FOSTER COMMUNITY CENTER
Wednesday September, 10th, 2025
BOARD MEMBERS PRESENT: Mike Dombrowski, Kimberly Whitfield, Nate Scramlin,
Isaac Francisco, Joan Lenhard, Tirstan Walters, Rayvnne Gilmore
CALL TO ORDER: 6:31 P.M. Foster Community Center
I. ADDITIONS/DELETIONS TO THE AGENDA
II. BOARD MEETING MINUTES
A. July 11th, 2025 – Whitfield made a motion to approve the July minutes, Francisco
seconded. Passed unanimously.
III. NEW BUSINESS
A. Additional Playground Equipment at Walsh Park – A resident near Walsh has asked for
additional equipment placed at Walsh Park.
B. Dog Park in Downtown area – The department has received a request to have a dog park near
downtown. The board will be exploring the possibility to placing this in Reutter Park or Cherry Hill
Park.
C. Veterans Memorial Evergreen Plot A – Michele Fickes of the Lansing Veterans Council made a
proposal for a Veterans Memorial Park at Evergreen Cemetery.
IV. OLD BUSINESS
A. Musical Instrumental Flowers – Potter Park Zoological Society Walters moved, Lenhard
Seconded approving a grant for the amount of $3050.00 for Potter Park. Passed unanimously.
B. Parks 5-Year Master Plan – The board will be reviewing the 5 Year Master Plan and will be
approving any revisions in the October Meeting
C. 609 – 609 n Verlinden – Adjacent to Osborn Park – Walters met with the President of the West
Side Neighborhood and discussed this.
V. UPDATES
There will be a ceremony to commemorate 9/11 at Wentworth Park
On 9/12 there will be a re-dedication at Evergreen Cemetery of the Battlefield Cross
Encampment clean ups continue to be a major draw of department resources
A DNR grant has been submitted to purchase property near the intersection of Waverly and
Jolly.
The Grant Scores have been returned for purchasing a parcel of land adjacent to Riverfront
Park
The Grant for the Letts Center Tennis Courts is going to be reviewed and resubmitted.
To repair the Reutter Park Fountain it is estimated to cost $750,000 to $1Million

VIII. REMARKS BY BOARD MEMBERS
Mike received positive feedback from a resident about Groesbeck Golf Course.
Ravynne asked to promote awareness of keeping the storm drain grates clear.
IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the opportunity to speak on
any issue related to parks and recreation services not otherwise on the agenda at the end of the meeting and may speak on
any agenda issue during the meeting after park board members have had an opportunity to discuss the issue or prior to
the board voting on the issue. The President may impose a time limit on public comments.
Rebecca Douglas from the Riverpoint Neighborhood asked to add a trashcan to Riverpoint Park near the
fishing dock and another near the parking lot.
Don Dean asked to have a trash can during the winter placed in Bancroft Park and spoke about an equitable
solution for homelessness
Kim Ellenwood appreciates the repairs made to new gate the Bancroft Park.
