HomeMy WebLinkAbout7.15.25 Police and Fire Retirement Board Minutes OFFICIAL PROCEEDINGS OF THE BOARD OF TRUSTEES CITY OF LANSING POLICE AND FIRE RETIREMENT SYSTEM MEETING MINUTES Regular Meeting July 15, 2025 10th Floor Conference Room Tuesday, 8:30 a.m. The meeting was called to order at 8:33 a.m. Present: Trustee Moore, Schor, Thomas, Wilcox, Wohlfert – 5. Absent: Garza, Kreft, Taylor Others present: Karen E. Williams, Thomas Lindemann, Human Resources Department, City Attorney Joseph Abood, City Attorney’s Office; Attorney Aaron Castle, VanOverbeke, Michaud and Timmony; Patrick Miller (via phone), Asset Consulting Group; Tom Cochran, Fire retiree. There were no public comments for items on the agenda. Secretary’s Report: 0 new members, 0 reinstatements(s), 0 refund(s), 0 transfer(s), 2 retired. Total: Active membership 319. 0 Death(s): Refunds made since last regular meeting amounted to $128,664.19. Reimbursements to the System year-to-date amount to $48,874.66. Retirement allowances for the month of June 2025 amounted to $3,492,526.63 Total retirement checks printed for P&F System 829. Total retirement checks printed for both systems: 1742. Domestic relations orders received: 0. Domestic relations orders pending: 0. Eligible Domestic Relations Order Certified: 0 There were no applications for regular age and service retirements. There were no applications for duty disability retirement. There were no applications for Nonduty disability retirement. There were no requests for refunds of accumulated contributions. It was moved by Trustee Taylor and supported by Trustee Moore to approve the Joint Employees’ Retirement System and the Police and Fire Retirement System Board Meeting minutes of June 13, 2025. Adopted by the following vote: 5 – 0. Karen Williams reported that the MAPERS Fall Conference would be held in Grand Rapids, September 13 -16, 2025. Karen Williams reported that the NCPERS Fall Conference would be held in Fort Lauderdale, FL, October 26-29, 2025 Police and Fire Retirement System July 15, 2025 Meeting Minutes Tuesday, 8:30 a.m. Page 2 It was moved by Trustee Wilcox and supported by Trustee Moore to approve of the Police and Fire Retirement System Board Meeting of June 17, 2025. Adopted by the following vote: 5- 0. The following trustees have reviewed the Ethics and Open Meeting Training: Trustees Garza, Kreft, Moore, Schor, Thomas, Wilcox, Wohlfert. Karen Williams reported that Trustees Garza, Kreft and Taylor requested to be excused from the July Police and Fire Retirement System Board meeting. It was moved by Trustee Moore and supported by Trustee Wilcox to excuse Trustee Garza, Trustee Kreft and Trustee Taylor from the July Police and Fire Retirement System Board meeting. Adopted by the following vote: 5- 0. Ms. Williams provided the following invoice for approval: from Segal Insurance, $18,734.00; Asset Consulting Group, $21,768.00, and Tegrit, $ 15,395.73. It was moved by Trustee Wilcox and supported by Trustee Moore to approve the Police and Fire Retirement System Board invoices for payment for the month of July. Adopted by the following vote: 5- 0 Karen Williams noted that Mr. Lindemann has been tracking the duty disability income verifications for the year. Mr. Thomas Lindemann provided an update of the duty disability income verifications for the Police and Fire Retirement System. Mr. Lindemann indicated that there were 2 members who had not reported as of the deadline, April 30, 2025. Mr. Lindemann sent out a second letter and there has not been a response. Mr. Lindemann reported that Ms. Maatman, and Mr. Terrill would be subject to pension suspension with Board approval. It was moved by Trustee Moore and supported by Trustee Wilcox to approve the pension suspensions of duty disability retirees who had not reported their income verifications per the Police and Fire Retirement System Ordinance and the Board’s policies and procedures. Adopted by the following vote: 5 – 0. Attorney Castle updated the Police and Fire Retirement System that per the Board’s policies, each vendor is reviewed on a periodic basis. Attorney Castle reviewed the request for proposal and discussed the actuarial audit section. The actuarial audit would be an independent actuary to review the work product, assumptions and the processes to ensure these items are reasonable under actuarial standards. The audit was a part of the guidelines for PA 202 from the Michigan Department of Treasury are finalized. The draft guidelines indicated that only OPEB/health care plans were subject to the Peer actuarial audit process. Attorney Castle reviewed the tentative timeline for the request for proposals. The proposals would be due in August, and the Board could review the proposals in September with decisions made in November. Trustee Schor inquired about the term of the contract. Attorney Castle stated that the contract was open-ended and did not have a term, but the ability to terminate the contract at any time. Trustee Wohlfert clarified that the request for proposals that were compliance with the Board’s policy and did not need to comply with PA 202 because it was not for OPEB/health care. Trustee Wohlfert inquired who would be responsible for the cost of the actuarial audit required in PA 2023 for Defined Benefit health care plans. Ms. Williams reported that the Finance Department has traditionally paid for the health care/OPEB report. Attorney Castle stated that the costs could be paid from the health care funds held within the portfolio or by the City. Attorney Castle will finalize the request for proposals and have it posted on the MAPERS website, and a copy to Boomershine Consulting Group. Mr. Patrick Miller reviewed the Monthly Investment Report for the month ending June 30, 2025. It was moved by Trustee Moore and supported by Trustee Wilcox to adjourn the Police and Fire Retirement System June meeting. Adopted by the following vote: unanimous.
