MEETING MINUTES
Regular Meeting April 15, 2025
10th Floor Conference Room Tuesday, 8:30 a.m.
The meeting was called to order at 8:30 a.m.
Present: Trustee Garza, Kreft, Moore, Schor, Taylor, Thomas, Wilcox, Wohlfert – 8.
Absent: 0
Others present: Karen E. Williams, Thomas Lindemann, Human Resources Department, City Attorney
Joseph Abood, City Attorney’s Office; Attorney Aaron Castle, VanOverbeke, Michaud and Timmony;
Nathan Burk (via phone), Asset Consulting Group..
It was moved by Trustee Wilcox and supported by Trustee Moore to approve the Joint Employees’
Retirement System and the Police and Fire Retirement System Board Meeting minutes of March 18,
2025.
Adopted by the following vote: 8 – 0.
There were no public comments for items on the agenda.

Active membership 321. 3 Death(s): Raymond Enright (IAFF Firefighters), died
4/5/2025, Age 73, Beneficiary to receive 50%; James Tycocki (FOP Supervisor) died
3/15/2025, age 81, NO Surviving Beneficiary, Irvin Ruby (FOP Supervisor) died 2/2/2025,
age 90, Beneficiary to receive 50%; Refunds made since last regular meeting amounted to
$91,064.27. Reimbursements to the System year-to-date amount to $0.00. Retirement
allowances for the month of March 2025 amounted to $3,490,839.95. Total retirement
checks printed for P&F System 821. Total retirement checks printed for both systems: 1732.

It was moved by Trustee Wilcox and supported by Trustee Taylor to approve the following request for
Regular Age and Service Retirement:
Andy Becker, (CCLP Non-Supervisory) 25 years of service, Age 54, effective 5/17/2025,
sworn date 5/23/2000
Steven Kilmon, (IAFF Firefighters) 25 years of service, Age 48, effective 5/14/2025, sworn
date 6/12/2000

It was moved by Trustee Wilcox and supported by Trustee Taylor to approve the following request for
Regular Age and Service Retirement (continued):
Brian Bakos (CCLP Supervisory) 20 years 4 months of service, Age 55, effective 5/1/2025
(from Deferred)
Adopted by the following vote: 8 - 0.
Karen Williams updated the Police and Fire Retirement System Board that Applicant #2025-P0318 had
submitted his documentation and has an appointment scheduled with the medical director.
There were no requests for Non-Duty Disability Retirement.
It was moved by Trustee Wilcox and supported by Trustee Moore to approve following request for
refund of accumulated contributions:
Sagar Kandel, (CCLP NonSuperisory, not vested, $37, 599.92
Adopted by the following vote: 8 – 0.
Karen Williams reported the MAPERS Spring Conference from May 17-20, 2025 in Detroit, Michigan.
The NCPERS Annual Conference – May 18- 21, 2025 in Detroit, Michigan.
Ms. Williams reviewed the itinerary for the Asset Consulting Group Due Diligence visit to Missouri.
It was moved by Trustee Wilcox and supported by Trustee Schor to allow the retirement technician to
attend the Asset Consulting Group Due Diligence Meeting in Missouri.
Adopted by the following vote: 8 - .0.
Trustee Schor inquired if monies had been budgeted for travel and lodging for staff. He asked if excess
monies from trustee travel, for members who don’t attend certain events, can be used from the training
and education budget.
Karen Williams reported that the Police and Fire Retirement System has an administrative budget of
$5,000 for miscellaneous items such as fed-ex reports to the medical director, and minute master.
There were no public comments for items not on the agenda.
Ms. Williams provided the following invoice for approval: from Asset Consulting Group, $21,768.00;
Tegrit, $7,698.86, T. Rowe Price; $31,291.42.
It was moved by Trustee Moore and supported by Trustee Kreft to approve the Police and Fire
Retirement System Board invoices for payment for the month of April.

Attorney Castle updated the Police and Fire Retirement System that the draft guidelines for PA 202
from the Michigan Department of Treasury had not been finalized. Attorney Castle recommended to
pause the consideration and approval of the actuarial request for proposal to wait for the completed
guidelines.
Mr. Nathan Burk reviewed the Monthly Investment Report for the month ending March 31, 2025.
It was moved by Trustee Moore and supported by Trustee Taylor to adjourn the Police and Fire
Retirement System April meeting.
Adopted by the following vote: unanimous.
The meeting ended at 8:51 a.m.
