Board of Police Commissioners Meeting Minutes
Tuesday, October 21, 2025, at 5:30 p.m.
Lansing Police Department – Headquarters
120 W. Michigan Avenue, Lansing, MI 48933
The Board of Police Commissioners met in regular session and the meeting was called to order at 5:30 p.m. by
Chair Jones.
Present: Commissioner Members: Brewster, Cotton, Farhat, Jones, Milton and Omar. (Commissioner Watkins
arrived at 5:36 after roll call).
Also present: Captain Nathan Osborn, Lt. Randy Hon, Assistant City Attorney Matthew Staples and Ruth Grant
Excused Absence: Commissioner Brewster placed a motion to excuse the absence of Commissioner Bitley;
seconded by Commissioner Milton.
By Vote: Yeas: 6 (Commissioner Watkins was not present for vote)
Nays: 0
Public Attendees: 2
Roll call was taken and quorum was present.
Pledge of Allegiance: Lead by Chair Jones.
Public Comment on Agenda Items: None.
Additions To The Agenda:
Approval Of Agenda: Chair Jones moved to approve the agenda. Commissioner Brewster made the motion to approve
with Commissioner Farhat seconding the motion.
Consent Agenda: Chair Jones moved for approval of agenda items:
a) Approval of Meeting Minutes: September 16, 2025.
b) Approval of September Departmental Reports.
Chair Jones moved to approve the minutes. Commissioners Farhat made the motion with Commissioner Brewster
seconding the motion.

EDUCATIONAL PRESENTATION: Lt. Randall Hon – Safety Grants.
• Presented a handout on the Grant, media releases to slowdown, speed trailers, stats for the year on various
stops, speeding and moving violations and Silver Bells preparation.
ADMINISTRATIVE REPORT – Captain Nathan Osborn
• From the Chiefs Office: Topics were of Community Violence Intervention, federal partners, crime
statistics, Safe Summer Initiative, personnel updates.
LEGAL UPDATE –Assistant City Attorney, Matthew Staples.
No updates.
HUMAN RESOURCES – Commissioner Cotton.
• Human Services report.

COMMISSION INVESTIGATOR REPORT:
Update on filling CI position.
UNFINISHED BUSINESS: None.
NEW BUSINESS: None.
BOARD COMMITTEE REPORTS:
• Budget – No report.
• Government/Community Liaison Committee – No report.
• Awards and Incentives Committee – No report.
• Ad Hoc Committee – No report.
• Citizen Complaint Oversight Committee – Will meet in a few weeks.
• Recruitment and Hiring – No additional report.
COMMISSIONER COMMENTS – (Informational)
• Farhat – Decorations done for Neighborhood Watch float for Silver Bells.
• Watkins – Requested a summary of meeting for those who were absent.
• Cotton – Spoke on situation on Truston Ave of a person who is not satisfied with how it was handled.
• Omar – Improvement in summary of complaints to meetings.
• Milton – Mayor’s Interfaith Council will meet October 30th from 3:00-5:00 pm at LPD Operations Center,
Maples Room.
• Brewster – Participated in 2nd ride-along. Attended Explorers Open house attended by parents, surrounding
county agencies. Spent time in the Detention Unit observing their daily activities.
• Jones – Spoke of regular meetings at Jackson Prison with inmates with life sentences as a sponsor to talk.
