Capitol Ave. at 6:00 pm, April 20,2017 The July 2016 meeting of the City of Lansing Demolition Board was called to order at 6:02 p.m. by D. Muylle. The following members were in attendance: David Muylle, Joseph Vitale MEMBERS ABSENT: None STAFF PRESENT: Scott Sanford; Lynne Puente PUBLIC PRESENT: Randy Conway, Jacqueline Souri, Metri Souri, DelRae Finnerty, Regina Anderson, Sue Smith,Jennie Grau S. Sanford called the meeting to order and presented a brief overview of the 2 properties being heard NEW BUSINESS: Case No.: 2017-D001 Address: 1025 Orchard. S. Sanford read case overview. Representative for the owner Regina Anderson brought estimates from contractors but stated she is not sure of the owner's intent she submitted estimates to owner and in her opinion the work that needs to be done exceeds the value and potential value of the home and therefore she believes the property should be demolished. The SEV of the property is $26,900. Land value is $7,837.00. Building value is $45,878. Original red tag date is 4/14/2016. The property is zoned `C' Residential. Estimate of repairs is $236,684.00. Neighbor Randy Conway is here to make comment on the condition of the property. Mr. Conway indicated the roof is severely damaged and that the house overall is in bad repair. Mr. Conway stated he just came to the meeting because he was interested in what was going on with the house as he lives right next door. Demolitions Hearing Officer Joe Vitale ordered the property be make safe or demolish 60 days. DEMOLITIONS BOARD MEETING MINUTES April 20,2017 PAGE 2 Case No.: 2017-DO02 Address: 1310 Jerome Street. S. Sanford presented that case and read the case overview sheet. There were no owners or interested parties present for the meeting. The SEV of the property is $43,100. Land value is $8,543.00. Building value is $77,684. Original red tag date is 01/19/16. The property is zoned `C' Residential. Estimate of repairs is $200,172.00. Property severely water damaged 1/29/2016. Sue Smith wanted to know how we come up the figures for the estimate of repairs. S. Sanford explained that we use the State of Michigan estimate of values for repairs and that it is based at$93.00 per square foot. Neighbors Metri & Jacqueline Souri attended the meeting and stated they wanted to buy the home and demolish it. They have been trying to contact the owner with no response. Jacqueline Souri inquired the time lines for demolition and was explained the process. Both Mr. & Mrs. Souri indicated they were serious with their intent to purchase the home they would like the lot. The board explained to them that we do not own the property therefore we do not have the authority to sell the property. Jennie Grau suggested the Souri's contact the Ingham County Treasury Department to see who has been paying the taxes to get in contact with the owner or her representatives. Demolitions Hearing Officer Dave Muylle ordered the property be make safe or demolish 60 days. Case No.: 2017-0003 Address: 214 Lathrop. S. Sanford read the case overview and indicated the property has been tagged since 2013. Dave Muylle asked the owner (Delrae Finnerty) who was present for the meeting what her goal for the home was. Ms. Finnerty started to explain to him that her son was kidnapped and she kept the home so that when he was released she could reunite with her son. She also indicated that she had cancer and that she had to undergo chemotherapy and that is why she had not been working on the home. Ms. Finnerty indicated that she has requested after hour letters and has been denied. The home was open to vagrants and she indicated they threw her belongings all throughout the house. Mr. Muylle indicated he did not want to upset or anger here but we are meeting to see if she has a plan to repair the home. Mr. Muylle indicated the home is a public nuisance which she indicated was not true. The board suggested she call 211 for assistance and she replied 211 is a joke. She wants us to stop harassing her regarding her home. Mr. Muylle asked her to please stay on track with the home. Ms. Finnerty indicated her home was ambushed by the Fire Department and they cut the power to the home so she can only work there when the weather is warm. Jennifer Grau is a neighbor of the home who was present at the meeting and she indicated she sees no progress and she believes Ms. Finnerty lacks the ability to make the necessary repairs. Ms. Grau also indicated the neighborhood is fragile and she believes that tearing down the home would be detrimental to the neighborhood but also indicated the state the property is in is also detrimental to the neighborhood. Ms. Grau asked Ms. Finnerty if she would be willing to let volunteers help her clean out the home and provide a dumpster, Ms. Finnerty responded to her there is nothing to clean. Ms. Finnerty was asked if the property was for sale as our the Code Enforcement Office had been contacted by a title company she denied this but did remark that the bank has been saying she hasn't been making her mortgage payments even though she states she has been. Ms. Finnerty also believes that the City of Lansing should find someone to help her or loan her the money to make repairs on the property. S. Sanford responded that neighborhood groups have offered to help her clean out the property and when they arrive with the dumpster and volunteers she has always turned them away. Mr. Vitale asked her what her intentions were because she had been asked this question several times during the meeting and she never responded to the question. Ms. Finnerty again responded that her home was illegally red tagged and she was not prepared to sell her home. Ms. Finnerty also responded that she believes the board had already made up their minds prior to the meeting. Ms. Grau also indicated to Ms. Finnerty that she believed she had the financial means to afford a storage facility so she doesn't lose her belongings and that there is a facility within walking distance from her home if she would like help to purse this, Ms. Finnerty declined the offer. Sue Smith stated that the home was Red Tagged illegally and wanted to know why there has never been a court date for the property. S. Sanford responded that when homes are tagged there isn't a court date just the repairs that are cited to be made. Capitol Ave. at 6:00 pm, January 26, 2017 The July 2016 meeting of the City of Lansing Demolition Board was called to order at 6:00 p.m. by S. Sanford. The following members were in attendance: David Muylle, Joe Vitale MEMBERS ABSENT: None STAFF PRESENT: Scott Sanford; Lynne Puente PUBLIC PRESENT: Chambre V. Beauvais Scott Sanford called the meeting to order at 6:05 and presented a brief overview of the one property being heard NEW BUSINESS: Case No.: 2016-DO03 Address: 123 N.Hayford Ave. S..Sanford presented the case. The listed taxpayer of record and interested party is James K. Leach. The SEV of the property is $18,400. Land value is $9,976.00. Building value is $24,389. Original red tag date is 11/04/2013. The property is zoned `B' Residential. Estimate of repairs is $123,200.00. Mr. Beauvais attended the meeting and is the executor for Mr. Leach's estate. Mr. Beauvais indicated that he is currently taking bids for the demolition of the property and recently John Sears from SC Environmental whom he knows met him at the property and he is awaiting his bid. Mr. Vitale recommended to Mr. Beauvais that he contact the Ingham County Land Bank to see if the blight grant still had funds available before he takes money from the estate to pay for the demolition. Mr. Beauvais indicated that he has a check to pay off the mortgage which would have to be paid off before the Ingham County Land Bank could take the property.
