A. September tot\ 2025 - Scramlin moved, Walters seconded, passed unanimously.
III. NEW BUSINESS
A. Jones Lake Parcel Donation - A landowner that owns a parcel next to Jones Lake Park that is
interested in possibly donating this parcel to be added to Jones Lake Park. Lenhard moved to
accept the parcel, Gilmore seconded, passed unanimously.
B. Fenner Preschool Playground: The Fenner Conservancy has been working on fundraising and
designing a new nature based playscape intended for play by children aged 0-5 near the Fenner
Preschool Building. PNC and Capitol Area Community Foundation have given to this project.
There will be a 2 week open comment period near the end of October. This is slated to be opened in
early Summer 2026. Walters moved and Scramlin supported a motion to allocate $43,005.94 of
funds from CIP to be distributed to the contractor to begin the construction of this that will be
matched by Fenner. Passed unanimously.
C. Consumers Easement - There is an additional 5 foot onto the current 10 feet of easement for a
new high pressure gasline that will run along Mt Hope from Aurelius to 127. This project will not
block the entrances to Fenner or Evergreen Cemetery. There will be an underground boring so the
entire easement will not need to be cleared of trees. There will be some brush that will need to be
cut for site lines and a small area for an above ground portion and this will be confirmed with the
Department.
IV. OLD BUSINESS
5 - Year Plan:
Francisco asked for some small updates to the Goals and Objectives of the 5 year plan under
V:Placemaking Objective B to read "Objective B: Increase targeted and environmentally
sustainable lighting in and around parks and trails to increase safety for users." And to add an
Objective D under V:Placemaking to read "Continue to assess and prioritize maintenance
concerns and litter removal in order to provide clean and safe facilities and grounds" Walters
moved, Whitfield seconded these updates, passed unanimously.
Scramlin asked to have the images labeled on the 5 Year Plan if the Department is able. Scramlin
moved to add labels to the images if possible, Whitfield seconded, passed unanimously
Lenhard moved to approve the City of Lansing Parks and Recreation 5 Year Master Plan as
amended, Gilmore seconded, passed unanimously
V. UPDATES
Park Board Members - 2 nomination renewals and 1 for the vacancy are sent to committee
of the city council. •
Bubble Barrier at Play Michigan October 21sr, @ 11:00am - 12:00pm - A press conference
will be hosted by EGLE
Playground Equipment Proposal -Ferris Park-An MEDC match grant has been received
to construct new equipment at Ferris Park.
Fish Ladder Music Park will have a ribbon cutting on October 23rd at 5PM.
The DNR will be helping with a deer cull in late 2026. Public inquiries and input about the
deer cull can be made by reaching out to 311.
The department will be interviewing for Community Center Programming.

Kimberly Whitfield asked the director about a litter issue in Debbie Stabenaw Park. The director confirmed
that there is a maintenance storage area that will be screened off and will be improved.
Nate Scramlin met with representatives of DLI about fundraising for the fountain renovation and a
possibility of a dog park going into Reuter Park and encouraged them to reach out to the Director.
IX. STATEMENTS OF CITIZENS
All meetings of the Park Board shall be open to the public. Those in attendance shall have the opportunity to speak on
any issue related to parks and recreation services not otherwise on the agenda at the end of the meeting and may speak on
any agenda issue during the meeting after park board members have had an opportunity to discuss the issue or prior to
the board voting on the issue. The President may impose a time limit on public comments.

Naming, Renaming and Memorials
• Naming or Renaming Parks
• Naming or Renaming Areas in Parks and Facilities in Parks
• Memorials and Dedications in Parks and on Park Structures and Facilities
The Policy
City of Lansing Parks and Department facilities are generally named for a geographic area or a natural historic
feature, but, as appropriate, Parks and Department facilities may be named to reflect significant historic,
material, or financial contributions to the City, or persons of historic or outstanding civic service. Markers may
be placed in parks and on recreational facilities honoring or memorializing individuals and organizations.
Procedure for Requesting Permission
Anyone wishing to name or rename a Park or Department Facility, or erect a memorial in a Park or within a
Department Facility, must submit his or her request in writing to the Director with a sufficient explanation of the
proposal to enable the Director to make a determination that the naming or memorial is justified and
recommend the request to the Lansing Park Board. The factors to be taken into consideration by the Director
will include, but not limited to the following:
1. The reason for the naming or renaming or erection of a memorial;
2. The contribution or other factors for which the person is being memorialized, or the Park or facility
named;
3. Whether and to what extent the Facility or Park has been financed by the person being honored or by
the persons wishing to honor him/her;
4. Whether or not the person has cleared a criminal background check;
5. Whether and to what extent the appropriate and/or impacted communities support the proposal; and
6. Any other factors, which would support the request.
Naming/Renaming
1. The Director and Park Board's considerations regarding the naming or renaming of parks, and naming
or renaming areas and Department facilities, shall be guided by the following considerations:
o Recognized geographic names
o Natural Historic Features
o Significant Historic Contributions
o Significant Material Contributions
o Significant Financial Contributions
o Persons of Historic Service to the City of Lansing
o Persons of outstanding civic service to the City
o Documented community support
o Documented criminal background check/clearance
o All costs associated with the proposed naming or renaming, such as planning, design,
construction, utilities, and maintenance shall be the sole responsibility of the person(s) or
organization(s) requesting the memorial or dedication. Full funding for the proposed naming or
renaming shall be paid to the Department of Recreation, prior to the start of planning, design,
and construction.

2. If the naming request meets the required criteria, the requesting person(s) or organization(s) must
present the request to the Park Board (The Board).
3. The Board reviews the request, votes and makes a recommendation.
4. If approved by the Board, the Director shall proceed to submit the Naming, Renaming request to the
Memorial Review Board for action.
Memorials/Dedications
Memorials or dedications may consist of structures, such as buildings, or facilities, such as athletic fields, that
may be named in memory of individuals and organizations as completed entities, or memorial or dedication
plaques or signs on or inside structures and facilities.
1. The Director and Park Board's considerations regarding memorializing or dedicating parks, park area
and recreational facilities, shall be guided by the following considerations:
o The location, design, and configuration of a proposed memorial or dedication shall be in keeping
with the park purpose and usage and shall not interfere with public use of the park or
recreational facility.
o The proximity to planned and/or existing memorials.
o City of Lansing Department of Recreation and Parks and City of Lansing grounds staff may
participate in the planning and placement of a memorial or dedication, if relevant.
o Documented evidence of community support must be included with the request for
memorializing or dedicating parks, park area and recreational facilities.
o All costs associated with the proposed memorial or dedication, planning, design, construction,
utilities, and maintenance shall be the sole responsibility of the person(s) or organization(s)
requesting the memorial or dedication. Full funding for the memorial or dedication shall be paid
to the Department of Recreation and Parks, prior to the start of planning, design, and
construction.
o A criminal background check has been supplied by the requesting person(s) or organization(s).
o An escrow account must be established with the Department of Recreation and Parks to ensure
the person(s), organization, and/or entity requesting the memorial or dedication of a park, park
area and/or recreational facilities has the capability to perform routine maintenance of the
memorial, park area, or recreational facility for the next 10 years.
o The cost of maintenance to be put in the escrow account for the 1O year period shall be
mutually agreed upon by the Requestor and the Director of Recreation and Parks.
o In all cases involving memorials or dedications, only the memorial or dedication itself may be
named. The park name shall remain unchanged.
2. If the memorial or dedication request meets the required criteria, the requesting person(s) or
organization(s) must present the request to the Parks Board (The Board).
3. The Board reviews the request, votes and makes a recommendation.
4. If approved, the Department shall proceed to authorize the memorial/dedication.

What is the vision for the proposed memorial? A simple plaque in dedication of my Father Tom Parker, who
we lost tragically on 8/14/25. Plaque could be on some sort of stand or rock like the other plaques that are
there today: plaque would also represent baseball.
This request is due to my Dads history at Municipal baseball field. He played (Everett, then men's leagues) and
coached on that field from 1970s - 2000s at the age of nearly 60. (he was exceptional, making the MSU team
and falling short of an MLB offer only due to his age of 21 at that time, contract was for 19 and under). One of
his teams there won the Roy Hobbs World Series Championship. He loved this field and baseball so much that
he told us many times to spread his ashes there. He knows and is loved by an entire community of people who
have played on that field.
Projected costs of the proposed memorial: $ 500-2000 depending on allowed "stand" to secure plaque to

What is the projected 10 year maintenance cost? I will gladly upkeep it every summer, won't be much to
maintain truthfully.
How will this memorial impact residents? Many players, coaches and Lansing residents knew, played ball or
were coached by my Father, he was highly respected and left a large positive impact on anyone he
encountered. I am sure they'd love to see him honored at the place he loved the most.
Will this memorial impact business? If yes, how? We'd be happy to coordinate/host an annual baseball game
in memory of, for the community/ former & current players and young adult baseball players to bring attention
and love to the game of baseball and 'Muni' field.

Name: Thomas Parker
Please provide in fewer than 500 words, how this individual has made major contributions to the Department of
Parks and Recreation and/or public/community services to the City of Lansing.
Tom did not specifically give "major" contributions to Parks and Rec nor did he work for the city itself. I
understand that is desired, please consider this request due to his years spent playing and loving Kircher
Municipal field. Tom lived, worked in and impacted the Lansing community his entire life. He gave a chance to
many young adults and children who otherwise wouldn't have had them. A small example is when he managed
10+ QD stores he would give his own money to an employee to get to work on the bus, so they could earn a
paycheck to provide their own transportation etc.. he developed amazing baseball players who played on that
very field amongst being an incredible man who left a mark on everyone he encountered.
There is nowhere he would rather be honored.
4. FINANCIAL DONATIONS
Total amount of donations for memorial site or object: so far $300 but we have the funds independent of that.
The City of Lansing reserves the right to reject a proposal if the financial contribution is not commensurate with
the magnitude of the gift.
The City of Lansing also may require from the nominating individual or group that an endowment fund be
established to maintain the memorial in perpetuity. The endowment must be set at a level sufficient to cover all
maintenance costs.

Matching Grant Funds are available until November 15th, 2025 at 12PM EST or until Grant funds
are no longer available. Approved grant application is required. To receive full grant funding, a
check of $61,523.07 must be received at the time o_f order.
This quotation is subject to policies in the current GameTime Playground Catalog and the following terms and conditions. Our
quotation is based on shipment of all items at one time to a single destination, unless noted, and changes are subject to price
adjustment. Purchases to be supported by your written purchase order made out to GAMETIME C/O SINCLAIR
RECREATION. A 2.5% PROCESSING FEE WILL BE ADDED TO ALL ORDERS PAID VIA CREDIT CARD.
Pricing: f.o.b. factory, firm for 30 days from date of quotation unless otherwise noted on' quotation. Sales tax will be added at
time of invoicing unless a tax exemption certificate is provided at time of order entry.
Payment terms: Net 30 days for tax supported governmental agencies. A 1.5% per month finance charge will be imposed on
all past due accounts. Equipment shall be invoiced separately from other services and shall be payable in advance of those
services and project completion. Retainage not accepted.
Shipment: Order shall ship within 6-8 weeks after GameTime's receipt and acceptance of your purchase order, color
selections, approved submittals, and receipt of deposit, if required.
Installation: Shall be by a Certified GameTime Installer. Customer shall be responsible for scheduling coordination and site
preparation. Site should be level and permit installation equipment access. Purchaser shall be responsible for unknown
conditions such as buried utilities, tree stumps, bedrock or any concealed materials or conditions that may result in additional
labor or material costs. Payment terms for installation is Net 10 Days.
NOTE: PRICING DOES NOT INCLUDE ANY DAVIS BACON OR PREVAILING WAGE RATES UNLESS SPECIFICALLY
IDENTIFIED ABOVE IN QUOTE. THERE WILL BE A BACKCHARGE FOR THE INSTALLATION TO BE DONE THROUGH

Submittals: Our design proposal reflects the spirit and intent of the project plans and specifications. While some variations may
exist between our quotation and the project design, the differences do not materially affect the intended use. GameTime
designs and specifications are unique and not intended to be identical in all respects to other manufacturers. We shall submit
for review and approval by the owner's representative detailed drawings depicting the equipment to be furnished accompanied
by specifications describing materials. Once approved, these drawings and specifications shall constitute the final documents
for the project and shall take precedence over all other requirements.
Exclusions: Unless specifically included, this quotation excludes all site work and landscaping; removal of existing equipment;
acceptance of equipment and off-loading; storage of goods prior to installation; equipment assembly and installation; safety
surfacing; borders, drainage provisions, or any local/municipal/state/federal permits or paperwork that may be required.

beyond bars and restaurants"
There are three main reason for lighting the park: 1) To
gain lost usage hours after sunset 2) integrate the south
and north end of the park, and 3) bring a state of the art
urban park to Lansing embracing community bridging
and usage encouragement-that directly benefits the
mental and physical well-being of residents.
Starting from late august the park loses people activity for
about an hour and half due to the lack of lighting in the
park. Skaters (including mother, custodians, and many
others) have complain for years that they have to leave
the park early as the sun goes down. By mid October the
park loses a little over 3 hours for skaters.

PARK SURVEY RESULTS:
A OR code was posted throughout the park in which 75 people have
responded at different times. The results indicate that people usually
come to the park between 6-9pm with 63% rate compare to the
second highest rate at 52% between 4-7pm and followed by 43%
between 7-10pm. And a surprising shift from the hours of 4-7pm (44%)
and 7-10pm (52%)was seen with the question for their preferred time
to come to the park Also. 85% of respondents indicated that they'd
come or saty in the park from 8-10pm if the park had lights, and 65%
Indicated that their likelihood of using the park more often would
increase if the park had lights.

Petition Letter - Lighting up Ranney Park
Dear City Council Members,
I am Diego Morales, and I'm writing on behalf of a Ranney park community coalition, residing in
Lansing, about an accessibility issue many of us face at late evening or early nights at Ranney
park. Namely, the lack of lighting at the sport courts and walkways of the park. We have come
together to investigate the feasibility of bringing lighting fixtures to the park which we would like
to have in the park. Our concerns started after we took seriously our own complaining about
having to leave the park as soon as the sun was down. It has, then, been a mystery why the
skate park and other sport courts don't have night-lighting, even though the park closes
explicitly at 10pm all the way to November 15th. Thus, we're losing park usage time, as well as
the opportunity to foster early night-life third spaces (as opposed to the pervasive third space of
restaurants and bars; third spaces being the space people inhabit besides their home and
work-space).
We also want to bring to your attention-the public announcement and encouragement that the
Lansing's park department director, Brett Kaschinske, stated early this year in an interview with
WILX about addressing and prioritizing locals' suggestions to what they think it's needed and
would like to be implemented in their public parks. He said that local input was a strategic
component of their 5-year cycle parks' investment plan-in which a new cycle happens to start
this year.
We have made a community-based project identifying the needs, challenges, and opportunities
of lighting up the sport courts and walkways of Ranney park. The following are some of the
needs for lighting, 1) most people work the '9-5 schedule', 2) an illuminated space brings a
sense of safety, welcoming and attraction for people, 3) increase of outdoor physical mobility
and exercise is of utmost importance for catalysing prevention measures of public health
issues-as emphasized by the CDC and NHI.
The challenges we identified are so significant that it made the project look naive. But as it is
our duty to take ownership of our citizenship and public space, we nonetheless persevered. The
first and greatest challenge is the history of non-night-lighting in public urban parks in Lansing.
Second, the fear of homeless people taking over. Third, fear of night crime. And fourth, if the
lighting project would follow, the possibility of involving community stakeholders with the park's
department and developers in the design of lighting in the park. The Opportunities include, but
are not limite_d to, Solar-powered public space lighting stewardship, pioneering of night-lighting
public parks which would add to the third space mentioned above, and sense of place and
belonging and community, park becomes an integrated whole through its lighting, and it would
honor the historical and cultural heritage of the frandor's hill in the middle of the park.
This petition has gathered _ signatures. And our projects's survey received _ responses. We
hope we can go over the on-page project presentation which will include possible developers of
solar-power lighting solutions. We ask of you to bring future directions in regards to the objective
of this project. Thank you for representing us.
