The meeting was called to order at 7:30 p.m. by Chairperson Smith.

PUBLIC COMMENT ON AGENDA ITEMS
Mr. Riddle arrived.
ON-STREET PARKING CHANGES: PENNSYLVANIA AVENUE (#88-61)
Mr. Loyal Dean of 4521 Stafford, owner of Dean's Barber Shop spoke. He requested
the two (2) parking spaces not be removed. He has been in that location 18 years
and his partner, Mr. Messeroll, who ambulates on crutches has worked there for the
past 39 years. Mr. Dean stated that there is a right turn lane there at the present
time and it has never created or caused any problems.
NO PARKING REQUEST: FLETCHER STREET (088-59)
Mr. James R. Engman of 1842 Fletcher, representing himself and Ken's Rentals spoke.
He stated there is already enough restrictions and not enough parking, therefore, he
is opposed to No Parking restriction.
Ms. Linda Shumacher of 1838 Fletcher spoke. She stated she felt parking would be
too limited if a no parking restriction was passed.
TRAFFIC CONTROL REQUEST: FERLEY STREET AND BOGART STREET (088-63)
Mr. Roger Sieting of 1001 Ferley St. spoke. He requested the stop signs that were
installed on a temporary basis on Ferley Street and Bogart Street be left in place.
He stated these signs were needed due to vehicles speeding and the amount of
traffic that travels there.
Ms. Carol Shaw of 1011 Ferley St. spoke. She also requested that the signs remain.
COMMUNICATIONS AND PETITIONS
1. Memo from Ms. Alfreda Schmidt requesting four-way stop at Kendon and Southgate.
Referred to the Secretary.
2. Letter from Mr. Charles A. Pratt of 2015 Victor Ave. requesting stop signs on
Victor at Chatham.
Referred to the Secretary.
3. Letter from Ms. Darla O'Connor of 1907 N. High St. requesting traffic control at
various locations.
Referred to the Secretary.
REPORTS FROM THE SECRETARY
1. NO PARKING REQUEST: KENSINGTON ROAD (088-58)
Mr. Ransom presented this report. He also stated that this new restriction has been
used in other areas and that it has worked.
Mr. Person arrived.

Mr. Ransom also stated that the temporary signs that had been installed are working.
The residents are satisfied with the results.
Mrs. Wilkinson made the motion to concur with the staff recommendation of no parking
7:00 AM to 10:00 AM for both sides of Kensington Road from Wayburn Road to Rockford
Road. Mr. Person supported.

2. NO PARKING REQUEST: FLETCHER STREET (#88-59)
Mr. Ransom presented this report. He stated vehicles are currently being parked on
the street correctly. He indicated that Mr. Keen had told him he feels Ken's Rental
Parking situation is inappropriate for a residential street. Mr. Ransom stated if
there was a choice he would support the restriction, but no alternate parking is
available. The business also has parking requirements which also must be addressed
by the City.
Mr. Arambula made the motion to concur with the staff recommendation that the no
parking restriction request be denied and the parking restrictions remain as is,
Mrs. Wilkinson supported.

3. ON-STREET PARKING CHANGES NEAR STATE LIBRARY/MUSEUM (088-61)
Mr. Ransom presented this report. He also informed the Traffic Board they could
deal with each recommendation separately or as a package.
Mr. Person made the motion to deal with all three (3) and concur with the
Transportation Division recommendation to:
1. Add two hour metered parking 8 AM to 6 PM on the south side of Washtenaw Street.
from Walnut Street to Pine Street.
2. Remove eleven (11) two hour meters on the north side of Washtenaw Street between
Pine Street and Sycamore Street.
3 . Change the west side of Sycamore Street between Washtenaw Street and Kalamazoo
Street from two hour parking 8 AM to 6 PM to two hour metered parking from 8 AM
to 6 PM.
Mrs. Wilkinson supported.

4. ON-STREET PARKING CHANGES: PENNSYLVANIA AVENUE 0 88-61)
Mr. Ransom presented this report. Mrs. Wilkinson questioned where the customers
would park. Mr. Ransom stated there was various other businesses in that area and
on the corner there was a parking lot adjacent to the building. Mr. Dean was
allowed to comment that there are ten (10) apartments, 5 businesses and the barber
shop and the parking spaces have been used alot. And that it is recessed now and

right turn flow is great. Mr. Arambula questioned the driveway south. Mr. Ransom
informed him one was removed and one remains. Mr. Riddle asked who used these two
spaces. Mr. Dean informed him his customers do. Mrs. Wilkinson asked who owns the
parking lot. Mr. Ransom stated he does not know. Mrs. Linhart questioned about the
right turn lane. Mr. Ransom couldn't tell exactly, certain designs are based on
engineering standards. Mrs. Wilkinson questioned if there would be more traffic on
Pennsylvania Avenue after renovation. Mr. Ransom stated there would probably be no
increase except normal growth. Mr. Arambula questioned the minimum standard right
turn lane. Mr. Floyd was not sure, and Mr. Floyd stated that it was given to the
Transportation Division by Engineering of Public Service Department and not all
information is known.
Mrs. Wilkinson made the motion that this be tabled, that they would study it later
when more information was available. Mrs. Linhart supported.
Mr. Floyd informed them there was a time frame because of the nearing of the end of
the construction season.

5. NO TURN ON RED: GRAND AVENUE AND IONIA STREET (088-62)
Mr. Floyd presented this report. He also reported that it appears to make it safer
for pedestrians crossing.
Mrs. Wilkinson made the motion to concur with the staff recommendation that the No
Turn On Red prohibition for eastbound Ionia Street at Grand Avenue be made
permanent. Mr. Riddle and Mr. Arambula supported.

6. TRAFFIC CONTROL REQUEST: FERLEY STREET AND BOGART STREET (#88-63)
Mr. Floyd presented this report. He also stated he had made a field study. He
found this area had heavy volume and vehicles traveling at high speeds. He also
described Ferley Street, as high crown pavement and no sidewalks. It is a
residential street but it is used by vehicles to avoid the signal at Jolly and Logan
and/or Washington and Jolly. He stated that stop signs here are against the manual
but they divert traffic and force high speed traffic to slow down making the street
safer.
Mrs. Wilkinson made the motion to concur with the staff recommendation that the
temporary three-way stop at Ferley Street and Bogart Street be made permanent and
the Lansing Police Department be requested to enforce the 25 mph speed limit. Mrs.
Linhart supported.

INFORMATIONAL ITEMS
Mr. Floyd reported on correspondence from June, 1988, Marion Avenue and Gordon St.
He told of his plans to write letters and meet with the residents, if requested. He
stated he was concerned about the four-way stop that it is unwarranted and may be
unsafe.
Mr. Ransom reported on the progress of the Washington Mall Council action. There
was much discussion about this issue among the board members.
Mr. Floyd reported on Clippert and Grand River. He discussed accidents and the
unusual geometric at the intersection.
Mr. Floyd reported the restoration construction had started at S. Capitol Garage.
He informed that it would end October 31, 1988, resume April, 1989 and be completed
June, 1989.
Mr. Floyd reported on the North Grand Expansion II progress.
Mr. Person questioned Mr. Ransom in reference of building a parking garage at
Capitol and Shiawassee. Mr. Ransom informed him he had been in conference with the
consulting firm of Barton and Aschman. This location was one of the eight
locations being studied.
OLD BUSINESS
NEW BUSINESS
Mrs. Linhart questioned an announcement of a problem around Logan Center. Mr.
Ransom informed her that nothing had been received in the Transportation Division
about this.
Mrs. Linhart stated that the light on Holmes Road and Catherine Street had been
delayed at Council. Mr. Ransom informed her that nothing can be done at this time
anyway.
ITEMS FOR SUSPENSION OF THE RULES

PUBLIC COMMENT ON NON-AGENDA ITEMS
Mr. Harold Leeman of 529 N. Francis addressed the Traffic Board in reference to the
area of Holmes Street and Jerome. He made several requests: Support upgrade,
reinstate the stop ahead sign, need crosswalk marking, and a stop bar at
intersection. Pedestrian walk light.

Mr. Floyd questioned him as to the violation of the stop sign. Mr. Leeman said
that it is violated.
Mr. Floyd stated a stop bar might work.
Mr. Leeman stated that it was an "awkward" intersection area.
Mr. Floyd informed Mr. Leeman that the Transportation Division would check into
this. They would study and see if there is a problem and resolve it.
Mr. Ransom also informed Mr. Leeman of the Transportation Division policy; when new
stop signs are installed for a 90 day period we also install stop ahead signs,
stop ahead signs are not generally permanent. Mr. Floyd stated that the
Transportation Division tries to get away from using too many signs on streets.
Mr. Leeman requested Transportation Division look into the sign on Michigan Avenue
by Heatherwood Farms and Mac's Bar. It appears to need to be upgraded.

Mrs. Wilkinson made the motion that the meeting be adjourned. Supported by Mr.
Arambula.
There being no further business, the meeting was adjourned at 8:43 PM.

PUBLIC COMMENT ON AGENDA ITEMS
TRAFFIC CONTROL REQUEST: KAYNORTH STREET AND NORTHRUP STREET (#88-64)
Mrs. Daisy Bennett of 532 E. Northrup Street spoke. She had submitted a letter
requesting a stop sign at the intersection of Kaynorth Street and Northrup Street.
She also stated there is a problem with large trucks traveling through this
residential area. She requested no through trucking signs be re-installed, made
more visible and that the no trucking be enforced better.
TRAFFIC CONTROL REQUEST: CHATHAM AND VICTOR AVENUE (#88-75)
Mr. Charles A. Pratt of 2015 Victor Avenue spoke. He stated he had been a resident
there for a number of years. He feels that the streets are poorly laid out, and
that they are poorly constructed. He also feels that there should not be parking
permitted on the one side of the street. He stated that he feels the simple
solution to the problem in his area is to install a stop sign; a yield sign doesn't
serve the purpose.
TRAFFIC CONTROL REQUEST: FAIRFAX ROAD AND VICTOR AVENUE (088-74)
Mr. Fayze Jabara of 2031 Victor Avenue spoke. He stated he is concerned for the
children, older people, and property in his area. He feels there should be stop
signs at the intersection of Fairfax and Victor and at the intersection of Chatham
and Victor. He feels this would slow the traffic down, make it safer to cross the
streets, prevent accidents and serve as a reminder to be cautious.
Mrs. Nancy Anderl.a of 2108 Victor Avenue spoke. She stated in approximately the
last eight years the tree in her front yard had been hit three (3) times, twice at
night and once during the day. She also stated there is a CATA bus stop across from
her driveway that causes many problems.
Mrs. Marilyn Jabara of 2031 Victor Avenue spoke. She commented on the problem with
the CATA Bus stop and the need to slow traffic down. She also feels the speed study
that was done may not be accurate.
Mr. Troy Sprague of 2020 Victor Avenue spoke. He feels that the traffic volume
study that was done is the area is inaccurate. He stated that the traffic is
lighter in the fall. Also, traffic is very heavy at 7:00 AM and 5:00 PM.
ON-STREET PARKING CHANGES: PENNSYLVANIA AVENUE (#88-61)
Mr. Loyal Dean of 4521 Stafford spoke. He stated they are near completion of
Pennsylvania Avenue. He also stated that in the past when parking was permitted on
Pennsylvania Avenue, east side, just west of Michigan Avenue, there was never a
problem. It had worked great for years.

Mr. Berridge presented this report. He also stated he would like to discuss the
problem with the trucks in that area with Mrs. Daisy Bennett. Discussion followed
between Mr. Cook and Mr. Berridge in regards to the problem with trucks.
Mr. Arambula made the motion to concur with the Transportation Division's
recommendation that a yield sign be placed on northbound Kaynorth Street at Northrup
Street and that the request for a stop sign be denied. Mr. Person supported the
motion.

recommendation that stop signs be placed on Southgate Avenue at Glendale Avenue.

Mr. Berridge presented this report. Discussion followed between Mr. Cook and Mr.
Berridge regarding the number of driveways involved.
Mr. Arambula made the motion to concur with the Transportation Division's
recommendation that a stop sign be placed on westbound Pingree Street at Corbett
Street. Mr. Riddle supported the motion.

4. TRAFFIC CONTROL REQUEST: RIDDLE STREET AND WASHTENAW STREET (#88-68)
Mr. Berridge presented this report. Discussion followed between Mr. Cook and Mr.
Berridge regarding the need for a stop sign instead of a yield sign.
Mr. Cook made the motion that a yield sign be placed on Washtenaw Street at Riddle
Street. Mr. Riddle supported the motion.

Mr. Berridge presented this report. Discussion followed between Mr. Cook, Mr.

in that area.

that the stop control be placed on Grant Street at Paris Avenue. Mrs. Linhart
supported the motion.

Mr. Berridge presented this report. There was no further discussion.
Mrs. Wilkinson made the motion to concur with the Transportation Division's
recommendation that the temporary stop sign on Washtenaw Street at Huron Street be
made permanent. Mr. Riddle supported the motion.

7. NO-TURN-ON-RED REQUEST: OAKLAND AVENUE AND WALNUT STREET (#88-71)
Mr. Berridge presented this report. There was no further discussion.
Mr. Person made the motion to concur with the Transportation Division's
recommendation that the No-Turn-On-Red When Children Are Present prohibition be made
permanent. Mrs. Wilkinson and Mr. Cook supported the motion.

Mr. Berridge added that the Michigan Department of Transportation had agreed to this
regulation. (Oakland Avenue is a State trunkline. )
8. NO-TURN-ON-RED REQUEST: MARSHALL AVENUE AND JEROME STREET (#88-72)
Mr. Berridge presented this report. There was no further discussion.
Mr. Arambula made the motion to concur with the Transportation Division's
recommendation that No-Turn-On-Red When Children Are Present prohibition be made
permanent. Mrs. Wilkinson and Mr. Riddle supported the motion.

Mr. Berridge also added that the No-Turn-On-Red When Children Are Present was
initially used by the State of Michigan. He feels that it is a positive step
forward; it causes less conflict and confusion.
9. NO PARKING REQUEST: SPRING STREET (#88-73)
Mr. Berridge presented this report. Discussion followed between Mr. Cook, Mr.
Berridge, Mr. Floyd, and Mrs. Wilkinson regarding the abandoned bridge and access to
the river. Mr. Cook made the motion to table this item. Discussion continued; Mr.

Berridge stated that the temporary TCO expires October 26, 1988 and it is working
fine. Discussion continued regarding the bike path and parking. Mr. Berridge also
stated that parking was available in the Elm Street Park one block away.
Mr. Cook made the motion to concur with the Transportation Division's recommendation
that the No Parking prohibition on the north side of Spring Street from 140 feet
west of River Street to the west end of Spring Street be made permanent. Mr. Cook
than questioned if you could later rescind this. Mr. Berridge indicated yes. Mr.
Person supported the motion.

10. TRAFFIC CONTROL REQUEST: FAIRFAX ROAD AND VICTOR AVENUE (088-74)
Mr. Berridge presented this report. A lengthy discussion followed between Mr. Cook,
Mrs. Wilkinson and Mr. Berridge. The discussion referenced; decisions made from the
human aspect, ways to discourage non-local traffic, "problems" stop signs can cause.
Mrs. Wilkinson made the motion to concur with the Transportation Division's
recommendation that the request for stop control on Victor Avenue at Fairfax Road be
denied and that the intersection remain uncontrolled. Mrs. Linhart supported the
motion.

recommendation that the yield control on Chatham Road at Victor Avenue be changed to
stop control, and that the request for a four-way stop at Chatham Road and Victor
Avenue be denied. Mr. Riddle supported the motion.

Avenue be denied. Mrs. Wilkinson supported the motion.

13 . HANDICAPPER PARKING REQUEST: COOLEY LAW SCHOOL (#88-77)
Mr. Berridge presented this report. Discussion followed between Mr. Cook and Mr.
Berridge regarding the differences in handicapper parking spaces and metered
parking spaces, location of these spaces, and the effects of parking spaces on turn
on red.
Mr. Cook made the motion to concur with the Transportation Division's recommendation
that the request from Cooley Law School be denied and that three (3) metered spaces

recommendation that parking be prohibited between the hours of 6:00 AM to 9:00 PM
and 3:00 PM to 6:00 PM Monday through Friday at the following locations:

1. The Victor Building is to be built at Washington and Ottawa. The Transportation
Division will lose 58 parking spaces.
2. The Grand Tower is to be built on the area south of the City Club if everything
goes on schedule. This new building could create an additional problem with
parking space availability.
3 . The Parking Study's draft is due in the Transportation Division's office around
November 14, 1988. Copies will be sent to the Traffic Board and City Council.
There will be a special meeting in December of January regarding this study.
4. The proposed monthly permit operation at River Street Park parking lot has been
moved to items for suspension of the rules.

1. RIVER STREET PARK PARKING LOT.
Mr. Berridge presented this report. Discussion followed between Mrs. Wilkinson and
Mr. Berridge regarding the undeveloped commercial property, the location of this
parking lot, and the ownership of this lot. Discussion continued between Mr.
Arambula and Mr. Berridge regarding the layout of this park area. Discussion
between Mr. Wrobel and Mr. Berridge referenced who uses this park, would the change
cause conflicts. It was indicated that converting this parking lot to permit
parking may work well with the Grand Tower development. Mr. Cook and Mr. Berridge
discussed Parks and Recreation's plans for this area.
Mr. Cook made the motion to concur with the Transportation Division's
recommendations. The recommendations are as follows:
1. It is recommended that the Parking System enter into a five-year lease with the
Parks and Recreation Department for both the north and south portions of the
River Street Park parking lot. The annual amount of the lease to be set at
$5,000. The period of the lease to cover July 1, 1989 through June 30, 1994.
2. It is recommended that the Parking System budget $20,000 in FY89-90 for capital
improvements to the lot and $3,000 annually for maintenance and operation of the
lot in each fiscal year from 1889-90 through 1993-94.
3 . It is recommended that the lot be operated as a permit facility with the monthly
rate of $16.00 for FY89-90. Future monthly rates will be determined based on
lot performance and the Parking System's overall rate structure.
4. It is recommended that the on-street parking regulations in the area be
established with input from the Cherry Hill Neighborhood Association and the
Parks and Recreation Department to meet the various needs of the area.

Mrs. Whiting inquired about South Grand Garage's park anywhere program. She asked
if it was working satisfactorily. Mr. Berridge informed her it is was not in

Mr. Arambula requested the Traffic Board agenda be mailed earlier.
Mrs. Daisy Bennett of 532 E. Northrup Street asked the Traffic Board to reconsider
their decision on placing a stop sign at the intersection of Kaynorth Street and
Northrup Street. She feels a stop sign would be more effective than a yield sign.
She also explained the truck problems in greater detail.

TRAFFIC CONTROL REQUEST: MARTIN STREET AT GARDEN STREET (#88-83)
Mr. Robert M. Prenos of 1621 Martin Street spoke. He stated his concern for his
daughter's safety. He stated he has observed a high volume of traffic, and high
rates of speed by traffic. He feels that a stop sign will reduce the volume and
slow the traffic down.
Mrs. Barbara Dean of 147 E. Barnes Avenue spoke. She was representing the South
Central Neighborhood Association. She stated her concern for the children in the
neighborhood. She also feels a stop sign will reduce the volume and slow the
traffic down.
Mr. Howard Jones of 426 W. Barnes Avenue spoke. He spoke regarding both East Barnes
Avenue at Martin Street and Martin Street at Garden Street. He was representing the
South Central Neighborhood Association. He stated his concerns for the children, he
described the area, and he stated there is a park being developed in the area. He
feels these traffic control devices are necessary.
Mrs. Eleanor Whiting of 6377 Shoeman Road, Haslett spoke. She stated she was
impressed that the neighborhood was looking ahead. She requested the Traffic Board
consider these reports favorably.
TRAFFIC STUDY: VICTOR DRIVE 0 88-87)
Mr. Dan Samahovitz of 2717 Bedford Road spoke. He reported the findings of a
Lansing Police Department study, he read a letter from the principal of Dwight Rich
Middle School and stated his concerns for the children and handicappers in this
neighborhood. He stated that the traffic problem started with the construction on
Waverly Road and has continued.
Mr. Robert Stanton of 2918 Victor Drive spoke. He told of an accident involving his
son's car. His son's car was legally parked and a vehicle struck his son's car at
such a speed that his son's car was totaled. He stated he feels something needs to
be done in that neighborhood to insure safety.

Mr. Mark Merrill of 2931 Victor Drive spoke. He stated that the construction on
Waverly Road and resultant diversion of traffic started the traffic problem and it
has continued even after the construction was done. He distributed the reports that
the Lansing Police Department had done. He stated that the neighborhood was
planning a meeting in January and he would like Mr. Berridge or someone from the
Transportation Division to attend and explain the findings.
Mr. Dan Samahovitz of 2717 Bedford Road spoke again. He stated he felt the
Transportation Division study was inaccurate because the police had been patrolling
the area for three weeks and this would cause a change.
Ms. Dorothy Sontaf of 2910 Victor Drive spoke. She stated that Victor Drive had no
curves so it is like a runway; there are no natural barriers. She also stated that
it has taken up to five (5) minutes to exit her driveway. She asked to please have
something done for the children's safety.
Mrs. Helen Hawkins of 2617 Victor Drive spoke. She described the area, she stated
that it was a residential area with young families. She expressed her fear for the
children in the neighborhood. She said that in the summer traffic was worse.
Mrs. Eleanor Whiting of 6377 Shoeman Road, Haslett, spoke. She stated she hopes the.
Traffic Board considers this report favorably. She stated there has been many
requests for traffic controls in this area.
Ms. Wendy Hart of 2503 Victor Drive spoke. She stated her fear for the children in
the neighborhood. She stated she will not allow her children to play in the front
yard/area of her house after 4:30 PM (in the summer the children are not allowed in
the front yard/area at all) she fears a vehicle may loose control and end up in her
front yard.
Mr. Gary Riedel of 2500 Victor Drive spoke. He stated his concern for the
children's safety in that area.
TRAFFIC CONTROL REQUEST: - HUGHES ROAD AND KENNEDY DRIVE (1k88-80)
Mr. Ivan Latoski of 6047 Hughes Road spoke. He expressed his concerns for the
safety of the children in the neighborhood. Traffic travels to fast in that area.
Mrs. Lorna Latoski of 6047 Hughes Road spoke. She described the area and requested
that a 4-way stop be installed. She stated that a petition was submitted four (4)
to five (5) years ago. The gentleman that lives on the corner of Hughes Road and
Kennedy Drive informed her he would not sign this petition because he felt the City
would not do anything until someone was killed there.
Ms. Rachel hilts of 6057 Hughes Road spoke. She stated she has grandchildren in the
area and for their safety and the safety of the other children she would like some
type of traffic control.

distance between stop signs and driver expectation.
Mr. Cook made the motion to concur with the Transportation Division's recommendation
that 25 MPH speed limit signs be installed on Hughes Road south of Logan Street and
north of Miller Road, that the request for four-way stop control at Hughes Road and
Kennedy Drive be denied, that the stop control on Kennedy Drive remain, and that the
Lansing Police Department be requested to give special enforcement attention to
speeding vehicles in the area. Mr. Person supported the motion.

Mr. Floyd presented this report. Discussion followed between Mr. Floyd, Mrs.
Linhart, Mr. Cook, Mr. Person, Mr. Ransom, Mr. Wrobel, and Mr. Spagnolly. The
subjects that were discussed were the Lansing Police Department study, temporary
traffic control ordinance, the final recommendation and who was using Victor Drive
(residents or non-residents) . Mr. Cook made the motion to table this report till
February, then re-study it. Mr. Person made the motion to study recommendation "b"
further. Mr. Ransom -suggested this item be referred to the sub-committee to meet
and discuss this further.
Mr. Wrobel made a motion to install a 3-way stop at Viking Street and Victor Drive.
Mrs. Linhart supported the motion.
Mr. Cook made a motion to amend the recommendation "b" to a temporary 3-way stop and
concur with "a" and "c":
a. A stop sign be installed on Bedford Road for southbound traffic at Victor.
b. Amended - A temporary 3-way stop installed at Viking Street and Victor
Drive and the existing yield sign be removed.
C. A stop sign be installed on Hampden Road for southbound traffic at Victor•
Drive and that the existing yield sign be removed.
Discussion regarding the length of a temporary T.C.O. followed.

Mr. Ransom advised the Traffic Board that there was an amendment to the Advisory
Board Evaluation on page 5 , paragraph 2B. The amendment was to change the sentence
from "The division is investigating installing.new types of light bulbs which will-
improve lighting without changing the old fixtures in the North Grand and South
Grand garages. " to "The division is investigating installing new types of light
bulbs which will improve lighting without changing the old fixtures in the North
Grand and North Capitol garages. "
Mr. Cook turned the presentation over to Mr. Ransom. Discussion followed between
Mr. Cook, Mr. Ransom, Mr. Person, Mr. Spagnolly, and Mr. Wrobel. The discussion
regarded the 1989's board objectives, the sign material, the cost of sign material,
the replacement of signs, and the life span of signs.

Mr. Ransom presented this report. Discussion followed between Mr. Cook, Mr. Ransom,

Neighborhood Association approval, and enforcement.
Mr. Cook made the motion to concur with all but one of the Transportation Division's
recommendation. The change was from 2 Hour Parking SA-6P, north and south side of
300 Lenawee to 4 Hour Parking 8A-6P, north and south side of 300 Lenawee.
Discussion followed. Mr. Cook than amended the change from 4 Hour Parking BA-6P,
