The meeting was called to order at 7:35 p.m. in Moores Park Learning
Center February 6, 1985 by the President Howard Jones.
The agenda was read and a motion was made by Connie Marin to approve it,
and Ruth Heuer seconded the motion.

The minutes were read, Ruth Heuer made the motion they be approved
and Connie Marin seconded it. MOTION CARRIED
We had three visitors at this meeting, and appreciate their interest and
comments towards the bettering of our neighborhood.
The President asked for the Officer's report. They are:
Howard Jones had several fliers which were passed around for the members
to read, asking for volunteers for different projects.
He also reported on the Thermogram Program. There was a good turn out
at the two sessions held up to date. It was also mentioned that even
though the Thermograms are a good program, they do not give a true
reading on houses that are stucco, have aluminum siding, or are brick.
Ruth Heuer had no report.
Mary Hull asked to be replaced as the Secretary, due to personal reasons.
She regrets she cannot continue.
Old Business:
Ruth Heuer suggested we have more up to date data on our budget.
Howard Jones will write a letter to the City Council , the Mayor, and
Alan Tubbs, concerning the Diamond Reo Property asking why it has
taken so long to do something with this property. We think we deserve
some explanation concerning this stagnate property.

Sandra reported there have been no proposals on this property so far.
It is being considered splitting the land into five or six parcels.
Also, posting a "For Sale" sign on it.
The Committee believes this should have been done a long time ago.
Up Date on Nellers Court:
Five (5) houses have been acquired.
Four (4) properties ready to close.
One (1) owner has not signed yet. Owner shows no interest whatsoever
in selling his property as he could not afford to replace it with the
price he would get according to oneof the members.
Approximately $90,500.00 was spent on acquisition for these properties.
Nothing has been done concerning the property at 1517 S. Washington Avenue.
It was estimated it would cost approximately $60,000.00 - $80,000.00
to acquire S. Washington and $80,000.00 e $100,000.00 to acquire 114,
and 118 Baker Street. Also, an update on 119 Garden Street is needed.
These are estimated totals. A different. up to date budget was asked
for by next month.
A Motion was made by Ruth Heuer that $170,000.00 be transferred from our
Rehab Budget into acquisition for our present needs on these properties.
Barbara Dean seconded this motion.

There has been no report as yet on the properties on Beal and Smith,
owned by Joe Cavicchioni .
As for the damaged trees done by the recent ice-storm, it will be
some time before anything will be done. Mr. Phillips reported they are
still busy working on the removal of trees damaged or destroyed for
the years 1979 and 1980.
New Business:
The fence on Mt. Hope will remain as is until it becomes an eye sore,
or a safety hazard. At that time it should be demolished.
Gladys' Gilson made this into a motion and it was seconded by Ruth Heuer.
MOTION CARRIED
The second house built by the school district is to be checked on.
It is not definite yet as to when the other horse will be started,
probably not until 1986 or 1987. MSHDA will not finance until they
reevaluate it, as it is too close to a business. The School District.
says it is too far to travel from Harry Hill .

Other Business:
Howard Jones talked about the sewer-rate jump.
There will be a hearing on Glenn Island, February 19, 1985 at the Planning
Board, City Hall , loth floor.
Connie Marin's moving has been delayed because of needed repairs on her
new home.
Clara Axam, has agreed on a home on Westwood.
Neighborhood Council :
Gladys reported not much has been happening this month, due to cold
weather. We had one (1) B & E.
Family Fun Night was held at Moores Park School , January 29, 1985.
Thirty-three (33) attended and everyone had a good time. There would
have been a greater turn out, if the weather would have been more
cooperative.
The next C.D.C. meeting will be held Wednesday March 6, 1985.
Motion was made by Gladys Gilson, and seconded by Ruth Heuer to adjourn.
Meeting was adjourned at 9:08 p.m.

The meeting was called to order by the President, Howard
Jones, at 7 :30 p.m. , in the Moores Park Learning Center.
Business could not be discussed until there was a quorum
present, which occurred at 7 :40 p.m. The Agenda was read; several
topics were added under New Business . A motion was made by Connie
Marin, seconded by Ted Kost, that the Agenda be approved. MOTION
CARRIED.

The minutes of the last meeting were read and correction
made of the address of 1404 Reo Avenue to 1416 Reo Avenue. A
motion was made by Ruth Heuer, seconded by Roy Grubb, that the
minutes be approved as corrected. MOTION CARRIED.
The following visitors attended the meeting: Mrs . Gasche,
Mr. Moore, Clara Axam, Jim Dragisic, Dick and Scott Carlson and
Mr. Gibson.
Mr. Carlson has bought the Brenke house on Woodlawn; his
son will be making his home at this residence. Mr. Moore is
now living in the home of the late Gertrude Ludwick. We welcome
both to the neighborhood.
Clara will be moving to her new address May 15 , 1985 . Mr.
Gibson, who is associated with the Lansing Food Bank and others,
talked on the project of Community Garden Plots . He advised
that they provide seeds and plants at no charge to low income
families, help the handicapped, assist youth projects and provide
rototiller service for backyard plowing and community garden
projects . Help can be obtained from the Co-op Extension Service.
Cristo Rey is also aiding in the garden project.

Officers Report:
Howard Jones commented on the gardening project. Ruth Heuer
and Mary Hull had no report at this meeting.
Old Business :
An update on properties on Baker Street and South Washington
Avenue will be presented at the May meeting.
Connie Marin' s closing date on her new home is to be held
April 16 , 1985 . She should be moving May 1, 1985 .
New Business :
Demolition schedule will be moved to next month' s Agenda.
Sandy will present the neighborhood gardening project
concerning the two lots on Mt. Hope Avenue between Todd Street
and Davis at her next staff meeting. This location is the
community' s first choice.
Gladys Gilson suggested a check be made into the lack of
house numbers in the area. It would assist the police and fire
departments in responding to emergencies and would help the mail
carriers and individuals looking for certain addresses. Gladys
also commented on the broken eavestroughs damaged by the ice
storm. Sandy advised CD money could not be used for replacing
numbers as this activity is not a wise expenditure of the funds .
However, a resident could apply for a rehab package to repair
eavestroughs .
The Diamond Reo site is to be cleaned by Oldsmobile as soon
as they are able to get on the grounds. The lots acquired by
Development will be graded and seeded.
The Reo parking lot needs clearing of debris and litter.
The Board of Water and Light property needs to be cleaned of
trash and litter; this is to be done by BWL maintenance crews.
Sandy is to provide a list for the next meeting of the number
of people who have withdrawn after making application for rehab
funds.
A letter is to be forwarded to ' the Mayor and Mr. Richard
Adams concerning the replacement of Mr. Adams on the CDC as he
has not attended a meeting since his appointment last November.
Other Business :
Neighborhood Council - there were no comments at this meeting.
Neighborhood Watch:
Gladys Gilson announced there will be a meeting May 9 , 1985,
in the Moores Park School gym. There were several instances
of B&E' s during the month of March, along with some malicious
destruction.

that the meeting be adjourned. MOTION CARRIED. Meeting adjourned

May 1, 1985
The May 1., 1985 , meeting was delayed for a short time as
there was a problem getting into the school .
The meeting was called to order at approximately 6 :15 p.m. ,
by Howard Jones, President.
After adding a few new topics , the Agenda was read and
approved. A motion was made by Connie Marin for approval, seconded
by Robert Hall. Motion carried.

The minutes of the April 10 , 1985 , meeting were read and
a motion was made by Ruth Heuer for approval ; seconded. Motion
carried.
Visitors attending the meeting: Gary Heuer and Jim Dragisic.
Mr. Carlson also attended the meeting.
Officer's Report
Howard Jones reported he had done some cleaning along the
fence on Mt. Hope Avenue and commented that two bushes and one
tree should be replaced; a check should be made of the contract
regarding replacing of shrubbery and trees . He also said he
had talked to Joe Cavicchioni and invited him to attend the June
meeting.
Mrs. Ellen Moore said she was interested in serving on the
District Council.
Ruth Heuer reported a furnace had been stolen from 117 Garden
Street, also the house has been boarded up. Mary Hull had no
report at this meeting.
Old Business
Mr. Harris gave an update on 114-118 Baker Street and 1517
S. Washington Avenue. He said there are signed offers on all
three of the properties, but have not been closed as yet. 114
and 118 Baker have been accepted and are awaiting title clearance.
1517 S. Washington should have been closed April 30, 1985, but
there appears to be a problem with the title.
Demolition Schedule
Report pending on 210 Isbell and 1625 Nellers Court. Mr.
Harris reported that 1518-1526 and 1601 Nellers Court are scheduled
to be down by June. The house at 1611 Nellers Court has been
brought up to code. The houses at 117 Garden, 1526 and 1527
Nellers Court are going on the second . demolition package. The
house at 1625 Martin St. was bought two months ago.
Gardening Project
The application for the project has been denied. There
would be several things the City would have to do, such as
executing the lease, have some kind of insurance policy, clean
up the two lots of limbs and trash and clean up in the fall.
Ruth Heuer made a motion to scrap the project; seconded. Motion
carried.
Mr. Harris stated a party is interested in building two
houses on the lots.
Public Improvements
The trees along the Diamond Reo property on S. Washington
Avenue and new signs are from the Diamond Reo Improvement Account.
Oldsmobile had crew cleaning the trash and debris on their lot
under Phase I.
Fixing the cut-through from the cul-de-sac on Woodlawn to
the Moores Park School parking lot. Under Phase I, the cost
is estimated at $2 , 300 . Phase II consists of screening and
buffering along the rear lots of Garden Street properties and
Martin Street if a developer has not done so by 1987 .
Improving site conditions at the intersections of S.
Washington Avenue and Garden Street and at S. Washington and
Isbell Street and replacing trees that have died.
Phase I will use all of its current budget so we will need
to find additional funds for Phase II.
A request for the list of applicants who had withdrawn after
applying for Rehab funds was denied as Mr. Harris stated that
same was confidential.

New Business
The house at 120 Isbell Street should be checked because
of trash and debris on property. This property is owner-occupied.
The Council asked that 302 , 304 and 326 Barnes Avenue be
check-ed by the Planning and Development divisions to ascertain
if these properties are up, or have been brought up-, to City
code.
Other Business
Jim Lovitt agreed to talk to the neighbors concerning the
properties owned by Joe Cavicchioni on Beal Street.
Ruth Heuer suggested Connie Marin attend the remainder of
the Council meeting, as Ms . Heuer will be moving out of area
on May 8 . The Council agreed. Ms . Marin has always been very
interested in the improvements of the neighborhood and has given
many helpful suggestions and been a great asset to the Council.
Jim Dragisic ' s name has been submitted for appointment to
the District Council.
Neighborhood Council
There was not . meeting. The Neighborhood Council is
considering conducting two workshops in June on home improvements
and two workshops in October on code improvements, etc.
Neighborhood Watch
Gladys Gilson reported there have been several B&E' s and
one disorderly conduct in the surrounding neighborhood. A meeting
is to be held May 9 , at the Moores .Park Gym.
The next meeting will be held June 12 , 1985 , at 7 : 30 p.m.
at the home of. Howard Jones, 421 W. Barnes. A motion was made
by Ted Kost, seconded by Ruth Heuer, to adjourn meeting. Motion
carried. Meeting adjourned.

The minutes of the last meeting were read and approved.
Jim Dragisic made a motion, seconded by Connie Feldpausch, for
approval of minutes . Motion Carried.
Two new members were welcomed to the Council -- Lawrence
Moore replacing Mr. Adams and Jim Dragisic replacing Connie Marin.
Several visitors attended; their comments were appreciated:

Mr. Gupta made several comments regarding his property and
other houses on Neller' s Court. Priscilla Holmes talked about
the upcoming Riverfest, soliciting boats for the river float
parade.
Councilman Creamer informed the group that beginning July
1, 1985, Moores Park rating will increase from "B" to "AB" , thus
increasing the budget, allowing for further improvements in the
park. Mr . Creamer stated he would make a request to the Board
of Water and Light for additional lighting.
Officers ' Report
Howard Jones stated he contacted Joe Cavicchioni regarding
his properties and Mr. Cavicchioni assured Mr. Jones that within
the next two (2 ) months the houses will be painted and rented.
Ruth Heuer commented on the overgrown weeds on the Diamond
Reo and Board of Water and Light properties .
Mary Hull had no comments.
Old Business
210 Isbell - an abandoned garage on which there has been
an out-of-court settlement in the amount of $750 . 00 .
117 Garden - has no demolition date as yet; 114-118 Baker
Street and 1517 S. Washington Avenue - need to clear title
problems.
1625 Martin Street - City is working with the family for
replacement; they have at least ninety ( 90 ) days to relocate.
1518-1526-1601 Neller' s Court - are scheduled for demolition,
but as yet no date has been set. This item will be discussed
at the July meeting.
Guidelines set by HUD state that approximately $10 , 500 to
$16 , 000 could be needed for acquisition of homes in this area.
There are approximately 13 houses left on Neller ' s Court; to
date, 3 houses are down and 3 are to be taken down.
Owners of 306 and 326 W. Barnes will be sent exterior
compliance letters by July 1, 1985 .
New Business
Suggestion was made that 6-12 trees be planted on the east
side of Washington Avenue. Sidewalks and curbs are being repaired
and replaced on the east side of the street.
The prostitution problem in the surrounding neighborhood
was discussed along with solutions to help eliminate the problem.
It was suggested that patrolling of citizens and Human Relations
personnel would help control the problem.
Neighborhood Council
Gladys Gilson reported that the City is funding $10 , 000
to hire a staff person.
Neighborhood Watch
Gladys Gilson reported there had been several larcenies,
tire slashings and B&E' s . Incidents are occurring more frequently
due to nicer weather.

The meeting date for the CDC #4 has been changed from the
second week of the month to the first week. The July 3 , 1985,
meeting will be held at the home of Mark Bosche, 509 Moores River
Drive, commencing at 7 :30 p.m.
The CDC Wishes to thank Mr. and Mrs . Howard Jones for hosting
the June meeting.
A motion was made by Ted Kost, seconded by Jim Lovitt, to
adjourn the meeting. Motion carried. Meeting adjourned at 8:45
p.m.

MINUTES
The July 3, 1985 meeting was called to order at 7 :30 p.m. by the President,
at the home of Mark Bosche.
The Agenda was read and amended with certain stipulations.

The minutes were read and corrected, Ruth Heuer made a motion to approve the
minutes, seconded by Robert Hall , MOTION CARRIED.
One visitor attended our meeting.
Officer' s reports were given.
Mr. Jones suggested writing to Madge Cage, Barbara Dean, and Arden Heverly
concerning their frequent absenteeism; and if they are still interested in serving
on the Council . Ruth Heuer asked about the properties at 106 and 110 Baker St. ,
also 210 Isbell St. Mary Hull made a motion to skip the August meeting.
Vote was tied. MOTION DEFEATED.
Old Business
1605 & 1527 - Bids are being taken for these properties. 117 Garden St. is to
be down by July 17, 1985. Properties at 114 and 118 Baker has been sold to the
City. These properties have to be vacated before they can be demolished.
210 Isbell is to be demolished as soon as the city pays the settlement amount
and bids are let for demolition. 1625 Martin St. , the family is working with the
Relocation Center. 1517 S. Washington Ave. , trouble in getting a clear title.
The Board of Water R.. Light storage lot is to be checked by Turne,y Gratz to
straighten out the problem. The Parks Dept. is to maintain the area space
by the Mt. Hope fence. Glenn Island is to be inspected and bids taken for
cleaning up trees to be removed which are down, and the grass taken care of.

New Business
1617 Martin St. is put up for Homesteading. The persons are to live on the
property at least 5 years.
It was suggested by the Council we get a list of residents who applied for
Rehab and their jobs have been completed, and a report on the progress of the house
at the corner of Barnes Ave. and S. Washington Ave. A motion was made by Ruth
Heuer to have these two items added to the August Agenda. Motion seconded by
Mark Bosche. MOTION CARRIED. A check on zoning variance of the property at
Barnes Ave. and Osband St. concerning the construction of a garage on property
of P1r. Moore.
We were informed that Cadillac is looking at the property of the old Diamond-Reo
site.
Other Business:
Neighborhood Council
This meeting was attended by Gladys Gilson and Mary Hull . Two members of the
Guardian Angels attended, and explained the group' s purpose. As of this date
they have 6 members and are in the process of recruiting more. They go through
a 2 month training. Applicants must be 15 years or older, those under 18 must
have parents permission. They ride the CATA buses, help look for missing
children, patrol Lansing areas on regular 3 hour basis. At social functions
they help with crowd and traffic control . . Currently they are supporting
themselves. They are hoping to have some sponsors.
Neighborhood Watch
Gladys Gilson reported a long list of B f, E ' s, larcenies, assault and battery
charges, sales of drugs, and also believes there is a house of prostitution
at 1621 Coleman St.
The next meeting will be a picnic plus the meeting. It will be held at the
floores Park Pavillion at 6:30 p.m. , August 7, 1985. Bring a dish to pass ,
plus own table service and drink.

Meeting and picnic was held at the Moores Park Pavilion,
August 7 , 1985 . The Meeting was called to order by the President

Four visitors attended: Mr. Castillo and daughter; Bob
Buffington informed us that the sidewalk at 1613 Osband St. was
buckled and dangerous ; Mrs. Love, who owns property at 1621 Martin,
stated she has offered the property to City for demolition, as
it requires extensive renovation. The property has been vacant
4 years, and to date, she has spent $8 , 000 on improvements ; she
is asking $18 , 000 for the property to cover her investment. Ted
Kost suggested further investigation of the budget before any
decision is made. Mrs. Love advised she contacted Turney Gratz,
who informed her it would be six months before consideration
of this property could take place. Priority must be given to
owner-occupied dwellings .
Clara Axam surprised us with a visit and invited the members
to hold the September meeting at her new home at 3821 Wedgewood.
She wanted to express her appreciation to the Council for their
assistance.
The CDC appreciates the concerns and information our visitors
provide.
Officers Report : Howard Jones reminded the Council that
the circus will be held on August 8 , 1985, at the Diamond Reo
site.
Ruth Heuer suggested the CDC investigate the disposition
of the properties at 115 , 117 , 119 and 121 Garden.
Mary. Hull reported three letters were forwarded to members
concerning absenteeism.
Old Business : The drawing on the homestead property on
Martin Street is to be held Monday, August 12 , 1985 .
Bids for the demolition of 210 Isbell are being accepted
for the next three weeks; the property will be demolished 30
days after bid completion.
The storage area on Diamond Reo parking lot has widespread
use; City has advised there is not much that can be done about
the situation.
Jim Lovitt reported the properties at the northeast corner
of Beal and Smith, owned by Joe Cavicchioni , are progressing
nicely. So far, two houses are rented and others being renovated.
New Business : Act 285 - 1621 Martin Street concerns the
property owned by Mrs. Love - previously discussed under visitors
comments .
John Salmons, Code Compliance Officer for the City, stated
the Division is being reorganized. The Division, Police
Department, City Attorney' s Office and four citizen groups will
be working with community enforcing the City Code.
1701 S. Washington update : This property is no longer in
the program. The owner is on own; building permit for property
expires in October. Mr. Jakovac from Co-Gen Co. is slated to
attend the September meeting with a slide presentation explaining
the project to the members who did not attend the meeting last
month.
It was suggested by Gladys Gilson that a check be made of
the house at 1721 Todd for demolition. Harold Interiors once
owned the property, current owners unknown. It was also suggested
that three houses on the eastside of Todd St. in the 1700 block
also be inspected and the owners contacted.
Other Business : Neighborhood Council - July meeting
cancelled.

As the terms of Gladys Gilson and alternate Mary Hull expire,
Arden Heverly was nominated as representative and Lawrence Moore
the alternate to the Neighborhood Council .
Neighborhood Watch: There was much action in surrounding
neighborhood - B & E ' s , larcenies and malicious destruction of
property. The person who robbed the Total Gas Station was
apprehended August 6 , 1985 .
Ms . Gilson reminded everyone about the Neighborhood Lights
On Night, August 13 , 1985 , from 8-9 p.m.
The next meeting of the CDC will be held September 4 , 1985 ,
at 7 : 30 p.m. , at the home of Clara Axam, 3821 Wedgewood. See

The meeting was called to order at 7 :50 p.m. followed by
approval and additions of the Agenda and corrections to the last
minutes.
Corrections : Robert Hall and Connie Feldpausch were both
excused and not absent for the August meeting. John Salmons attended
as a staff person and Mrs . Love as a visitor, Gary Heuer as a
visitor, and Mr. Castillo and daughter as a visitor.
Gary Heuer requested an alleyway be made off 114 Baker to
service the businesses on S. Washington Avenue in the 1500 block.
While he asked for 25 feet his thinking of 35 feet would be more
serviceable in giving room for screening and buffering with a place
for snow to be pushed aside during the winter months . This would
be a north and south alleyway parallel to Washington Avenue and
the exit would be onto Washington Avenue. A letter is to be written
by Gladys to the Planning Board giving our approval . A motion
was made for Saundra to present the request to City officials by
Jim Dragisic and seconded by Robert Hall . Ruth Heuer abstained
from voting. Motion carried.
Next Saturday, September 7, 1985 , Granger is having a toxic
waste collection service at 5303 S. Cedar from 9 :00 a.m. until
3 : OO, p.m.
Thanks was given to Clara Axam for having us , at her house
as we share her happiness at her relocation from Neller' s Court.
Connie Marin was present and invited us to have our October meeting
at her house at 2939 Sunderland (393-7571 ) . We accepted.
Ted Kost sent thank you' s to CDC #4 for the mum plant sent
to them at the onset of their son' s illness. Their son is still
very ill at Sparrow Hospital. A sympathy card for Mary Hull on
the death of her brother was sent around for all to sign. We also
learned that Barbara Dean was absent due to a death in her family
outside of Michigan.
Howard read and then passed the letter from Joseph Pandy,
Jr. , General Manager of the Lansing Board of Water and Light telling
of their new committee being created with members of various
neighborhood groups being the representatives . Bob Hall made a
motion that we have a representative and Roy Grubb seconded. Jim
Dragisic was nominated and accepted. Motion carried.
Ruth reported that the sidewalk repairs in their area are
done and look nice along with the tree planting. The circus came
and left town leaving the premises well taken care of except for
one plastic bag left under the semi-trailer parked in that area.
Also, that the overload of cement from the sidewalks was dumped
into strategic places creating a barrier for through traffic off
the old Reo parking lot.
Saundra reported that all homes that were to be acquired by
the City has been accomplished. The City is having some trouble
with occupants on Baker Street. The occupants have been served
a notice to quit and the City will be going to court soon.
Progress on 1517 S. Washington is going well . Saundra will
check further into the relocation of the family on Martin Street.
Connie Marin asked about the availability of the homes built on
North High Street. Saundra was to look into it for places to
relocate the people in that area. As the housing project being
built is for Lansing people, the committee feels that people being
relocated by the City should have precedence of occupation.
HUD now owns 121 Garden which has halted condemnation process
through the Building Division. Saundra was asked to look into
the 1809 Coleman financing as it has been sold and CDC #4 should
be receiving the money into our budget for the work on rehab done
there a few years ago. She was also asked to check on the schedule
for their plantings for the area and bring a budget report to the
October meeting.
Mrs. Love was there asking for the purchase of her home at
1621 Martin again. She said she wouldn' t mind it being fixed up
for rental, but extensive remodeling would have to be done before
she would consider renting it out. The assessed valuation is
$6 , 500 . 00 .

Jim Dragisic made a motion that CDC #4 continue to maintain
our position of giving precedence to owner occupied properties.
Motion seconded by Bob Hall. Motion carried.
Mr. Bill Jakovac was present to represent Co-Gen. He is anxious
to receive a reply from the City fathers on his proposal to go
ahead with the Diamond Reo property to investigate the advisability
of establishing the Co-Gen in that location. It has been 7 weeks
since the proposal was presented to some of the Lansing active
residents. (CDC #4 was included in that presentation. ) He still
has not received a definite answer. Ruth Heuer made the motion
we write a letter to the City leaders requesting . an answer by
September 20, 1985 , so we can have it on our agenda f or the October
meeting. Seconded by Jim Dragisic. Motion carried.
Howard was to write the letter and Jim Dragisic take it to
the Committee of the Whole Thursday afternoon 4 :00 p.m. and have
it placed on the agenda for Monday night City Council meeting,
September 9 , 1985 . All CDC #4 members are to attend for support
to this request.
Robert Hall talked of . the near accident he recently witnessed
as one of the many flower girls ran out to a car that stopped
suddenly for a traffic light. She obviously thought the sudden
stop was to make a purchase. Gladys made a motion a letter be
written to the City Council requesting an ordinance to be written
to prohibit curbside, vacant lot sales , etc. Motion carried. Robert
Hall is to write the letter to the City Council .
As Gladys was out of town for the Neighborhood Council August
meeting and we forgot to ask the new representative Arden Heverly
for a report.
Gladys did give the happenings for the previous month in the
Neighborhood Watch area. Gladys has stepped down from her position
of Area Coordinator, she still makes some of the necessary telephone
calls, hoping for someone to take over the responsibilities of
the Area Coordinator.
Meeting was adjourned at 9 : 40 p.m. The next meeting will
be October 2 , 1985 , at 7 :30 p.m. at Connie Marin' s home, 2939
Sunderland.

The minutes were read, corrected and approved. Motion made by Mark
and seconded by Gladys Gilson for approval . Motion Carried.
The agenda was read corrected and new items were added. Motion was
made by Jim Dragisic, and seconded by Mark Bosche . Motion carried.
We had several visitors this meeting; Sue Cook, Clara Axam, Larry Heuer
Connie Marin, Herb Chase, Betty Kost, and Kevin Reed. Their comments and
interest are greatly appreciated.
The President, Howard Jones' suggested a letter be written to the City
Council to sign a six months option to Mr. Jakovac of the Co-Gen. project .
Mr. Jones will write the letter.
Ruth Heuer, Vice President, reported Garden Street is looking much
better. She also stated that Dennis Distributing Store has appliances ,
refrigerators and a freezer in their lot which are a dangerous harzard to
children in the neighborhood. Daves ' Discount Store also has several
appliances , some refrigerators which could be very dangerous if not sealed
for the safety of children.
Mary Hull , Secretary, thanked Gladys Gilson for writing the minutes
of the September meeting. Gladys .strongly objected because her minutes
were changed and not as she had written them.
OLD BUSINESS :
There has been no report on the Co-Gen. project as yet .
The lots on Todd Avenue, according to the school are too far away,
to undertake a building project.
Ron Lott has replaced Dr. Remick since he retired.
Update on demolition, relocation & despostion of properties ; 1600
Nellers Court is boarded up now. It was asked if the City owns this . Joe
Cavicchione houses are progressing slowly. 1705 Martin Street fell through.
It is filed at the City Attorneys ' office. 121 Garden is up for demolition;
210 Isabel is to be checked on for demolition, also house on Martin Street.
Demalition spec ' s will be in definitely by end of this month. It was suggested
if Reo Propety is sold that some of the money go towards updating Nellers
Court. All the tenants are out of the house on Baker Street, and the
property is boarded up.
NEW BUSINESS :
It was reported it will take eight years to updte the planting of the
entire city. Top priorities are first according to the new city policy
of the Park Department . 250 plantings granted per Ward, and are to be
planted by same.
1809 Colman Street owned by the Hendersons , should be checked on, as
it was rehab' ed and has been sold. Mr. Kniffen now owns it.
The alley off Baker Street; it was suggested that it exit off Baker
instead of Washington Avenue . The Planning Department will make re-
commendations . No firm decision as yet. Saundra reported bids are not
back yet on Glenn Island. Specifications are being typed, and the work will
De done by this Fall .
Kevin Reed is the new Code Compliance Officer.
As for the budget update ther is no acquistion money left. $9,994.00
is for public improvement, $363 ,577, .00 for rehabilitation for the year _
' 85 - ' 86 . Mrs . Love has appliedi! ,eher property 2/
Election is coming the end of November. Several positions nine ( 9)
are up for re-election.
OTHER BUSINESS :
Neighborhood Council ; a motion was made by Gladys Gilson, and seconded
Jim Dragisic to receive the 1985 Community Resource Guide issued by the
Ingham County Health Department.
Lawrence Moore and Gladys Gilson attended the annual meeting and re-
quested to the Council to pass an ordinance for the control and disc limited
to the back yard or on back of roof.
NEIGHBORHOOD WATCH:
Gladys reported several B & E' s , an assault and battery, and concealed
weapon charge.
Motion made to adjourn the meeting at 8 : 50 p.m. , seconded by Roy Grubb.
Thanks again to Connie Marin for inviting us to hold the meeting at her

The meeting was called to order at 7:37 p.m. in Moores Park School Learning
Center January 9, 1985 by the President, Howard Jones.
Corrections to December meeting minutes were as follows:
1. Chief Gleason attended our special meeting with Mayor McKane in the
November meeting in his office. He did not attend our regular November
meeting as the minutes implied.
2. The Public CR Board referred to should have read P.C.R. Board (Police
Community Relations Board) .
Ruth Heuer made a motion to approve the minutes after the corrections were
made. Seconded by Ted Kost.
The Agenda was read. Under Old Business Ruth Heuer requested the addtion of
119 Garden St. The Reo property was also added. Motion was made by Connie
Marin to approve the Agenda. Ted Kost seconded the motion. MOTION CARRIED

Chairperson Howard Jones asked for officers reports; There were none.
Old Business:
Reo property was discussed. The Mayor is considering marketing it in small
parcels. Sandy is to check into this.
The properties of Beal and Smith, owned by Joe Cavicchioni is not zoned
commercial . The brush piles at 1722 Beal is to be cleared by the week of
January 14 by a private contractor. The expense will be billed to Joe
Cavicchioni . 1704 and 1726 Beal are to be "weatherized" by June of this year.
This means a paint job. Houses are all owned by Joe Cavicchioni .
Ted Kost volunteered to call Mr. Cavicchioni about his plans for his properties
and report to the committee at the February meeting.
The fence on Mt. Hope Avenue which was erected June, 1983, had only a one
year warranty. The top rail needs to be nailed down and the type of wood
used warped easily. Pete Stoughton proposed that 1 X 6 boards could be
used as replacements. We would have to use money from our funds to repair it.
The top rail would cost approximately $300.00 to replace.

Glads Gilson proposed "since it was done by 'experts ' and has been a complete
farce from the beginning, that the fence remain as is until it presents an
eyesore and/or health hazard to the community at which time it shall be
demolished. " It was agreed.
It was suggested more plantings and vegetation be used as a barrier in place
of repairing the fence. This will be tabled until June.
Acquisition report:
119 Garden was demolished, the lot cleaned and filled on January 8, 1985.
210 Isbell settled out of court. The city will purchase it. The zoning
will be residential only.
Ruth Heuer proposed we ask for a budget on above properties for next month's
meeting.
Howard Jones suggested we check on the new trees that have been damaged or
destroyed and to what extent, by the last ice storm. Sandra Hearns will
check with Mr. Philips of the Parks Department and report next month.
New Business:
There was no new business at this meeting.
Gladys Gilson reported the next meeting of Neighborhood Council will meet
the 16th of January. The program will consist of reports of the Police
Department Survey.
The Neighborhood Watch will be revised with relocation of the liason officers
into the four middle schools during the work days in place of being in the
police building. Details still have to be worked out with the Br. of
Education for use of the buildings.
Gladys also reported she has great faith in the progress accomplished with
the Mayor's Community Youth Study Group.
A "Fun Night" is being planned for January 29, 1985 by the combined efforts
of the Moores Park School P.T.A. and the Neighborhood Watch #29 and #36.
Barbara Dean is in charge of the Thermogram Program for Moores Park neighborhood
meetings. Those meetings will be held:

Saturday, February 2 9:00 - noon
Thursday, February 7 7:00 - 9:00 p.m.

The November minutes were read and corrected. Ruth Heuer made a motion
to approve the minutes. Gladys Gilson seconded the motion. Motion Carried.

OFFICERS REPORT:
Howard Jones reported trash sitting at 117 W. Barnes Ave. Glass and
trash in parking area at 127 W. Barnes Ave. , also at 415 W. Barnes, cars
parking on the lawn. Tickets have been issued for this offense before.
Ruth Heuer reported 114-118 Baker St. has been cleared. 1612 Martin St.
has a driveway problem. 210 Isbell St. has been cleaned up but not
leveled as yet..
Mary Hull asked to be replaced as secretary. She stated this was her
last meeting as secretary. There were no volunteers for the job.
OLD BUSINESS:
Update on 1701 S. Washington Ave. A letter from the Building Department
was sent to the owner on November 25, 1985. It contained the following
stipulations; replace windows and doors, enclose the second story,
and shingle the roof. If these conditions are not done by December 30,
1985, the owner' s building permit will be revoked, then condemned. If the
property were to be torn down by the city, it would be added to owner's
tax bill .
Jim Dragisic distributed copies of the Board of Water and Light Questionnaire
to each member to be read and returned to him so information can be compiled
and returned to Mr. Strickler.
CDC14/Minute.s./December 4, 1985/2
Jim isn 't sure whether Mr. Strickler will be attending our next meeting
as of this time.
As for the extension of the terms of the Citizens ' District Council members,
it has not been decided up to this date. There will be a meeting to
decide. The issue has to come from the Council members , Belen, Creamer and
Benavides.
Glenn Island is still a problem issue. It is in the hands of the City
Controller. $9500.00 was set aside for this project. Some of the money
we provided cannot be accounted for, and has not been put back into our
account. . Howard Jones was to take this matter to the Mayor. This project
was approved by the City Council three years ago, as yet nothing has been
done.
Saundra reported she should have the information on the matter by the
January meeting.
NEW BUSINESS:
It was reported that DAve's Discount has twice the refrigerators and
stoves stored behind his establishment now.
Kevin Reed has issued appearance tickets to Dennis Distrubiting and Daves.
We asked to be kept updated on this, also give us a report.
Gladys Gilson asked Kevin Reed to check the debris and junk on the property
at 1530 Todd and Barnes.
Mr. Gupta, who owns the property at 1530 Nellers Court, was concerned
whether to try for rehab. of his property.
Saundra said the city is reluctant to grant money for rehab. in an area
which will be acquired. Also, there is no money left for demolition or
rehab.. on Nellers Court. 1602 Nellers Court is boarded up. It is not
certain if it is up for sale or for rehab.
Sue Cook will replace Connie Feldpausch as she resigned, if the bylaws
permit. Motion made by Jim Dragisic for Connie's replacement. Seconded
by Ruth Heuer. Motion Carried.
Gladys Gilson read a letter from Robert Hall asking if the date of the
Council meeting could be changed to Tuesday instead of the Wednesday, as
he had other commitments the same night and was unable to attend the
meetings. A vote was taken to keep the day and date_ as is. It passed
unanimously. Motion Carried.
A letter is to be written to Robert Hall stating the decision of the members.
Gladys Gilson made a motion that a committee of three should talk to
the owner of 326 Barnes Ave. , Mr. Atchinson about the condition of his
property. Barbara Dean, Howard Jones and Gladys Gilson were selected.
Ruth Heuer seconded the motion. Motion Carried.

The Traffic Board is considering the removal of the stop sign at Beal
St . and Barnes Ave . We will be informed of their decison.

Many,. many reports from Gladys Gilson of malicious destruction to cars ,
B & E ' s , and calls to homes wanting credit card numbers offering great deals
on trips .
We would like to thank Saundra for the delicious pizza and pop she treated
the members to . Thanks again Saundra.
How-a.r_d Jones had literature and information on volunteer .•. k at Cocicy
Gardens .
Our use of the room at the Moores Park School is alright, but we should
be out by 10 : 00 p .m. Gladys talked t.o Mr. Sanchez and he gave us his approval .

Moores Park Learning Center
January 9, 1985
The meeting was called to order at 7:37 p.m. in Moores Park School Learning
Center January 9, 1985 by the President, Howard Jones.
Corrections to December meeting minutes were as follows:
1. Chief Gleason attended our special meeting with Mayor Mc Kane in the
November meeting in his office. He did not attend our regular November
meeting as the minutes implied.
2. The Public CR Board referred to should have read P.C.R. Board (Police
Community Relations Board) .
Ruth Heuer made a motion to approve the minutes after the corrections were
made. Seconded by Ted Kost.
The Agenda was read. Under Old Business Ruth Heuer requested the addtion of
119 Garden St. The Reo property was also added. Motion was made by Connie
Marin to approve the Agenda. Ted Kost seconded the motion. MOTION CARRIED
Roll Call was taken.

Chairperson Howard Jones asked for officers reports° There were none.
Old Business:
Reo property was discussed. The Mayor is considering marketing it in small
parcels. Sandy is to check into this.
The properties of Beal and Smith, owned by Joe Cavicchioni is not zoned
commercial . The brush piles at 1722 Beal is to be cleared by the week of
January 14 by a private contractor. The expense will be billed to Joe
Cavicchioni . 1704 and 1726 Beal are to be "weatherized' by June of this year.
This means a paint job. Houses are all owned by Joe Cavicchioni .
Ted Kost volunteered to call Mr. Cavicchioni about his plans for his properties
and report to the committee at the February meeting.
The fence on Mt. Hope Avenue which was erected June, 1983, had only a one
year warranty. The top rail needs to be nailed down and the type of wood
used warped easily. Pete Stoughton proposed that 1 X 6 boards could be
used as replacements. We would have to use money from our funds to repair it.
The top rail would cost aooroximately 1300.00 to replace.

Glads Gilson proposed "since it was done by 'experts' and has been a complete
farce from the beginning, that the fence remain as is until it presents an
eyesore and/or health hazard to the community at which time it shall be
demolished." It was agreed.
It was suggested more plantings and vegetation be used as a barrier in place
of repairing the fence. This will be tabled until June.
Acquisition report:
119 Garden was demolished, the lot cleaned and filled on January 8, 1985.
210 Isbell settled out of court. The city will purchase it. The zoning
will be residential only.
Ruth Heuer proposed we ask for a budget on above properties for next month's
meeting.
Howard Jones suggested we check on the new trees that have been damaged or
destroyed and to what extent, by the last ice storm. Sandra Hearns will
check with Mr. Philips of the Parks Department and report next month.
New Business:
There was no new business at this meeting.
Gladys Gilson reported the next meeting of Neighborhood Council will meet
the 16th of January. The program will consist of reports of the Police
Department Survey.
The Neighborhood Watch will be revised with relocation of the liason officers
into the four middle schools during the work days in place of being in the
police building. Details still have to be worked out with the Br. of
Education for use of the buildings.
Gladys also reported she has great faith in the progress accomplished with
the Mayor's Community Youth Study Group.
A "Fun Night" is being planned for January 29, 1985 by the combined efforts
of the Moores Park School P.T.A. and the Neighborhood Watch #29 and #36.
Barbara Dean is in charge of the Thermogram Program for Moores Park neighborhood
meetings. Those meetings will be held:
Thursday, January 31 7:300 - 9:00 p.m.
Saturday,. February 2 9:00 - noon
Thursday, February 7 7:00 - 9:00 p.m.
Saturday, February 9 9:00 - noon

MINUTES
The president called the meeting to order at 7:30 p.m. The agenda was
read, new issues were added then approved. Motion was made for approval
by Ruth Heuer, and seconded by Roy Grubb.

The November minutes were read and corrected. Ruth Heuer made a motion
to approve the minutes. Gladys Gilson seconded the motion. Motion Carried.
Betty Kost, Sue Cook, and Mr. Gupta were the guests. Guests and their
comments are always welcome.
OFFICERS REPORT:
Howard Jones reported trash sitting at 117 W. Barnes Ave. Glass and
trash in parking area at 127 W. Barnes Ave. , also at 415 W. Barnes, cars
parking on the lawn. Tickets have been issued for this offense before.
Ruth Heuer reported 114-118 Baker St. has been cleared. - 1612 Martin St.
has a driveway problem. 210 Isbell St. has been cleaned up but not
leveled as yet..
Mary Hull asked to be replaced as secretary. She stated this was her
Iasi meeting as secretary. There were no volunteers for the job.
OLD BUSINESS:
Update on 1701 S. Washington Ave. A letter from the Building Department
was sent to the owner on November 25, 1985. It contained the following
stipulations; replace windows and doors, enclose the second story,
and shingle the roof. If these conditions are not done by December 30,
1985, the owner's building permit will be revoked, then condemned. If the
property were to be torn down by the city, it would be added to owner's
tax bill .
Jim Dragisic distributed copies of the Board of Water and Light Questionnaire
to each member to be read and returned to him so information can be compiled
and returned to Mr. Strickler.

Jim isn 't sure whether Mr. Strickler will be attending our next meeting
as of this time.
As for the extension of the terms of the Citizens ' District Council members,
it has not been decided up to this date. There will be a meeting to
decide. The issue has to come from the Council members, Belen, Creamer and
Benavides.
Glenn Island is still a problem issue. It is in the hands of the City
Controller. $9500.00 was set aside for this project. Some of the money
we provided cannot be accounted for, and has not been put back into our
account. Howard Jones was to take this matter to the Mayor. This project
was approved by the City Council three years ago, as yet nothing has been
done.
Saundra reported she should have the information on the matter by the
January meeting.
NEW BUSINESS:
It was reported that DAve's Discount has twice the refrigerators and
stoves stored behind his establishment now.
Kevin Reed has issued appearance tickets to Dennis Distrubiting and Daves.
We asked to be kept updated on this, also give us a report.
Gladys Gilson asked Kevin Reed to check the debris and junk on the property
at 1530 Todd and Barnes.
Mr. Gupta, who owns the property at 1530 Nellers Court,- was concerned
whether to try for rehab. of his property.
Saundra said the city is reluctant to grant money for rehab. in an area
which will be acquired. Also, there is no money left for demolition or
rehab. on Nellers Court. 1602 Nellers Court is boarded up. It is not
certain if it is up for sale or for rehab.
Sue Cook will replace Connie Feldpausch as she resigned, if the bylaws
permit. Motion made by Jim Dragisic for Connie's replacement. Seconded
by Ruth Heuer. Motion Carried.
Gladys Gilson read a letter from Robert Hall asking if the date of the
Council meeting could be changed to Tuesday instead of the Wednesday, as
he had other commitments the same night and was unable to attend the
meetings. A vote was taken to keep the day and date as is. It passed
unanimously. Motion Carried.
A letter is to be written to Robert Hall stating the decision of the members.
Gladys Gilson made a motion that a committee of three should talk to
the owner of 326 Barnes Ave. , Mr. Atchinson about the condition of his
property. Barbara Dean, Howard Jones and Gladys Gilson were selected.
Ruth Heuer seconded the motion. Motion Carried.

OTHER BUSINESS :
The Traffic Board is considering the removal of the stop sign at Beal
St . and Barnes Ave . We will be informed of their decison.
NEIGHBORHOOD COUNCIL:
We had no represenative at the last meeting .
NEIGHBORHOOD WATCH:
Many,. many reports from Gladys Gilson of malicious destruction to cars ,
B & E ' s , and calls to homes wanting credit card numbers offering great deals
on trips .
We would like to thank Saundra for the delicious pizza and pop she treated
the members to . Thanks again Saundra .
How--grd Jones had literature and information on volunteer .•.ork at Cocloy
Gardens .
Our use of the room at the Moores Park School is alright, but we should
be out by 10 : 00 p .m. Gladys talked to Mr. Sanchez and he gave us his approval .
Motion was made to adjourn the meeting by Jim Dragisic and seconded by -

Next meeting will be held January 8 , 1986 ,. second Wednesday, instead of
the first Wednesday, due to the holidays ,at Moores Park Learning Center.
