Meeting of January 15, 1998
Attending: Susan Curtis, Sonya Butler, Cynthia Jones, Rick Kibbey, Jan Kolp,
Marty Mecher, Sally Pierce, Rudy Wilson.
Absent: Dorothy Carr, Jan Hite.
1. The meeting was called to order at 6:35 P.M.
2. Marry Mecher was welcomed back to the Board. Rick Kibbey was introduced as
a new member of the Board from Ward 1.
3. Susan Curtis summarize the community presentation we gave at the Letts
Community Center in November to prepare neighborhood associations for the grant
applications.
4. The Board discussed the draft grant application from Genesee Neighborhood
Association (GNA) regarding its History in the Park proposal. Issues raised
included: will they get matching funds and from where; should donated labor be
25%; when will they know if they will get matching funds and can they proceed
with their program without matching funds.
The Board acknowledged the letter from the Parks Department indicating
approval of their concept and their use of the park.
The Board requested more information on the $300 needed for the Buffalo
Soldiers regiment.
5. The Board also discussed the GNA Summer of History proposal. They raised a
question about including as donated labor parents going on the trip. They asked:
whether the same people will be going on the each trip, how many children and how
many adults will be going, how they will advertize the program, how many children
there are in the neighborhood who may be eligible to participate, whether GNA can
raise 25% of the funds for the trips? The Board suggested that they would support
the trip to Fort Michilmackinac, but not the trip to Chicago which they did not see
as consistent with the theme of the project.
6. The Board reviewed the proposals from Kirby Park Neighborhood Association
(KPNA). They raised questions about where KPNA would store equipment,
whether the area being beautified was too small to warrant the size grant being
requested, whether there was support from the City for the project. The Board
suggested that the KPNA get support for their project from the Westside
Neighborhood Association. They also suggested that KPNA get wood chips from
the City and trees from the City. The Board said that they would not support a
snowblower and a leafblower.
7. The Board reviewed a proposal from the Old Oakland Neighborhood Association
to place 2 barrels at each comer of their neighborhood for plantings. Questions
raised were: who would water the plantings, was the proposal approved by the
Parks or Public Service Department, and was a permit from the City needed. The
OONA indicated that they would receive their flowers from the Neighborhood
N'Bloom program.
8. In answer to a question, the Board stated that the Friends of Cooley Garden is not
a neighborhood association.
9. The Board also said that whether a grant application from the Old Town
Commercial Association meets our criteria would depend upon its benefit to the
neighborhood. It was recommended that the Association partner with a .
neighborhood association in Oldtown or North Lansing.
10. The Board agreed to hold its meetings for 1998 on the third Thursday of each
month at 6:30 in the Mayor's Conference Room.

Sally Pierce, Phil Sharkey, Rudy Wilson.
Absent: Jan Hite, Cynthia Jones, Rick Kibbey, Carolyn Lejuste.
1) Meeting was called to order at 6:35 P.M.
2) Rudy Wilson moved to approve the minutes of the January meeting. Second by
Dorothy Carr. The minutes were approved.
3) The grant application overview was distributed. Reading groups were named and
asked to return to the March 19 meeting with their recommendations.
4) The Board selected several of the largest grants to determine the criteria for
review and to make some preliminary recommendations:
A) Genesee Neighborhood Association/History in the Park: This proposal
was reviewed before and the Board supports funding it for $890.
B) Genesee Neighborhood Association/Trips: The Board supports the trip to
Mackinaw City and the Michimillimac Fort for $1618.50, but is putting the Chicago
trip on hold pending review of other applications and a determination of funding
availability.
C) Westside Boy and Girl Scout: Rudy and Marty both praised the Riddle
School Scout program for its efforts in getting organized. Rudy spoke with them
about raising some of their own funds. After reviewing their list of requests, the
Board recommended funding the costs for transportation ($1600), camp for the cub
scouts (camping equipment - $815; camp costs - $850) and camp for the boy scouts
(Camping equipment - 391; camp costs - 1350), for a total of $5006.
D) Lansing Association of Women's Clubs revitalization project: Questions
were raised about who uses the house and how it serves the neighborhood or larger
community. The grant does not indicate whether there is any donated labor or
matching funds involved in the project. Sally Pierce will talk to the Downtown
Neighborhood Association about the relationship between the Club and the
neighborhood and also explore other possible sources of support for maintaining this
historic home.
E) Maplehill Neighborhood Association/ Waldo Park equipment: The Board
recommended $8,500 but asked that the Association provide a prioritization of their
request.
F) West Town Redevelopment Association: The application does not have 3
bids or indicate the size of the trees or possibility for tree survival along that stretch
of road. In order for the Board to act on the application it would need two
additional bids, an explanation of why mature trees are requested rather than
seedlings and whether the City would plant the trees. The Board recommended
turning down the proposal because it doesn't contain the required three bids and
doesn't meet other guidelines.
5. It was noted that Cheryl Risner suggested that the deadline for applications be at
a different time because the February deadline coincides with a number of other
neighborhood activities. The Board will consider this for next year's grant program.

Absent: Jan Hite, Rick Kibbey, Rudy Wilson.
1. The meeting was called to order at 6:30 P.M.
2. The minutes from the February meeting were moved by Dorothy Carr, seconded
by Sally Pierce and approved by the Board.
3. The decisions of the Board regarding 1998 grant proposals are attached.
Relevant notes from the discussion are included in these minutes.
4. Oak Park Hillside Beautification: Who will be responsible for the storage and use
of the trimmer? Whether to grant funds for power equipment continues to be a
policy issue for the Board. Decision to fund the plugs, seeds and materials for the
project, but not the trimmer.
5. Regent Park playground equipment and sidewalk. Is it the Parks Department
responsibility to install the sidewalk? Why have a concrete walk in the Park? Are
these ADA access issues? Talk to Dick Schaffer of the Parks Department about
this. Approve both Regent and Foster Park improvements, but not the sidewalks.
but ask if the City can install the sidewalk.
6. Hosmer Neighborhood Lugnut game: Give the Board a roster of who went to the
game and a group photo with the final report.
7. Hosmer Neighborhood Clean-up: Recommend funds for renting equipment, but
not purchasing it. As above, issue is policy of Board regarding purchasing power
equipment or large equipment that requires storage and maintenance. Ask Phil
Sharkey to contact Hosmer NA about pricing out rental costs relative to purchasing
equipment.
8. ENO display table: no matching funds provided, no storage specified and not
enough explanation of the benefit to the neighborhood. So grant turned down.
9. Riverpoint: need building permits for cooking grills and assurance that they will
be installed according to standards.
10. Forest View picnic tables: Can Parks provide piciuc tables for school grounds?
11. Kendon School playground: The Board needs a schematic plan to show that the
equipment will be accessible pursuant to ADA requirements. Whose responsibility
is it to enforce accessibility standards -- -the City or the School District?
12. Atwood playground: As above, must also meet ADA requirements.
13. Wainwright School sign: Only one quote, so can't fund grant because of
incomplete application. Why did they get the quote from a Florida firm and not a
local or Michigan firm?
14. DNA Sunday in the Park: The City should waive the Park fees.
15. Westside Kirby Park improvements: Again, the Board did not fund large power
equipment such as the snowblower or the chipper.
16. Kids Repair Program: Encourage the program to get multiple bids on their
equipment to see if they can get a better deal. Ask for a report on the number of
children served by the program in the final report.
17. Old Forest popcorn machine: Will machine be stored at the North Network
Center. Will Old Forest charge other associations for the use of the machine?
18. Friends of Comstock Basketball and Volleyball proposals: Have to be turned
down because of incomplete applications -- not enough quotes or explanation of
project.
19. Walnut Neighborhood signs: Several problems with the application: (1) No
approval from MDOT which is necessary because of the state right of way. (2) No
support from Downtown Neighborhood Association which would be necessary
since the location of the signs is also within their boundries. (3) Only two quotes for
the signs.
20. Lansing Police Department Camp Adventure: OK grant, but need to explain how
the program works in collaboration with neighborhood associations.
21. Lansing Police Department Summer Youth Programs: Incomplete application.
No discussion about relationship between program and neighborhood organizations.
Concern about whether it is within the purview of the Neighborhood Advisory
Board to fund a Police Department program.
22. North Lansing Community Organization Heritage Festival: Board does not want
to fund insurance for a beer tent for the festival. Also'there is only one quotation, so
the application is incomplete.
23. Westside/Riddle School Scouting: A member of the Board believes that the
troups already received funds for uniforms, books and transportation, which they are
requesting in the application. They have also received $9,300 from other sources
for their programs, but only raised $500 from their own efforts. Given this
information, the Board turned down their application.
24. It was estimated that based upon decisions to this point, we have agreed to
$80.009,61 in grants.

1. The meeting was called to order at 6:35 P.M.
2. Representatives from the Westside Neighborhood Association introduced
themselves and made a presentation on their scouting proposal. (Yolyn
Hollingsworth and Ed Bonnen represented WSNA.)
David Wiener, Mayor's office, presented the background on the scouting
proposal and discussions that he had with Yolyn, Capital Area United Way and the
Chief Okemos office of the Boys Scouts regarding the proposal. The discussions
helped clarify what funding and assistance the Scouting office was providing and
what the WSNA was requesting.
Yolyn said that he was proposing an addendum to the grant that focused on
providing camping equipment and transportation for the summer programs to any
youth organization on the Westside. The funds would be distributed by the WSNA.
Jan Kolp asked if the WSNA scouts could get used camping equipment from
other organizations. Jan also asked if all the funds would go to the scouting
programs, or if it would be evenly distributed. It was stated that WSNA would set
out the criteria for distributing funding and advertize the program. Also WSNA
fundraising would raise funds for the program.
3. The Board reconsidered its decision on the Oak Park Hillside beautification
program. It was moved by Kibbey and seconded by Pierce to approve the full grant.
4. The Board reconsidered the Hosmer Neighborhood proposal. After requiring that
there be an agreement with the neighborhood association regarding storage of the
equipment and safety procedures, it was moved by Kolp and seconded by Kibbey to

approve the purchase of the weed whips requested by Hosmer.
5. It was moved by Kibbey and seconded by Mecher that the Board staff bring
recommendations for guidelines regarding purchase, storage, use, access, safety and
insurance of power equipment that could be used by the Board in next year's grant
reviews. The Board agreed that we need clear policies on this issue. Staff was
asked to check with the City Attorney regarding any model policies and any liability
guidelines.
6. It was recommended that the Board meet with the Mayor during the summer (as
it has did last summer) to discuss the program and to get the Mayor's feedback on
the current program and any recommendations for the future grant cycle.
7. The Board discussed the amended WSNA proposal:
A. One comment: the proposal was not in the spirit of scouting because it
didn't teach the youth to work toward their goals. Also it was stated that the
proposal lacked specificity: it was not clear how it would operate.
B. Another comment: the proposal would provide funding for programs for all
the youth on the westside.
C. Another comment: the idea of linking the program with the neighborhood
association was good, but the proposal needs to be more specific about the purchase
and lending of the equipment.
D. Motion by Jan Kolp to turn down the proposal because it lacked
specificity. Phil Sharkey second: the proposal did not have as much detail as we
demand of other groups. They should resubmit it next year. Also there were no
competitive bids for the equipment or transportation.
E. Comment: the proposal gave too much flexibility to the neighborhood
organization.
F. Kibbey said he would oppose the motion and offered an alternative motion
to approve $3500 for camping equipment and ask that WSNA come back to the
Board with a listing of competitive bids. Dorothy Carr supported this proposal.

G. Susan said that she wouldn't support this proposal if it were just for
camping equipment Marry said that if funds went to the Boy Scout troup that at least
adults should participate in the camping trip, that they receive training for
supervising a camping trip (pursuant to scouting requirements). If they met these
requirements, they could spend the funds for anything they needed for the camping
trip. Susan said that any group that received funds for camping should assure that
there be proper adult supervision.
H. Sally said that this proposal establishes a new model for grants -- a type of
block grant for neighborhoods. She offered to amend the motion to specify that the
funds be used for equipment and/or transportation only and that if funds are used for
camping that there be trained adult leadership on the trip.
I. Phil said that the Board should turn down the grant because the Board has
basically rewritten the grant. He said we should think about this concept and do it
next year.
J. Kibbey restated the motion that $3500 be granted to WSNA for youth
activities with an emphasis on camping and/or transportation for trips. If the funds
are used for camping WSNA must require that the grantee competitively bid what is
purchased (as required under the grant guidelines), must keep and turn in receipts
and must assure that there is trained leadership for the camping or trip. This will be
a pilot project and the Board will evaluate how it works. Second by Carolyn
Lejuste. The motion passed.
K. Susan Curtis assigned liaisons to each project. See attached list.
L. We agreed to have an award and contract signing luncheon in May at the
South Precinct. The date would be based upon the Mayor's calendar.
M. It was agreed to change the meeting day to the first Thursday of each
month to accommodate Jan Hite's schedule. The first meeting under the new
schedule would be in June.
N. It was recommended that at the next meeting we would discuss the block
grant process that we established for the WSNA grant.
O. The meeting was adjourned at approximately 8:35 P.M.
