the signing up to proper standards.
2. Traffic Control Request: Shelter Lane and Stonewood Drive (#91-22)
Mrs. London presented this report and the recommendation of the Transportation Division
to deny the request for multi-way stop control at Shelter Lane and Stonewood Drive and to
install a stop sign on Shelter Lane at Stonewood Drive.
Discussion followed regarding the dates and times of the study and volume warrants.

3. Traffic Control Request: Clifton Avenue and Riley Street (#91-23)
Mrs. London presented this report and the Transportation Division's recommendation to
install stop signs on Riley Street at Clifton Avenue.

4. Baker Street Commercial Traffic Study (#91-24)
Mrs. London presented this report and the recommendation made by the Transportation
Division to deny the request to close Baker Street between South Pennsylvania Avenue and
South Cedar Street, and Lyons Avenue north of Baker Street to commercial traffic
servicing the old John Bean Plant; and to deny the request to construct an access.road to
the north of the old John Bean Plant to service the commercial traffic generated by the old
John Bean Plant.
Discussion followed regarding reasons for the neighborhood decline; the traffic changes
between the time when the John Bean Plant was open and now since it is closed; "opening"
dead-end streets in the area; and re-routing the trucks to the old John Bean Plant.

CARRIED, to deny the request to close Baker Street between South Pennsylvania Avenue
and South Cedar Street, and Lyons Avenue north of Baker Street to commercial traffic
servicing the old John Bean Plant; and to deny the request to construct an access road to
the north of the old 'John Bean Plant to service the commercial traffic generated by the old
John Bean Plant.

Mrs. London presented this report and the Transportation Division's recommendation to
deny the requests for multi-way stops at Baker Street and Linval Street, Bailey Street and

Discussion followed regarding the decrease in commercial traffic volume.

Discussion continued, after the motion was made and seconded, regarding installation of a
stop control instead of multi-way stop control; increase in rear-end accidents; percentage
of the accidents stated in the report that were rear-end accidents (majority) .

INFORMATIONAL ITEMS
1. Parking Development Plan - Project Cost Summaries and Building Authority Bond
Issue - Bond Amortization Schedule
A parking development plan ($32 million bond project) and debt service schedule were
distributed at the beginning of the meeting. Mr. Berridge summarized and explained the
information. The four major projects are 1) Cedar/Larch corridor; 2) D-4 triangle:
Kalamazoo Street on the south, the Grand River on the east, and Grand Avenue on the
west; 3) B-1 site: Shiawassee/Capitol parking garage; 4) E-1/E-2 site: parking garage
near the Lansing State Journal. The costs include land acquisition, except the B-1 site
(which is City-owned) , and construction costs.
Mr. Berridge brought the cost of the payment for the bonds to the Board's attention. He
also gave a schedule.of the events: 10/89 - parking plan-adopted; 5/90 - bonds sold; 02/91
- start of buildings being demolished; next spring - start of construction projects.
2. Water Main Break - Pennsylvania Avenue
Mr. Berridge reported at approximately 10:00 a.m. , this morning, there was a water main
break on Pennsylvania Avenue. One-half million gallons of water were lost. Traffic
(25,000 vehicle per day) will be diverted to various locations. (Northbound traffic will be
diverted to Aurelius Road via Cavanaugh Road and southbound through traffic will be
diverted to Cedar Street via Mt. Hope Avenue. ) The Board of Water and Light may have
the water main repaired tonight, however, the extent of the damage that was caused to the
area is uncertain. It may be a week before the road is opened to traffic. A temporary
gravel road may be utilized until the reconstruction is completed.

Discussion followed. Mr. Cook stated his concern that the Public Safety
Committee does not always follow the Traffic Board's recommendation. He feels
that the Committee ignores the Traffic Board. Mr. Person stated he had the same
concern, but added that 97% of the time the Public Safety Committee did agree
with the Traffic Board's recommendation.
REPORTS FROM THE SECRETARY
1. TRAFFIC CONTROL REQUEST: STRATHMORE AVENUE AND WAKEFIELD
AVENUE (#91-01)
Mrs. London presented this report and the recommendation of the Transportation
Division to install yield signs on Wakefield Avenue at Strathmore Avenue.

Mrs. London presented this report and the recommendation of the Transportation
Division to install stop signs on Grant Street at Riley Street and to install speed
limit signs on Riley Street between Cedar Street and Pennsylvania Avenue.
Discussion followed regarding the merits of installing stop signs on Riley Street
at Grant Street.

3. SPEED LIMIT CHANGE REQUEST: AURELIUS ROAD (1191-03)
Mrs. London presented this report and the recommendation of the Transportation
Division to reduce the speed limit along Aurelius Road to 35 MPH between
Willoughby Road and 1-96; to retain the 45 MPH speed limit on Aurelius Road
between I-96 and Jolly Road; and to install the appropriate transitional speed
limit signing for southbound traffic, north of I-96.
No discussion.

Division to deny the request for stop signs on Stafford Avenue at Potter Avenue
and to install speed limit signs on Stafford Avenue between Jolly Road and
Graham Avenue.

Mr. Ransom presented this report and the recommendation of the Transportation
Division to install a handicapper parking space in the recessed area, on the east
side of Capitol Avenue, from 65 feet south of Kalamazoo Street to 86 feet south of
Kalamazoo Street.
Discussion followed regarding off-street handicapper parking, the safety of the
recessed area for the handicapper parking, and utilization of the temporary
handicapper parking space.

Mr. Berridge presented this report and the recommendation of the Transportation
Division staff that the skywalk located at Martin Luther King, Jr. Boulevard /
Logan Street and Washtenaw Street be permanently removed and that if there is a
demonstrated need for an additional pedestrian crossing on Martin Luther King,
Jr. Boulevard / Logan Street once the seven (7) block area east of Martin Luther
King, Jr. Boulevard / Logan Street is completely developed, that a pedestrian
actuated signal be considered for installation at Martin Luther King, Jr.
Boulevard / Logan Street and Washtenaw Street.

1. 1990 TRAFFIC BOARD ATTENDANCE REPORT
Mr. Arambula congratulated Mrs. Linhart for perfect attendance in 1990. Mr.
Arambula gave Mr. Riddle honorable mention.
2. LANSING MUNICIPAL PARKING SYSTEM FINANCIAL STATEMENT FOR
THE YEAR ENDING: JUNE 30, 1990.
Mr. Berridge presented this information.

NEW BUSINESS
1. SNOW REMOVAL AROUND PARKING METERS
Mrs. Linhart asked who was responsible for the removal of snow from around the
meter posts. The snow is too high and it causes a problem for people using the
meters. The area was around the Civic Arena on Allegan. Mr. Berridge stated
he would look into this problem.
2. PEDESTRIAN STREET MARKING ON ALLEGAN STREET
Mrs. Linhart stated it had been brought to her attention that the pavement
marking (crosswalk) was missing on Allegan Street, by the Civic Arena. Mr.
Berridge stated that there never was a crosswalk pavement marking, there are
signs to remind people to not jay-walk.
3. ANN ARBOR "USER FRIENDLY NOTICE"
Mr. Cook informed the Board about a newspaper article regarding Ann Arbor

parking. The article stated that notices were sent to the residents of Ann Arbor
requesting vehicles not be parked on the city street. This was a change in their
current ordinance. Some people were out of town at the time the notice was sent,
so they parked their vehicles on the street as usual. Tickets were issued and
vehicles were towed. People disputed the action. The City of Ann Arbor is
refunding roughly $300.00 to people that had incurred the cost of a ticket and
towing.
4. MILLER ROAD SPEED LIMIT
Mr. Arambula requested Mr. Berridge study the area of Miller Road east of
Pennsylvania Avenue to upgrade the speed limit. Mr. Berridge stated that
Council has already passed 30 MPH for that area.

for Ameritech. Ile hopes that after two to three months it will not require him to travel as
much, and lie will be able to attend the meetings. Mr. Arambula also told Mr. Berridge that
if he is in town, he will attend the meeting. Ile asked for the Board's consideration in this
matter.

Mr. Knot presented his clients' (City Cot.tncil and the Mayor) view on abstention.
The Council and Mayor are opposed to abstention; they feel it is not an acceptable
standard. Discussion followed regarding obligation of the Board to vote on issues;
the Board's intention for abstention; the number of Board members allowed to
abstain; the right to abstain; 5.106 of the Charter was read; legal conflict (receipt
of financial benefits) or receipt of indirect financial gain) or appearance of conflict
(appears to be in conflict, nothing illegal but could be eaneeieeel perceived as
ielir•eti1t€ilral�eifll-g�Iin conflict) ; approval of rules and procedures as to form; and
forwarding the Traffic Board Rules of Administrative Procedure to City Council.

Discussion followed regarding the 65 Foot measurement west of Grand Avenue; why three
more metered parking spaces were not to be installed. The distance is taken from the
center line of Grand Avenue not from the curb line. Maximum metered parking would be
installed.

Mr. Berridge presented this report and the Transportation Division's recommendation.
Discussion followed regarding the automobile repair business and zoning.

parking on the east side of Wainwright Avenue from Jolly Road to 85 feet north of Jolly
Road and on the west side of Wainwright Avenue from Jolly Road to 60 feet north of Jolly
Road.

1. Traffic Control Request: Maryland Avenue and May Street (#91-30)
Mr. Berridge presented the supplemental report and the 'Transportation Division's
recommendation.
Discussion followed regarding the residents' response aii4 compliment to Mr. lRerridge's
and Mrs. London's attention to their request.
The letter complimenting Mr. Berridge and Mrs. London was circulated among the Board
members.

CARRIED, to concur with the 'Trarrshortation Division's recommendation to deny the
request for the installation of stop signs on Maryland Avenue at May Street.
INFORMATIONAL ITEMS
1. Mt. Hope Avenue and Cedar Street.
Mr. Flecked asked about the left turn lane oil Cedar Street at Mt. Hope Avenue. Mr.
Berridge explained that the left turn lame was being modified.• It was improperly aligned,
they are in the process of lengthening the lane so that 'it will store eight to ten vehicles.
The pavement markings will change and no signal changes are planned.
2. Traffic Counts
Mr. Weis asked why traffic count-, were being taken at Pennsylvania Avenue, Health Care
Court and Pacific Avenue_. Mr: Ber•r•idge exllained that the counts were being taken for
informational purposes not fora specific study. Courits,ar.•e taken .each year at different
locations. These counts had not beery taken for 4 to 5 years. Mr. Person then added that
counts were being taken at Oakland Avenue and (,rand River Avenue. Mr. Berridge stated
that the State takes those counts on nn nrrnual basis. i'he Transportation Division receives
the State's counts in May or, June of the following year. The State's counts are taken for a
one week period while the City's counts are taken for a 48 hour period.

1. Paint for Pavement Marking

Mr. Person asked what type of paint the City uses for the lot markings and where is the
paint purchased. Mr. Berridge stated that lie would direct Mr. Person to Mr. Spagnolly.
Mr. Berridge believes that small quantities of the paint can be purchased from Silver Lead.
2. Aurelius Road
Mrs. Linhart asked that the damaged no parking signs oil northbound Aurelius Road south
of Mt. Hope Avenue be repaired. Mr. Berridge stated lie would have it done.
3. Forrest Road and Aurelius Road
Mrs. Linhart stated that the lot oil the corner of Forrest Road and Aurelius Road had been
barricaded off by the school board. This causes a problem with vehicles parking on the
side of the road. She requested tliat this area possibly be a no parking zone. Mr.
Berridge stated that for special religious ceremonies this type of regulation is generally
waived. Discussion regarding adequate parking for religious organizations continued.
Churches are not generally forced to solve parking problems caused by special events held
occasionally each year.

1. Traffic Signal Request: Capitol Avenue and Lenawee Street (##91-33)
An attorney whose office is at 501 S. Capitol Avenue spoke. He complimented Mr.
Spagnolly on his prompt attention to his request. However, he disagreed with the
recommendation of the Transportation Division. He is in favor of a traffic signal for the
safety of the pedestrians. He stated that crosswalks are insufficient; Michigan law does
not protect pedestrians in the crosswalks.

Both were in favor for the safety of the children in the neighborhood. The 85th percentile
speed of 30 mph to 34 mph was questioned; traffic appears to be traveling faster. A
crossing guard was suggested to help the children cross safely.
Ms. Smith asked when the traffic was the heaviest, all day or certain times during the day.
The traffic is lighter mid-day, mornings and after school is dismissed is when the problem
occurs. Lansing Police Department rarely patrols that area.

added that he disagreed with Mr. Farrell statement that crosswalk did not have a legal
standing in Michigan; it is Mr. Berridge's understanding that they do.
Discussion followed. The crosswalks would not be like the crosswalks on the Washington
Mall. The crosswalks would be painted north and south of Lenawee Street on Capitol
Avenue.

Mr. Berridge informed the Board about the changes in the Parking System. The nighttime

and the garages will charge the normal daily rate of 700/hour. One full-time position was
eliminated; two full-time positions were created; and six part-time positions were created.
The estimated net income is $135,000. The Transportation Division is trying to inform
everyone of the changes by placing notices on vehicles and in night notice envelopes, and

a media advisory is to be issued.
Discussion followed regarding the number of vehicles that would be in the facilities (prior
to implementation the North Capitol Garage has been full) ; the time Lot 2 entry fee would

held back, but if the permit parker does not leave, the permit will be valid with no evening
parking fee) .

1. Traffic Board Rules of Administrative Procedure
Mr. Knot presented his clients' (City Council and the Mayor) view on abstention. The
Council and Mayor are opposed to abstention; they feel it is not an acceptable standard.
Discussion followed regarding obligation of the Board to vote on issues; the Board's
intention for abstention; the number of Board members allowed to abstain; the right to
abstain; 5.106 of the Charter was read; legal conflict (receipt of financial benefits or
receipt of indirect financial gain) or appearance of conflict (appears to be in conflict,
nothing illegal but could be perceived as conflict) ; approval of rules and procedures as to
form; and forwarding the Traffic Board Rules of Administrative Procedure to City Council.

correctly. She requested one be installed eastbound on Jolly Road east of Aurelius Road
and one east of Dunckel Road.
2. Collins Road
Mrs. Linhart suggested a bike path on Collins Road for the safety of bikers. There is a
rise in the road beyond Motor Wheel and this creates a possible safety hazard for someone
on a bike. She asked if the road was wide enough. Mr. Berridge told her he would check
into it.

The following residents spoke in favor of installation of a four-way stop. They feel the
four-way stop would slow traffic and provide safety for the children in the neighborhood.
The neighborhood is changing from elderly residents to young families. Mrs. London was
complimented on answering all their questions. However, concerns were raised regarding
the traffic volume; (volume was reduced because school is out, and no ball game was being
played in the park on the day the study was performed) ; the speed study; (equipment for
the speed study was placed to close to the intersections, traffic would be traveling
slower) ; and the reason for stop signs on all cross-streets at May Street except Maryland

Avenue. (Maryland Avenue is the only street that does not have stop signs. )

Mrs. London presented this report. She responded to the public's questions regarding the
volume study and speed study. She stated that the'volume count was taken July 24 and 25,
1991, so school would not be in session; she did not know if a ball game was played or not.
The counters used in the speed study should have been placed approaching the
intersection. Mrs. London had not checked the placement. Mrs. London than presented
the recommendation of the Transportation Division that the existing stop signs on May
Street at Maryland Avenue remain in place and the request for the installation of stop signs
on Maryland Avenue at May Street be denied.
Discussion followed regarding the volume of traffic to warrant a four-way stop (500
vehicles per hour for eight consecutive hours entering all legs; the volume may be lowered
70 percent for 40 mph speeds) ; the speed limit; the traffic volume at intersections that
warrant four-way stop signs (volume doubled compared to Maryland Avenue, around 3500
or higher on both May Street and Maryland Avenue) ; the intent of the Transportation
Division to make Maryland Avenue a "cut-through" from Saginaw Street to Oakland Avenue
(result of one-way street network) ; and the reason stop controls were installed on Mahlon
Street, Clark Street, Cleveland Street, and Johnson Avenue and not on Maryland Avenue.

to concur with the Transportation Division's recommendation that the existing stop signs
on May Street at Maryland Avenue remain in place; the request for the installation of stop
signs on Maryland Avenue at May Street be denied; and to study the area and consider
removal of the other stop signs.
Discussion continued regarding traffic using Maryland Avenue to get to the golf course;
another volume count after school is in session; warranted stop signs on other streets; and
the need to research the reasons the other stop signs were installed.

installation of stop signs on Maryland Avenue at May Street be denied; and to study the

OLD BUSINESS
1 . Traffic Board Rules of Administrative Procedure

Mr. Berridge made the announcement that Mr. Knot, City Attorney, had volunteered to
attend tonight's Traffic Board meeting to discuss the rules of administrative procedure
with the Board members. Mr. Berridge requested he reschedule and attend the
September's meeting since some of the Board members would be absent from tonight's
meeting. Mr. Knot will be attending next month's Traffic Board meeting.
NEW BUSINESS
1. Cedar Street Speed Limit
Mr. Cook requested Mr. Berridge to investigate the feasibility of increasing the speed limit
on Cedar Street between Elm Street and Jolly Road. Mr. Berridge stated that Cedar is a
State trunkline, but he would write a request to the State to increase the speed limit. He
went on to explain some of the problems with increasing the speed limit: exiting
driveways, turning movements, and traffic signal timing.
2. Mt. Hope Avenue Pavement Markings
Mrs. Linhart stated that the white pavement markings are not visible on Mt. Hope Avenue
between Cedar Street and Herbert Street. Mr. Berridge stated that Mt. Hope Avenue is
scheduled to be remarked both east and west of Cedar Street.
3. Forest Road and Aurelius Road
Mrs. Linhart informed the Board that guardrails had been installed at the parking lot
entrances on Forest Road and Aurelius Road. The guardrails were installed to eliminate
vehicles cutting through the parking lot.
4. Traffic Board Rules of Administrative Procedure
Mr. Riddle inquired about the City Attorney attending the September Traffic Board
meeting. He asked how the Board should prepare for regarding his visit. Mr. Cook felt
Mr. Knot should prepare a brief and send it to the board members. Mr. Berridge stated
that the real issue is the abstention rule. Mr. Berridge than explained Mr. Knot's
responsibilities as the City Attorney. He stated that Mr. Knot may need to address two
issues: the Charter; and how to get the Traffic Board Rules of Administrative Procedure
to City Council if Mr. Knot does not agree with them.
Cook moved, Fleck seconded,
to direct Mr. Berridge to write Mr. Knot a memo and request a written response regarding
the Rules from him to be circulated for Traffic Board review prior to the next meeting.
Discussion continued regarding the City Attorney's role in the process of approving the
Traffic Board Rules of Administrative Procedure; the Charter; the delay in approval as to
form; the visit producing a positive result; the Rules that the Board is now functioning
under; the possibility of a violation of the Charter; and the Board's responsibility
regarding the Rules.
FAILED, to direct Mr. Berridge to write Mr. Knot a memo and request a written response
from him to be circulated for the Traffic Board review.

private publication. Professional Engineers are surveyed around the country on various
issues. This survey reflects the Professional Engineers' opinions on neighborhood traffic
control techniques.

1. Parking Regulation Change Request: Johnson Street (#91-25)
Mrs. London presented this report and the recommendation of the Transportation Division
staff to prohibit parking on the west side of Johnson Street north of Oakland Avenue.

2. Speed Hump Installation Request and Installation and Removal Process (#91-26)
Mrs. London presented this report and the recommendation of the Transportation Division
staff to not install speed humps on any residential city street because of the potential
hazard speed humps create and the high installation cost; and to adopt the speed hump
installation and removal process.
Discussion followed regarding speed humps: damage caused by speed humps; Mrs. London
was complemented on her report (how thorough and well written it was) ; speed humps are
attractive nuisances; snow removal; noise vibrations caused by speed humps. The positive
aspects of speed humps were discussed and given for the reason for having the installation
and removal process.

Parking 7:00 AM to 9:00 AM and No Parking 4:00 PM to 6:00 PM and 90-minute Metered
Parking 9:00 AM to 4:00 PM for the five parking spaces in the 400 block South Washington
Avenue, in front of the Learning Care, Inc.

Holidays" on the north side of Kalamazoo Street from Martin Luther King, Jr.
Boulevard - Logan Street (northbound) to a point 305 feet east of Martin Luther
King, Jr. Boulevard - Logan Street (northbound) .
► "No Parking 7AM - 6PM Except Saturdays, Sundays and Holidays" on the south side
of Kalamazoo Street from Martin Luther King, Jr. Boulevard - Logan Street

1 . Traffic Board Rules of Administrative Procedure
Mr. Weis asked what the status was on the Traffic Board's Rules of Administrative
Procedure. Mr. Berridge stated that the rules were not approved as to form by the City
Attorney. The Board may write or instruct Mr. Berridge to write a letter to Mr. Knot. No
further action taken or discussion by the Board.
2. Pennsylvania and Saginaw Traffic Signal
Mr. Person asked if the Transportation Division was aware that the signal at Pennsylvania
and Saginaw was out of sequence. Mr. Berridge stated that the Transportation was
experiencing problems with telecommunications prior to the storm Sunday and that the
storm compounded the problems. However, the Transportation Division is aware of the
problems and working to correct them as soon as possible.

but was satisfied with the Transportation Division's recommendations. Mrs. London was

The following spoke in favor of four-way stop control at Baker Street and Linval Street, at
Bailey Street and Baker Street, at Baker Street and Lyons Street, and at Baker Street and

Donora Street. It is believed stop controls would provide speed control; safety of the
children in the neighborhood; reduce accidents; and decrease drug trafficking in the area.
Mrs. London was again complimented for doing an excellent job. A petition with an
estimated 660 signatures was presented.

6. Lenore Avenue Area Traffic Study (#91-19)
The following residents spoke in favor of "No Through Traffic" signs; multi-way stop
control; speed enforcement; speed limit signs; "No Trucks" signs; and turning restrictions
at the alley in the Lenore Avenue area. They feel these are necessary for the safety of the
children and elderly in the neighborhood; and to keep the neighborhood clean. The
accuracy of the traffic count conducted by the Transportation Division was questioned.

Discussion followed regarding the regulations on Strathmore Avenue, elimination of
hospital employee parking with the 7:00 a.m. to 10:00 a.m. parking restriction (excellent
idea) and the hospital's plan to increase parking.

5. Baker Street Traffic Study (#91-18)
Mrs. London presented this report and the recommendation of the Transportation Division
to deny the request for multi-way stops at Baker Street and Linval Street, Bailey Street
and Baker Street, Baker Street and Lyons Avenue and Baker Street and Donora Street.
Discussion followed regarding the Michigan Manual of Uniform Traffic Control Devices
volume warrants (500 vehicles per hour or 5 right-angle accidents in one year) conducting
a speed study, impact on residents if this issue is delayed, number of signatures on the
petition, and length of time needed to complete a speed study.

CARRIED, to table this report until after a speed study was completed.
6. Lenore Avenue Area Traffic Study (#91-19)
Mrs. London presented this report and the recommendation of the Transportation Division
to deny the request for "No Through Traffic" signs and multi-way stop control at Lenore
Avenue and Quentin Avenue; to deny the request for speed limit signs and increased
enforcement on Lenore Avenue (speed limit signs are already in place) ; to install a "Trucks
- No Left Turn" sign at the alley exit on Boston Boulevard; and to install a "Trucks - No
Right Turn" sign at the alley exit on Pattengill Avenue.
Discussion followed regarding the accuracy of the traffic counts and how counters are set

up. It was stated the counts are accurate.

Mr. Spagnolly presented this report and the Transportation Division's recommendation to
place an adult crossing guard at the intersection of Oakland Avenue and Walnut Street.

Mr. Person stated that the traffic signal at N. Larch Street and Oakland Avenue seemed to
be out of sequence. Mr. Spagnolly stated that it had been out of sequence and was being
corrected. (The technician that maintains the signals was vacationing last week. )
Chairperson Arambula asked about a left turn lane at Cavanaugh Road and Cedar Street.

Mr. Spagnolly stated that Cavanaugh Road had recently been reconstructed, there is a left
turn lane, but the pavement needs to be remarked.
Mr. Weis questioned the Baker Street issue. Mr. Berridge stated that Baker Street is a
class "B" truck route, which means it has a spring load restriction. It is a major street, a
through street, and the last escape route for over-height trucks on Pennsylvania, so it
would be difficult to grant the residents their requests to prohibit truck traffic.
