Absent: Rosalinda Gomez, Mary Margaret Murphy Wolf 1. The meeting was called to order at 7:15 P.M. Y Chairperson Eleanor Dillon. The members of the Board introduce themselves. 2. Antonio U4/ and Sherry Brandon from the Genesee Neighborhood Association asked that the Board reconsider its policy of not allowing a Neighborhood to apply for the same project for more than two years in a row. They described the Genesee family outing project as providing enrichment field trips, good experiences for families, a way to keep families and children together, a way to bring families into the neighborhood organization to build solidarity, a way for parents to become involved in other families' children and for children to learn to treat each other better. They said that most of the other grants which the Board distributed were not appropriate for the Genesee Neighborhood. In the discussion which followed the presentation, Eleanor said that she would agree to allow the association to apply for a third year and that if funds were available the grant would be considered. Rudy Wilson agreed that they should be allowed to submit a grant. Jan Kolp asked whether there was a rule to prohibit applying for a grant for the same project for three years in a row. She also asked how the association decides who goes on trip. Do new people get an opportunity? Marty Mecher said that the original idea of the rule was to eliminate consideration of a third year repeat grant in the event that there are too many applications. It was moved by Rudy and seconded by Jan Kolp that all applications be accepted and considered on their merit. Marty amended the motion to include that all grants be reconsidered on an annual basis and that in reviewing grants the Board look at all factors including whether the neighborhood association has received a grant before. The motion passed. 3. Eleanor then presented a history of the Board and the grant review process. 4. The Board discussed the public meeting held at the Network Center in November and agreed that we should do this again during the next grant cycle. We also agreed that the public information provid424 this year was an improvement upon last year and that we should put another notice in Jenny Grau's column before the due date on the grants. 5. An election for new officers was conducted. Rudy Wilson recommended that we keep the same officers for the coming year. Dorothy Carr seconded the motion. The motion passed unanimously. Eleanor Dillon will continue as Chair and Susan Curtis will continue as Vice Chair. 6. Date were set for the coming year. We agreed that the meetings will be held on the 3rd Thursday of each month except for February when the meeting will be held on the 5th Thursday of the month, February 29th. There will be no meeting in August. (See attached schedule for 1996.) 7. At the meeting on February 29, we will designate grant application review teams and distribute the grants. We will review the grants and announce those who will receive grants on April 22. We will provide copies of the grants and a check list for grant review at the February meeting. 8. Rudy said that he had received a call from a neighborhood representative regarding playground equipment at Cumberland School. 9. David Wiener asked if the Board would consider awarding grants for cloth banners. Members of the Board indicated that the problem with cloth banners is that they tear and the City must take them down. 10. The Board also discussed whether it was necessary or appropriate to write a grant for picnic tables. The consensus was that the Parks Department could provide picnic tables. 11. The meeting was called to order at 7:10 P.M. 2. The minutes from the meeting of January 18, 1996 were approved with corrections. 3. Teams for reading the grant proposals were established. Team 1: Barbara Strong, Chair: Susan Curtis, Rosie Gomez and Jenny Washington. Team 2: Rudy Wilson, Chair: Jan Kolp, Mary Margaret Murphy Woll and Sonya Thomas Team 3: Marty Mecher, Chair: Dorothy Carr, Eleanor Dillon and Jan Hite. 4. The process for reading the grants will be: read carefully for all details, each member is responsible for reporting his/her findings to the other members of the team and if you have questions about the application, call the applicants. 5. There was a discussion about whether to accept late applications. It was agreed that applications should only be accepted if there are warranted extenuating circumstances. Because of the length of time from the distribution of applications (November 15, 1995) to the due date (February 16, 1996), it was argued that applicants had more than enough time to submit their applications in a timely manner. Each of the three late applications was discussed as to whether they should be accepted. They were Moores Park, Neighborhood Watch 320 and Wainwright. The Board rejected each of the applications because of lateness. Next year the applications will make an even stronger statement than is in the current application that late applications will not be accepted. 6. Grant applications were distributed among the teams along with the application summary prepared by Kecia Coats of the Mayor's office. Chairs of the teams will contact members not present. Eleanor will contact Rudy Wilson and provide him with the materials for his team. 7. The March 21 meeting will be devoted to receiving reports from the teams, reviewing the grant applications and deciding on the recipients. 8. In regard to applications for Project Play, once the grant is approved we will determine how the funds will be distributed so that they are coordinated with the rest of the Project Play funding. 9. If a project cannot be completed by the deadline, then the applicant must notify the Board that the project will be delayed. 10. Absent: Rosalinda Gomez. 1. The meeting was calledoto : order by Chairperson Dillon at 7:05 P.M. 2. The meeting was devoted to the review of grant applications. See the attached list and notes for the decisions which the Board reached on each project. T1, T2, T3 refers to Teams 1, 2 and 3 which read the grants. An OK means that the grant was approved. Notes are summaries of the major points made in either establishing conditions for the grant, changing the amount provided to the applicant or in deciding to reject the grant. 3. Some additional notes on the grant decisions: a. CARS (#9) was not concluded until Susan Curtis clarifies the neighborhood leadership situation with Judy Hackett. Questions were raised about where the equipment would be housed, how available it would be and whether there is a neighborhood center available. A motion was made and passed that would require documentation on where the equipment would be housed and letters of support from each of the neighborhood associations saying that they agree with the proposal and will provide access to the equipment. b. Walnut Neighborhood Organization (#10) installation of signs. A motion was made to support the project but to request more information on the city costs of sign installation. A Board member will call Alex Kruzel to ask him to call David Berridge to get more information. c. Westside Neighborhood Association Promotional Video (#12A) The proposal, although there was interest in the concept, was eventually turned down on the grounds that it could be done with volunteer help. Too much money was requested for original music and recording and not enough in-kind services were included. d. Genesee Neighborhood Field Trips 07). The Board emphasized that they would support educational trips, such as those to Greenfield Village and the Chicago Museum of Science and Industry, on the ground that the children have other opportunities to go to Cedar Point. The Board also asked that the Neighborhood Association demonstrate that children and families who have not been on trips before are given preference in going on the trips over those who have already gone. The Board also indicated that it would not support this project again next year, 4. Forest View Playground Equipment (#22). The PTA was awarded $4500 pending their ability to raise a matching amount. Their funds would be withheld until they raise the matching funds. 5. The total amount of grants approved was $54,694. As was done last year, the Board recommended that City Department be given the opportunity to submit grants for neighborhood youth programs for the remaining funds. The Board will review these proposals at the next meeting. 6. The next meeting willil be on April 18. The grants will be announced at this time. 7. The Board requested that the Mayor hold a luncheon, as was done in the first year the grants were announced, to announce the grants, honor the grantees, give the Board members an opportunity to meet the grantees and to take care of the details of signing the contracts. The Meeting was called to order at 7:10 P.M. 2. Minutes of the March meeting were approved. 3. Discussion on the Forest View Playground. The Board approved $5,000 even though the cost of the playground is approximately $30,000. The rationale for the Board's decision is that they limited playground grants to $5,000 for other applicants and that part of the cost of replacing the asphalt should be borne by the School District as a capitol improvement. It was indicated that Forest View has raised almost $5,000 in matching funds and that this should be taken into consideration in giving them more than the $5,000. Mary Margaret said that the Forest View application should have indicated that they had raised these matching funds. (NOTE: After considering the Board's recommendation and rationale, the Mayor decided on granting the Forest View playground project $7,500 because of the match they have raised and because of the special and more costly circumstances of their playground project.) 4. Project awards luncheon should be scheduled for May, but not on either May 13 or 14. 5. The Board reviewed the request for funding for the Brotherhood Against Drug summer program and agreed to a grant of $3,000. These funds would be used for any program costs except for salaries, and it will be transferred to the Department of Human Relations and Community Services for inclusion in their contract with BAD. 6. Murdock Jemerson of the Parks Department gave a presentation on the programs funded by the Board's grant for 1995 and presented a proposal for programs for 1996. The Board approved the following projects for the Parks Department for 1996: a) Roller Rinks - $10,650 b) Summer Swim Club - $650, but not for the coach (consistent with the Board's policy of not funding salaries) c) Summer trips - $2,000, but targeted for trips not usually available through the School District, including the African American Museum and the Motown Museum in Detroit. d) Summer Fun Kits - $2,000 A total of $15,300 was approved for the Leisure and Special Recreational Services of the Parks Department for youth programs for the summer. 7. Consideration was given to a request for funding for the Police Department Grand River Parks Project. The Board turned down the request because the funding was for staff salaries and the Board's policy,is not to approve funding for salaries. The Board did indicate that if Linda Wright, the Youth Program Coordinator of LPD came back with an alternative proposal for the project that did not include funding for salaries that it would approve it. (NOTE: Linda did make an alternative proposal to provide funding for program costs and transportation for a total of $6,050. Based upon the Board's agreement, the funds were transferred to LPD for the program.) 8. The Board reviewed the CARS application. Susan Curtis had talked to Judy Hackett about the conditions which the Board had set forth in its last meeting for approving the grant. The neighborhood groups had not met and were not able to meet the conditions of the grant. Therefore the grant will not be awarded. 9. The Board reviewed the Walnut Neighborhood grant application and approved it for $910. 10. There being not further business to come before the Board, the meeting was adjourned at 8:30 P.M. Mayor's Neighborhood Advisory Board Award's Luncheon May 20, 1996 A luncheon was held at the Southside Precinct and Community Center on Monday, May 20, 1996 in order to award the 1996 grants to neighborhood organizations. Attached is the summary of the grants which were awarded. Absent: Susan Curtis, Jenny Washington. 1. The meeting was called to order at 7:10 P.M. 2. There was a presentation from two officers of the Westside Neighborhood Association, Vicki Payne and Peggy Vaughn, requesting funding for the upcoming "old fashioned" picnic at St. Joseph Park on July 27. The officers requested $500 to assist with their expenses, including food, prizes and other costs. The Board discussed the request and decided against it: 1. This was a new program request after all the grant applications have been considered. It is inappropriate and a violation of the Board's process to fund an independent neighborhood request without giving other organizations an opportunity to request funds. 2. There was concern that honoring this request would set a precedent for other community groups to request funds out of sequence with the grant process and without giving other agencies an opportunity to seek funds. 3. The Board voted unanimously not to grant the funds to the Westside Neighborhood Association. Rudy Wilson (the President of the Association) recused himself from the debate and the vote. 3. Update on grants: 1. Barb Strong reported that the Shefield area would be installing their welcome sign tomorrow. She also announced that the Lansing -Eaton Neighborhood Association had ordered their flagpole and were conducting an art program. 2. Eleanor Dillon announced that the Downtown Neighborhood Association would be holding their Day in the Park celebration on Sunday, July 28 from Noon to 5 P.M. in Ferris Park. The Association is also working on a new logo. 3. Jan Hite agreed to be the liaison person for the Ladyhill Association. 4. Checklists for the Neighborhood Reports were distributed to all Board members. The Chairperson distributed a updated list of liaisons to the neighborhood projects. (See attached.) 5. The Board agreed not to hold an August meeting. 6. Absent: Marty Mecher, Jenny Washington, Mary Margaret Murphy Woll 1. Meeting called to order at 7:15 P.M. 2. Reports from project liaisons were presented: A. Lansing Eaton Neighborhood Association project (Barb Strong): A wall was constructed, signs and a flagpole were installed. Labor was donated, so $146.86 from the grant is being returned. The original flagpole broke, but the vendor -- Dean Watkins -- replaced it. B. Art Space Puppet Theater (Barb Strong): There was a puppet parade. The after school program was not held because the funds were received too late. So all the funding was put into the summer program. 31 children attended the program; there were 10 core participants throughout. The program targeted neighborhood children. C. Northtown projects (Susan Curtis): (1) The trip to Chicago was a success and only cost $1177 (out of the $1679) because there was free admission to the museums; (2) A paper cutter was purchased for $169 ($11 is left)- (3) $1700 was spent on the computer system (leaving $7.54). There was discussion on the use of the remaining funds. Harold King of Northtown had made several proposals. Rudy Wilson moved and Sonya Thomas seconded to require that the remaining funds be returned. Barb Strong said that she supported the motion because funding new programs would be equivalent to accepting new proposals and we have not done that for other groups. The motion passed. Excess funds from the computer and paper cutter purchase can be retained by the organization. D. Westside Neighborhood projects (Rudy Wilson): (1) The street signs will be put up in October; (2) the neighborhood brochure is being developed; (3) there was no information on the status of the data base software project. Eleanor recommended that the project deadlines be extended to October 15th. If there is no progress on them, the funds should be returned. E. Blackhawk Express Project (Sonya Thomas): Michael from the Blackhawk Express will write a report on the project and the purchase of the equipment for the cheerleaders. F. ABC Neighborhood Organization (Sonya Thomas) : the organization has purchased their computer. Deborah King of the organization will prepare a report. G. Ladyhill (Jan Kolp): The street signs will be ready in two weeks. The City will install them and be reimbursed by the association. Jan is authorized to extend their deadline. H. Walnut Neighborhood Association (Jan Kolp): The sign is finished and will be installed at a press conference in September. Alex Krussel will prepare a feport. I. Forest View (Jan Kolp): The check for the playground project was picked up by Glenn Kypert and the funds were given to Project Play. The playground is scheduled to be done in October. J. Reo Elementary (Jan Kolp): The project has established a walk in the woods adjoining the school grounds. Also trash receptacles, bird houses and a bench will be installed. The school held a fundraiser to complete the funding for the project. They also plan to plant bulbs in the Fall. K. Mary Margaret's project reports are in the mail. L. Sycamore Park project (Marty Mecher): They will have their deadline extended to October 15. M. Genesee Neighborhood Trip (Eleanor Dillon): They took their trip. N. Sunday Art in the Park (Eleanor Dillon): The Downtown Neighborhood Association program was a great success with three working artists, face painters, food and music. O. Downtown Neighborhood Association (Eleanor Dillon): The neighborhood brochure is in process. A new logo for the DNA is being created. P. Cumberline and Averill Project Play projects (Jan Hite): The projects have been delayed because of rains. Q. FAIR (Jan Hite): The beautification projects included barrels and flowers and is complete. R. Riverpoint (Jan Hite): Trees were planted along South Street. A report will be ready on October 7. There was discussion about the importance of notifying grantees of their responsibility to provide reports on their projects. Next year the Board will make sure that all grantees have received and reviewed the information sheet regarding reporting. 3. Membership: There was discussion and agreement that all members currently on the Board have four year terms from the time that they were appointed. Barb Strong said that she had to resign her position. We will have to check with Marty Mecher regarding his ability to participate on the Board over the coming year. Jan Kolp reported that Dr. Turpin of the Forest View School Project Play project has notified her that the project is complete and has called for information on what is necessary for her final report. She has called to get copies of the permits and receipts from Project Play. 4. The members discussed the importance of notifying project recipients of the requirement to provide final reports on their projects. It is a requirement of eligibility for any new grant that reports from previous grants are completed. 5. Rudy told his project recipients that all receipts of bills from their projects must be turned into the Mayor's office. 6. The members said that they wanted David Wiener to send a letter to those who haven't turned in their reports reminding them of the requirement to do so.
