Moved by City Attorney Smiertka to approve the minutes of the Election Commission Meeting of
February 19, 2021.

Moved by City Attorney Smiertka to approve Establishment of AV Counting Board for May 4, 2021
Election.
Motion Carried.
Moved by City Attorney Smiertka to adopt the propsed assignment of Election Inspectors as submitted
for the May 4, 2021 Election and authorize the City Clerk to make adjustments as necessary.

WHEREAS, it is the duty of the City Election Commission to prepare meeting materials for the City

WHEREAS, it is the duty of the City Election Commission to prepare, print, and deliver ballots for
use in the city; and
WHEREAS, it is the duty of the City Election Commission to provide candidates and the Secretary
of State with proof copies of ballots; and
WHEREAS, it is the duty of the City Election Commission to provide notice to voters in case of
precinct changes or consolidations; and
WHEREAS, it is the duty of the City Election Commission to provide election supplies and ballot
containers; and
WHEREAS, it is the duty of the City Election Commission to perform preliminary logic and accuracy
testing; and
WHEREAS, it is the duty of the City Election Commission to notify major political parties of certified
precinct inspector appointments (federal and state elections only); and
WHEREAS, the City Election Commission may delegate these duties to the City Clerk or an
authorized assistant; and
THEREFORE, BE IT RESOLVED that the outlined duties of the City Election Commission be
delegated to the City Clerk or an authorized assistant.

CITY OF LANSING ELECTION COMMISSION
RESOLUTION TO CONSOLIDATE PRECINCTS FOR THE CITY PRIMARY
TO BE HELD ON TUESDAY, AUGUST 3, 2021
WHEREAS, the City of Lansing anticipates a low voter turnout for the City Primary on
August 3, 2021; and
WHEREAS, consolidating precincts in polling locations that have more than one precinct
voting at them would save funds by reducing the number of Election Inspectors, lowering
programming expenses, and reducing equipment delivery costs; and
WHEREAS, MCL 168.659 allows for the City Election Commission to consolidate two or
more precincts in local elections, provided the new consolidated precinct does not exceed
5,000 registered voters; and
WHEREAS, state law does not require notice to be sent to voters if the precinct
consolidation does not change their polling location; and
WHEREAS, Precincts 1-5 and 1-45 share a polling location, Precincts 1-6 and 1-7 share
a polling location, Precincts 1-10 and 4-34 share a polling location, Precincts 2-14 and 2-
18 share a polling location, Precincts 2-19 and 2-20 share a polling location, Precincts 3-
22 and 3-26 share a polling location, Precincts 3-24 and 3-25 share a polling location,
Precincts 3-28 and 3-31 share a polling location, Precincts 3-29 and 3-30 share a polling
location, Precincts 4-36 and 4-37 share a polling location, and Precincts 4-38 and 4-40
share a polling location; and
THEREFORE, BE IT RESOLVED that the following precincts be consolidated for the
August 3, 2021 City Primary:
1-5 and 1-45 voting at Foster Community Center
1-6 and 1-7 voting at Pilgrim Congregational Church
1-10 and 4-34 voting at South Washington Office Complex

RESOLUTION TO CONSOLIDATE PRECINCTS FOR THE CITY GENERAL
ELECTION TO BE HELD ON
TUESDAY, NOVEMBER 2, 2021
WHEREAS, the City of Lansing anticipates a low voter turnout for the City General
Election on November 2, 2021; and
WHEREAS, consolidating precincts in polling locations that have more than one precinct
voting at them would save funds by reducing the number of Election Inspectors, lowering

programming expenses, and reducing equipment delivery costs; and
WHEREAS, MCL 168.659 allows for the City Election Commission to consolidate two or
more precincts in local elections, provided the new consolidated precinct does not exceed
5,000 registered voters; and
WHEREAS, state law does not require notice to be sent to voters if the precinct
consolidation does not change their polling location; and
WHEREAS, Precincts 1-5 and 1-45 share a polling location, Precincts 1-6 and 1-7 share
a polling location, Precincts 1-10 and 4-34 share a polling location, Precincts 2-14 and 2-
18 share a polling location, Precincts 2-19 and 2-20 share a polling location, Precincts 3-
22 and 3-26 share a polling location, Precincts 3-24 and 3-25 share a polling location,
Precincts 3-28 and 3-31 share a polling location, Precincts 3-29 and 3-30 share a polling
location, Precincts 4-36 and 4-37 share a polling location, and Precincts 4-38 and 4-40
share a polling location; and
THEREFORE, BE IT RESOLVED that the following precincts be consolidated for the
November 2, 2021 City General Election:
1-5 and 1-45 voting at Foster Community Center
1-6 and 1-7 voting at Pilgrim Congregational Church
1-10 and 4-34 voting at South Washington Office Complex
2-14 and 2-18 voting at Gardner Middle School
2-19 and 2-20 voting at Gardner Middle School
3-22 and 3-26 voting at Alfreda Schmidt Southside Community Center
3-24 and 3-25 voting at Attwood Elementary School
3-28 and 3-31 voting at Dwight Rich School
3-29 and 3-30 voting at Tabernacle of David Church
4-36 and 4-37 voting at Letts Community Center
4-38 and 4-40 voting at Willow Elementary School
b. Approval of the Ballots for the August 3, 2021 City Primary
Moved by City Clerk Swope to approve the ballots for the November 2; 2021 City General
Election.

c. City Clerk Chris Swope announced the Election Commission may need to meet again soon
to draw City Ward boundaries based on the release of census data. He further indicated
that the deadlineto complete the drawing of Ward boundaries is unclear, with legal opinions
on the matter forthcoming, but could be as soon as October 111h
