SPECIAL MEETING MINUTES
Letts Community Center
Tuesday, November 4, 2025 @ 5:30 P.M.

1. ROLL CALL: See above - quorum present.
2. ADDITIONS/DELETIONS TO AGENDA: – None
3. AGENDA APPROVAL: Brian moved, Tirstan seconded – approved unanimously.
4. BOARD MEETING MINUTES – None to review - Brian moved, Tirstan seconded – approved
unanimously.
5. OLD BUSINESS:
A. HRCS-Human Relations & Community Services
• Kim Coleman, HRCS Director, spoke to the board about joining the HRCS Advisory Board in
assisting with determining where to place the NOVA Housing Initiative (Transitional Housing
Community).
• Kim let us know the series of community feedback sessions on the housing pods locations had a
turnout of probably between 60-75 people per session. A total of 30 sites were identified. The HRCS
advisory board is narrowing the list of locations to five.
• The board went into discussion with Kim about the pros and cons of joining the HRCS advisory
board.
• If the HRCS and NAB work together, the combined boards will need to define a process for deciding
the final site for the housing pods. The boards would also need to consider outreach or meetings to
gather neighborhood feedback on the chosen site and establish a timeline for making the final
decision.
• The DNACE office will also support outreach and facilitating meetings.
• Further discussion with questions and concerns from NAB members about deciding the site location
was addressed.
• There was a motion for the NAB to join with the HRCS advisory board to make a recommendation
for one site out of the five chosen sites for the housing community pods.
o Tirstan moved, Christopher seconded. Discussion – none. Motion passed 6 - 1.
• Next steps will be a meeting at Foster Community Center for the boards to go over the process either
Tuesday, Nov. 18, or Wed., Nov.19, or Thurs., Nov. 20, 2025 starting at 5:30 p.m.
