Board of Police Commissioners Meeting Minutes
Tuesday, September 16, 2025, at 5:30 p.m.
Lansing Police Department – Headquarters
120 W. Michigan Avenue, Lansing, MI 48933
The Board of Police Commissioners met in regular session and the meeting was called to order at 5:30 p.m. by Vice
Chair Brewster.
Present: Commissioner Members: Bitely, Brewster, Cotton, Farhat, Milton and Omar. (Commissioner Omar
arrived at 5:40 after roll call).
Also present: Chief Robert Backus, Deputy City Attorney Lisa Hagen-Lawrence.
Excused Absence: Commissioner Milton placed a motion to excuse the absence of Commissioners Jones and
Watkins from this meeting; seconded by Commissioner Bitely.
By Vote: Yeas: 5 (Commissioner Omar was not present for vote)
Nays: 0
Public Attendees: 3
Roll call was taken and quorum was present.
Pledge of Allegiance: Lead by Vice Chair Brewster.
Public Comment on Agenda Items: None.
Additions To The Agenda:
Approval Of Agenda: Vice Chair Brewster moved to approve the agenda. Commissioner Bitely made the motion to
approve with Commissioner Farhat seconding the motion.
Consent Agenda: Vice Chair Brewster moved for approval of agenda items:
a) Approval of Meeting Minutes: August 19, 2025.
b) Approval of August Departmental Reports.
Vice Chair Brewster moved to approve the minutes. Commissioners Farhat made the motion with Commissioner Bitely
seconding the motion.
