Supervisory Unit; and Budget Control_ Supervisor Dianna Emerson. APPROVAL OF MINUTES OF PREVIOUS SESSION The minutes of the previous Board meeting were approved as submitted. FRATERNAL ORDER OF POLICE BUSINESS Officer Richard stated that on the Agenda is a proposed revision of the Administrative Procedure rel.ating to supplemental. employment and requested that the Board take no action on this until. it can be negotiated between the Administration and the F.O.P. Officer Richard made several. comments concerning the reason for this request, adding that if approved it woul.d significantly impact members of both F.O.P. units. Further, that if adopted their onl.y recourse would be to file a grievance and l -et a third party make a decision. Sergeant Frever stated he represented the supervisors' unit and was here to support Officer Richard in requesting that no action be taken on this proposed revision due to its great impact on the officers working private security at the present time. Chief Reifsnyder stated he was including these letters at this one meeting to show what an Assistant City Attorney is doing through the court now, and that most of them are misdemeanor charges and are young persons. Accepted and placed on fil.e. COMPLAINTS AGAINST DEPARTMENT Notification was received of a Civil. Rights complaint filed by Gary Farrow. A letter of complaint, and departmental. response, were received from Nancy Evenson, Lansing General. Hospital. Notification was received of a civil. suit fil.ed by Maria Barron, Personal. Representa- tive of the Estate of Alejandro Barrientos, Sr., Deceased. Al1 above were accepted and placed on fil.e. REPORTS OF OFFICERS The quarterly status report of the Affirmative Action Program for the period 10/1/88 through 12/31/88 was received, accepted and placed on file. A proposed revision of the Administrative Procedure rel.ating to suppl.emental. employment was received. Legal. Advisor McComb gave a presentation on the reasons for the changes, which began last May, which included that the primary purpose in drafting this revision was to address the paramount issue of civil. liability for the City, the empl.oyees in- volved in this type of work, and also for any injuries they might sustain while they're employed by a private employer. Page 3 There was discussion on this matter with additional comments by Chief Reifsnyder, Deputy Chief Bay] -is and Labor Relations Director Richard Putney. Commissioner Owen moved this item be tabled for 30 days. Supported by Commissioner Crawford. After more discussion a vote was taken and the motion was defeated by the fol.].owing vote: AYE - Owen; NAY - Osborn, Crawford, McConnell, Kel.].ogg, Wal-ker and Johnson. Commissioner McConne]_]. requested that if this procedure is adopted, it be reviewed in three to six months. Commissioner Walker moved for adoption. Supported by Commissioner McConnell.. The Highlights reports for November and December 1988 were received, accepted and plac- ed on file. The departmental_ budget was addressed with Budget Supervisor Emerson passing out revis- ed Executive Summaries to ref.l.ect a new program for 9mm. semi-automatic handguns. Chief Reifsnyder stated he has tal-ked with the Mayor and some Council. members who are supportive of this new program. Commissioner Owen moved to support the proposed budget. Supported by Commissioner Walker. Carried, unanimous. Chief Reifsnyder's monthl-y letters (December and January) were received which advised of the following: The Butler Street barricades are no longer in effect; A contract establishing a governmental. board of the Tri -County Metro Narcotics Squad has been signed by al]. participating jurisdictions; At the present time there are no vacancies in sworn personnel. and the department is at ful1 strength with 253 officers which in- cludes the Parks Security Unit. Chief Reifsnyder added that he is happy with the year end report which shows a 3% overall. decrease in crime over 1987. There being no further business the meeting was adjourned. Mr. Barnes stated he was from the West Side Neighborhood Organization and they have a number of people interested in seeing what they can do to help fight the crime and drug problems, and he attended the meeting trying to get information. Chief Reifsnyder suggested Mr. Barnes call him some day when he has free time and he will arrange for him to visit the department. Margaret G. COMPLAINTS AGAINST DEPARTMENT Notification was received of a Civil Rights complaint filed by Tommy Washington, which was accepted and placed on file. REPORTS OF OFFICERS The departmental Highlights report for February was received. Commissioner Johnson questioned why the names of those arrested in drug raids were not included. Chief Reifsnyder stated that the names have never been put in this report, they have been arrested and it is a matter of public record if anyone should care to look into it. Further, this report goes places other than the Police Commission. Commissioner Kellogg questioned the differences in the information between the monthly crime summary and the Communications Center monthly report. It was explained that the Communications Center report covers medical and fire calls also, plus they are talking about more agencies that just the Lansing Police Department. Chief Reifsnyder did state he would look into the fact that the difference in one category was so great. Page 3 Chief Reifsnyder's monthly letter to the Board was received which advised of the following: Crime statistics; Assistant Chief Sinclair has been selected to represent the State, City and Police Department in the International Winter Special Olympic Games in California; That he will be utilizing vacation from April 1-8, 1989. COMMISSIONERS COMMENTS Commissioner Kellogg stated there was a public meeting where Quaker Management was speaking at the Grace Lutheran Church and stated they give the Police Department a master key that fits all their houses so they don't have to break down doors in case of a drug raid in one of their houses. After conversation Chief Reifsnyder stated this was the first he had heard of this and he would check into it. Commissioner Johnson asked if a determination had been made relating to the Board going out into the community. Vice -Chairman Crawford stated he would rather wait until Commissioner Osborn was present as he was spearheading that matter. Commissioner Johnson stated she had been on a drug raid and had many positive comments to make on the way it was handled. Commissioner Johnson related a situation in which Fire Chief Hopkins' wife and children were at home two weeks ago and a man was banging on their door trying to get in. The Police were called, they came and took the man away but never talked to her. Chief Reifsnyder stated he would check into this. There being no further business the meeting was adjourned. APPROVAL OF MINUTES OF PREVIOUS SESSION The minutes of the previous Board meeting were approved as submitted. COMMUNICATIONS Letters of appreciation for services rendered by members of the department were receiv- ed from the following individuals: Ingham County Chief Assistant Prosecutor Kim Eddie; Mr. and Mrs. Robert Buikema; Assistant Fire Chief Daniel Decker; Paula Limburg, Lansing Christian Schools; Detective Steve Naert, L.P.D.; Chief Reifsnyder and Prosecutor Donald Martin; Sheriff Gene Wriggelsworth. Accepted and placed on file. CONFIRMATION, RETIREMENT A request for confirmation of Probationary Officer Phillip Bailey was received. Commissioner Johnson moved for approval. Supported by Commissioner Crawford. Carried, unanimous. A letter of retirement was received from Sergeant Robert Mendel, effective April 28, 1989. COMPLAINTS AGAINST DEPARTMENT Notification was received of the dismissal by the Civil Rights Department of a com- plaint filed by Jerome Pfeifer due to "claimant's unavailability." Accepted and placed on file. Notification was received of a civil suit filed by Anthony Blackman, which was accepted and placed on file. REPORTS OF OFFICERS The status report of the departmental Affirmative Action program for the period 1/1/89 through 3/31/89 was received, accepted and placed on file. The departmental Highlights report for March, 1989, was received. Some conversation was held on the downtown beat officer program and Commissioner Kellogg spoke on pro- blems occurring during the evening hours around the City Club. Accepted and placed on file. A handout was made relating to the recommendations of the Awards Review Committee for the May 16, 1989, Awards Ceremony. Commissioner Crawford addressed some of the recom- mended awards. Commissioner Johnson stated she felt that everyone selected certainly deserved it. Commissioner Crawford also addressed the fact that when a citizen is nominated for an award they are so notified, and then if the Awards Review Committee does not select that person for an award, he feels this does more harm than good. He felt it would be better not to tell any person he/she is being considered, and only advise them if they are to receive an award. Commissioner Johnson stated she felt this should be the same way with the officers; however, Assistant Chief Sinclair advised that the officers know pretty much in advance as their sergeants tell them when they're going to write up a letter for them. After further conversation on this subject, Chief Reif- snyder stated he would express the reservation of the Board to the sergeant in charge of the awards program. Commissioner Johnson moved for approval of the recommendations. Supported by Commissioner Crawford. Carried, unanimous. Page 3 Chief Reifsnyder's monthly letter was received which advised of the following: Crime statistics; Answered a question from the previous meeting relating to the increase of emergency dispatch calls.. Chief Reifsnyder further stated he wanted to also point out that the clearance rate of 33% for Part I and 64% for Part II crimes is outstand- ing. Accepted and placed on file. COMMISSIONERS COMMENTS Commissioner Osborn passed out a draft of a letter to community groups inviting them to attend public hearings with the Police Board. He stated that another group has been formed and has been meeting regarding the drug problems. Chief Reifsnyder, who has been attending these meetings, stated they plan to make an announcement to the public to establish some dates for meetings to try to work out what can be done to combat drugs. Considerable discussion was held as to whether or not the Board should continue with its plans to meet with community groups, after which Chief Reifsnyder advised the bus would be out in the neighborhoods this summer and this would be an opportunity for the Commissioners to show up and talk with the citizens in the differ- ent neighborhoods. The bus will be out three days a week, from noon to 8:00PM, May 15th through August 31st. Commissioner Osborn requested a news conference be arranged to kick off the bus program with the entire Commission present. Chief Reifsnyder stated that possibly the Board could take a look at the time of the meetings in order to get better attendance. In this regard Commissioner Osborn re- quested that the Board Procedure be included in the next Agenda for review. Commis- sioner Crawford reminded the Board that when they signed up they agreed to the third Tuesday at 5:30, as a change to 6:00 or 6:30 could possibly conflict with other plans. It was also determined that Chief Reifsnyder would have the film on the Lansing Police Department set up for anyone who wants to stay after a meeting to see it. This will be done at the June meeting. It was also determined that Commissioner Crawford will be representing the Board in presenting the awards at the ceremony after the May meeting. ROLL CALL Commissioners present: Osborn, Crawford, Kellogg, McConnell, Owen, Walker and Johnson. Commissioners absent: SantaAna. Also present were Gary Taylor, Chris Campbell, Jan Watts, Francesca Robinson, Bob Brock- well, Mike Head, Robert Schmit and Russ Barnes, all from the Westside Neighborhood Association. APPROVAL OF MINUTES OF PREVIOUS SESSION The minutes of the previous Board meeting were approved as submitted. COMMENTS BY MEMBERS OF THE PUBLIC Russell Barnes stated he is from the Westside Neighborhood Association and Chair of the Committee on Crime and Drugs. They have been meeting on a regular basis and thought it would be informative if they came down and talked to the Board about their concerns. Their major focus is making their neighbors aware of the crime and drug problem. In addition, they want to work with the police, and he asked the others to voice their concerns. Mr. Head stated his main point of interest is getting a clear sense of how the Police Department operates on the drug problem and how they function in relationship to what he sees going on in his neighborhood. Mr. Campbell stated he became aware of a drug enterprise next to him, it was raided eventually and the residents arrested which was an improvement, but a few years back there was a problem of minor breaking and enterings in his neighborhood and the police who investigated made remarks to the effect that anybody who would choose to live in that neighborhood could expect that kind of thing. Commissioner McConnell stated if Mr. Campbell ever heard that kind of remark again he wants to be personally notified about it. Another member stated he had a break in about the same time and found the police to be very responsive and helpful. "Equal Opportunity Employer" Page 2 Gary Taylor stated there had been break ins around his home and some of his neighbors feel they cannot work with the police. He hopes to bring back positive information from this meeting. Mr. Brockwell spoke on child beating, drug busts, and that he would like to see pres- sure put on those residences, that are consistently being raided, by taking the property out of commission. Ms. Robinson stated they are broken into every August, usually only one thing taken, and stated she feels there are some drug houses in her neighborhood. Mr. Barnes stated his group wished the Board would be more accessible and played a greater role in listening to their concerns. They also wished to form a coalition to work with the Police Department to find out crime patterns and to supply the depart- ment with activity they see. Mr. Barnes also advised they are featuring a Crime Aware- ness Night on June lst, 7:OOPM, at Sexton High School, and invited the Board to attend. Commissioner Walker stated he met with this group and will continue to meet with them. The Association has been in existence for 35-40 years and they have always taken the approach of discussing problems, procedures and ask for support. Further, if they follow him they will continue to come back to the Board until their concerns have been responded to. Commissioner Owen explained that the powers of the Board are very limited; however, he felt they could serve a useful purpose in listening to neighborhood problems and relay them back to the command officers. Commissioner Johnson stated she also met with the Westside Neighborhood Association a couple of weeks ago and they should be commended, and offered to help in any way. Commissioner McConnell stated he also wanted to help and wants any information on any. failure of the department to cooperate. Commissioner Crawford thanked them for attending the meeting, stating this was the first time since he's been on the Board that a neighborhood group has come in. After a few more comments from members of the Association, Chief Reifsnyder said he would try to answer some of their concerns. First, in reference to comments made by officers about living in that neighborhood, police officers are human beings too, work- ing under great frustration, and are apt to say a lot of things particularly in the heat of battle. Commissioner McConnell stated this was unacceptable. Chief Reifsnyder further stated they should continue to try to get involved with Neighborhood Watch as a lot of information they are seeking is on the tape every morning. Also, there are drug houses all over the City. There are about 70 of them known right now, 64 have been raided since the first of the year and 200 arrests made. The problem is, they come up for a court appearance, $1000 fine, 10% bond, and they are back on the street right away. To really help with the drug problem, people are going to have to go to the courts. Commissioner Osborn suggested they meet with the Chief Circuit Court Judge and/or Chief District Court Judge. Chief Reifsnyder explained that the Metro Squad primarily works the bigger cases, trying to get the higher level people in drug traffic. Lansing has the R.E.A.C.H. program which is concerned about the neighborhood problems. He further advised that on May 20th at Everett High School there is a conference on neighborhood crime. On May 25th, 7:OOPM, at Harry Hill is the formation of the new Zero Tolerance Task Force, whose main goal is to try to get one group to coordinate all efforts in this community to combat drugs. Just making arrests is not going to combat the drug problem, education is the only way. Also, there is a new program being worked on in this area, the Crimestoppers Program. This Page 3 started in California and has spread internationally. It is the forerunner to the TV show, Unsolved Mysteries. Further, the department is working on a new program of beat officers in the neighborhoods. The bus program has already begun and will be in the neighborhoods for citizens to come to rather than going downtown with their problems. The Board thanked the members of the Association for coming to the meeting. FRATERNAL ORDER OF POLICE BUSINESS There were no representatives present from the Fraternal Order of Police. COMMUNICATIONS Letters of appreciation for services rendered by members of the department were receiv- ed from the following individuals: Jane Dailey; Ron Onufer, Council Assistant; Michele Bauer, Stop Violence Coalition; William Cleary, Quality Dairy; 1/Lieutenant Robert Powers, M.S.P.; C. E. Allen -Lillie. Accepted and placed on file. COMPLAINTS AGAINST DEPARTMENT Notification was received of a civil suit filed by Robert Lehman, accepted and placed on file. Notification was received of a Civil Rights complaint filed by Stephen Ruffin, which was accepted and placed on file. A letter of complaint was received from Jane Calhoun, together with the departmental response. Commissioner McConnell had several remarks to make over how the incident was handled by the department. Chief Reifsnyder stated he did not like it either and that the officer had been reprimanded. Commissioner McConnell stated he wanted a re- port on what was done to the officer. Legal Advisor McComb advised that the Personnel Records Act requires the department to keep disciplinary cases separate and confiden- tial, but if the Board wants to know the outcome of any disciplinary case they could obtain that information. Chief Reifsnyder stated this was taken care of by the command officers, the officers were talked to and counseled. Legal Advisor McComb advised that records on file in the Internal Affairs Office, under the State's Personnel Record Act, are required to be kept separate and confidential. The only time the contents are released is when a court order is received. The department can only provide sum- mary information relating to the outcome of the investigation. Considerable discussion was held on the disciplinary procedure and the Internal Affairs monthly report. Page 4 Commissioner Osborn requested that at the next meeting the Board be furnished with the Internal Affairs number of this complaint and the disposition. Commissioner Johnson stated the Board needs to know what kind of information is acces- sible to them. Chief Reifsnyder stated they are the final step in the disciplinary procedure, and if this matter comes that far it's better the Board does not have pre - information before they review it. Commissioner Osborn stated this is a policy making Board and they may want to review the policy of how these matters are handled. At this time there was more discussion relating to the Board having the right to get the names of employees involved in situations that could result in discipline. Legal Advisor McComb stated he has been to court five times and the only thing they are will- ing to tell him is that that information will be released only pursuant to court order. Commissioner Kellogg had comments to make about how people attempting to get in the building at night are responded to via the intercom, suggesting some sensitivity train- ing. Commissioner McConnell suggested the other items be deferred to next month except for the Chief's request in his monthly letter for the Deputy Chief, the Assistant Chief and himself to attend the M.A.C.P. Conference in Traverse City, June 11-14, 1989, and moved to approve that. Supported by Commissioner Crawford. Carried, unanimous. Commissioner Osborn stated the two Administrative Procedures, 89-A26 Post Trauma Sup- port Team and 89-A25 Field Training and Evaluation Program, should also be acted upon. Moved by Commissioner McConnell. Supported by Commissioner Johnson.. Carried, unanimous. Commissioner Johnson requested a special meeting be held. Commissioner Owen requested that a special night be held for the Awards Ceremony, other than the regular Police Board night. Board Chairman David Osborn introduced members of the Police Board and remarks were made by Commissioner James Crawford. Chief Reifsnyder and Commissioner Crawford pre- sented the following awards: Letter of Commendation to•Officer John Parks, Life Saving to Citizen Rick Olivarez and Citizen Involvement Awards to Mark Allen Davis, Douglas Haliczer, Patrick Neal Smith, Cornelius Washington, Jennie E. Fields and Bob Brooks. Mr. Boyd presented Certificates from the Mayor to all those who received awards. The following awards will be mailed to those recipients who were not present: Letter of Commendation to Detective Gary Setla and Citizen Involvement Awards to Robert Charles Clark, Tyrone Nathan, Sally Garrett and Waitus Garrett. ROLL CALL Commissioners present: Commissioners absent: Osborn, Crawford, Owen, Kellogg, McConnell, Walker and Johnson. SantaAna. Also present was Jo Flaherty from the Mayor's Office. APPROVAL OF MINUTES OF PREVIOUS SESSION The minutes of the regular Board meeting in May were approved as submitted. There were no representatives present from the Fraternal Order of Police. COMMUNICATIONS Letters of appreciation for services rendered by members of the department were received from the following individuals: Mr. and Mrs. S.L. Halvizer; M.S.P. Director R.T. Davis; Susan B. Forsling, Legal Department, Fulton County, Georgia, Arnold D. Schatzman; Eaton County Sheriff Art Kelsey; Lieutenant Charles McCord, Metro Squad; Lieutenant James Rapp, L.P.D.; M.S.U. Department of Public Safety Director Bruce Benson (2); Ingham County Undersheriff Rick Boyd; John J. Gray, Executive Director, Pilot Dogs, Inc; Sergeant John Dama, L.P.D. Mulcahy regarding foot patrols in residential areas. Chief Reifsnyder stated he talked with this lady after a meeting on crime sponsored by Debbie Stabenow. He answered questions she had, advising that the department is presently working on a Community Policing program and hopes to have it in operation in June. Her area does have problems and it is one earmarked for a beatman. Conversation was held on the present beats, one of which covers the downtown area all the time as required by the grant. With reference to Community Policing, there are twelve areas designated. The Board requested that they be given the opportunity to review the project before it is implemented. Chief Reifsnyder further advised they are working with the foot patrol foundation at Michigan State University. Commissioner Osborn stated there was some frustration when the previous beat program was cancelled, and stated it would be advisable before the program is implemented to take it before the Board to take advantage of the community input as to how the program might be developed and perceived. This should be done rather than have it presented after the fact or immediately imminent to the fact, and might have to be done at a special meeting. Commissioner Osborn requested the department prepare a response to Ms. Mulcahy's letter from the Chairman on behalf of the Commission. Commissioner McConnell moved that the Chief draft a letter for the Chairman's signature. Supported by Commissioner Kellogg. Carried, unanimous. A letter of retirement was received from Sergeant Douglas Williams, effective September 1, 1989. Commissioner Owen moved for approval. Supported by Commissioner McConnell. Carried, unanimous. COMPLA= A=ST DEPARI= Notification was received of the desire of Esau Man -pane to withdraw his Civil Rights complaint. Notification was received of the dismissal by the Civil Rights Department of the complaint filed by William Wade. A communication was received from Mr. and Mrs. William Anderson, together with the departmental response. Page 2 Notification was received of a complaint made to the City Attorney by Howard Spence, which is still under investigation by this department. All the above were accepted and placed on file. G e Nh •�MSI'A The Administrative Procedure relating to Police Board meetings was received. There were several comments made concerning the Board's power to enforce the portion relating to attendance by Board members, and how it should go about this. The Legal Advisor stated that his assumption would be that under the Charter provision, since the Mayor makes the recommendation to the Council for the appointment, it would be the Mayor and Council that would make the removal. If there was a problem with attendance, that information should be forwarded to the Mayor. He further stated the Board could change the 50% figure to whatever they wanted. After discussion relating to reasons for absences, it was determined that the minutes should reflect the reason for an absence. Commissioner McConnell moved that at the end of the Chairman's year, which is in June, a report be submitted to the Mayor regarding attendance and participation of the various members, with copies to the Commissioners. Supported by Commissioner Owen. Carried, unanimous. At this time standing committees were discussed. It was requested that a list of the committees and members be sent to each Commissioner. The report on complaint and disciplinary files of the department was received. Commissioner Osborn stated that it has been determined a subcommittee will be appointed to review this. The departmental Highlights reports for April and May were received, accepted and placed on file. The monthly letter from Assistant Chief Sinclair was received, which advised of the following: Crime statistics; Information on the M.A.C.P. Conference; The video tape of the Lansing Police Department will be shown right after Page 3 this meeting. Accepted and placed on file. There was discussion on the newly -appointed State Drug Czar, Mr. Donald Reisig, and Chief Reifsnyder stated he would see if Mr. Reisig would be available to speak at a Board meeting. On July 18, 1989, Chairman David Osborn contacted Vice -Chairman James Crawford and offered the Chairmanship position to him. Commissioner Crawford accepted the position as Chairman. Michigan Ave. Lansing, Michigan 48933 (517) 372-9400 SPECIAL MEETING BOARD OF POLICE COMMISSIONERS September 8, 1989 A special meeting of the Board of Police Commissioners was held at 2:OOPM on Friday, September 8, 1989. Commissioners present: Crawford, Owen, Osborn, Johnson and Kellogg. Commissioners absent: McConnell and Walker. Also present were Captain Heyden, Lieutenant Metts, Sergeant Frever, Officer McKenzie, Officer Richard and Citizen Armita Valdez. Assistant Chief Sinclair stated this is a meeting specifically for the purpose of giv- ing the Board the opportunity to familiarize themselves with Community Policing, to answer any questions so that the Board is comfortable with the concept. He also stated that perhaps Dr. Trojanowicz, from Michigan State University who is very involved in Community Policing, might be able to attend a Board meeting in the future if desired. He further stated this addresses itself to a concept that the department is going to enter into in a pilot project. This has been worked on over three to four years, more concentrated recently by committing an officer to put this together. The department feels it is so important it is willing to take the venture without any additional re- sources. The department wants to do this in a manner which fits the needs of Lansing. If any controversy arises it will be over why certain areas were selected over other areas. The Chief is committed for a year, and at the end of the year if the department does not feel the pilot project has been worth the resources committed it will probably be dropped and those resources reallocated. Assistant Chief Sinclair introduced the officers present and asked Officer McKenzie to address a concern expressed by Commis- sioner Johnson as to why a certain area was not picked. Officer McKenzie stated he read many articles on how other departments have looked at and implemented Community Policing, and the results obtained. He then looked at Lansing as to what systems analyses are available, and looked at the units and divi- sions within the department and other portions of City Government. Also, contact was made with the State of Michigan as to what resources could be drawn on. Selection criteria consisted of number of calls for service, number of priority 3 and 7 calls for service, number of reported criminal offenses, number and location of juvenile arrests, building and zoning code violation complaints, population density, socio- economic data, high density of rental properites and victimization data, resources already in place such as churches, Neighborhood Watch Groups and schools, quantity of known drug houses in the neighborhood. The City is broken down into a number of reporting areas. He also interviewed district officers and members of the Building, Zoning and Planning Departments. The area addressed by Commissioner Johnson has had several changes, with a number of drug houses being condemned and torn down for new construction, and some of the properties were being turned around in that neighborhood. "Equal Opportunity Employer" Page 2 There was some discussion as to which officers would be selected for this project. Assistant Chief Sinclair stated there were no volunteers and he felt it was because it was only a one year commitment as opposed to other jobs in which the officer can get a break from the Uniform Division by going some place for two or three years. Commissioner Osborn addressed the size of the areas (eight blocks) and wanted to know the rationale for this. It was explained that it was a concern as to how big an area an officer could effectively cover based on demands for the officer's service and for the offic% r to be able to get involved with the community. Captain Heyden explained the department's concern was trying to impact the calls for service and trying to take some of the load off the district patrol, and an officer can respond to about eight square blocks rather than calling in a motorized unit. Further, part of the analysis came from Dr. Trojanowicz and the National Foot Patrol Center study. With reference to selecting officers for this project, Chief Reifsnyder stated this is not a lateral transfer. This is another assignment within the Uniform Division, another method of patrolling the neighborhood. This falls under Management's Rights. A survey was discussed and Commissioner Osborn strongly suggested a blind mailing be sent to everyone in the area. Discussion was also held on the duration of the project. It was explained that the length of implementation prior to evaluation across the country has been one year; however, there will be continuous evaluation from the first day and there will be no stopping and then restarting the program. Chief Reifsnyder stated he had just returned this afternoon from Washington, D.C. where he attended the National Conference of Mayors and Police Chiefs on crime and drugs. Most of what they have asked of Congress at previous Conferences has been approved. Two major things have not and they are that they wish Congress would send the money to fight drugs directly to the cities rather than going through a state agency. Also, they feel the war on drugs is the most serious thing this country has faced since World War II. Since the President's message they have been playing politics, i.e. attempting to force the President into a tax increase, etc. Chief Reifsnyder had several more comments to make, adding that he did not feel that at this time much progress has been made relating to fighting drugs. There was some discussion in regard to barricades. It was clarified that a resolution was passed to erect them and the Mayor's Office has the authority to set them up where the need is. He does check with the Criminal Intelligence Unit to determine the loca- tion on where to place them. COMMISSIONERS COMMENTS Commissioner Owen questioned the number of drug related murders and Chief Reifsnyder advised that of the 14 so far this year he believes 11 are related to drugs.
