CALL TO ORDER: 5:35 p.m., Alfreda Schmidt Community Center
• Tirstan stated for those in attendance that due to the Human Relations and Community Services
(HRCS) Board lacking a quorum, no board discussion or action would occur related to the NOVA
Lansing Housing Initiative. Public comment would be accepted and recorded for review by the
advisory boards.

2. ADDITIONS/DELETIONS TO AGENDA: – None
3. AGENDA APPROVAL: Brian moved, Christopher seconded – approved unanimously.
4. BOARD MEETING MINUTES – Christopher moved, Brian seconded – approved unanimously.

5. NEW BUSINESS:
A. DeLisa Fountain, Director DNACE
• DeLisa read a prepared joint statement and update from Mayor Andy Schor and HRCS (Human
Relations & Community Services) Director Kim Coleman on the NOVA Lansing Housing Initiative.
The statement, which addressed the postponement of the joint board (HRCS & MNAB) discussion on
the ModPod community, summarized community feedback on current locations and introduced an
additional potential site at the Ingham County Human Services Building parking lot on Jolly and Cedar.
It was reiterated that no board discussion or votes would take place during tonight's meeting.
B. Grant Learning Session: 1/6/26@6pm, 1/13/26@ 6:30pm, 1/29/26@ 6:30pm, 2/3/26@6pm
• Locations: Robin stated that the sessions will be held at the Letts Community Center and that these
give neighborhoods a chance to ask questions about the process or a grant they would like to submit.
C. Grant Status Report
• Robin said that no grants have been submitted yet, but there are 21 grants that have been started with
six new neighborhoods or organizations. The deadline for grant submissions is March 6, 2026, at 5
p.m.
• Board members are encouraged to attend the sessions.
• Neighborhoods in Bloom is a free grant that provides a kit with flowers and mulch for
neighborhoods. The deadline is January 31, 2026, and Robin can assist those interested with the
application.

Eight members of the public spoke.
• Ted Wilson spoke in support of the county site and against any neighborhood and park sites.
• Brian Wilson spoke against neighborhood and park sites.
• Judith Evans spoke against the park and neighborhood sites.
• Jamie Moriarty spoke in support of the county site.
• Mary Pathnage spoke in support of other and longer-term solutions for the unhoused.
• Joseph Helder spoke in support of the county site and against any neighborhood and park sites.
• Jonathan Brooks spoke in support of the county site.
• Mr. Wilson spoke in support of exploring the county site.
9. ADJOURN – 6:06 p.m. – Christopher moved, Courtney seconded – approved unanimously.
