Mr. Berridge stated he had not received a status report yet from Mr. Spagnolly. NEW BUSINESS Mrs. Linhart stated there is a problem at Pennsylvania Avenue and Mt. Hope Avenue. She observed a vehicle trying to turn left on Pennsylvania Avenue and traffic behind this vehicle was backed- up. Mr. Berridge stated there are supposed to be no left turn signs posted and he would check into this. Chairperson Smith stated there was a problem with State employees parking in her area. Mr. Berridge stated he would check into the enforcement on Lenawee Street. ITEMS FOR SUSPENSION OF THE RULES None. PUBLIC COMMENT ON AGENDA ITEMS 1 • TRAFFIC BOARD PROCEEDINGS: APRIL 11, 1990 04/13/90 None COMMUNICATIONS AND PETITIONS None REPORTS FROM THE SECRETARY 1. TRAFFIC CONTROL REQUEST: HUNTER BOULEVARD AND SOUTHGATE AVENUE ( #90-04) Mrs. London presented this report and the Transportation Division' s recommendation that the request for a four-way stop at the intersection of Hunter Boulevard and Southgate be denied. It was also recommended that the yield signs on Southgate Avenue at Hunter Boulevard be changed to stop signs. Cook arrived at 7 : 35 PM. There was discussion about the number of signatures on the petition. Person moved, Riddle seconded, for a four-way stop at Hunter CARRIED, to deny the request Boulevard and Southgate Avenue and to change the yield signs on Southgate Avenue at Hunter Boulevard to stop signs. 2 . TRAFFIC CONTROL REQUEST: HUNTER BOULEVARD, MAPLEHILL DRIVE AND PARKWAY AVENUE (#90-05) Mrs. London presented this report and the Transportation Division' s recommendation to deny the request for a multi-way stop control at the intersection of Hunter Boulevard, Maplehill Drive and Parkway Avenue and to change the yield signs on Maplehill Drive and Parkway Avenue to stop signs. Linhart moved, Arambula seconded, CARRIED, to deny the request for a multi-way stop control at the intersection of Hunter Boulevard, Maplehill Drive and Parkway Avenue and to change the yield signs on Maplehill Drive and Parkway Avenue to stop signs. 3 . PARKING REGULATIONS: MICHIGAN AVENUE ( #90-06) Mr. Ransom presented this report and the Transportation Division' s recommendation that the "Police Cars Only" parking regulation be 2 -TRAFFIC BOARD PROCEEDINGS: APRIL 11, 1990 04/13/90 eliminated and that 1190-Minute Metered Parking 8: 00 AM - 6 : 00 PM" be added on the north side of Michigan Avenue from 197 feet east of Capitol Avenue to 92 feet east of Capitol Avenue. This recommendation will require an amendment to the City of Lansing Traffic Code. There was discussion regarding the existing time limits in the area and the recommended time limit. Arambula moved, Linhart seconded, CARRIED, to eliminate the "Police Cars Only" parking regulation and that 1190-Minute Meter Parking 8: 00 AM - 6 : 00 PM" be added on the north side of Michigan Avenue from 197 feet east of Capitol Avenue to 92 feet east of Capitol Avenue. 5 - yea 1 - nay (Cook) 4. TRAFFIC REGULATIONS: FOREST ROAD (#90-07) Mr. Berridge presented this report and the recommendation of the Transportation Division that the 35 MPH .speed limit along Forest Road be extended to I-496 and that the 45 MPH speed limit be retained east of I-496 . It was further recommended that traffic speeds be monitored along with other traffic conditions associated with the development of the MSU research Park. No discussion. Cook moved, Person seconded, CARRIED, to extend the 35 MPH speed limit along Forest Road to I- 496 and to retain the 45 MPH speed limit east of I-496 . 5 . NO PARKING REQUEST: GARY AVENUE ( #90-08 ) Mrs. London presented this report and the recommendation of the Transportation Division that parking be prohibited on the east side of Gary Avenue south of Douglas Avenue and that parking be prohibited from 30 feet south of Douglas Avenue to Douglas Avenue on the west side of Gary Avenue. Cook moved, Riddle seconded, to prohibit parking on the east side of Gary Avenue south of Douglas Avenue and prohibit parking from 30 feet south of Douglas Avenue to Douglas Avenue on the west side of Gary Avenue. Several members of the public arrived at 8 : 00 PM. Person moved, Linhart seconded, CARRIED, to suspend the rules to allow the public to speak. Mr. Thomas Snively of 2000 Gary Avenue spoke. He commented on the Report from the Secretary ( #90-08) . He explained the route of the semi-trucks entering and exiting Coolidge Glass Company. He requested one change be made to the Transportation Division' s recommendation. He requested parking be prohibited 30 feet north of the south end of Gary Avenue on the west side of Gary Avenue. He stated that he could schedule the semi-trucks so that the trucks could be out of the area before 2 : 00 PM. He stated that parking prohibition from 8: 00 AM to 2: 00 PM would be helpful. Mr. Steve Hiatt of 246 Douglas Avenue spoke. He stated that a parking prohibition from 8 : 00 AM to 2: 00 PM would work well. He also stated that the semi-trucks run-over his yard, but that was not his complaint. There was discussion between Board members , Mr. Berridge and members of the public. Cook moved, to prohibit parking from 30 feet north of the south end of Gary Avenue, 8: 00 AM to 2: 00 pm daily and to prohibit on the east side of Gary Avenue south of Douglas Avenue. Arambula seconded, and amended that daily excluded week-ends. Mr. Berridge spoke regarding Gary Avenue' s current regulations and gave a description of Gary Avenue. Mr. Berridge than suggested that parking be prohibited on both sides of Gary Avenue from 8: 00 AM to 2: 00 PM, Monday through Friday. Linhart moved, Arambula seconded CARRIED, to call for the question. Motion failed. 4 - yea 2 - nay (Riddle, Linhart) Person moved, Riddle seconded 4 . TRAFFIC BOARD PROCEEDINGS: APRIL 11, 1990 04/13/90 CARRIED, to prohibit parking on both sides of Gary Avenue from 8 : 00 AM to 2: 00 PM, Monday through Friday. Mr. Tim Martenies of 721 Hunter Boulevard spoke. He stated he had circulated a petition requesting a four-way stop at Hunter Boulevard and Southgate Avenue and a multi-way stop control at Hunter Boulevard, Maplehill Drive and Parkway Avenue. The purpose of the petition request for stop control was to slow traffic down and to reduce the amount of traffic. He stated his concern for the children' s safety. He told about the accidents that had occurred in the area. The petition contained only 30 signatures because he had only gone to only half of the houses in the area. Cook raised a point of order regarding Gary Avenue issue. Mr. Berridge indicated that Robert' s Rules had not been strictly followed. Cook moved, Person seconded CARRIED, to remove Gary Avenue issue from the table. Arambula left 8: 20 PM. FY 91 TRANSPORTATION DIVISION BUDGET ( #90-10 ) Mr. Berridge presented this report. Discussion followed regarding the need for a 800 Mzh radio system. Person moved, Cook seconded, CARRIED, to approve the FY 91 Transportation Division budget. TABLED ITEMS None. INFORMATIONAL ITEMS TRAFFIC ENGINEERING - MYTHS AND REALITIES OLD BUSINESS Mr. Person requested that the bush on the southeast corner of Bolley and Greenbriar be trimmed to improve visibility for drivers when they stop at the intersection. Mr. Person also stated he had observed 22 vehicles at Bolley and Greenbriar; 2 vehicles rolled though the intersection without stopping; and others complained that they could not see when stopped where required by the sign. Discussion followed regarding the board members visiting the intersection and viewing the obstruction. NEW BUSINESS Mr. Cook requested that the signal at Grand Avenue and River Street be corrected. Mr. Berridge stated that the signal at Grand Avenue, River Street and Washtenaw Street is a 3-phase light. The first phase is green for northbound Grand Avenue, the second phase is green for northeastbound River Street and the third phase is for pedestrians. Mrs. Linhart commented on Councilmember Schmidt statement that she was unhappy with the Transportation Division' s policy on canceling the Traffic Board meetings. TRAFFIC CONTROL REQUEST: MARCUS STREET AND MIFFLIN , STREET ( #90-01 ) Mr. Berridge presented this report and the Transportation Division' s recommendation that the yield signs be installed on Marcus Street at Mifflin Avenue. TRAFFIC SIGNAL REQUEST: NORTHRUP STREET AND WASHINGTON AVENUE ( #90-02) Mr. Berridge presented this report and the Transportation Division' s recommendation that a traffic signal be installed at Northrup Street and Washington Avenue after the intersection approaches are widened and that in the interim . four-way stop control be installed pending installation of the traffic signal. There was discussion about the four-way stop recommendation and the fact that the MMUTCD recommends this type of action. Riddle moved, Linhart seconded, CARRIED, to install a traffic signal at Northrup Street and Washington Avenue after the intersection approaches are widened and to install four-way stop control in the interim pending installation of the traffic signal. ACTION ITEMS 1. TRAFFIC BOARD ANNUAL EVALUATION ( 490-03 ) Mr. Berridge presented this report and recommended its approval. 2 TRAFFIC BOARD PROCEEDINGS: FEBRUARY 14, 1990 02/15/90 There was discussion about the evaluation process and the excellent quality of the document. Discussion followed regarding the parameters of the consultant' s report and the net number of new parking spaces to be created by the project. Mr. Person indicated that favorable comments had been received regarding the proposed residential facade treatment for the Seymour Street side of the proposed garage. 3 . Referred to the Secretary. REPORTS FROM THE SECRETARY 1 . TRAFFIC CONTROL REQUEST: RICHMOND STREET AND WADSWORTH DRIVE ( 490-37 ) Mrs . London presented this report and the Transportation Division' s recommendation to deny the request for four-way stop control at the intersection of Richmond Street and Wadsworth Drive; to install speed limit signs on Wadsworth Drive west of Pleasant Grove Road and east of Hillcrest Street; and to advise the Lansing Police Department of the problem of vehicles speeding and to request special enforcement attention in this area. Discussion followed regarding the solution to speeding problems. TRAFFIC CONTROL REQUEST: HODGE AVENUE AND STABLER STREET ( 490-39 ) Mrs. London presented this report and the Transportation Division' s recommendation to deny the request for four-way stop control at Hodge Avenue and Stabler Street; to install speed limit signs on Stabler Street north of Holmes Road and south of Dunlap Street, and to advise the Lansing Police Department of the speeding problem and to request this area receive special enforcement attention. Discussion followed regarding skewed alignment of the intersection and corner visibility. Cook moved, Linhart seconded, CARRIED, to deny the request for four-way stop control at Hodge Avenue and Stabler Street; to install speed limit signs on Stabler Street north of Holmes Road and south of Dunlap Street, and to advise the Lansing Police Department of the speeding problem and to request this area receive special enforcement attention. 4 . South Grand Garage is scheduled to be completed November 5 , 1990 . 5 TRAFFIC BOARD PROCEEDINGS: OCTOBER 10, 1990 South Capitol Garage and North Capital Garage are complete except for punch list items. The restoration of the North Grand Garage will start next construction season. Mr. Ransom informed the Board that developers have been selected for the proposed parking sites in the parking development plan that was approved by Council, October 23 , 1989 . The recommendation for the B- 1 site (the site next to Lansing Community College) , is the Jonna Company, Birmingham, Michigan. The Jonna Company' s projects are very aesthetically pleasing. It will be the type of garage the City of Lansing has never seen before. The project has a proposed retail area and condominiums with court yards . Previously J. G. was selected as the developer on the E-1/E-2 site (Kalamazoo Street, Grand Avenue and Lenawee Street) . The Heart of the City was chosen as developer of the Civic Arena area. All three projects are moving forward. Mr. Person questioned when the projects are going to start. Mr. Ransom stated next spring is optimistic. Mr. Ransom reported on the Fast Trak Shuttle Lot. This week there were as many as 250 vehicles in the lot. It appears to be growing even more. The Transportation Division has also taken steps to enlarge the shuttle parking lot. NEW BUSINESS Mr. Person stated that Chief Reifsnyder requested he ask about the traffic signal timing at Washington Avenue and Kalamazoo Street. Chief Reifsnyder wondered if the signal had been changed since the Kalamazoo Street conversion. The timing seems very long for Kalamazoo Street and very short for Washington Avenue. At one time, this timing plan was necessary, but it is no longer necessary. Mr. Spagnolly 6 TRAFFIC BOARD PROCEEDINGS: OCTOBER 10, 1990 stated it is true the green phase is longer on Kalamazoo Street to improve the progression in the westbound direction during the AM peak period. There may be a problem and Mr. Spagnolly will check into it. Mr. Cook stated his concern for the signal timing on Holmes Road and Stabler Avenue. Mr. Spagnolly stated it is fully actuated. Mr. Cook feels the green phase is not long enough on Holmes Road. Mr. Spagnolly stated the it is actuated in all directions. Mr. Cook stated that queued vehicles on Holmes Road can not make it through the light before it turns red again. Mr. Spagnolly will investigate. Mrs. Linhart stated there was another accident at Willard and Aurelius. Now there is no street name sign. Mrs. Linhart asked about the status of Provincial House and Aurelius Road. The center lane is being used for a passing lane. The road grade makes it difficult to see. Mr. Spagnolly stated that there are signs that state it is a left turn lane. Mrs. Linhart agreed that it did have arrows and signs . She questioned if anything could be done. There was a suggestion that the Lansing Police Department be notified. BOULEVARD-LOGAN STREET AND KALAMAZOO STREET The Transportation Division has received complaints in regard to traffic on westbound Kalamazoo Street backing-up at the intersection of Martin Luther King, Jr. Boulevard-Logan Street during the P.M. peak period. In order to alleviate the peak period congestion, we propose to re-stripe Kalamazoo Street to provide an exclusive left turn lane for westbound traffic. This will also provide a through traffic lane with a straight alignment through the intersection. This proposal will require the part-time and full-time removal of parking on portions of Kalamazoo Street. A plan drawing is attached for your information. In order to install the revised pavement markings thks Fall, a decision must be made by City Council no later than October 15, 1990. There are close to one hundred kids that cross this street during the hours of 8:15 to 8:40 and 3:00 to 3:15. About twenty to thirty kids cross at 11:30 to 11:40 and 12:00 to 12:10. What concerns me is, that there are no cross walk lines, nor is there a stop sign for east bound Woodcreek at Bayview, making it an open intersection. There is a hedge on the south west corner of Woodcreek and Bayview, that obstructs a motorists vision of young people walking north bound on Bayview, making it a potential hazard for our children. It is requested for the safety of our children, that crosswalk lines be painted on Woodcreek at Bayview, and a stop sign erected on the south west corner of Woodcreek and Bayview. I might say that many of them are driving with reckless abandon. _ My wife and I have been walking several miles each day, and we have observed, with few exceptions, that drivers who approach a stop sign must read it as "slow", or their sight is impaired, for invariably they slow down, and then scoot across the intersection. This practice is very noticeable on Grant and Garfield Streets. Since the State begain widening Cedar Street, we have watched drivers at the corner of Cedar and Greenlawn take liberties in crossing the street, and in making both right and left turns. I realize that the street is still under construction, but I am fearful that a serious accident could take place before it is completed. I am opeful that the signal lights at that intersection will make allowances for both right and left turns, and sufficent time will be allowed for pedestrians to cross safely. The letter was received from Joan DeRose, the resident manager of the Colonial Townhouses. A safe approach speed study was not performed; however, the existing stop signs on Richmond are adequate to control the intersection. A review of the accidents at this intersection indicated that there have been three ( 3 ) accidents ( all right angle) in the last five years. There have been 17 mid-block accidents (east and west) of the intersection during the last five years. The traffic volume on Wadsworth Drive is 1975 vehicles per day. The traffic volume on Richmond Street is 675 vehicles per day. These traffic volumes do not meet the Michigan Manual of Uniform Traffic Control Devices ' (MMUTCD' s) volume warrants for a multi-way stop. Speed studies were performed on Wadsworth Drive because speeding was raised as an issue. The 85"' percentile speeds ranged from 29 MPH to 35 MPH. Speeding is a problem on Wadsworth Drive; however, stop signs should not be used for speed control. Speeding problems should be addressed through increased enforcement of the traffic laws by the Lansing Police Department. Fire hydrants are located on the east side of Hapeman, just north of each cross street (Hyland, Maple and Theodore) . A review of the accident files for Hapeman Street indicates there have been four ( 4) mid-block accidents in the last five years. The letter was signed by eight residences in the 800 and 900 blocks of Smith Avenue. A safe approach speed study was not performed; however, the existing stop signs on Delevan Avenue are adequate to control traffic at the intersection. A review of the accidents at this intersection indicated that there have been two ( 2) accidents (one right angle) in the last five years. There had been one ( 1) mid-block accident (east and west) of the intersection during the last five years. The traffic volume on Smith Avenue is 1004 vehicles per day. The traffic volume on Delevan Avenue is 374 vehicles per day. These traffic volumes do not meet the Michigan Manual of Uniform Traffic Control Devices (MMUTCD) volume warrants for a multi-way stop. Speed studies were performed on Smith Avenue because speeding was raised as an issue. The 85" percentile speeds ranged from 28 MPH to 30 MPH. These speeds are in the expected range for traffic on a residential street. The Executive/Keystone intersection is a "tee" intersection in a commercial area of the City. The speed limit on both Executive Drive and Keystone Drive is 25 MPH. There is currently no traffic control at the intersection. A safe approach speed study was performed revealing a safe approach speed of 5 MPH due to a sight obstruction in the southwest quadrant. There have been five ( 5 ) accidents (two ( 2) right angle) at the intersection since 1/1/85 . Right angle accidents are potentially correctable with the installation of traffic control. There have been six ( 6 ) mid-block accidents on Keystone Drive east and west of the intersection since 1/1/85 . A safe approach speed study was performed revealing a safe approach speed of 8 MPH due to a sight obstruction in the northwest quadrant. A review of the accidents at this intersection indicated that there have been seven (7 ) accidents ( all right angle) in the last five years. There have been four ( 4) mid-block accidents (north and south) of the intersection during the last five years. The traffic volume on Burchfield Drive is 969 vehicles per day. The traffic volume on Mason Street is 304 vehicles per day. These traffic volumes do not meet the Michigan Manual of Uniform Traffic Control Devices (MMUTCD) volume warrants for a multi-way stop. Speed studies were performed on Burchfield Drive because speeding was raised as an issue. The 85"' percentile speeds ranged from 35 MPH to 38 MPH. Speeding is a problem on Burchfield Drive; however, stop signs should not be used for speed control. Speeding problems should be addressed through increased enforcement of the traffic laws by the Lansing Police Department. Although this intersection does not meet the MMUTCD volume or accident warrants for a multi-way stop, the accident experience at this location is relatively high compared to other low volume residential streets in Lansing. Therefore, it is recommended that the request for four-way stop control at the intersection of Burchfield Drive and Mason Street be approved. Currently the daily traffic volumes are approximately 350 on Wildwood Avenue and 300 on Samantha Avenue. There has been a change in the configuration of the median separating Cedar Street from the frontage road located immediately to the east. Access to Emily Street, Julia Street and Robert Street has been permanently closed. Direct access to Cedar Street is retained at Samantha Avenue. As a result, it is expected that traffic volumes will increase on Samantha Avenue when Cedar Street traffic volumes return to normal levels. Ms. Vaughan indicated the YWCA receives some federal money and the government requires handicapper parking be available. Townsend Street is 40 feet wide and metered parking is allowed on both sides of the street. On-street handicapper parking spaces are discouraged for the following reasons: Handicapper parking space requirements call for a stall to be 12 feet wide. On-street parking spaces are approximately 7 1/2 feet wide. The on-street spaces are available for all handicappers, which means the handicapper (especially wheelchair users) may be required to exit onto the street. This presents a hazard to the handicapper. A handicapper parking space can not be reserved for the use of one building. Handicapper parking spaces are available to all handicappers. It is our experience handicapper parking spaces are generally used all day by a handicapper. Therefore, turn-over parking for the YWCA would not be available in this space. TRAFFIC REGULATIONS: FOREST ROAD ( #90-07 ) Mr. Berridge presented this report and the recommendation of the Transportation Division that the 35 MPH speed limit along Forest Road be extended to I-496 and that the 45 MPH speed limit be retained east of I-496 . It was further recommended that traffic speeds be monitored along with other traffic conditions associated with the development of the MSU research Park. No discussion. NO PARKING REQUEST: GARY AVENUE ( ##90-08) Mrs. London presented this report and the recommendation of the Transportation Division that parking be prohibited on the east side of Gary Avenue south of Douglas Avenue and that parking be prohibited from 30 feet south of Douglas Avenue to Douglas Avenue on the west side of Gary Avenue. Cook moved, Riddle seconded, to prohibit parking on the east side of Gary Avenue south of Douglas Avenue and prohibit parking from 30 feet south of Douglas Avenue to Douglas Avenue on the west side of Gary Avenue. He explained the route of the semi-trucks entering and exiting Coolidge Glass Company. He requested one change be made to the Transportation Division' s recommendation. He requested parking be prohibited 30 feet north of the south end of Gary Avenue on the west side of Gary Avenue. He stated that he could schedule the semi-trucks so that the trucks could be out of the area before 2 : 00 PM. He stated that parking prohibition from 8 : 00 AM to 2: 00 PM would be helpful. Mr. Steve Hiatt of 246 Douglas Avenue spoke. He stated that a parking prohibition from 8 : 00 AM to 2 : 00 PM would work well. He also stated that the semi-trucks run-over his yard, but that was not his complaint. There was discussion between Board members, Mr. Berridge and members of the public. He stated he had circulated a petition requesting a four-way stop at Hunter Boulevard and Southgate Avenue and a multi-way stop control at Hunter Boulevard, Maplehill Drive and Parkway Avenue. The purpose of the petition request for stop control was to slow traffic down and to reduce the amount of traffic. He stated his concern for the children' s safety. He told about the accidents that had occurred in the area. The petition contained only 30 signatures because he had only gone to only half of the houses in the area. Cook raised a point of order regarding Gary Avenue issue. Mr. Berridge indicated that Robert' s Rules had not been strictly followed. INFORMATIONAL ITEMS TRAFFIC ENGINEERING - MYTHS AND REALITIES OLD BUSINESS Mr. Person requested that the bush on the southeast corner of Bolley and Greenbriar be trimmed to improve visibility for drivers when they stop at the intersection. Mr. Person also stated he had observed 22 vehicles at Bolley and Greenbriar; 2 vehicles rolled though the intersection without stopping; and others complained that they could not see when stopped where required by the sign. Discussion followed regarding the board members visiting the intersection and viewing the obstruction. NEW BUSINESS Mr. Cook requested that the signal at Grand Avenue and River Street be corrected. Mr. Berridge stated that the signal at Grand Avenue, River Street and Washtenaw Street is a 3-phase light. Mrs. Linhart commented on Councilmember Schmidt statement that she was unhappy with the Transportation Division' s policy on canceling the Traffic Board meetings. Who funds this project? Mr. Berridge stated that funding will be provided by Michigan Department of Transportation and the Federal Highway Administration. The City will have a matching share. Mr. Berridge was unsure of the exact City's percentage. 3. What is the time frame for this project? Mr. Berridge stated that it is still in the preliminary design stages, but he believes it is slated for 1991 or 1992. 4. What is the interpretation of "mid-block" and where are "mid-blocks" tabulated? "Mid-block" crossing is a nice way of saying "jay-walking." Mr. Berridge stated that the time lapse camera gathered information on the skywalk, at the intersection below and from the middle of the block north and south of the intersection during day-light hours only. 5. What are the estimated traffic and pedestrian impacts after the project is in place? Mr. Berridge stated that the new facility should cause a minor increase in traffic at peak times. South Grand Garage is scheduled to be completed November 5 , 1990 . 5 TRAFFIC BOARD PROCEEDINGS: OCTOBER 10, 1990 10/04/90 South Capitol Garage and North Capital Garage are complete except for punch list items . The restoration of the North Grand Garage will start next construction season. Mr. Ransom informed the Board that developers have been selected for the proposed parking sites in the parking development plan that was approved by Council, October 23 , 1989 . The recommendation for the B- 1 site (the site next to Lansing Community College) , is the Jonna Company, Birmingham, Michigan. The Jonna Company' s projects are very aesthetically pleasing. It will be the type of garage the City of Lansing has never seen before. The project has a proposed retail area and condominiums with court yards . Previously J. G. was selected as the developer on the E-1/E-2 site (Kalamazoo Street, Grand Avenue and Lenawee Street) . The Heart of the City was chosen as developer of the Civic Arena area. All three projects are moving forward. Mr. Person questioned when the projects are going to start. Mr. Ransom stated next spring is optimistic. Mr. Ransom reported on the Fast Trak Shuttle Lot. This week there were as many as 250 vehicles in the lot. It appears to be growing even more. The Transportation Division has also taken steps to enlarge the shuttle parking lot. OLD BUSINESS Discussion regarding change of meeting time: from 7 : 30 PM to 7 : 00 PM: Ms. Smith, Mr. Riddle, Mrs . Mrs. Linhart requested that the Traffic Board meeting time be changed in the Public Notice published in the Lansing State Journal. NEW BUSINESS Mr. Person stated that Chief Reifsnyder requested he ask about the traffic signal timing at Washington Avenue and Kalamazoo Street. Chief Reifsnyder wondered if the signal had been changed since the Kalamazoo Street conversion. The timing seems very long for Kalamazoo Street and very short for Washington Avenue. At one time, this timing plan was necessary, but it is no longer necessary. Mr. Spagnolly 6 TRAFFIC BOARD PROCEEDINGS: OCTOBER 10, 1990 10/04/90 stated it is true the green phase is longer on Kalamazoo Street to improve the progression in the westbound direction during the AM peak period. There may be a problem and Mr. Spagnolly will check into it. Mr. Cook stated his concern for the signal timing on Holmes Road and Stabler Avenue. Mr. Spagnolly stated it is fully actuated. Mr. Cook feels the green phase is not long enough on Holmes Road. Mr. Spagnolly stated the it is actuated in all directions. Mr. Cook stated that queued vehicles on Holmes Road can not make it through the light before it turns red again. Mr. Spagnolly will investigate. Mrs . Linhart stated there was another accident at Willard and Aurelius. Now there is no street name sign. Mrs. Linhart asked about the status of Provincial House and Aurelius Road. The center lane is being used for a passing lane. The road grade makes it difficult to see. Mr. Spagnolly stated that there are signs that state it is a left turn lane. Mrs. Linhart agreed that it did have arrows and signs. She questioned if anything could be done. There was a suggestion that the Lansing Police Department be notified. TRAFFIC CONTROL REQUEST: STRATHMORE AVENUE AND WAYBURN ROAD ( #90-33 ) Ms. Georgetta Wade, of 210 Strathmore Avenue, spoke. She stated there was confusion at Strathmore Avenue and Wayburn Road regarding who has the right-of-way. Mr. Tim Hansen, of 306 Strathmore Avenue, spoke. He requested that stop controls be installed. He is concerned for the children' s safety. Mr. Robert S. Jenkins, of 307 Strathmore Avenue, spoke. He feels you can not accurately determine vehicular speed on a curve. He feels that a traffic control is needed on Wayburn Road. 2 . NO PARKING REQUEST: CONRAD AVENUE AND RICHWOOD STREET ( #90- 32 ) Ms . Lonna Zenker, of 5733 Richwood Street, spoke. She requested that parking be prohibited on both sides of the curve. She stated that a bar and apartment building provide sufficient parking for their patrons . Also, in the winter there is a problem for the snow plows. She would appreciate anything the Traffic Board could do. 4 . TRAFFIC CONTROL REQUEST: DORRANCE COURT AND GENESSEE STREET ( #90-34) Mr. L. Mike Tindle, of 423 Dorrance Court, spoke. He distributed letters from residents to the Traffic Board. Mr. Tindle had circulated petitions in the area for traffic controls and reduction of the speed limit. He stated that only the residents of two houses had not signed the petition. He also stated there are a number of accidents on the corner of Dorrance Court and Genessee Street that are not reported. He is concerned for the children' s safety. Mr. John Jones, of 429 Dorrance Court, spoke. He was concerned because there were not enough accidents to warrant traffic control. He questioned how many accidents it takes. This requirement confused him. He is a taxpayer and wants to keep the children safe. He thanked the Traffic Board for allowing him to speak. Mr. Robert McKinnis, of 829 E. Shiawassee Street, spoke. She is the aunt of the child that was struck. The neighborhood made signs and installed these signs requesting vehicles slow down. Ms. Swanson reported that there are people that drive through and act as if they do not care what the signs say. she stated that they do need signs. Ms . Regina Melius, of 428 Dorrance Court, spoke. She read a memo asking how many accidents it takes to get action; stating that she would rather her taxes go for signs to prevent accidents instead of bricks for tourist attractions. He thanked the residents for coming to the Traffic Board. - He reported that the State had been sued for $3 million for an "attractive nuisance. Also, Aurelius Road will be open by the end of the construction season. Mr. Berridge discussed Cedar Street. Mr. Weis feels that Cedar Street traffic flow has improved. Mr. Berridge informed him that it was because the side streets have been disadvantaged. The green phase has been lengthened on Cedar Street. Mr. Berridge complimented the State on the Cedar Street project. Mr . Weis asked if the landscaping was limited to the east side. Mr. Berridge stated that most of the landscaping will be done on the east side but there will be some trees and bricks on the west side. Mr. Arambula asked about the signal installation at Jolly Road and Pennsylvania Avenue. He stated his concern for the motorists exiting the State parking lot. Since Kalamazoo Street was converted to a two-way operation, motorists exiting the State parking lot have a visibility problem with vehicles parked next to the exit. He suggested that the three metered spaces on the east side of the driveway be moved to the west of the driveway or one metered space be removed and one metered space be moved. He showed pictures and a drawing of the area to Traffic Board members. 7. NO PARKING REQUEST: RIVER STREET ( 490-30 ) Sgt. Tim Poxson of the Lansing Police Department spoke. He stated he supported the Transportation Division' s recommendation. He stated there is a problem maneuvering the pontoon boat and trailer with -vehicles parked across the street from the storage area. This may create a problem because the boat is used for emergency situations and access should not be restricted. 5 . TRAFFIC CONTROL REQUEST: CLIPPERT STREET AND FAIRWAY LANE ( 490-28 ) Mr. Robert Thompson of 1019 Fairway spoke. He stated he was not sure if he had received the correct instructions on how to request new traffic control. He was unaware that there were certain formulas to be followed when a traffic control is recommended. He stated his concern for vehicles speeding, there are no sidewalks in that area and this creates a danger for pedestrians. Also, he feels that motorists have trouble knowing who has the right-of way at that intersection. He requested a yield sign or a stop sign be installed at the intersection. 4 . NO PARKING REQUEST: HOLMES ROAD AND RUTH AVENUE ( #90-27 ) Mr. Gregory Savoie of 1800 E. Holmes Road spoke. Mr. Savoie described the area. He stated that a number of people have parties at the gravel pit. He is concerned for people' s safety. A no parking zone wouldn' t affect any businesses , there are none in the area. ACTION ITEMS None. TABLED ITEMS None. INFORMATIONAL ITEMS CHANGES IN THE PARKING SYSTEM Mr. Berridge presented four points he thought would be of interest to the Traffic Board. 1. The Traffic Board was supported by Council to retain the meter violation fine at $1 . 00 for the first hour. 2 . The Fast Trak shuttle lot is now open. Around 250 to 300 people have signed up to use the shuttle lot. There is no charge for parking in July in the shuttle lot. There have been 150 vehicles in the lot at the peak time and 80 vehicles the first day. 3 . The Cluster Plan is now starting in the North Grand Parking Garage. This is a key point of the Twenty-One Point Plan. There will be "growing pains" the same as with any new plan that is implemented. South Grand Garage and South Capitol Garage may be in place next September. 4 . The Mayor' s Permanent Parking Advisory Committee membership will be announced soon. This does not replace the Traffic Board. It will serve as a voice of the people regarding downtown parking. It is a working committee and their suggestions will be forwarded to the Traffic Board. OLD BUSINESS Chairperson Arambula asked about the signal study at Jolly Road and Aurelius Road. Mr. Berridge stated he had received a report from Mr. Spagnolly. The delay problems can not be solved, they can be balanced, but not eliminated during construction activities. NEW BUSINESS Chairperson Arambula asked about the Cavanaugh Road bridge. Mr. 4 TRAFFIC BOARD PROCEEDINGS: JULY 11, 1990 07/12/90 Berridge stated that the contractor received an extension. Michigan Department of Transportation stopped all road construction around the Fourth of July which caused a delay in completion. Mr. Berridge stated that possibly in another couple weeks it will be completed. Chairperson Arambula asked if the starting time of the Traffic Board meetings could be changed from 7: 30 p.m. to 7: 00 p.m. . Mr. Berridge requested that the Traffic Board members direct him to write an amendment. She thanked the Transportation Division for their cooperation in studying the area and providing her with information. Her concerns were for the safety of the children, inadequate signing and lack of police enforcement. She offered innovative and creative solutions to the problems in her area. She also distributed area photographs and diagrams that indicated the location of the photographs. She distributed a letter from Ms. Maude Guerin. Ms. Susan Cadire, of 1428 Lindbergh Drive, spoke. She stated that the area is very scenic and that she had no problem with they volume of traffic. She does have a problem with the vehicles speeding. She stated she has stood in the street and held her hand out to stop speeding vehicles . Some vehicles slow down others do not. She is concerned for the safety of the children. Mr. Ronald Duncan, of 1420 Lindbergh Drive spoke. He stated he wanted to second everything stated by Ms. Elms-Barclay and Ms . Cadire. Also, he stated there is a vision problem at the entrance to Sycamore Park. There are bushes there that make it difficult to enter or exit Sycamore Park. He is also concerned about the vehicles speeding. Ms. Linda Goerke Schmidt, of 1520 Lindbergh Drive spoke. She lives by the first big curve on Lindbergh Drive. She stated that in the winter months she can hear the vehicles hit the guardrail on the curve. She will not allow her children to play in their front yard. Councilmember Alfreda Schmidt, of 1414 Lindbergh Drive spoke. She requested additional signs be installed at the entrance to Potter Park. She feels lack of signs at the entrance to the park causes vehicles to turn on Lindbergh Drive. This is the 3rd year she has requested the signs. The newest sign was installed last year but it is not sufficient. She suggested the sign be installed closer to Baker Street. She also stated that there is a problem at Sycamore Park. CHANGE IN SPEED LIMIT: MILLER ROAD ( 490-14) Mr. Berridge presented this report and the recommendation of the Transportation Division that the speed limit on Miller Road between Martin Luther King, Jr. , Boulevard-Logan Street and Pleasant Grove Road be reduced from 45 mph to 30 mph. Mrs. Linhart spoke for Mr. Arambula. She asked why the speed limit between Pennsylvania Avenue and Aurelius Road was 30 mph instead of 35 mph. The traffic is not heavy. Mr. Berridge stated that in the past it had been recommended by the Transportation Division and affirmed by the Traffic Board to set the speed limit between Pennsylvania Avenue and Aurelius Road at 35 mph. Council set the 30 mph speed limit. He stated there would be further study on the signing, speed bumps may be an innovative solution to the problem, rumble strips have more disadvantages than advantages (noisy) , and unwarranted stop signs are not a solution to a problem of vehicles speeding. The Mayor would be appointing a new Board member at his earliest convenience. Mr. Person stated the bush on the southeast corner of Bolley and Greenbriar had been removed. The intersection has greatly improved. Mr. Berridge stated that his contact had nothing to do with the removal of the bush. The owner was in the process of correcting the problem. Mr. Person stated that 7 out of 10 vehicles do not stop at that intersection of Bolley and Greenbriar. Mr. Berridge state that possibly at the end of June 1990 Cavanaugh Road will be opened and Jolly Road will be closed for construction. Mrs. Linhart stated she felt that traffic in the construction area on Cedar Street was moving well. Mr. Berridge agreed. He did not agree with the Transportation Division' s recommendations. He stated he felt that the recommendations of the Transportation Division would cause negative results. Ms . Ann Leonard, of 1626 Shubel Avenue, spoke. Ms. Leonard referred to the diagrams on the Reports From the Secretary ( 90- 11 , 90-12 and 90-13 ) she stated that a "Stop for Park Crossing" sign was missing from the diagram and she felt that the sign was important and should be noted on the diagrams. Ms. Leonard is opposed to the stop controls at Pershing and Parkdale, she feels the controls would leave Shubel Avenue open for higher speeds. She "spoke of her concern for the safety of the children in the neighborhood. Ms. Leonard feels that the traffic problems on Shubel Avenue are caused by the Cedar Street construction. Mr. Arambula requested Mr. Berridge consider lengthening the signal phase on Jolly both eastbound and westbound at Aurelius Road. The construction in the Cavanaugh Road and Jolly Road area seems to have increased the traffic on Jolly Road. Mr. Berridge stated he would speak to Mr. Spagnolly. Mrs. Linhart asked about Mrs. Wilkinson, if there was a replacement and if she had submitted her resignation. Mr. Berridge stated he had phoned Mrs . Wilkinson in February, written her a letter and enclosed a self-addressed stamped envelope for her response in March, and written a letter to the Mayor in April. Since she had not officially resigned, Mr. Berridge suggested the Board refer to the attendance criteria (Section 3 . 6) in the "Rules of Administrative Procedure.
