The December 2009 meeting of the City of Lansing Demolition Board was called to order at 6:02 p.m. by L.
Walker. The following members were in attendance: David Muylle

L. Walker asked for approval of the 10/22/09 meeting minutes. Demolitions Hearing Officer Dave Muylle
moved to approve minutes as written.
OLD BUSINESS:
Case No.: 2009-014 Address: 3237 Brisbane Dr. (swimming pool only)
L. Walker updated the board on this case. The listed taxpayers of record and interested parties are Albert &
Barbara Kelley. The SEV of the property is $92,200. Land value is $12,300. Building value is $79,900
(swinuning pool value is $10,400). The property is zoned "A" Residential. Due to a lack of maintenance to the
swinuzung pool and the surrounding area, it has created an unsanitary/unsafe condition. Thus, the swimming pool
only has been placed into the Make Safe or Demolish process. Based on the last Demolition Board meeting on
10/22/09, the owners stated that they would pull the required pernut and remove the swimming pool themselves.
The stated that they did not want to pay the $2,000 administrative fee that would be charged if the case was sent to
City Council. Based on that information, the case was tabled for 30 days to allow the owner time to remove the
swinurling pool themselves. As of today, a building permit was pulled on 10/23/09 to remove the pool. However,
no work has been done on the swinuning pool, nor any rough inspection done on the permit. Based on this
information, staff recommends MS or D in 30 days.
Demolitions Hearing Officer Dave Muylle ordered the swimming pool to be made safe or demolished by
January 4,2010.

A. Approval of 2010 Demolition Board Schedule — L. Walker presented the schedule to the Demolition
Board for their approval. Demolitions Hearing Officer David Muylle approved the 2010 schedule.
B. Demolition Board Members — Demolitions Hearing Officer David Muylle inquired as to the status of
filling the two (2) vacant board positions. C. Segerlind, Building Official, stated that she would look into a

S. Sanford presented the case. The listed taxpayers of record and interested parties are Albert & Barbara Kelley.
The SEV of the property is $92,200. Land value is $12,300. Building value is $79,900 (swimming pool value is
$10,400). The property is zoned "A" Residential. Due to a lack of maintenance to the swimnung pool and the
surrounding area, it has created an unsanitary/unsafe condition. Thus, the swimming pool only has been placed
into the Make Safe or Demolish process. The only contact with the owner was a phone call earlier in the week
asking if they needed to be at the meeting. There has been no action on the property; nor have any of the required
perluts been pulled. This situation has been this way since April 2009. Based on this information, staff
recornrnends that this property be made safe or demolished in 30 days.
Mr. Kelley, owner, addressed the Board. He stated that his intent is to take care of the swinuning pool problem
and get it removed. He has had an ann injury and was cleared by his doctor yesterday. He has lured someone to
come in and remove the swimming pool walls. Then they will be hiring another contractor to come in and fill the
hole with sand and dirt. It will be completed within 30 days.
General discussion ensued regarding the proper way to remove the walls and to break up the floor of the pool to
allow drainage of ground water. The owner was referred to the Chief Building Inspector Jon Wadsworth to inquire
as to whether a building permit or a demolition permit would be the best way to go to complete this project. It was
also brought to the attention of the owner that if the project is not done within the 30-day timeline and has to be
forwarded to City Council, there will be a$2,000 assessment placed on the property.
Demolitions Hearing Officer Dave Muylle ordered the property be tabled to December 3, 2009 to allow time
for the owner to pull the required permit and complete the removal of the swimming pool.

notification due to no forwarding address. CCO Whitford stated that he received a phone call today from the
owner, who is living in Kentucky. Based on this information, staff recommends that this property be made safe or
demolished in 30 days.

Residential. As of today, none of the required permits have been pulled. The owner received the certified mail for
the meeting notification. Based on this information, staff recommends that this property be made safe or
demolished in 30 days.

Residential. As of today, none of the required pernuts have been pulled. The owner did not receive the certified
mail for the meeting notification. Based on this information, staff recommends that this property be made safe or
demolished in 30 days.
General discussion ensued regarding the rehabilitation of this property and what and was feasible in the way of
assisting to find a buyer for the property.

OTHER BUSINESS:
A. Resianation of Demolitions Hearing Officer Mark Hiaeshutter — Mr. Hiaeshutter infonmed the board
that he would be resigning effective after the board meeting due to the fact that he will be moving out of the City of
Lansing. He stated that he has enjoyed being on the Demolition Board and working with staff.
B. Demolition Board Protocol for properties — Demolitions Hearing Officer Dave Muylle asked if there
was something more that the Demolition Board could offer residents instead of just either fixing the property or
demolishing it. CCO Whitford stated that assistance is given before the property reaches the Demolition Board.

moved to approve minutes as written.
OLD BUSINESS:
Case No.: 2009-005 Address: 1912 N. High St.
C. Whitford updated the board on this case. It was last tabled at the 6/25/09 meeting with the condition that the
owner must provide a schedule of rough completions of all trade permits by the next meeting. As of today,none of
the trade permits have been pulled. The two building permits that were pulled have had no action on them since
the last meeting as well. Based on the report from CCO Whitford, there appears to be only a little progress on the
property. The owner has not been in contact with him as of today. On 7/20/09, property was found to be open and
accessible. CCO Whitford was able to close the open window. However, the owner needs to keep the property
secured and the site clean. Based on this information, staff recommends make safe or demolish in 30 days.
Tim Brown, owner, addressed the Board. He submitted two bids for trade work and stated that he wants to work
on the house,but doesn't have a lot of time.

C. Whitford stated that Demolitions Hearing Officer Mark Hiaeshuter requested an excused absence for this

moved to approve minutes as written.
NEW BUSINESS:
Case No.: 2009-005 Address: 1912 N. High St.
C. Whitford presented the case. The listed taxpayer of record and interested party is Timothy Brown. The SEV of
the property is $37,000. Land value is $7,300. Building value is $29,700. The property is zoned "C"Residential.
As of today, there have been two building pen-nits pulled; one for interior and exterior remodel and one for a tear
out. None of the required trade permits have been pulled. However, some progress has been made at the property.
The addition that was on the rear of the house, which was deemed inuninently dangerous by Building Inspector
Doug Halstead, was removed by the owner. The owner has received the meeting notification. Based on this
information, staff recommends that this property be tabled for 30 days to allow time for additional progress to be
made.
Timothy Brown, owner, addressed the Board. He stated that he has been working on the house since he acquired it
in December 2008. He went through the house with Building Inspector Doug Halstead and was given advice or.
how to do the repairs. He continues to work on the structure; there are materials at the site. He plans on living in.
the structure when it is completed.
Demolitions Hearing Officer Dave Muylle discussed the importance of having enough financing to complete such
a job. Mr. Brown stated that this would not be a problem

Residential. As of today, none of the required permits have been pulled. The owner has received the meeting
notification. However, there has been no contact with the owner. Based on this information, staff recommends
that this property be made safe or demolished in 30 days. '

zoned "F" Commercial. As of today, none of the required permits have been pulled. Mr. Whitford also stated that
since this property has been vacant for more than one year, it has lost its non-conforming status. Therefore, if it
were to be rehabbed, it would have to be as a single family dwelling and re-zoned as residential. There have been
many board-ups at this address and it has been a problem property for the neighborhood for quite some time. The
owner has received the meeting notification. However, there has been no contact with the owner. Based on this
infonnation, staff recommends that this property be made safe or demolished in 30 days.
