BOARD MEMBERS PRESENT: Mike Dombrowski, Kimberly Whitfield,
Nate Scramlin, Isaac Francisco, Tirstan Walters, Rayvnne Gilmore

I.ADDITIONS/DELETIONS TO THE AGENDA

II.BOARD MEETING MINUTES
A.March 12, 2025 – Walters moved, Whitfield supported accepting minutes. Unanimously
approved.
III.NEW BUSINESS
A. Inline Link Grant Proposal - Scramlin moved to deny this grant application due to
eligibility requirements of the applying party. Walters Seconded, board voted unanimously to
deny this grant.
B. Art Path-The Arts Council has dissolved and will not be hosting the Art Path this year. The
director will meet with representatives of the Arts Commission, Dombrowski will be talking to the
Scrapfest organizers and Scramlin will be speaking with MDEC
C. Memorial for Jodi Ackerman- A boulder and tree near the Foster Center were proposed as
a memorial for Jodi Ackerman. Whitfield moved to accept the request for the memorial,
Walters Seconded, passed unanimously.
IV.OLD BUSINESS
A Parks 5-Year Master Plan
B Park Grants Scramlin moved, Whitfield seconded to change the Grant Application to allow
for registered 501c3 Non Profit Organizations to apply for these grants. Passed 5-0-1
C Michigan Waterways Stewards Grant Application- Scramlin moved, Walters Seconded to
approve the grant application submitted in March by the Michigan Waterways Stewards 5-0-1
V.UPDATES
A. Parks Director Administrative Assistant Update- EdQuan Clay has been hired as the
Administrative Assistant.
B. Park Map Update- This has been ordered, the reverse will have the river trail.
C. Jodi Ackerman Has passed away
D. Karol Garrison Has accepted a position away from the department, will be looking for a new
marketing position for the department.
E. Playgrounds – St Joe and Georgetown have been ordered, and Ingham will receive a structure
from Kroger. Wilson is in the planning stages.
F. The canoe launches have been effected by flooding.

VIII.REMARKS BY BOARD MEMBERS
Gilmore appreciated the fountain at Ranney Park and spoke with the director about litter mitigation
measures in that park.
Francisco spoke about the many children that Jodi Ackerman helped during her work with camp.
Whitfield may not be able to make the May meeting.
Scramlin asked the director if the trash cans have been installed at the Raney skate Park.
IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the
opportunity to speak on any issue related to parks and recreation services not otherwise on the
agenda at the end of the meeting and may speak on any agenda issue during the meeting after park
board members have had an opportunity to discuss the issue or prior to the board voting on the issue.
The President may impose a time limit on public comments.
